 This comes amid reports that India might grant indemnity to foreign drug companies such as Pfizer and Moderna. &nbsp;
Indemnity from liability is a key condition put forth by vaccine-makers Pfizer and Moderna for supplying their Covid shots to India. Pfizer has immunity in countries like the US where it cannot be sued for any adverse effects.&nbsp;
The government has not given any manufacturer indemnity or protection against legal action for any severe side effects so far.&nbsp;
What is indemnity and why are Covid vaccine makers seeking it?&nbsp;
With all the buzz around indemnity demand, one might wonder about the relevance of the term and why vaccine makers are pressing for it.&nbsp;
Indemnity is a legal clause mostly used by insurance companies and claims companies to seek to shield themselves from potential compensation demands from those who may experience adverse effects after getting vaccinated.&nbsp;
Indemnity is like granting a concessional request of legal defence from any claims associated with the use of companies' COVID vaccines in India&nbsp;
When a pharma company has indemnity granted by the government of the country it is operating, it means it cannot be sued for negligence related to administering the vaccine. &nbsp;
The company will not be liable to answer if someone suffers side effects and decides to take the matter to court. The government will instead have to become the respondent there.&nbsp;
What is the status in other countries?&nbsp;
Both Pfizer and Moderna have received protection against lawsuits through indemnity clauses for their Covid-19 vaccines in other countries, including the US and Brazil. &nbsp;
The vaccines developed by Pfizer and Moderna work on the same technology and they have proved to be more than 90 per cent effective against Covid-19. Also, these vaccines have been approved in more than 40 countries.&nbsp;

The Health Ministry, citing other countries have reportedly said and "there is no problem" in granting indemnity or legal protection from any claims linked to the use of a company's COVID-19 vaccine.&nbsp;&nbsp;The Health Ministry sources further said that indemnity can be given if foreign pharma companies have applied for Emergency Use Authorisation in India.&nbsp;
Pfizer and Moderna have said they will export their COVID-19 vaccines to India only if the company is guarded against legal cases.&nbsp;
In February this year, Pfizer became the first foreign drugmaker to apply for emergency use approval of its vaccine candidate in India, but the application was later withdrawn. Later, in May Pfizer said it is holding fresh talks with the Indian government.&nbsp;&nbsp;Pfizer&rsquo;s spokesperson stressed that the safety and efficacy data of the vaccine had been backed by regulatory authorities in US, Britain, Japan and the World Health Organization.&nbsp;
In the wake of acute shortage of COVID-19 vaccine, the Centre has been strongly criticised for its vaccination policy. Delhi Chief Minister Arvind Kejriwal has requested the Centre to provide the national capital with 83 lakh doses every month to vaccinate the age groups of 18-45 and above 45 within the next three months.
The CM in a letter addressed to the Union Health Minister Harsh Vardhan described the 3-month strategy of his government to achieve complete vaccination of all people in Delhi by July. He urged the government to direct Serum Institute of India and Bharat Biotech to increase their monthly supplies to Delhi to 60 lakh doses per month during this time period.
Kejriwal said that Delhi was currently vaccinating 1 lakh people per day, which is to be increased to 3 lakhs, creating capacity to provide 90 lakh jabs per month.

Drugs Controller General of India on Tuesday gave permission to Serum Institute of India to resume clinical trial of the Oxford Covid-19 vaccine candidate. The DCGI, Dr V G Somani, has however, put certain conditions like taking extra care during screening, providing additional information in informed consent to be followed during the trials. The DCGI had on September 11 directed Serum Institute of India to suspend any new recruitment in the phase two and three clinical trial of the Oxford Covid-19 vaccine in the backdrop of pharma giant AstraZeneca pausing the clinical trials in other countries because of "an unexplained illness" in a volunteer.

New Delhi, PTI: Drugs Controller General of India (DCGI) Dr V G Somani on Tuesday gave permission to Serum Institute of India to resume clinical trial of the Oxford Covid-19 vaccine candidate in the country while revoking its earlier order of suspending any new recruitment for phase two and three trial.
The DCGI, however, put certain conditions like taking extra care during screening, providing additional information in informed consent and close monitoring for adverse events during follow-up of the study which have to be "scrupulously" followed by Serum Institute of India (SII).
SII has also been asked to submit to the DCGI's office details of medication used in accordance with the protocol for management of adverse events.
The DCGI had on September 11 directed Serum Institute of India to suspend any new recruitment in the phase two and three clinical trial of the Oxford Covid-19 vaccine candidate till further orders in the backdrop of pharma giant AstraZeneca pausing the clinical trials in other countries because of ''an unexplained illness'' in a participant in the study.
On Saturday, British-Swedish biopharmaceutical giant AstraZeneca and the University of Oxford said clinical trials for their coronavirus vaccine have resumed in the UK after the Medicines Health Regulatory Authority's (MHRA) confirmed that the trials were safe.
SII, which has partnered with AstraZeneca for manufacturing the vaccine candidate for Covid-19, on Tuesday submitted the recommendations of the Data and Safety Monitoring Board (DSMB), UK and DSMB, India, and requested for permission to restart enrolment in the clinical trial.
According to Tuesday's order issued by DCGI, the DSMB, UK, recommended that the investigators recommence all immunization in their clinical trials subject to certain conditions.
DSMB, India, also has recommended to continue the study and enroll the remaining participants in the clinical trial as per protocol subject to certain conditions.
According to the order, SII has submitted revised participant information sheet, revised informed consent form and additional safety monitoring plan for the evolved participants.

The DCGI on Friday also directed Serum Institute to increase the safety monitoring of the subjects already vaccinated as part of the trial, and submit the plan and report. The drugmaker&nbsp;had on Thursday hit a pause after AstraZeneca put the trials on hold following an unexplained illness in a volunteer in the UK.

New Delhi, PTI: Drugs Controller General of India (DCGI) has directed Serum Institute of India to suspend till further orders new recruitment in phase 2 and 3 clinical trials of the Oxford Covid-19 vaccine candidate in the backdrop of pharma giant AstraZeneca pausing the trials in other countries.
In an order, a copy of which has been accessed by PTI, DCGI Dr V G Somani on Friday also directed Serum Institute of India (SII) to increase the safety monitoring of the subjects already vaccinated as part of the trial, and submit the plan and report.
Somani also asked the firm to submit clearance from Data and Safety Monitoring Board (DSMB) in the UK as well as in India to obtain clearance from his office (DCGI) prior to resumption of future recruitment in the trial. The central drug regulator DCGI had issued a show-cause notice to SII on September 9 for not informing it about AstraZeneca pausing clinical trials of the vaccine candidate in other countries and also for not submitting casualty analysis of the "reported serious adverse events".
Following which the Pune-based firm, which has partnered with the British-Swedish biopharmaceutical giant AstraZeneca for manufacturing the Oxford vaccine candidate, on Thursday said it is pausing the clinical trials in India.
Earlier this week, AstraZeneca said it had paused the trials because of 'an unexplained illness' in a participant in the study. "We are reviewing the situation and pausing India trials till AstraZeneca restarts the trials," SII said in a statement on Thursday. According to the DCGI's order issued on Friday, the SII in its reply stated that DSMB has noted no safety concerns from the Indian study (part 1-phase-2 study) with the first dose and seven days post vaccination safety data. In its reply, SII also stated that DSMB further recommended "to pause further enrolment into the study until ongoing investigations of SAE reported in the UK study is completed and the sponsor and the UK DSMB are satisfied that it doesn't pose any safety concerns".
"In the view of the above, I Dr V G Somani, Drugs Controller General of India, Central Licensing Authority, after careful examination of your reply and the recommendations of the DSMB in India, in exercise of the powers vested under Rule 30 of the New Drugs and Clinical Trials Rules, 2019, direct to you suspend any new recruitment in the phase 2 and 3 clinical trial till further orders," the order read.
"Increase the safety monitoring of the subjects already vaccinated with the vaccine under trial and submit the plan and report," the order further stated.
