Union Budget 2025 announces key customs duty revisions, making lifesaving drugs, premium cars, and motorcycles cheaper, while imposing higher duties on certain textiles and interactive displays.

Imported life saving drugs and medicines used in the treatment of cancer, rare and other severe chronic diseases, along with imported premium cars and motorcycles, are set to become cheaper with Finance Minister Nirmala Sitharaman announcing cuts in customs duty in the Union Budget 2025-26.
However, certain items like interactive flat panel (touch screen) displays imported as fully built units and certain knitted fabrics will become costlier due to increase in basic customs duties.
In her speech, Sitharaman said, "To provide relief to patients, particularly those suffering from cancer, rare diseases and other severe chronic diseases, I propose to add 36 lifesaving drugs and medicines to the list of medicines fully exempted from basic customs duty (BCD)."&nbsp;
She further said, "I also propose to add six lifesaving medicines to the list attracting concessional customs duty of 5 per cent. Full exemption and concessional duty will also respectively apply on the bulk drugs for manufacture of the above." The finance minister also announced that "specified drugs and medicines under Patient Assistance Programmes run by pharmaceutical companies are fully exempt from BCD, provided the medicines are supplied free of cost to patients." "I propose to add 37 more medicines along with 13 new patient assistance programmes," Sitharaman said.

Although the government has cut duties on several imported items, including marbles, granite and footwear, the impact was neutralised by a hike in Agriculture Infrastructure and Development Cess (AIDC).
Significantly, as per the budget announcement imported premium cars and other motor vehicles with CIF (cost, insurance, and freight ) value more than USD 40,000 (about Rs 35 lakh) or with engine capacity more than 3,000 cc for petrol-run vehicles and more than 2,500 cc for diesel-run vehicles or with both will become cheaper as the customs duty has been reduced to 70 per cent from 100 per cent earlier.
Similarly, motorcycles with engine capacity of 1,600 cc and above imported in completely built unit (CBU) form will also be cheaper as tariff has been slashed to 30 per cent from 50 per cent.
Likewise, bikes with engine capacity not exceeding 1,600 cc imported as CBU will also become cheaper as tariff has been cut to 40 per cent from 50 per cent.
Motorcycles with engine capacity not exceeding 1,600 cc in imported semi knocked down (SKD) form and completely knocked down (CKD) form will also become cheaper as customs duties have been cut on these items too.
There will also be reduction in prices of imported motorcycles with engine capacity of 1,600cc and above in SKD form following a cut in custom duty to 20 per cent from 25 per cent and the same imported in CKD form will now attract 10 percent duty, down from 15 per cent.
The budget also announced reduction in customs duty on imported parts of electronic toys to 20 per cent from 25 per cent and that of synthetic flavouring essences and mixtures, used in food and drink industries to 20 per cent from 100 per cent.
Similarly, articles of Jewellery, goldsmiths&rsquo; and silversmiths&rsquo; ware and ethernet switches of carrier grade will also become cheaper.
On the other hand, smart meters, solar cells, imported footwear, imported candles and tapers; imported yachts and other vessels will become costlier as cut in import duties on these items have been offset by an increase in AIDC.
PVC Flex Films, PVC Flex Sheets, PVC Flex Banner will also become costlier due to imposition of 7.5 per cent AIDC.
Certain imported knitted fabrics are also like to be costiler as the custom duty structure on it has been changed to 20 per cent or Rs115/kg, whichever is higher.
Interactive Flat Panel Displays which are imported as completely built units will also become costlier as the duty has been hiked to 20 per cent from 10 per cent earlier. On a positive note, global energy and commodity prices have softened, providing stability to the core inflation outlook. Still, the global political and economic uncertainty remains a challenge.
India's foreign exchange reserves remain strong, covering 90% of external debt and offering an import cover for over ten months.
The reserves increased from USD 616.7 billion in January 2024 to USD 704.9 billion in September 2024, before moderating to USD 634.6 billion as of January 3, 2025. The stability in capital flows has played a crucial role in supporting India's external position.
The survey also highlights substantial growth in formal employment, with net Employees' Provident Fund Organisation (EPFO) subscriptions more than doubling from 61 lakh in FY19 to 131 lakh in FY24.

Speaking to the media before heading into Parliament, PM Modi said, "You must have noticed, since 2014, this is the first Parliament session, which saw no 'videshi chingari' (foreign interference) in our affairs, in which no foreign forces tried to ignite a fire. "In this session, as always, many historic bills will be discussed in the House, and after extensive brainstorming, they will become laws that will strengthen the nation. Specially to re-establish the pride of women power, to ensure that every woman gets a respectable life and equal rights without any discrimination of caste and creed; many important decisions will be taken in this session in this direction," he stated.
PM Modi also expressed optimism about the young generation benefiting the most from the vision of Viksit Bharat. "Ours is a young nation, and today 20-25-year-olds will be the greatest beneficiaries of Viksit Bharat by the time they will be 50 years old... They will be at the helm of policymaking... The efforts to fulfil our vision of Viksit Bharat will be a huge gift for our young generation."

Additionally, the Second and Final Batch of Supplementary Demands for Grants for 2024-25 will be reviewed to accommodate unanticipated government expenses.
Further, the session will address the Demands for Excess Grants for 2021-22, covering additional funds required beyond initial budget allocations. These demands will undergo discussion, voting, and approval through an accompanying Appropriation Bill.
Following an all-party meeting on Thursday, Parliamentary Affairs Minister Kiren Rijiju stated that "tentatively 16 items of legislative business and three items of financial business have been identified for being taken up during this session." Aam Aadmi Party (AAP) national convener Arvind Kejriwal raised concerns about the plight of the middle class in Delhi on Wednesday, criticizing the political landscape that he believes marginalizes this group.&nbsp;
He pointed out that the middle class is caught between the "notebank" and "votebank" that other parties have created. Kejriwal emphasized that the middle class has become the victim of what he called "tax terrorism."&nbsp;

In a video message, he stated, "Some parties have created their votebank in the name of religion and caste and they make promises for a few industrialists so that they donate money. Between this notebank (industrialists) and votebank (others), the middle class is nowhere to be seen. The middle class has been crushed between them. The middle class of India has become the ATM of the government. The truth remains that the Indian middle class is the victim of tax terrorism."
Kejriwal also highlighted a worrying trend of emigration, noting that "In 2023 itself (approximately) 2.16 lakh people have left the country." He reassured the public that his government had made efforts to ease the burdens on the middle class, such as increasing the education budget, reducing electricity and water bills, and planning to implement the Sanjeevani Yojana after the elections, which would provide free treatment to the elderly.
He promised that AAP would serve as a voice for the middle class, pledging to address their concerns in the upcoming budget session of Parliament, which is set to begin in two weeks.&nbsp;
Kejriwal outlined seven key demands ahead of the session, stressing that the next budget should be focused on the middle class. "We demand that the next budget of the country be dedicated to the middle class," he declared.
Among his key demands were an increase in the education budget from two percent to 10 percent, along with the regulation of private school fees and subsidies for higher education. He also called for an increase in the health budget to 10 percent and the removal of taxes on health insurance.&nbsp;
Kejriwal further advocated for an increase in the income tax exemption limit from seven lakh rupees to 10 lakh rupees and the abolition of GST on essential commodities.
Additionally, he urged the central government to restore the 50 percent railway concession for senior citizens and called for comprehensive retirement plans and pension schemes for senior citizens.&nbsp;
"Strong retirement plans and pension schemes should be made for senior citizens and senior citizens should be given free and good treatment in all government and private hospitals across the country," Kejriwal added.

The government is anticipated to offer some relief to personal income taxpayers in the Union Budget for FY2026, according to an ICRA report. While the report suggests the possibility of modest tax relief, it highlights that these measures are unlikely to significantly impact overall revenue collections. The government's cautious stance is aimed at maintaining stable and predictable tax inflows. The report stated, "While there may be some tax relief to personal income taxpayers in the Budget, ICRA believes that its impact on revenues is unlikely to be material, to ensure stable and predictable tax flows in the fiscal."
ICRA forecasts a 12% growth in direct tax collections for FY2026, primarily driven by higher income and corporate tax revenues. Indirect taxes are projected to increase by 9%, with GST collections expected to rise by 10.5%. Customs duty inflows are forecast to grow at a slower rate of 5%, with potential uncertainties arising from changes in US tariff policies. The overall growth in gross tax revenue (GTR) for FY2026 is anticipated to slightly exceed the nominal GDP growth forecast of 10%, suggesting a tax buoyancy of 1.1.
While a reduction in the revenue deficit is likely, the fiscal deficit in absolute terms is expected to rise to Rs 16 trillion in FY2026, up from Rs 15.4 trillion in FY2025. However, as a percentage of GDP, the fiscal deficit is projected to decrease to 4.5% from 4.8% in FY2025, reflecting the government's fiscal consolidation efforts. The report added, "ICRA awaits a forward-looking guidance on fiscal deficit targets or Central Government debt/GDP, even as the recommendations by the 16th Finance Commission will also be key, which may be released later in the fiscal."
Regarding capital expenditure, ICRA predicts a capex of approximately Rs 11 trillion for FY2026, aligning with the previous year's budget announcements but representing a 12-13% increase compared to the expected expenditure of Rs 9.7 trillion in FY2025. This increased capex is consistent with the government's emphasis on stimulating manufacturing, generating employment, and boosting skill development in response to the slowdown in urban consumption and investment activity observed in FY2025. The report also emphasizes the importance of non-tax revenues, particularly the Reserve Bank of India's (RBI) dividend, in managing the fiscal deficit and creating additional space for capital expenditure in FY2026.
The upcoming budget is expected to focus on promoting economic growth while maintaining fiscal discipline, ensuring the long-term sustainability of public finances.

The Election Commission will write to the cabinet secretary, informing that no Delhi-specific provision can be made in the Union Budget that can disturb the level-playing field, CEC Rajiv Kumar said on Tuesday.
Polling for the 70-member Delhi Assmebly will be held on February 5 and the votes counted on February 8, Chief Election Commissioner (CEC) Kumar announced.
Responding to a query about the the Union Budget, scheduled days ahead of the polls, Kumar said, "We will write to the cabinet secretary that no Delhi-specific provision can be made in the Union Budget that can disturb the level-playing field."
The last date to file nominations is January 17 and the scrutiny of nominations will be done by January 18.
Candidates will be able to withdraw their nominations till January 20.
Bypolls to two assembly constituencies -- Milkipur in Uttar Pradesh and Erode in Tamil Nadu -- will also be held according to the same schedule.

In a pre-budget consultation with Finance Minister Nirmala Sitharaman, farm organisations and experts on Friday pitched for higher investment in agricultural research, rationalisation of fertiliser subsidies and infrastructure development to boost the sector's resilience against climate change.
The two-and-a-half-hour meeting saw stakeholders advocating for a significant hike in the budget allocation for the Indian Council of Agricultural Research (ICAR) from Rs 9,500 crore to Rs 20,000 crore. Indian Chamber of Food and Agriculture (ICFA) Chairman MJ Khan emphasised the need for "massive investment in agriculture R&amp;D" to drive sector growth and increase farmers' income.
Experts also called for consolidating all agriculture-related subsidies for transfer through Direct Benefit Transfer (DBT) and increasing the retail price of urea, which has remained unchanged since 2018. The promotion of bio-fertilisers and foliar fertilisers through subsidies was another key demand.
Bharat Krishak Samaj Chairman Ajay Vir Jakhar suggested segregating agriculture funds between education and research.
He pointed out that despite the economic returns on agricultural research being ten times higher than other investments, budget increases in the past two decades have lagged behind inflation rates.
Other notable suggestions included disbanding the MSP committee, and commissioning a new agricultural policy for India and changing the funding ratio for human resource development in centrally sponsored schemes from 60:40 to 90:10, with the central government bearing 90 per cent of the cost for five years.
Experts also suggested increasing the budget allocation for APEDA from Rs 80 crore to Rs 800 crore to boost farm exports, creating district export hubs and launching a National Goat and Sheep Mission.
