The Enforcement Directorate conducted searches at locations linked to AAP leader and former Delhi minister Saurabh Bharadwaj in a money laundering case related to alleged irregularities in health projects.

The Enforcement Directorate on Tuesday searched the premises of former Delhi minister Saurabh Bharadwaj and others as part of a money laundering probe linked to an alleged scam in health infrastructure projects during the previous AAP government in the national capital, official sources said.
At least 13 locations, including those of some private contractors and commercial real estate developers in the National Capital Region, are being searched under the provisions of the Prevention of Money Laundering Act (PMLA), they said.
Bharadwaj (45), who is also the Delhi AAP unit chief and national spokesperson of the party, is under investigation in connection with a case registered by the Anti-Corruption Branch (ACB) of Delhi in June.
Reacting to the raids, the AAP termed the ED action a &ldquo;diversionary tactic&rdquo; and claimed the case against Bharadwaj is false. &ldquo;The raids are a diversionary tactic. The case pertains to the time when Bharadwaj was not holding any ministerial post. The case is false,&rdquo; senior AAP leader Manish Sisodia said.
The ACB had booked Bharadwaj, his party colleague and former health minister Satyendar Jain, private contractors and unknown government officials for alleged corruption in health infrastructure projects during the AAP government led by Chief Minister Arvind Kejriwal. After the FIR was filed, the AAP accused central agencies of being misused to target its leaders.
The ACB complaint followed allegations by the Delhi BJP in August last year of &ldquo;grave irregularities and suspected corruption&rdquo; in various health infrastructure projects under the Delhi government. It alleged &ldquo;systematic manipulation of project budgets, misuse of public funds and collusion with private contractors&rdquo;.
According to ACB officials, during 2018-19, 24 hospital projects worth ₹5,590 crore were sanctioned, but they remained largely incomplete, with substantial and unexplained cost escalations. Similarly, the ₹1,125-crore ICU hospital project, covering seven pre-engineered facilities with a total of 6,800 beds, is only 50 per cent complete after nearly three years and expenditure of ₹800 crore, despite an initial six-month completion timeline.
ED officials said the searches are based on material collected during the course of investigation and allegations in the FIR regarding large-scale corruption, unjustified cost escalations, unauthorised constructions and misappropriation of funds in health infrastructure projects of the Government of National Capital Territory of Delhi (GNCTD).

Asked if they had sought permission to visit the residence, Singh and Bharadwaj told reporters, "Why should we need permission to enter the chief minister's residence?"
They were seen speaking to officials at the bungalow, requesting permission to be allowed inside.
"Who has instructed you to stop us? I am a minister and I am here for an inspection. How can you stop me and on whose orders? Have you received directions from the lieutenant governor? He is the only authority above my position," Bharadwaj was heard telling an official.
Addressing a press briefing earlier, Bharadwaj had said, "As promised, we will visit the chief minister's official residence at 6, Flagstaff Road, at 11 am and try to find the golden commode, swimming pool, and mini bar that the BJP claims are present there"
"It should be noted that both these properties are government residences. They were built with taxpayers' money and came up during the Covid pandemic. If there are allegations of misappropriation of funds, both should be investigated," he added.
Singh and Bharadwaj also had said that they would take reporters to the prime minister's residence, which AAP has dubbed "Raj Mahal" and claimed was built at a cost of 2,700 crore.
The "Raj Mahal" jibe is part of AAP's counter allegation that the prime minister leads a luxurious lifestyle.
The 6, Flagstaff Road, bungalow has sparked controversy over alleged irregularities in its renovation and costly fittings and household goods present in it.
The BJP has focussed a big part of its assembly election campaign around these allegations, dubbing the bungalow "Sheesh Mahal".
The saffron party's Delhi chief Virendra Sachdeva has claimed that valuable items, including a "golden commode", were missing after the bungalow was vacated by Kejriwal.
On Tuesday, AAP challenged the BJP to open the prime minister's residence for a media visit to reveal the reality while also offering to take reporters on a tour of the chief minister's bungalow.

'Operation Lotus' has started in Punjab, senior AAP leader Saurabh Bharadwaj alleged on Thursday, a day after the party's lone Lok Sabha MP Sushil Kumar Rinku joined the BJP.
'Operation Lotus' is the term used by opposition parties to describe what they call "poaching" of MLAs by the BJP to topple governments.
Addressing a press conference, Bharadwaj said AAP MLAs in Punjab had said on Wednesday that the majority of them were getting calls and being offered money, Y category security and tickets for the upcoming Lok Sabha polls to join the BJP.
"The BJP is conducting 'Operation Lotus'," he said.
Bharadwaj also questioned Rinku's decision to join the BJP.
"The BJP stood fourth in (the 2022) Punjab (assembly elections) after AAP, Shriomani Akali Dal and Congress. The question is why did Rinku join the BJP. His tenure as Lok Sabha MP has also ended. The BJP will also come fourth in the Jalandhar Lok Sabha polls," he said.

The Aam Aadmi Party's assertion came after the Gujarat Police denied that any raid was conducted at the Arvind Kejriwal-led party's office in Ahmedabad on Sunday evening.
"Police conducted an illegal raid yesterday at the party's office in Ahmedabad. They forcibly entered the office and carried out searches for two hours without any warrant or court order," AAP chief spokesperson Saurabh Bharadwaj told a press conference at the party headquarters in Delhi.&nbsp;
The police team searched all computers, went through all the documents kept at the party office and interrogated people there, he claimed.

But the Ahmedabad police is now denying it as its raiding team did not find anything against the AAP during the "illegal" searches conducted at the party's office, Bharadwaj said.
"We have evidence to prove the illegal raid and searches carried out by police at our party office in Ahmedabad. Our people know the police officers who went there. We are ready to present the evidence if the Gujarat chief minister agrees to hold a press conference and answer all the questions pertaining to the raid," he said.

In another face-off, the Aam Aadmi Party has accused the BJP of hatching "a big scam" to the tune of crores in Madhya Pradesh over its  implementation of a supplementary nutrition scheme.
The Arvind Kejriwal-led party further said that it will approch CBI in the matter.
Quoting the findings of an audit report AAP chief spokesperson Saurabh Bharadwaj dragged chief minister Shivraj Singh Chouhan's involvement in the scam. The state women and child welfare department, which implemented the scheme, comes under the CM, Bhardwaj added.
The Accountant General's 36-page audit report on the Take Home Ration (THR)  component of the supplementary nutrition program flagged misuse of funds in the state's nutrition programme for school children.
Bhardwaj said the state government's scheme having an outlay of Rs 2,500 crore pertained to providing "fortified food" to children in the age group of six months to three years, lactating mothers and girls who have dropped out of schools.
The state government in its defence denied any irregularaties saying the audit report was not final.

Delhi lieutenant governor sends legal notice to AAP leaders for defamation

Delhi Lieutenant Governor Vinai Kumar K Saxena sent a legal notice to AAP leaders on Monday over their "false and derogatory" charges against him for his alleged involvement in a Rs 1,400 crore "scam" during his tenure as the KVIC chairman, news agency PTI reported.&nbsp;
The notice was served to &nbsp;Aam Aadmi Party (AAP) leaders Atishi, Durgesh Pathak, Saurabh Bharadwaj, Sanjay Singh and Jasmine Shah, among others. The notice also asks AAP leaders &nbsp;to issue a press release "directing all members of the party and all persons associated with it, whether directly or indirectly, to cease and desist from spreading and circulating false, defamatory, malicious and unsubstantiated statements".
Furthermore, the legal notice asks the AAP leaders to comply with the requisitions within 48 hours of its receipt.
The AAP last week alleged corruption by Delhi LG when he was KVIC chairman in 2016.&nbsp; The Arvind Kejriwal-led ruling party demanded probe into the alleged scam by CBI and ED.&nbsp;

Amid a surge in Covid-19 cases, Kejriwal said the matter of concern should be the number of deaths and not cases as he claimed that the coronavirus death rate in the national capital is perhaps the lowest in the world. He said that currently around 60,000 tests for detection of Covid-19 are being conducted in Delhi daily, which means that 3,000 tests are conducted per day per million population in the city.

Amid a surge in Covid-19 cases, Kejriwal said the matter of concern should be the number of deaths and not cases as he claimed that the coronavirus death rate in the national capital is perhaps the lowest in the world.
He said that currently around 60,000 tests for detection of Covid-19 are being conducted in Delhi daily, which means that 3,000 tests are conducted per day per million population in the city.
"In Delhi, 3,057 Covid-19 tests are conducted per day per million population. In the UK, around 3,000 tests are conducted per million population, 1,388 in the USA, 2,311 in Russia, and 8,58 in Peru. In India, the figure is 819 tests per day per million. So, Delhi is conducting the highest number of tests in the whole world," the chief minister said.
"The largest number of Covid-19 tests are being carried out in Delhi. Eleven per cent Delhi has been tested so far with nearly 21 lakh tests. The concern should be the number of deaths and not the number of Covid cases. Death rate in Delhi is perhaps the lowest in the whole world," he said.
The chief minister said the Covid-19 situation was the toughest in Delhi.
"First, we need to understand that the Covid-19 situation was the toughest in Delhi. We must keep this in mind whenever we compare the situation from other states.
"Coronavirus had a huge impact in countries such as Italy and the UK. Indians living there asked the governments that they wanted to go back to Delhi," he said. The Indian government decided to bring these people back to India by sending special flights, the chief minister said.
"Delhi is the national capital of India and so 80-90 per cent of all flights landed in Delhi. Covid-19 was a new disease then, and nobody knew about any protocol or guidelines to be followed, no quarantine, and no isolation," Kejriwal said.
Kejriwal said the pandemic made him realise that nobody can handle it alone.
"If Delhi would have tried to handle it alone, we would not have been able to do it. We took help from everyone. I want to thank the Centre for helping us whenever we needed them. They gave us PPE kits, oxygen cylinders and testing kits. No government can handle it alone.
"We have a weakness. We do not know how to do politics, but this weakness has become our biggest strength right now. I always say, the credit is yours and all the responsibility is mine. Whenever Delhi faces trouble, the responsibility is mine," he added. Kejriwal said people from all over country are coming to Delhi for Covid-19 treatment.
"A total of 5,264 people from other states have been treated so far in Delhi. It is a difficult time. Human history never witnessed such a pandemic. We have to work for the wellbeing of the human kind," he added.
During the assembly session, AAP MLAs, including Saurabh Bhardwaj, hit out at the BJP government in Uttar Pradesh, alleging that there was a "scam" in procurement of COVID-19 kits and equipments.
