External Affairs Minister S Jaishankar on Monday embarked on a three-day visit to the US to attend a Washington-led ministerial meeting on critical minerals supply chain.
Jaishankar's visit assumes significance as it is being seen as an opportunity to address the sharp downturn in the relations between the two strategic partners. It is expected that the minister will hold bilateral talks with US Secretary of State Marco Rubio and other senior officials of the Trump administration.
"External Affairs Minister S Jaishankar will visit the United States from February 2 to 5 to participate in the Critical Minerals Ministerial convened by US Secretary of State Marco Rubio," the external affairs ministry said in a statement.
It said the ministerial will focus on supply chain resilience, clean energy transitions, and strategic cooperation in critical minerals.
"During the visit, the external affairs minister will also hold meetings with senior members of the US administration," it said.
India-US ties have been reeling under severe stress after Trump doubled tariffs on Indian goods to a whopping 50 per cent, including a 25 per cent additional duties, for India's purchase of Russian crude oil.
Apart from the tariff issue, the relations witnessed a downturn on a number of other issues that included Trump's claim of ending the India-Pakistan conflict in May last year and Washington's new immigration policy.

External Affairs Minister S Jaishankar on Tuesday held a phone conversation with US Secretary of State Marco Rubio focusing on cooperation in areas of trade, critical minerals, nuclear energy and defence.
The Jaishankar-Rubio phone call came a day after newly-appointed US ambassador Sergio Gor said there will be some contact between the two sides on the trade issue.
The external affairs minister said he had a "good conversation" with Rubio and that they agreed to remain in touch.
"Just concluded a good conversation with @SecRubio. Discussed trade, critical minerals, nuclear cooperation, defence and energy," he said on social media. "Agreed to remain in touch on these and other issues," he added.

The India-US ties witnessed a major downturn after President Donald Trump slapped a whopping 50 per cent tariffs on Indian goods, including a 25 per cent punitive levy over Russian oil purchases.
Both sides have held multiple rounds of negotiations last year to firm up a bilateral trade deal. However, it could not be sealed yet largely in view of Washington's demands to open up India's farm and dairy sectors.
In an address at the US embassy on Monday, Gor said India and the US are actively engaged on the proposed trade deal. "Both sides continue to actively engage. In fact, the next call on trade will occur tomorrow," he said.
In his remarks, Gor also said that no country is as essential as India to the United States. "No partner is more essential than India. In the months and years ahead, it is my goal as ambassador to pursue a very ambitious agenda. We will do this as true strategic partners, each bringing strength, respect and leadership to the table," he said.
The phone conversation between Jaishankar and Rubio also came on a day Trump announced that a 25 per cent tariff will be levied on countries doing business with Iran. Sources in the Indian government said the new tariff is expected to have "minimal impact" on India as volume of trade between India and Iran is currently less than USD 2 billion.
For India, Iran does not even figure in the top 50 global trading partners, the sources said. Last year, India's trade with Iran was USD 1.6 billion, which is approximately 0.15 per cent of India's total trade, they said.

The external affairs minister, in another post on X, said it was an honour to address the Ambassadors&rsquo; Conference of France. &ldquo;Underlined contemporary global shifts driven by trade, finance, technology, energy, resources and connectivity. Changes in mindset have been the crucial factor,&rdquo; he said. &ldquo;As well as the significance of India France partnership in promoting multi-polarity and strategic autonomy,&rdquo; he added.
On Wednesday, Jaishankar said India is strengthening its relationship with Europe and both sides can bring more stability into the international economy and global politics after holding talks with his French counterpart Jean-Noel Barrot.
The external affairs minister said Europe is an important player in global politics and it is necessary that India strengthens its relationship with it. The two ministers largely focussed on preparing grounds for Macron's visit to India next month to participate in the AI Summit.
On Monday, Jaishankar met International Energy Agency (IEA) Executive Director Fatih Birol and discussed global energy issues, including oil markets and nuclear power.
Separately, Jaishankar also interacted with participants of the French-Indian Young Talents Program by Chambre de Commerce et d'Industrie Franco Indienne in Paris.
The external affairs minister also held talks with Luxembourg Prime Minister Luc Frieden and Xavier Bettel, Deputy Prime Minister and Foreign Minister of Luxembourg during the visit.

Speaking at an event in Luxembourg on Tuesday, External Affairs Minister S Jaishankar stressed the importance of dialogue to ensure the safety and well-being of the Venezuelan people.
&ldquo;We are concerned at the developments, but we would really urge all the parties involved to now sit down and come to a position which is in the interest of the well-being and the safety of the people of Venezuela,&rdquo; Jaishankar said.
Highlighting India&rsquo;s long-standing relations with Venezuela, the minister added, &ldquo;&hellip;at the end of the day, that is our concern, that we would want Venezuela, the country with whom over many, many years we've had very good relations, and (its) people to come out well from whatever is the direction of events.&rdquo;
The crisis escalated after US Delta Force personnel reportedly captured Maduro and his wife on January 3, following months of threats from former US President Donald Trump, who had accused Maduro of running drug cartels and engaging in narco-terrorism. The couple was flown to the United States and is now lodged in a Brooklyn jail.
Maduro appeared in a Manhattan court on Monday, pleading not guilty to federal drug trafficking charges. Speaking in Spanish, he declared himself &ldquo;president of my country&rdquo; and maintained he was &ldquo;innocent, not guilty, and a decent man.&rdquo; The court is scheduled to hear the case next on March 17.
In the wake of Maduro&rsquo;s detention, Venezuela&rsquo;s Vice President Delcy Rodriguez has assumed the presidency, following guidance from the country&rsquo;s top court.
India&rsquo;s Ministry of External Affairs (MEA) reiterated its concern on Monday, emphasizing that all issues should be resolved peacefully through dialogue. The MEA stated that the Embassy of India in Caracas remains in contact with the Indian community and will continue to provide necessary assistance.
The government also advised Indian nationals to avoid non-essential travel to Venezuela and recommended that citizens in the country exercise extreme caution and limit their movements amid the escalating tensions.

Taking repeated indirect and direct swipes at Pakistan, External Affairs Minister S. Jaishankar on Friday said India is recalibrating its neighbourhood policy by balancing humanitarian assistance, development cooperation and firm responses to security threats, stressing that sustained terrorism makes normal neighbourly relations impossible.
Speaking at the inauguration of Shaastra 2026, the techno-entertainment festival at IIT Madras, Jaishankar said India has &ldquo;naturally invested&rdquo; in neighbours that maintain cooperative and constructive relations.&nbsp;
He noted that several countries in the region received their first COVID-19 vaccine consignments from India and that New Delhi also provided food assistance during the Ukraine conflict when global supply chains were under strain.
Referring to Sri Lanka, Jaishankar said India extended USD 4 billion in financial assistance during the island nation&rsquo;s economic crisis and responded immediately with rescue and relief operations during a recent cyclone. &ldquo;That is what good neighbours do,&rdquo; he said.
However, the External Affairs Minister underlined that not all neighbours behave responsibly. &ldquo;You can also have bad neighbours. Unfortunately, we do. When you have bad neighbours, if you look to the one to the west, if a country decides that it will deliberately, persistently, and unrepentantly continue with terrorism, we have a right to defend our people against terrorism. We will exercise that right,&rdquo; Jaishankar said, in remarks clearly aimed at Pakistan.

&ldquo;How we exercise that right is up to us. Nobody can tell us what we should or should not do. We will do whatever we have to do to defend ourselves,&rdquo; he added.
Jaishankar said long-standing cross-border terrorism has made it impossible to sustain normal cooperation with such neighbours. &ldquo;We have the right to defend our people. If you face terrorism for decades, you cannot have a good neighbourhood relationship. You cannot share water or cooperation with someone who continues terrorism,&rdquo; he said.
The minister also referred to the Indus Waters Treaty (IWT) of 1960 with Pakistan, which was suspended following the deadly Pahalgam attack.

&ldquo;Many years ago, we agreed to a water-sharing arrangement, but if you had decades of terrorism, there is no good neighbourliness. If there is no good neighbourliness, you don't get the benefits of that good neighbourliness. You can't say, &lsquo;Please share water with me, but I will continue terrorism with you.&rsquo; That's not reconcilable,&rdquo; he said.
Jaishankar said India is surrounded by &ldquo;a lot of neighbours of various kinds&rdquo; and that New Delhi&rsquo;s approach depends on how those neighbours behave. &ldquo;If you have a neighbour who is good to you or at least who is not harmful to you, your natural instinct is to be kind, to help that neighbour, and that's what we do as a country,&rdquo; he said.
On Bangladesh, the External Affairs Minister said India wishes the country well in its elections and hopes that &ldquo;once things settle down, good neighbourliness will continue.&rdquo;
Speaking about Afghanistan, Jaishankar reiterated India&rsquo;s long-standing civilisational ties with the country and acknowledged the challenges faced by its people. He said he had a constructive discussion with his Afghan counterpart and expressed optimism that &ldquo;things will improve over time.&rdquo;
Addressing reports that an Indian woman from Arunachal Pradesh was harassed by Chinese immigration officials at Shanghai airport in November, Jaishankar said India had formally protested the incident. &ldquo;A lady from Arunachal Pradesh was detained and harassed. We protested. Arunachal Pradesh is, and will always remain, a part of India. We expect other countries to respect laws and norms,&rdquo; he asserted.
Jaishankar also recalled remarks made last month, when he said that &ldquo;much of India's problems&rdquo; emanate from the Pakistani army. Drawing an analogy, he had said that just as there are &ldquo;good terrorists and bad terrorists,&rdquo; there are &ldquo;good military leaders and apparently not-so-good ones,&rdquo; comments seen as a reference to Pakistan Army Chief Field Marshal Asim Munir.
On a lighter note, Jaishankar spoke about his personal routine, saying his life remains &ldquo;balanced&rdquo; despite not having conventional off days. &ldquo;In my life, I don't have off days&hellip; the world still runs on Saturday-Sunday,&rdquo; he said, adding that reading, music, sports and maintaining a routine help him stay grounded.
&ldquo;If you build a physical routine into your cycle, give yourself some time to read, write, think, talk, watch I can tell you your daily routine itself is so balanced that you don't need to unplug, but my wife is sitting here and she may contradict me,&rdquo; he added.

Shortly after landing in Dhaka, Jaishankar met Rahman, the acting chairman of BNP and the eldest son of Zia, and conveyed India's deepest condolences over the death of the iconic leader who dominated the country's politics for over three decades.
The top BNP leader died on Tuesday following a prolonged illness. The external affairs minister is representing India at Zia's funeral.

On Tuesday, PM Modi condoled Zia's death and recalled his meeting with her during his visit to Dhaka in 2015.
"Deeply saddened to learn about the passing away of former Prime Minister and BNP Chairperson Begum Khaleda Zia in Dhaka. Our sincerest condolences to her family and all the people of Bangladesh. May the Almighty grant her family the fortitude to bear this tragic loss," Modi said on social media.

Jaishankar's visit to Dhaka comes amid frosty ties between India and Bangladesh.
The relations came under strain after the interim government headed by Chief Advisor Muhammad Yunus came to power. India has been expressing concerns over attacks on minorities, especially Hindus, in that country.

The visit comes as preparations are underway for Israeli Prime Minister Benjamin Netanyahu's proposed visit to India. Netanyahu and Prime Minister Narendra Modi spoke recently over the phone, after which the Israeli leader said the two would be &ldquo;meeting very soon&rdquo;.
During his stay, Jaishankar is scheduled to meet Israeli President Isaac Herzog, Prime Minister Netanyahu and Foreign Minister Gideon Sa&rsquo;ar.
"The discussions will revolve around bilateral and regional issues with a view to further deepen the strategic partnership between the two countries,&rdquo; sources told PTI.
Jaishankar arrived in Tel Aviv from Abu Dhabi, where he participated in the high-profile Sir Bani Yas Forum.
He also attended the 16th India&ndash;UAE Joint Commission Meeting and the 5th round of the India&ndash;UAE Strategic Dialogue held on December 15.
Netanyahu's much-anticipated visit to India is expected to follow a series of high-level exchanges between the two sides.
Israeli Minister of Tourism Haim Katz, Minister of Economy and Industry Nir Barkat, Minister of Agriculture and Food Security Avi Dichter and Finance Minister Bezalel Smotrich visited India earlier this year as the two countries build momentum towards a Free Trade Agreement (FTA).
India and Israel inked a Bilateral Investment Treaty (BIT) during Smotrich's visit to New Delhi in September, followed by the signing of the Terms of Reference (TOR) for the proposed FTA during the visit of Minister of Commerce and Industry Piyush Goyal to Israel last month.
In the defence sector, the two countries last month inked a landmark agreement to enhance defence, industrial, and technological cooperation, enabling sharing of advanced technology to promote co-development and co-production.

The visuals released by the Kremlin showed Putin welcoming Jaishankar, who was accompanied by Indian Ambassador Vinay Kumar and Joint Secretary Mayank Singh.
The meeting was attended by Deputy Head of the Presidential Administration Maxim Oreshkin, Presidential Aide Yury Ushakov, Minister of Economic Development Maxim Reshetnikov and Deputy Foreign Minister Andrey Rudenko.
The meeting comes ahead of Putin's planned year-end visit to India.
The Russian president is expected to visit India around December 5 to hold annual summit talks with Prime Minister Narendra Modi.
On Monday, Jaishankar held extensive talks with his Russian counterpart Sergey Lavrov. The meeting comes as the two sides prepare for President Putin's visit to India for the 23rd annual summit.
Earlier, Jaishankar called on President Putin along with other heads of delegation of the SCO member states.
President Putin sat down with Jaishankar after meeting with representatives of all the SCO countries.
The earlier meeting was also attended by Russian PM Mikhail Mishustin, Iranian Vice President Mohammad Reza Aref, Prime Ministers Alexander Turchin of Belarus, Oljas Bektenov of Kazakhstan, Adylbek Kasymaliyev of Kyrgyzstan, Kokhir Rasulzoda of Tajikistan and Abdulla Aripov of Uzbekistan, as well as Pakistan Deputy PM Ishaq Dar and SCO Secretary General Nurlan Yermekbayev.

The relations between New Delhi and Washington have been reeling under severe strain after US President Donald Trump imposed 50 per cent tariffs on India including an additional 25 per cent levies for its procurement of Russian crude oil. India described the US action as "unfair, unjustified and unreasonable".
It is understood that Jaishankar and Rubio also broadly delved into the proposed trade pact between the two sides. Five rounds of talks have been completed so far for the first phase of the bilateral trade agreement between India and the US. According to an official, the proposed trade deal is "very near" to concluding.
On Sunday, Jaishankar held separate talks with Malaysian Prime Minister Anwar Ibrahim, Singapore's Foreign Minister Vivian Balakrishnan and his Thai counterpart Sihasak Phuangketkeow.
The 11-nation ASEAN is considered one of the most influential blocs in the region, with India and several other countries, including the US, China, Japan and Australia, being its dialogue partners. Malaysia is hosting the annual ASEAN summit and related meetings in Kuala Lumpur in its capacity as the current chair of the grouping.

As the world confronts conflict, economic pressures and terrorism, the limitations of multilateralism and the United Nations are visible, Jaishankar said.

&ldquo;We as members of G20 have a particular responsibility to strengthen its stability and give it a more positive direction that is best done by undertaking dialogue and diplomacy, by firmly combating terrorism, and by appreciating the need for stronger energy and economic security.&rdquo; Speaking on peace and global development, he said ongoing conflicts, particularly in Ukraine and Gaza, have starkly demonstrated the costs, especially to the Global South, in terms of energy, food and fertiliser security.

He said that making energy and other essentials more uncertain in an economically fragile situation helps no one, and called for moving the needle towards dialogue and diplomacy, "not in the opposite direction towards further complications".
In any conflict situation, there will be a few who have the ability to engage both sides and such countries can be utilised by the international community, both to achieve peace and to maintain it thereafter, he said. &nbsp;&ldquo;So even as we attempt to address complex threats to peace, the value of encouraging a buy-in from those supportive of such goals should be appreciated," he said.

Highlighting the need for an equitable approach to global challenges, the minister said that in areas like climate action and climate justice, the Global South should come up with initiatives that serve its interests, rather than merely aligning with the perspectives of the Global North.
He also underscored the importance of engaging in discussions on emerging technologies, especially artificial intelligence, to ensure that developing countries are not left behind in the evolving global order.

Rubio reiterated that "India is a relationship of critical importance to the United States" and expressed his appreciation for the Indian government&rsquo;s continued engagement on a number of issues, including trade, defence, energy, pharmaceuticals, critical minerals, and other items related to the bilateral relationship", a readout of the meeting provided by the State Department said.
Rubio and Jaishankar agreed that the United States and India will continue working together to promote a free and open Indo-Pacific region, including through the Quad, the statement added.
In a post on X, Jaishankar said it was "good to meet" Rubio in New York.
"Our conversation covered a range of bilateral and international issues of current concern. Agreed on the importance of sustained engagement to progress on priority areas. We will remain in touch," he said.
Rubio said in a post on X that he discussed with Jaishankar "key areas of our bilateral relationship, including trade, energy, pharmaceuticals, and critical minerals and more to generate prosperity for India and the United States".
The meeting, which lasted for about an hour, was the first in-person talk between Rubio and Jaishankar amid tensions between the two countries over the last few months on trade, tariffs and New Delhi's purchases of Russian energy.
The Trump administration imposed an additional 25 per cent tariff on New Delhi as a penalty for its purchases of Russian oil, taking the total levies imposed on India by the US to 50 per cent, among the highest in the world.
Just days before the meeting, President Donald Trump signed a proclamation imposing a staggering USD 100,000 fee on new H1B visas. The announcement caused widespread concern and panic among Indian professionals, including those from the IT and medical fields, who are the largest beneficiaries of the H1B skilled-worker program.
Rubio and Jaishankar had last held bilateral discussions in July in Washington DC, on the sidelines of the Quad Foreign Ministers' Meeting.
The bilateral meeting on the margins of the UNGA high-level week came the same day India and the US held discussions towards achieving an early conclusion of a trade agreement.
A delegation led by Union Commerce and Industries Minister Piyush Goyal is in New York for meetings with the US side on September 22. "The delegation plans to take forward the discussions with a view to achieving early conclusion of a mutually beneficial Trade Agreement," the Ministry of Commerce and Industry had said.
The two countries had hoped to conclude the first tranche of a Bilateral Trade Agreement by October-November of 2025. The pact is aimed at more than doubling the bilateral trade to USD 500 billion by 2030 from the current USD 191 billion.
During the last visit of the team of officials from the office of United States Trade Representative to India on September 16, "positive discussions were held on various aspects of the trade deal, and it was decided to intensify efforts in this regard." On Monday, Jaishankar also met European Union Foreign Ministers at their informal meeting.

"Today's meeting gives us an occasion to discuss our political relationship as well, but also to review our bilateral ties. So, I look forward to an exchange of views on politics, on trade, on economic investment, defence, science and technology, and of course, people-to-people exchanges," Jaishankar said in his opening remarks.
"Our leaders met in July for the 22nd annual summit last year, and thereafter in Kazan. We now prepare for the annual summit at the end of the year, and they have always given us guidance to take forward our special and privileged strategic partnership," he added.
According to the Russian Foreign Ministry, the two sides will pay special attention to the current and future avenues for promoting bilateral cooperation during the meeting.
"The meeting's agenda will focus on facilitating the emergence of transport, logistics, banking and financial links and chains that would be immune to any adverse pressures from unfriendly countries, while also increasing the use of national currencies in their mutual settlements," the ministry said.
It added that expanding cooperation in transport, energy, agriculture, science and technology will also be on the agenda.
Jaishankar's visit comes against the backdrop of strains in India's ties with the US following President Donald Trump doubling tariffs on Indian goods to 50 per cent, which included an additional penalty of 25 per cent for purchasing Russian crude oil.
"The visit aims to further strengthen the longstanding and time-tested India-Russia Special and Privileged Strategic partnership," the Ministry of External Affairs (MEA) said while announcing Jaishankar's trip to Moscow.

The Jaishankar-Manturov talks were held under the framework of India-Russia Inter-Governmental Commission for Trade, Economic, Scientific, Technological, and Cultural Cooperation (IRIGC-TEC).
The meeting was aimed at preparing grounds for Russian President Vladimir Putin's visit to India later this year.
Elaborating on the importance of India-Russia ties in the context of current geopolitical upheaval, Jaishankar made specific suggestions to further consolidate the engagement, especially in the economic sphere.
"The various working groups and sub groups could perhaps take a more creative and innovative approach towards their respective agendas. The challenges posed by the larger landscape that I mentioned require us to do so," he said.
The external affairs minister said both sides should continuously diversify and expand their agenda through mutual consultation.
"This will help us tap into full potential of our trade and investment ties. We should not get stuck on a beaten track," he said Jaishankar also called for setting "quantifiable targets and specific timelines" to achieve more in expanding the ties between the two countries.
"I would urge that we set ourselves some quantifiable targets and specific timelines so that we challenge ourselves to achieve more, perhaps even surpass what we set out to do," he said.
"Each working Group and each sub Group could apply itself to setting of targets and see what we could achieve by the next session of the IRIGC-TEC," he said.
"For example, if you are looking at trade barriers, could we pick a certain number and make a commitment? If we have agreed to a certain proposal, can we set a firm timeline for that?" he said.
Jaishankar also pitched for a "coordination mechanism" between the business forum and the different working groups of the IRIGC to ensure a two-way flow of ideas.
"We will like the IRIGC to become even more result-oriented, relevant and readily available to the business communities of the two sides," he said.&nbsp;

External Affairs Minister S Jaishankar on Tuesday embarked on a three-day visit to Moscow to further strengthen the "time-tested" India-Russia partnership.
The visit comes against the backdrop of strains in India's ties with the US following President Donald Trump doubling tariffs on Indian goods to 50 per cent that included an additional penalty of 25 per cent for purchasing Russian crude oil.
The Ministry of External Affairs (MEA), announcing Jaishankar's trip, said he will co-chair the 26th Session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation to be held on Wednesday.
Jaishankar and his Russian counterpart Sergey Lavrov are also expected to discuss the latest initiatives by the Trump administration to bring peace to Ukraine.
During the visit, the external affairs minister will review the bilateral agenda and share perspective on regional and global issues with the Russian foreign minister, the MEA said in a brief statement.
"The visit aims to further strengthen the longstanding and time-tested India-Russia Special and Privileged Strategic partnership," it added.&nbsp;

Lauding Home Minister Amit Shah's reply to the debate on Operation Sindoor in the Rajya Sabha as phenomenal, Prime Minister Narendra Modi said on Thursday that he categorically expressed the government's stand on national security, including uprooting of terror networks.
In posts on X, Modi praised External Affairs Minister S Jaishankar's "exceptional" speech as well.
He emphasised India's efforts to make terrorism a subject of global attention, highlighted the country's fitting response through Operation Sindoor and how the government is increasing the safety of citizens, Modi said.

Both Shah and Jaishankar spoke in the House on Wednesday as the discussion related to the Pahalgam terror attack and Operation Sindoor ended. Modi had on Wednesday noted that BJP president J P Nadda, the Leader of House in Rajya Sabha, also spoke in detail on how Operation Sindoor met its objectives while prioritising national security.
His government had responded to the April 22 terror attack with full determination and resolve, he had said.
