When Prime Minister Narendra Modi reached Russia to meet President Vladimir Putin, the world was watching eagerly. But in all likelihood, the closest observers were Ukraine and the United States. While Putin used the opportunity to show that Russia was not isolated amid it's war against Ukraine, India continued with its strategy of engaging with all its partners for mutual interests.
As expected, Ukraine took strong objection to Modi meeting Putin. Ukrainian President Volodymyr Zelenskyy did not hesitate in making a remarkably harsh statement when he said it was a huge disappointment and a devastating blow to peace efforts to see the leader of the world's largest democracy hug the world's most bloody criminal in Moscow.
While this played out, the US kept a close watch, performing a balancing act. As Putin hosted a private dinner for Modi, US called India a strategic partner with whom it engages in a full and frank dialogue, including its concerns about New Delhi's relationship with Moscow.
US State Department Spokesperson Matthew Miller, "We did just see Modi, like (Hungarian Prime Minister Viktor) Orban, meet with (Ukrainian) President (Volodymyr) Zelenskyy. We thought that was an important step to take. And we would urge India, as we do any country when it engages with Russia, to make clear that any resolution to the conflict in Ukraine needs to be one that respects the UN charter, that respects Ukraine's territorial integrity, Ukraine's sovereignty."
As Modi-Putin summit concluded, the Pentagon echoed Miller's statement while acknowledging India's long-standing relations with Russia.
Pentagon Press Secretary Major General Pat Ryder said, "From a US perspective, India is a strategic partner with whom we continue to engage in with full and frank dialogue to include their relationship with Russia."
&nbsp;"I would also note that the prime minister also met recently with the Ukrainian president and offered his assurances that India will continue to do everything within its means to support a peaceful solution to the war in Ukraine," Ryder added.
As it turned out, Modi did make efforts to stop the war, a move that could be seen favouring Ukraine. Although he did not name Ukraine, it was bold of Modi to decry war sitting next to Putin.
"For a bright future for the future generations, peace is most essential. No solution is possible on the battlefield. Solutions and peace talks are not successful in the midst of bombs, guns and bullets and we have to find the path to peace through dialogue," said Modi.
The Indian prime minister's comments are being viewed by some as critical of Russia. Or it could just be India's long-standing policy of non-alignment that Modi is upholding.

India on Tuesday said two of its nationals, who were recruited by the Russian Army, have recently been killed in the ongoing Russia-Ukraine conflict, taking the number of such deaths to four.
The Ministry of External Affairs (MEA) said India has strongly taken up the matter with Russia and sought early release and return of all Indian nationals who are with the Russian Army.
In a firmly-worded statement, it said India has demanded that there be a "verified stop to any further recruitment of Indian nationals by the Russian Army" and that such activities would not be in "consonance with our partnership".
"We regret to state that two Indian nationals who had been recruited by the Russian Army have recently been killed in the ongoing conflict between Russia and Ukraine," the MEA said.
"We offer our deepest condolences to the families of the deceased. Our embassy in Moscow has pressed the Russian authorities, including the Ministry of Defence, for early repatriation of mortal remains," it said.
In March this year, 30-year-old Hyderabad resident Mohammed Asfan succumbed to injuries sustained while serving with Russian troops on the frontlines with Ukraine.
In February, Hemal Ashwinbhai Mangua, a 23-year-old resident of Surat in Gujarat, died in a Ukrainian air strike while serving as a "security helper" in the Donetsk region.
"The Ministry of External Affairs and the Indian embassy in Moscow have strongly taken up the matter with the Russian Ambassador in New Delhi and with Russian authorities in Moscow respectively, for early release and return of all Indian nationals who are with the Russian Army," the MEA said.
The statement by the MEA came hours after Foreign Secretary Vinay Kwatra attended the Russian National Day reception at the Russian embassy.
According to reports, around 200 Indian nationals were recruited as security helpers in the Russian military.
A total of 10 Indians working as support staff with the Russian military have been released and repatriated to India, according to officials.

Moscow's forces captured five villages in a renewed ground assault in northeastern Ukraine, the Russian Defense Ministry said Saturday, and Associated Press journalists in the city of Vovchansk described multiple buildings destroyed after Russian airstrikes and barrages of Grad rockets.
Ukrainian officials didn't confirm whether Russian had taken the villages, which lie in a contested &ldquo;gray zone&rdquo; on the border of Ukraine's Kharkiv region and Russia.
Ukrainian journalists reported that the villages of Borysivka, Ohirtseve, Pylna and Strilecha were taken by Russian troops on Friday. Russia said the village of Pletenivka was also taken.
In an evening statement Saturday, Ukrainian President Volodymyr Zelenskyy said fighting was still ongoing in the settlements of Strilecha and Pletenivka, as well as Krasne, Morokhovets, Oliinykove, Lukyantsi and Hatyshche.
&ldquo;Our troops are carrying out counterattacks there for a second day, protecting Ukrainian territory,&rdquo; he said.
The Institute for the Study of War said Friday that geolocated footage confirms at least one of the villages was seized. The Washington-based think tank described recent Russian gains as &ldquo;tactically significant&rdquo;.
The renewed assault on the region has forced more than 1,700 civilians residing in settlements near the fighting to flee, according to Ukrainian authorities. It comes after Russia stepped up attacks in March targeting energy infrastructure and settlements, which analysts predicted were a concerted effort by Moscow to shape conditions for an offensive.
On Saturday, Russia continued to pummel Vovchansk with airstrikes and Grad rockets as police and volunteers raced to evacuate residents. At least 20 people were evacuated to safety in a nearby village. Police said that 900 people had been evacuated the previous day.
AP journalists who accompanied an evacuation team described empty streets with multiple buildings destroyed and others on fire. The road was littered with newly made craters and the city was covered in dust and shrapnel with the smell of gunpowder heavy in the air. Mushroom clouds of smoke rose across the skyline as Russian jets conducted multiple airstrikes.
The AP journalists witnessed nine air attacks during the three hours they were there.
&ldquo;The situation in Vovchansk and the settlements along the border (with Russia) is incredibly difficult. Constant aviation strikes are carried out, multiple rocket missile systems strikes, artillery strikes,&rdquo; said Tamaz Hambarashvili, the head of the Vovchansk military administration.
&ldquo;For the second day in a row, we evacuated all the inhabitants of our community who are willing to evacuate,&rdquo; he said. &ldquo;I think that they are destroying the city to make (local) people leave, to make sure there are no militaries, nobody. To create a gray zone.'" Evacuees bade tearful goodbyes to their neighbours as they were taken away from their homes.
&ldquo;You lie down and think &mdash; whether they will kill you now, or in an hour, or in three,&rdquo; said resident Valentyna Hrevnova, 75. &ldquo;I hope that they (Russians) will not come, but ours (Ukrainians) will be here.&rdquo; Vera Rudko, 72, was among those who left.
&ldquo;We drove through Vovchansk in the city center,&rdquo; Rudko said. &ldquo;I can't look at this without tears. Everything is trembling. We didn't sleep these two nights at all.&rdquo; Russia's recent push in Kharkiv seeks to exploit ammunition shortages before promised Western supplies can reach the front line, and pin down Ukrainian forces in the northeast and keep them away from heavy battles underway in the Donetsk region where Moscow's troops are gaining ground, analysts said.
Russian military bloggers said the assault could mark the start of a Russian attempt to carve out a &ldquo;buffer zone&rdquo; that President Vladimir Putin vowed to create earlier this year to halt frequent Ukrainian attacks on Belgorod and other Russian border regions. Fears also mount that without adequate supplies, Russia might even be able to cut supply routes and besiege the city of Kharkiv, where 1.1 million people reside.
Ukrainian officials have downplayed Russian statements about captured territory, with reinforcements being rushed to the Kharkiv region to hold off Russian forces.
On Telegram, Kharkiv region Gov Oleh Syniehubov said that heavy fighting continued in the areas around Borysivka, Ohirtseve, Pylna and Oliinykove, but that the situation was under control and there was no threat of a ground assault on the city of Kharkiv.
In the meantime, artillery, mortar and aerial bombardments hit more than 30 different towns and villages in the region on Saturday, killing at least three people and injuring five others, Syniehubov said.
Ukrainian President Volodymyr Zelenskyy confirmed Friday evening that Russian forces were expanding their operations. He also called on the country's Western allies to ensure that promised deliveries of military aid would swiftly reach the front lines.
&ldquo;It is critical that partners support our warriors and Ukrainian resilience with timely deliveries. Truly timely ones,&rdquo; he said in a video statement on X. &ldquo;A package that truly helps is the actual delivery of weapons to Ukraine, rather than just the announcement of a package.&rdquo; The attack was launched from two areas in the Kharkiv region early Friday, Ukrainian officials and analysts said. Russian assault groups attempted to break through Ukrainian defensive lines in the city of Vovchansk and in the region north of the village of Lyptsi.
Separately, Ukrainian forces also launched a barrage of drones and missiles on Friday night, Russia's Ministry of Defence said, with air defence systems downing 21 rockets and 16 drones over Russia's Belgorod, Kursk and Volgograd regions. One person died in a drone strike in the Belgorod region, and another in the Kursk region, local officials said.
Another strike set ablaze an oil depot in Ukraine's Russian-occupied Luhansk region, killing four people and wounding eight more, Leonid Pasechnik, the region's Moscow-installed leader, said on the messaging app Telegram on Saturday.
There was also shelling in the Russian-occupied Donetsk region Saturday, where three people died when an explosion hit a local restaurant, said Denis Pushilin, the area's Kremlin-appointed leader. Eight more people were wounded, including a child.
In the war's early days, Russia made a botched attempt to quickly storm Kharkiv but retreated from its outskirts after about a month. In the fall of 2022, seven months later, Ukraine's army pushed them out of Kharkiv. The bold counterattack helped persuade Western countries that Ukraine could defeat Russia on the battlefield and merited military support.

Several Indians who worked as support staff to the Russian army were discharged following India's demand, the Ministry of External Affairs (MEA) said on Monday.
It said India remains committed, as a matter of "top priority", to actively pursuing with the Russian authorities all the relevant cases of Indian nationals for an early discharge from the Russian army.
According to media reports, several Indians have been working as security helpers in the Russian military and they were forced to even fight with Russian soldiers in certain areas along Russia's border with Ukraine.
"We have seen some inaccurate reports in the media regarding Indians with the Russian army seeking help for discharge," the MEA said in a statement.
"Each and every such case brought to the attention of the Indian embassy in Moscow has been strongly taken up with the Russian authorities and those brought to the attention of the Ministry have been taken up with the Russian embassy in New Delhi," it said.
The MEA added, "Several Indians have already been discharged as a result." Last week, MEA Spokesperson Randhir Jaiswal said New Delhi was in touch with Moscow for early discharge of Indians working as support staff to the Russian army and urged its nationals to stay away from the conflict zone in Ukraine.
"We urge all Indian nationals to exercise due caution and stay away from this conflict," he had said.
All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Asaduddin Owaisi had earlier urged the MEA to rescue the Indians.

The Indian economy, like the rest of the world, faced high inflationary pressures. As a result of the disruption to global supply chains, both food and energy prices shot up. This led to inflation staying well above the upper limit of the Reserve Bank of India's tolerance band of 4% to 6%.
Heavy sanctions from the west on Russia, supply chain disruptions all led to global crude prices shooting up to around $139 a barrel. Importing about 85% of crude oil requirement, India was hit hard. And in April 2022, India's retail inflation jumped to an 8-year high of 7.79%.
However, while Russia was facing sanctions from the west, India has been buying crude at a discounted rate from Russia.&nbsp;&nbsp;
As per a Reuters report, in January, Russia was the top crude oil supplier to India, with crude imports from Moscow jumping to 9.2% on a monthly basis to a record 1.4 million barrels per day.&nbsp;
Indian equity markets crashed nearly 5% on 24th February last year, with the Nifty falling over 800 points. As per reports, it was the 4th worst fall ever for the Sensex. The markets have since recovered, and even touched new highs last year. In a war with tanks, missiles, fighter jets, and guns, Russia is scared of birds.
The ongoing Russia-Ukraine war has sparked many conspiracy theories. But this is one which has been propagated by the highest levels of the Russian government.
In a bewildering statement after the war broke out, Moscow claimed that the American military was training migratory birds as bio-weapon carriers in Ukraine. The birds were being trained to fly to Russia and spread diseases.

The Russian defence ministry claimed that some infected birds had been caught from the Kherson Reserve. Moscow also said that US was researching the use of bats and reptiles as bio-weapon carriers. Russia called this a biological danger to people all across Europe.
What exactly are bio-weapons? The United Nations defines bio-weapons as arms which disseminate disease-causing germs or toxins. Their aim is to harm or kill humans, animals, or plants. These weapons are not restricted by political borders, and so can cause huge damage. Bio-weapons can lead to food shortages, environmental disasters, and even economic crises.
Russia has even named multiple diseases that US allegedly wants to use as weapons. These include a variant of H5N1, or bird flu, which can easily spread among humans. Moscow claimed that the strain developed by USA has a mortality rate of 50%. The second is Newcastle disease which is a contagious, fatal bird illness that affects the respiratory, nervous, and digestive systems. The third is the dreaded anthrax. It's a serious illness which affects livestock and wild game, and can infect humans through direct or indirect contact. Another is the African swine fever which is a contagious and deadly disease affecting pigs, but cannot be transmitted to humans.

Western media has claimed that documents produced by Russia in support of the conspiracy theory are not convincing, and do not contain any proof.
But, Russia's bird bio-weapon allegation could have been inspired by an actual American experiment dating back to World War II. In the 1940s, missile accuracy was low, and computers were too bulky to be used on projectiles. But US psychologist and inventor BF Skinner had a unique idea - to use pigeons as pilots for missiles.
Skinner built a contraption with pigeon cockpits which would sit in the nose of the missile. There were 3 cockpits with 3 electronic screens, and the pigeons were trained to identify and peck at the target appearing on the screen. There were cables attached to the pigeons' heads and these steered the missile towards the target. Skinner successfully demonstrated the pigeon-guided missile idea, but a sceptical defence research committee terminated the project.

While question marks remain on Russia's claims, it does not mean that bio-weapons are not very real threats.
Some dangerous incidents took place during World War II when Germany tried to spread plague in St Petersburg, Russia, and Japan dropped fleas carrying bubonic plague on Ningbo, China.
In 1984, followers of cult leader Bhagwan Shree Rajneesh spread salmonella bacteria in the US town of The Dalles, and over 700 people fell ill. Between 1990 and 1995, the AUM Shinrikyo cult in Japan attempts attacks using anthrax and botulinum toxin. In the 2001, the US had a big anthrax scare when its spores were spread using the postal system. Over 20 people were infected, and 5 died.
Due to the massive threat posed by biological weapons, an international treaty was signed through the United Nations platform.
The UN Convention prohibits development, production, and acquisition of bio-weapons. It also prohibits the transfer, stockpiling, and use of biological and toxin weapons. The convention mandates the destruction of existing bio-weapons or their diversion to peaceful aims. It has nearly global approval with 184 State Parties, and 4 Signatory States. The convention entered into force in 1975, supplementing the 1925 Geneva Protocol.
But the treaty has not been enough for enemy nations to trust each other to not use bio-weapons.
Russia has often raised allegations of biological weapon conspiracies against America. In 2018, Moscow claimed that Washington had conducted secret bio-weapon tests in Georgia which had killed over 70 people. Russia has also accused USA and Ukraine of developing ethnically-targeted diseases which would affect Russians and other Slavs. Putin's government has also alleged that there are at least 30 America-supported labs in Ukraine which work on dangerous pathogens.
On Russia's bird bio-weapon allegation, America has said that it is absurd and laughable propaganda. Instead, Russia is probably planning a bio-attack of its own, and will blame USA and Ukraine later, Washington has claimed. USA has also clarified that it helps Ukrainian labs under the Bio Threat Reduction Program, and also helps Kyiv improve public health labs.
The Covid-19 pandemic has shown that an infectious disease can wreak havoc across the entire globe, irrespective of where it first began spreading. The ongoing Russia-Ukraine war has sparked many conspiracy theories. But this is one which has been propagated by the highest levels of the Russian government.
In a bewildering statement after the war broke out, Moscow claimed that the American military was training migratory birds as bio-weapon carriers in Ukraine. The birds were being trained to fly to Russia and spread diseases.

The Russian defence ministry claimed that some infected birds had been caught from the Kherson Reserve. Moscow also said that US was researching the use of bats and reptiles as bio-weapon carriers. Russia called this a biological danger to people all across Europe.
What exactly are bio-weapons? The United Nations defines bio-weapons as arms which disseminate disease-causing germs or toxins. Their aim is to harm or kill humans, animals, or plants. These weapons are not restricted by political borders, and so can cause huge damage. Bio-weapons can lead to food shortages, environmental disasters, and even economic crises.
Russia has even named multiple diseases that US allegedly wants to use as weapons. These include a variant of H5N1, or bird flu, which can easily spread among humans. Moscow claimed that the strain developed by USA has a mortality rate of 50%. The second is Newcastle disease which is a contagious, fatal bird illness that affects the respiratory, nervous, and digestive systems. The third is the dreaded anthrax. It's a serious illness which affects livestock and wild game, and can infect humans through direct or indirect contact. Another is the African swine fever which is a contagious and deadly disease affecting pigs, but cannot be transmitted to humans.

Western media has claimed that documents produced by Russia in support of the conspiracy theory are not convincing, and do not contain any proof.
But, Russia's bird bio-weapon allegation could have been inspired by an actual American experiment dating back to World War II. In the 1940s, missile accuracy was low, and computers were too bulky to be used on projectiles. But US psychologist and inventor BF Skinner had a unique idea - to use pigeons as pilots for missiles.
Skinner built a contraption with pigeon cockpits which would sit in the nose of the missile. There were 3 cockpits with 3 electronic screens, and the pigeons were trained to identify and peck at the target appearing on the screen. There were cables attached to the pigeons' heads and these steered the missile towards the target. Skinner successfully demonstrated the pigeon-guided missile idea, but a sceptical defence research committee terminated the project.

While question marks remain on Russia's claims, it does not mean that bio-weapons are not very real threats.
Some dangerous incidents took place during World War II when Germany tried to spread plague in St Petersburg, Russia, and Japan dropped fleas carrying bubonic plague on Ningbo, China.
In 1984, followers of cult leader Bhagwan Shree Rajneesh spread salmonella bacteria in the US town of The Dalles, and over 700 people fell ill. Between 1990 and 1995, the AUM Shinrikyo cult in Japan attempts attacks using anthrax and botulinum toxin. In the 2001, the US had a big anthrax scare when its spores were spread using the postal system. Over 20 people were infected, and 5 died.
Due to the massive threat posed by biological weapons, an international treaty was signed through the United Nations platform.
The UN Convention prohibits development, production, and acquisition of bio-weapons. It also prohibits the transfer, stockpiling, and use of biological and toxin weapons. The convention mandates the destruction of existing bio-weapons or their diversion to peaceful aims. It has nearly global approval with 184 State Parties, and 4 Signatory States. The convention entered into force in 1975, supplementing the 1925 Geneva Protocol.
But the treaty has not been enough for enemy nations to trust each other to not use bio-weapons.
Russia has often raised allegations of biological weapon conspiracies against America. In 2018, Moscow claimed that Washington had conducted secret bio-weapon tests in Georgia which had killed over 70 people. Russia has also accused USA and Ukraine of developing ethnically-targeted diseases which would affect Russians and other Slavs. Putin's government has also alleged that there are at least 30 America-supported labs in Ukraine which work on dangerous pathogens.
On Russia's bird bio-weapon allegation, America has said that it is absurd and laughable propaganda. Instead, Russia is probably planning a bio-attack of its own, and will blame USA and Ukraine later, Washington has claimed. USA has also clarified that it helps Ukrainian labs under the Bio Threat Reduction Program, and also helps Kyiv improve public health labs.
The Covid-19 pandemic has shown that an infectious disease can wreak havoc across the entire globe, irrespective of where it first began spreading. In such a situation, it might be time for the United Nations to make enforcement of the ban on bio-weapons stricter with greater scrutiny and penalties.
