A &ldquo;bossy&rdquo; chief election commissioner T N Seshan proposed an immediate halt to the general election process when Rajiv Gandhi was assassinated on May 21, 1991 and put himself forward as home minister, claims a new book by former West Bengal governor Gopal Krishna Gandhi.
Gopal Gandhi was joint secretary to then president R Venkatraman when the former prime minister was killed in a suicide bomb attack during an election rally in Sriperumbudur, Tamil Nadu.
In "The Undying Light: A Personal History of Independent India", launched by veteran actor Sharmila Tagore at the India International Centre (IIC) on Wednesday, Gandhi recalls that Seshan was the one who broke the news of the assassination to the president.
Seshan also got himself to the Rashtrapati Bhawan "super-fast" that night, he writes.
Gandhi was present at the Rashtrapati Bhawan alongside Seshan, Venkatraman and the president&rsquo;s secretary P Murari. He says the CEC spoke his mind to him in &ldquo;whispered urgency&rdquo; only about 12 feet from where the president was seated.
"With wide eyes and shovelling hands, Seshan spoke in whispered urgency. He said he felt the election process needed to be stopped straightaway, the nation's security be brought under swift and strict control, and that he was ready to play his role beyond his office of CEC and, if RV thought fit, could serve as the country's home minister," reads the book.
"A kind of euphoria had possessed the civilian, a surge of power, a suffusion of energy," Gandhi says in his latest book.
In early 1991, Congress had withdrawn its support from prime minister Chandra Shekhar&rsquo;s government, alleging that it had spied on Rajiv Gandhi. Chandra Shekhar stepped down and, with no other party able to provide a stable alternative, fresh elections were called.
Rajiv Gandhi&rsquo;s assassination by a suicide bomber associated with the LTTE (Liberation Tigers of Tamil Eelam), a militant separatist organization from Sri Lanka, came right in the middle of the election campaign.
According to Gandhi's diary on that day, Seshan, credited with ushering in major electoral reforms during his tenure as the 10th CEC between December 12, 1990 and December 11, 1996, was "present throughout" the tense situation, being "bossy and trying to take charge".
However, none of Seshan&rsquo;s suggestions were considered. Both prime minister Chandra Shekhar and cabinet secretary Naresh Chandra, who also met with the president shortly afterward, reassured him that &ldquo;every step is being taken to contain the crisis... there is no need for any panic, no need to pause the election process&rdquo;.
"The prime minister here, Chandra Shekharji, as you have yourself explained, is prime minister in every sense of the term and is heading the government that is in total control of the situation and will handle any fallout, internal or external, with total confidence. India is secure. Please be assured," the book quotes Chandra as saying.
Meanwhile, unable to stop the elections altogether, Seshan, according to the book, ordered a significant postponement of the second and third phases of polling -- rescheduling them from their original dates to June 12 and 15, following the first round held on May 20.
The Ramon Magsaysay awardee, according to the book, had claimed in an interview that the polling dates were dictated by the government. However, this was met with an "emphatic denial" from Chandra Shekhar.
"Why would Seshan be doing this? Only Seshan knew. VP Singh and IK Gujral called on RV on 15 June to complain about the EC's 'strange' practices," Gandhi says.
"The Undying Light" also draws from Venkataraman&rsquo;s memoir &ldquo;The President Years&rdquo; to say how the president viewed the CEC.
Venkataraman acknowledges in it that Seshan did his work impartially and firmly but "during all these charges and counter-charges CEC Seshan maintained an unnecessarily high profile, holding press conferences every day, giving his views on all issues and hurting people by his brashness".
Touted to be a "magisterial account of seminal events in the country from Independence to the present day", "The Undying Light", is published by Aleph Book Company. It is priced at Rs 999.

It is believed that Rajiv was 23-year-old when he tied the knot with Sonia, who was 21 at that time.
The video came from the archives of the Associate Press news agency and was reshared by the Instagram handle @indianhistoryposts.&nbsp;
Among the attendees include President Zakir Hussain, freedom fighter-turned-diplomat and Pandit Jawaharlal Nehru&rsquo;s sister Vijaya Lakshmi Pandit, and Rajiv's brother Sanjay Gandhi.

On Prime Minister Narendra Modi undertaking an 11-day fast ahead of the consecration ceremony, Pawar said, "I respect his faith in Ram, but had he decided to observe a fast to eliminate poverty, people would have appreciated it."&nbsp;

Facing criticism from the Congress, the government on Thursday moved the Supreme Court seeking a review of its order for premature release of six convicts in the Rajiv Gandhi assassination case.

Facing criticism from the Congress, the government on Thursday moved the Supreme Court seeking a review of its order for premature release of six convicts in the Rajiv Gandhi assassination case.
The Centre said the order granting remission to the convicts, who had assassinated the former prime minister, was passed without affording it adequate opportunity for hearing despite it being a necessary party to the case.
The government highlighted the alleged procedural lapse, saying the convicts seeking remission did not formally implead the Centre as a party which resulted in its non-participation in the case.
"Thus absence of any assistance by the Union of India, due to procedural lapse of convicts/petitioners, while the present matter was being finally heard and decided has prevented this Court from appreciating the crucial and important evidence in the matter, which if presented, would have assisted this court to arrive at a just and correct judgment in the matter,&rdquo; it said.
On November 11, the top court had ordered premature release of six convicts, including Nalini Sriharan, who had hosted the assassin, noting the Tamil Nadu government had recommended remission of their sentence.
Besides Nalini, R P Ravichandran, Santhan, Murugan, Robert Payas and Jayakumar walked out of the jail following the Supreme Court order.
In its review plea, the central government said certain facts were in its possession but could not be placed before the court to enable it to arrive at a correct judgment and to do complete justice in the "peculiar and shocking" facts and circumstances.
It said four out of the six convicts granted remission are Sri Lankans.
"Granting remission to terrorist of foreign nation, who had been duly convicted in accordance with the law of land for gruesome offence of assassinating the former Prime Minister of the Country, is a matter which has international ramification and therefore falls squarely within the sovereign powers of the Union of India," the review petition said.
It said, "In such a sensitive matter the assistance of Union of India was of paramount importance as the matter has huge repercussions on the public order, peace, tranquility and criminal justice system of the Country." On November 11, the top court while ordering the release of the convicts had noted their conduct was satisfactory during incarceration and they had undertaken various studies.
The apex court said its earlier judgement in the case of A G Perarivalan, one of the convicts released earlier, was equally applicable in the matter of six others.
Invoking its extraordinary power under Article 142 of the Constitution, the top court had on May 18 ordered the release of Perarivalan, who had served over 30 years in jail.
Under Article 142, the top court may issue any verdict or order necessary to provide "complete justice".
The Tamil Nadu government had earlier favoured the premature release of Nalini and Ravichandran, saying its 2018 advice for remission of their life sentence is binding upon the governor.
In two separate affidavits, the state government had told the top court that in a cabinet meeting held on September 9, 2018, it had considered mercy petitions of seven convicts in the case and resolved to recommend to the governor remission of their life sentences invoking the power granted under Article 161 of the Constitution.
Nalini and Ravichandran had moved the top court seeking premature release.
Both of them had challenged a June 17 order of the Madras High Court, which rejected their pleas for early release, and cited the apex court judgment ordering the release of co-convict Perarivalan.
Nalini, Santhan, Murugan, Perarivalan, Robert Payas, Jayakumar and Ravichandran were sentenced for life.
The state government had earlier said it is the competent authority to take a decision on the petition filed by Nalini and Ravichandran under Article 161 of the Constitution and the "decision of the state cabinet dated September 9, 2018 thereon is final and it can be exercised by governor of Tamil Nadu as per the aid and advice of the cabinet".
Both Nalini and Ravichandran were on ordinary leave (parole) from December 27, 2021 as sanctioned by the Tamil Nadu government under the Tamil Nadu Suspension of Sentence Rules, 1982.
The high court had on June 17 rejected the petitions of Nalini and Ravichandran, to order their release without the consent of the state's governor.
Gandhi was assassinated on the night of May 21, 1991 at Sriperumbudur in Tamil Nadu by a woman suicide bomber, identified as Dhanu, at an election rally.

However, in 2014, it commuted the death sentence of Perarivalan to life imprisonment along with those of Santhan and Murugan on grounds of delay in deciding their mercy petitions.
Nalini's death sentence was commuted to life imprisonment in 2001 on the consideration that she has a daughter.&nbsp;

 The Congress on Friday termed "totally unacceptable and completely erroneous" the Supreme Court order directing the premature release of six convicts serving life sentence in the Rajiv Gandhi assassination case. 

Criticising the judgment, the Congress said it most unfortunate that the Supreme Court has not acted in&nbsp; with the spirit of India.&nbsp;

In a statement, Congress general secretary in-charge communications Jairam Ramesh said the decision of the Supreme Court to free the remaining killers of the former prime minister is "totally unacceptable and completely erroneous".
"The Congress party criticises it clearly and finds it wholly untenable. It is most unfortunate that the Supreme Court has not acted in consonance with the spirit of India on this issue," he said.

Centre cancels FCRA licence of Rajiv Gandhi Foundation

Set up in 1991, the foundation worked on a number of critical issues including health, science and technology, women and children, and disability support.

The Centre has cancelled the Foreign Contribution Regulation Act (FCRA) licence of the Rajiv Gandhi Foundation (RGF), a non-government organisation associated with the Gandhi family, for alleged violations of the law, officials said.
The action came after investigations carried out by an inter-ministerial committee formed by the home ministry in 2020.
&ldquo;Yes, the FCRA licence of the Rajiv Gandhi Foundation has been cancelled after an investigation against it,&rdquo; an official said.
Former Congress president Sonia Gandhi is the chairperson of RGF while other trustees include former prime minister Manmohan Singh, former finance minister P Chidambaram, Congress MP Rahul Gandhi and Congress general secretary Priyanka Gandhi Vadra.
Set up in 1991, RGF worked on a number of critical issues including health, science and technology, women and children, disability support, etc., from 1991 till 2009. It also worked in the education sector, according to its website.

K Natwar Singh, who was a Union minister in the Rajiv Gandhi government that banned Salman Rushdie's controversial book "The Satanic Verses", strongly defended the decision on Saturday asserting it was taken "purely" for law and order reasons.

Singh, who was the minister of state for external affairs when the book was banned in 1988, said he had told the then PM that the book could cause serious law and order problems as emotions were running high.

With focus back on Rushdie's book in the wake of the attack on him in New York, Singh, who was the minister of state for external affairs when the book was banned in 1988, said he was part of the decision and had told the then prime minister the book could cause serious law and order problems as feelings were running very high. Singh (91) rejected as "rubbish" the charge by critics the Rajiv Gandhi government's decision to ban the book was driven by appeasement towards Muslims.
"I don't think it (the decision to ban the book) was wrong because you see it had led to law and order problems, particularly in Kashmir. In other parts of India also there was disquiet," Singh told PTI.
"Rajiv Gandhi asked me what should be done. I said, 'all my life I have been totally opposed to banning books but when it comes to law and order even a book of a great writer like Rushdie should be banned'," the diplomat-turned-politician said. Rushdie's 'Midnight's Children' is one of the great novels of the 20th century but the decision to ban "The Satanic Verses" was taken purely for law and order reasons, Singh asserted.
A massive controversy had erupted after the release of the book 'The Satanic Verses' as several Muslims saw it as blasphemous.

Iranian leader Ayatollah Khomeini had issued a fatwa against Rushdie and called for his death.
Strongly defending the Rajiv Gandhi government's decision, Singh said, "I completely think it was justified because it was going to cause serious law and order problems as feelings were running very high particularly among our Muslim population." "I said, 'the entire Muslim world is going to flare up, we have a large number of Muslims and apart from that, what the book contains at this time, is not acceptable'," he recounted. Rushdie, who faced death threats for years after writing "The Satanic Verses", was stabbed on stage on Friday while he was being introduced at the event of the Chautauqua Institution in Western New York.
The New York State Police identified the suspect as Hadi Matar from Fairview, New Jersey, while the motive behind the act is still unknown.
The suspect ran up onto the stage prior to the speaking event and attacked the 75-year-old. The author was rushed to a nearby hospital where he underwent surgery. Singh said he was "very distressed" over the attack.
"Here is a man 75-years old, not harming anybody and contributing to literature and then some rascal comes and nearly kills him and that too when he was making a speech in New York," he said.
Singh said Rushdie had left England for the simple reason that there were more Muslims in the UK than there are in America.
"There is no doubt that he is one of the great writers of the 20th century. So I am very distressed. I did not know him personally but I admired his Midnight's Children, I read it several times, it is high class literature," he said, lauding Rushdie for his contribution to the world of literature.

The Congress is 'pained' after Supreme Court released one of the convicts in the assassination of former Prime Minister Rajiv Gandhi but what about his children Rahul and Priyanka Gandhi. Are they too like Congress in sorrow after AG Perarivalan got freedom at midlife?
When Rajiv was assassinated Rahul was 21 and Perarivalan was just 18. A lot of water has flown under the bridge in the three decades since then. 
The Gandhi siblings have on number of times spoken about the pain and the road that has led them to forgive their father’s killers. Remember, Rajiv was blown to pieces in a suicide bomb attack. 
But it was their mother Sonia Gandhi who first walked on the road to forgiveness.  
There are seven convicts in the case and one of them is Nalini. 
The year was 2000, Sonia had just started to establish herself as an assured Congress leader and Nalini, who was pregnant at the time of Rajiv’s assassination, was pleading in the apex court to save herself from walking the gallows. 
She lived as her death sentence was commuted to lifer after Sonia petitioned the court for the sake of Nalini’s daughter born in jail. 
Eight years later, an elusive Priyanka triggered a flutter as the press reported that she had met Nalini in Vellore jail. Priyanka reportedly asked Nalini: why she had kille`d her father. Jail authorities heard dirges of both the women but not the answer. 
In 2009, Priyanka finally spoke about how the anger she felt and the subsequent path to forgiveness. 
When LTTE chief Prabhakaran was killed in the same year, how must have Rahul felt? He spoke about those very feeling in 2018. In Singapore, Rahul told a gathering he had seen images of Prabhakaran on TV lying dead. Two feelings engulfed him: 
“I got two feelings – one was why they are humiliating this man in this way. And second was I felt really bad for him and for his kids and I did that because I understood deeply what it meant to be on the other side of that thing.”

The Gandhi siblings have on number of times spoken about the pain and the road that has led them to forgive their father&rsquo;s killers. Remember, Rajiv was blown to pieces in a suicide bomb attack.&nbsp;
But it was their mother Sonia Gandhi who first walked on the road to forgiveness.&nbsp;&nbsp;
There are seven convicts in the case and one of them is Nalini.&nbsp;
The year was 2000, Sonia had just started to establish herself as an assured Congress leader and Nalini, who was pregnant at the time of Rajiv&rsquo;s assassination, was pleading in the apex court to save herself from walking the gallows.&nbsp;
She lived as her death sentence was commuted to lifer after Sonia petitioned the court for the sake of Nalini&rsquo;s daughter born in jail.&nbsp;
Eight years later, an elusive Priyanka triggered a flutter as the press reported that she had met Nalini in Vellore jail. Priyanka reportedly asked Nalini: why she had kille`d her father. Jail authorities heard dirges of both the women but not the answer.&nbsp;
In 2009, Priyanka finally spoke about how the anger she felt and the subsequent path to forgiveness.&nbsp;
When LTTE chief Prabhakaran was killed in the same year, how must have Rahul felt? He spoke about those very feeling in 2018. In Singapore, Rahul told a gathering he had seen images of Prabhakaran on TV lying dead. Two feelings engulfed him:&nbsp;

BJP leaders on Tuesday raked up the anti-Sikh riots of 1984 and called former prime minister Rajiv Gandhi the "father of mob lynching" to hit back at Congress leader Rahul Gandhi for his attack on the government over incidents of lynching.
"Before 2014, the word 'lynching' was practically unheard of. #ThankYouModiJi," Rahul Gandhi tweeted, days after two cases of lynching in the Congress-ruled Punjab. The two men were lynched in separate incidents, and both of them were accused of sacrilege by Sikh religious leaders.
Speaking to reporters, Union minister Ashwini Kumar Choubey noted that hundreds of Sikhs were killed in the 1984 riots, for which some Congress leaders were blamed, and also referred to the 1989 Bhagalpur riots to ask if these were not lynchings.
"Mobs killed Sikhs by burning tyres around their neck. Wasn't it lynching?" he asked.
BJP's IT department head Amit Malviya tweeted, "Meet Rajiv Gandhi, father of mob lynching, justifying blood curdling genocide of Sikhs. Congress took to streets, raised slogans like 'khoon ka badla khoon se lenge', raped women, wrapped burning tyres around necks of Sikh men while dogs gorged on charred bodies dumped in drains." He posted a short clip of the former prime minister's speech.

The Assam government on Wednesday decided to rename Rajiv Gandhi National Park, which is also a Tiger reserve, as Orang National Park.
The state govt said that the decision was taken after demands from the Adivasi and tea tribe community.
Covering an area of about 80 sq km, it was declared a wildlife sanctuary in 1985, and a national park in 1999.
Located on the north bank of the Brahmaputra in Darrang and Sonitpur districts, the national park is known for wild animals like Royal Bengal Tiger, Indian Rhinos, Pgmy Hog, and wild elephants.
