Congress leader Rahul Gandhi on Thursday attacked Prime Minister Narendra Modi amid concerns over reported LPG shortage, saying the PM is asking the people not to panic but is himself panicked for "completely different reasons".
Gandhi alleged that the prime minister is panicked because of the Epstein files issue and the Adani Case in the US.
He made the remarks after several opposition MPs, including himself and Priyanka Gandhi Vadra, staged a protest in the Parliament House complex over the shortage of commercial LPG cylinders to demand answers from the government over it.
Speaking with reporters after the protest, Gandhi said, "The PM is saying there is no need to panic, but the PM himself has panicked for completely different reasons... he is panicked because of Epstein, he is panicked because of the Adani case, he is not able to come inside the House."
"You saw yesterday that the prime minister's chair was empty. So, he is telling the country not to panic but has panicked himself," Gandhi added.
In a Facebook post in Hindi after the protest, Gandhi said,"Sansad mein Narenra gayab, desh mein cylinder gayab".
Several opposition MPs from the Congress, DMK, TMC and SP, among others, staged a protest near Parliament's Makar Dwar, raising slogans such as 'Naam Narender, Kaam Surrender' and 'Modi ji, LPG'.
The women opposition MPs, including Priyanka Gandhi, sat down with a mock brick cooking stove and raised slogans against the government.
In a post on X in Hindi, Congress president Mallikarjun Kharge said, "When the country is grappling with a severe crisis, Prime Minister Modi ji is engrossed in election tours.
"There is a severe shortage of LPG across the country, and people are standing in queues. Countless small and large industries are being forced to bear the consequences of the BJP's failure. But the government has no answers. Only false claims," he said.
The failure of diplomacy is a serious issue, and the result of the mismanagement of energy is being borne today by the 1.4 billion people of the country, he claimed.
"Narendra Modi ji, bahut hui 'Mann ki Baat, zara sansad mein aa kar kariye 'mudde ki baat' (Enough of 'Mann Ki Baat', come to Parliament and talk on real issues)," the Congress chief said.
With the House being adjourned shortly after meeting at 11 am amid sloganeering by the opposition demanding a discussion on the West Asia situation, Gandhi sat with suspended opposition MPs on the steps of the Makar Dwar and had tea with them.

His remarks come days after Iran confirmed that its Supreme Leader, Ayatollah Ali Khamenei, had been assassinated in targeted strikes carried out the previous day by the United States and Israel.
Gandhi said escalating hostilities between the United States, Israel and Iran are pushing a fragile region toward wider conflict.
Crores of people, including nearly a crore Indians, face uncertainty, he said.
"While security concerns are real, attacks that violate sovereignty will only worsen the crisis. The unilateral attacks on Iran, as well as Iran's attacks on other Middle Eastern nations, must be condemned. Violence begets violence -- dialogue and restraint remain the only path to peace," the former Congress chief said.
"India must be morally clear. We should have the courage to speak plainly in defence of international law and human lives. Our foreign policy is rooted in sovereignty and the peaceful resolution of disputes -- and it must remain consistent," Gandhi said.

Congress leader Rahul Gandhi called on Prime Minister Narendra Modi to withdraw the Indo-US trade deal, alleging it harms Indian farmers and key sectors.

Congress leader Rahul Gandhi on Tuesday said the Indo-US interim trade deal was sealed under pressure and dared Prime Minister Narendra Modi to scrap the "anti-farmer" agreement, following the US Supreme Court ruling.
Addressing the &lsquo;Kisan Mahachaupal&rsquo; rally in Bhopal, the Leader of Opposition in the Lok Sabha described the agreement as "an arrow in the heart of farmers".
"After the US Supreme Court ruling on the trade deal (global tariffs), I challenge PM Modi to scrap it if he has courage...but he won't be able to do so," said the Leader of Opposition in the Lok Sabha.
In a major setback to Trump's pivotal economic agenda for his second term, the US Supreme Court, in a 6-3 verdict, ruled that the tariffs imposed by the president on nations around the world were illegal and that he had exceeded his authority when he imposed the sweeping levies.
Gandhi alleged that the Prime Minister approved the agreement under external pressure linked to the threat of releasing "Epstein files" and an ongoing criminal case involving industrialist Gautam Adani in the US.
"Narendra Modi is compromised. He has been trapped. He has signed this agreement under pressure. This is not a deal, it is an arrow in the heart of the farmer,&rdquo; Gandhi said, claiming that the pact had been stalled for months before being cleared suddenly.
He questioned that the India-US trade agreement had been stalled for four months, but what happened that made Prime Minister Modi suddenly agree to it?
"There are two reasons for this. The first reason is the lakhs of Epstein files lying in America. There are 30 lakh files. It contains emails, messages, and videos," the Congress leader said.
He said Union Minister Hardeep Singh Puri's name figured in the "Epstein Files" and claimed that the release of such material was meant to intimidate the Prime Minister.
"By doing so (releasing the files), the US has sent a message that if PM Modi does not listen to them, the evidence from the files will be revealed," the opposition leader alleged.
Gandhi said that another reason behind Modi agreeing to the trade deal was the ongoing criminal case against Adani in the US.
"This case in America is not aimed at Adani. It is aimed at Narendra Modi. The target is not Adani; it is Narendra Modi. The arrow is not directed at Adani; it is directed at Narendra Modi. These are the two reasons why Narendra Modi approved the trade deal," he added.
The Congress leader challenged the Prime Minister to cancel the agreement &ldquo;if he has the courage,&rdquo; asserting that fear of the alleged files and the US case prevented him from doing so.
He claimed that the Prime Minister approved the deal with the US without consulting the Union Cabinet and without taking into confidence senior ministers, including Defence Minister Rajnath Singh, Shivraj Singh Chouhan (Agriculture) and Nitin Gadkari (Road Transport and Highways).
He alleged that the agreement compromised India&rsquo;s agriculture, data, textile and import sectors.
Gandhi claimed he was not allowed to speak in the Lok Sabha after the President&rsquo;s address because he wanted to comment on former Army Chief Manoj Naravane's memoirs, calling it unprecedented for a Leader of the Opposition.
He said he intended to refer to an unpublished book by Gen Naravane (retd), which, he claimed, described a lack of response from the political leadership during Chinese troop movements near the border.
According to Gandhi, the decision to go to war is a political one, not of military, alleging that the government &ldquo;abandoned&rdquo; the Army leadership at a critical time.
Citing General Naravane' unpublished work, Gandhi said the former Army chief has written that when Chinese tanks were approaching the Indian border, he had called up Defence Minister Rajnath Singh, National Security Advisor Ajit Dobhal, and External Affairs Minister S. Jaishankar to seek the government's orders regarding action, but received no response.
"Naravane ji has written in his book that on that day the Indian government and the Prime Minister abandoned him and the Army," the Congress leader said.
When the time came to give orders to the Army chief and stop China, PM Modi "disappeared", he added.
Congress president Mallikarjun Kharge, who was present at the rally, termed PM Modi a "coward", alleging that the trade deal reflected a "surrender" by the government.
"Democracy and the Constitution are in danger. Modi has destroyed the dignity and respect. He is trying to push the farmers into slavery," Kharge alleged.
He said that eight to ten years ago, Modi used to thump his chest about his friendship with Trump.
"Whether Modi used to talk about selling India to farmers over tea with Trump or about enslaving them? I have been in politics for 60 years and have been an MLA and MP for 54 years. I have never seen such a cowardly PM," said the veteran Congress leader.
Kharge accused the Prime Minister of avoiding public scrutiny and criticism by shunning interaction with the media and opposition.
"He does not talk face-to-face. He does not address a single press conference, but talks about 'Mann Ki Baat' on Sundays. He doesn't talk about 'Mann Ki Baat' in Parliament. Our PM is scared. He works to intimidate and scare Congress. He works to harass the Youth Congress," he alleged.
Kharge said the Congress, which forced the British to leave India and won freedom for the people, can't be intimidated.
"You cowards surrendered. All of you wrote an apology letter and submitted it. The real patriots are in Congress," he said.

Stepping up his attack on the government over the interim US trade deal, Congress leader Rahul Gandhi on Friday said the answer to why Prime Minister Narendra Modi agreed to a deal, where India gives so much and appears to get so little, and make an "abject surrender" lies in the "grips" and "chokes" placed on him.
The leader of opposition (LoP) in the Lok Sabha also claimed that with this deal, India is going to become a "data colony".
Gandhi, who has been attacking the BJP-led government and accusing it of a sell-out through the deal, posted a video on X in which he invoked his recent speech in Parliament in which he had drawn a Jiu-Jitsu analogy.
In his post on X, Gandhi said, "Why did I use a Jiu-Jitsu analogy in my Parliament speech on the trade deal? Why were our farmers sacrificed to please the Americans? Why was India's energy security compromised by allowing the US to dictate our oil supplies?"
"Why agree to increase US imports by $100 billion a year without a reciprocal promise? Why did I say this deal could turn India into a data colony? Why would Modi ji agree to a deal where India gives so much and appears to get so little? The answer to this abject surrender lies in the "grips" and "chokes" placed on the PM."
In the video, Gandhi said a lot of people have asked him why he used a Jiu-Jitsu analogy in his Parliament speech.
"The reason I used the idea of a grip and a choke is because these exist in Jiu-Jitsu and how you control an opponent in that sport. But they also exist in the political realm. And in my experience of politics, I have seen political grips and political chokes are mostly hidden. The average person cannot see them," he said.
"And you have to look carefully to see where the choke is being applied and where the grips are placed. So that was the idea behind using this. It expressed very powerfully what our prime minister is going through," he said.
The LoP said that on the one hand is the criminal case against businessman Gautam Adani in the US and on the other hand is the Epstein scandal.
"Three million files not released. We all know that (Union minister) Hardeep Puri is involved in the files, we know Mr. Anil Ambani is involved in the files and we also know the prime minister's name appears and the PM is most likely involved in the files," he said.
On the other side, there is China, Gandhi said and referred to the unreleased book of former Army chief MM Naravane.
"So on one side there is the Chinese who are sitting in our border and on the other side there is the US. Our PM is torn between these grips. He is trapped, everybody knows it, everybody can see it. The problem is that the real grip on Mr Narendra Modi is the fake image that he has built, that has been built for him, an image that has required huge amounts of money," he said.
"The key to that image is now in the hands of the US and that is why Indian farmers are going to suffer, Indian textile is going to suffer, we will be forced to buy imports from the US."
"But most important is the data. The fact that our data is being handed over by Mr Narendra Modi to American companies, to the US, for a pittance. Mark my words, we are going to become a data colony. Why did a country of the size of India hand away everything, including our data, textile industry and our agriculture sector, for what and why? The answer is in the grips and chokes that are applied on the PM," Gandhi added.
The Congress has alleged that Modi has "surrendered" before US President Donald Trump in agreeing to the deal, which, it claimed, will "devastate" the livelihoods of crores of farmers across states and sacrifice India's energy security, digital sovereignty and economic self-reliance.
It said trade agreements should not become a path to slavery by "sacrificing a country's sovereignty", and asserted that national interest cannot be mortgaged under the guise of a trade pact.

The former Congress president's remarks came amid a controversy over Galgotias University allegedly showcasing a robotic dog labelled "Orion" at the AI Summit expo that critics said was actually a Chinese-made Unitree Go2 and not an in-house innovation.&nbsp;
According to sources, Galgotias University has been asked to vacate its stall at the AI Summit Expo immediately.

In a no-holds-barred attack, Leader of Opposition Rahul Gandhi on Wednesday alleged that the government has "sold Bharat Mata" through the India-US interim trade deal, and that it was a "wholesale surrender" with India's energy security handed over to America and farmers' interests compromised.
Participating in the debate on the Union Budget, Gandhi said he does not believe that any Indian prime minister, including Narendra Modi, would agree to such a deal unless there is a "chokehold" on him.
"Why has he (Modi) sold India -- because they (the US) are choking him. They have a grip on his neck," said Gandhi, who began his address with an analogy of how in martial arts after securing a grip, the next step is a chokehold, and then the opponent taps to give up.
The Congress leader noted that Prime Minister Narendra Modi and NSA Ajit Doval had stated some time back that the era of war is over. "In fact, we are moving into the era of war. War is there in Ukraine, war was there in Gaza, war is there in the Middle East, threat of war is there in Iran, we had Operation Sindoor."
"We are moving into a dangerous world. We have to understand our strengths, and the central strength of our country is our people," he pointed out. He underlined the need to protect the country's people, data, food supply, and energy system.
Gandhi said that had an INDIA bloc government negotiated the trade agreement with the US, it would have told President Donald Trump that he should treat India as an equal.
"The first thing we would say (to Trump) is that the most important asset in this equation is Indian data. If the US wants to protect the dollar, it must recognise that Indian data is the biggest asset. Second thing, we would say to President Trump is that 'if you want access to it, then you will talk to us as an equal, not talk to us as if we are your servants'," Gandhi said.
He said an INDIA bloc government would have told Trump that India's energy security is non-negotiable and "we are going to protect our energy security."
"The third thing, we would have told President Trump is that 'we understand you have agricultural voter base, you need to protect farmers, but we will also protect our farmers'," the former Congress chief said.
"An INDIA bloc government would say that data is our biggest strength, and now let us talk. We will go there (for negotiating) as an equal. We will not be made equal to Pakistan. If President Trump decided that Pakistan Army chief will have breakfast with him, we will have something to say about it," he added.
The LoP claimed that India's energy security was gone under the India-US interim trade deal, and the US will decide "who we buy oil from." "They will decide who we buy oil from, our PM will not decide. They will monitor, and if India buys oil (from where they don't want us to), they will punish us and take tariffs to 50 per cent," Gandhi said.
In a scathing attack on the government, Gandhi said it talks of energy and financial weaponisation, and yet, it has allowed the Americans to weaponise "our finance and our energy against us."
"How can you come to this House and defend this? Are you not ashamed of what you are giving away?" Gandhi said, slamming the treasury benches.
"I am saying you have sold India. Are you not ashamed of selling India? You have sold our mother -- Bharat Mata. Do you have no shame?" he added.
MPs from the treasury benches repeatedly got up and accused Gandhi of making "baseless" allegations and asked him to authenticate his claims, to which Gandhi responded that he is willing to comply.
Gandhi also referred to a case against a businessman in the US. Jagdambika Pal, who was chairing the session, asked Gandhi not to name those who are not members of the House.
"I do not believe any Indian PM, including Modi, would sign such a deal unless there is a chokehold on him," he said.
Gandhi claimed that through this deal, the interests of farmers have been compromised, textiles have been wiped out, and energy security has been "handed over" to the US.
"This is a wholesale surrender," he alleged. "It is a tragedy because it is not just a surrender of the PM; he has surrendered the future of 1.5 billion Indians. He has surrendered because he wanted to protect the BJP's financial architecture on which there is a case in the US," Gandhi said.
"We are heading into turbulent times, and the nation has been sold out. Its data has been sold, its farmers have been sold, all our software engineers have been sold out. Small and medium business have been sold out, our forces and our energy security has been sold out," Gandhi alleged.
Criticising the Indo-US deal, Gandhi claimed that the Modi government has given up control over digital trade rules, removed data localisation, allowed free flow of data to the US, limited digital tax and waived source code disclosure, while offering 20-year tax holidays to big tech companies.
On tariffs, at the beginning, there was a 3 per cent average, but it has now gone up to 18 per cent, he said. US imports would go up from USD 46 billion to 146 billion, he said, adding that this is absurd. While our tariff has gone up from 3 per cent to 18 per cent, theirs has come down from 16 to zero, he said.
"For the first time in Indian history, our farmers are facing a storm. You have opened the door to mechanised American farms spanning thousands of acres, effectively crushing our small farmers. It is disgraceful, and no Prime Minister before you has done this or after you will ever do this," Gandhi said.

According to police, the Special Cell has formally approached the publishing house through the notice, posing multiple queries and seeking detailed responses.&nbsp;
"Delhi Police Special Cell has issued a notice to Penguin India. Through the notice, several questions have been asked, and responses have been sought," a senior police officer said.&nbsp;
The move comes in the wake of reports that the manuscript of Naravane's memoir, titled 'Four Stars of Destiny', may have been illegally circulated in digital and other formats prior to its publication.&nbsp;

Opposition parties on Tuesday submitted a notice for moving a resolution to remove Om Birla from the office of Lok Sabha Speaker, alleging that he had acted in a &ldquo;blatantly partisan&rdquo; manner in conducting the business of the House and "abused" the constitutional office he occupies.&nbsp;
The Opposition also accused the Speaker of making certain false allegations against members of the Congress.
Congress&rsquo; deputy leader in the Lok Sabha Gaurav Gogoi, chief whip K Suresh and whip Mohamed Jawed submitted the notice under Article 94 C of the Constitution to Lok Sabha Secretary General Utpal Kumar Singh on behalf of several opposition parties, including the Congress, Samajwadi Party and the DMK.
Sources said the notice was signed by around 120 MPs of the Opposition, including those of the Congress, DMK, Samajwadi Party, Left parties and RJD. Shiv Sena UBT and NCP-SP have also signed the notice. The TMC is not a signatory to the notice. Leader of Opposition in Lok Sabha Rahul Gandhi has also not signed the notice, sources said.
&ldquo;We, the undersigned, hereby give notice of a resolution for the removal of Shri Om Birla from the office of Speaker Lok Sabha, in terms of the provisions of Article 94(c) of the Constitution of India, because of the blatantly partisan manner in which he has been conducting the business of the Lok Sabha,&rdquo; the notice said, according to sources.
On several occasions, leaders of opposition parties have just not been allowed to speak, which is their basic democratic right in Parliament, the notice said. The notice also cited that on February 2, Leader of Opposition Rahul Gandhi was not allowed to complete his speech on the Motion of Thanks to the President's Address. This is not an isolated instance, it claimed, as the Leader of the Opposition in the Lok Sabha is almost invariably not allowed to speak.
On February 3, eight opposition MPs were &ldquo;arbitrarily suspended&rdquo; for the entire Budget session and are being penalised merely for exercising their democratic rights, the notice said.
On February 4, a MP from the BJP was permitted to make wholly objectionable and personalised attacks on two former prime ministers without being reprimanded even once for disregarding established conventions and norms of propriety, it said, in an apparent reference to Nishikant Dubey's remarks. &ldquo;In spite of our request, no action has been taken against this particular MP, who is a habitual offender,&rdquo; the notice said.
The notice also referred to Birla's remarks that he had "concrete information" that many Congress members might move towards Prime Minister Narendra Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
&ldquo;The aforementioned remarks cast blatantly false allegations against the members of the Indian National Congress and are derogatory in nature. The Speaker, who is required to be the custodian of the Rules of Procedure and the norms of parliamentary decorum, chose the floor of the House to make such statements, which is indicative of an abuse of this constitutional office,&rdquo; the notice said.
"While we hold the Speaker, Lok Sabha, in personal regard, we are pained and anguished at the manner in which he has consistently prevented opposition members of Parliament from raising issues of legitimate public concern," the notice also said.
The decision to submit the notice was taken by the Opposition at a meeting of floor leaders in the office of Mallikarjun Kharge this morning. Among the main reasons cited by the Congress include disallowing Rahul Gandhi and other opposition leaders from speaking in the House on the Motion of Thanks to the President's address, as well as for the suspension of eight MPs.
Birla directed the Lok Sabha secretary general to examine the notice served by the opposition and take appropriate action, sources said, adding it will be examined and processed as per rules.

Gandhi said he believes the word of the former army chief over Penguin. Speaking with reporters in the Parliament House complex, Gandhi read out Naravane's social media post on X (then Twitter), which said, "Hello friends. My book is available now. Just follow the link. Happy reading. Jai Hind."
"This is the tweet Mr Naravane has made. The point I am making is either Mr Naravane is lying, and I believe the (former) Army chief, I don't think he will lie, or Penguin is lying. Both cannot be telling the truth," the Leader of Opposition in the Lok Sabha said.
"Penguin is saying the book is not published. The book is available on Amazon. Gen Naravane has tweeted, as I just read to you, that please buy my book. He tweeted this in 2023. Do you believe Penguin over Mr Naravane? I believe Mr Naravane," Gandhi said.
The Congress leader said Naravane has made certain statements in the book that are "inconvenient" for the government and Prime Minister Narendra Modi.
"Obviously, you have to decide whether Penguin is telling the truth or the (former) Army chief is telling the truth. That is the issue," he added.
Pointing to a poster Opposition MPs were carrying near the Makar Dwar of Parliament during their protest, which read 'Narender Surrender', Gandhi said this has happened, and the Indo-US trade deal happened because of this.

Leaders of various Opposition parties deliberated on the issue at a meeting of floor leaders in the chamber of Congress president Mallikarjun Kharge this morning.
The decision to give the notice was taken by opposition parties on Monday for disallowing Rahul Gandhi and other opposition leaders from speaking in the House on the Motion of Thanks to the President's address, as well as for the suspension of eight MPs.
Sources said though the Opposition is ready to give the notice, they would wait to see whether the government would address their grievances.
While various Opposition parties, including the Congress, RJD, Samajwadi Party and DMK and Left parties, are on board and have signed the notice against the Speaker, the TMC has not signed it so far.
Leader of Opposition Rahul Gandhi has not signed the notice for moving the resolution to remove the speaker from office, the sources said.
Birla has called some floor leaders of Opposition parties at 12.30 pm to discuss the issue of allowing the Lok Sabha to function.
Sources said the government has told the Opposition that it will decide and convey its decision to allow Opposition leaders, including Gandhi, to speak in the Lok Sabha.
After this, the Opposition will decide on whether to move the notice against the Speaker to the Lok Sabha secretary general at 1 pm, the sources said.
Gandhi, the Leader of the Opposition in the Lok Sabha, and some others had met Birla on Monday afternoon to work out a solution to end the stalemate, as the House has not been functioning properly ever since the former Congress chief was not allowed to speak on the India-China issue last week.
Sources had said on Monday that a notice for resolution in this matter would be given in the Lok Sabha soon, and signatures of MPs are being procured.
They said that a notice for the resolution is likely to be given under Article 94-C of the Constitution to the Lok Sabha secretary general, and over 100 opposition MPs have already signed it.
.The notice is being given to move a resolution for the removal of the Speaker for disallowing the leader of the opposition from speaking in the House on the motion of thanks, for not initiating action against BJP MP Nishikant Dubey for his unsubstantiated charges against women MPs of the Congress, and suspension of eight opposition MPs, the sources said.
The Lok Sabha has not been functioning properly ever since Gandhi was not allowed to speak on February 2.
The Rajya Sabha started the discussion on the Union Budget for 2026-27.

When the House met at 2 pm after two adjournments, Sandhya Ray, who was in the Chair, asked Congress member Shashi Tharoor to initiate the debate on the Budget.
Tharoor told the Chair that Gandhi, being the LoP, should be allowed to raise certain points before he starts his speech.
Ray said if Gandhi wants to speak on the Budget, she had no issues and asked him to begin.
Gandhi said an agreement was reached at a meeting between Speaker Om Birla and some opposition MPs that he would be allowed to raise certain points before the Budget discussion, but the Chair was now going back on its word.
Ray said she was not aware of any such agreement and that she could not allow anyone to raise any issue without notice.
At this point, Parliamentary Affairs Minister Kiren Rijiju intervened, saying there was no such agreement and if the LoP wanted to say something about the Speaker, then Birla should also be present in the House to respond.
Rijiju also said other members of the House would also speak on the subject and there would be a broader discussion.
With neither side budging from its position, Ray adjourned the House for the day.&nbsp;

Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, raised the issue as soon as the Question Hour started at 12 noon. Chairman CP Radhakrishnan allowed Kharge to speak, adding that he should not speak on anything that happened in the other House.
"I am only raising issues concerning the Constitution... Parliament consists of our House and Lok Sabha... and the Constitution recognises these two Houses... We have to run according to procedures and rules..." Kharge said and went ahead to mention the Leader of Opposition in the Lower House is "not being allowed to speak".
Radhakrishnan, however, did not allow him to raise the issue relating to the Lok Sabha and said "nothing that he says will go on record". The Chairman proceeded with the Question Hour.
However, Kharge and other Opposition leaders continued to stand in their seats, demanding to be allowed to speak. As the Chairman did not relent, Opposition MPs started raising slogans, accusing the ruling BJP of insulting women MPs. MPs of all the INDIA bloc parties were on their feet, except the TMC.

The Opposition on Monday decided to move a resolution to remove Lok Sabha Speaker Om Birla from office for disallowing Leader of Opposition Rahul Gandhi from speaking in the House on the Motion of Thanks to the President's address.
Sources said the resolution is being moved under Article 94-C of the Constitution. The notice is being given for moving a resolution against the Speaker for his removal, for disallowing the LoP from speaking in the House on the motion of thanks, for not initiating action against BJP MP Nishikant Dubey, for making unsubstantiated charges against women MPs of the Congress, and for suspension of eight opposition MPs, the sources said.
They said a resolution in this regard would soon be moved in the Lok Sabha and signatures of MPs are being procured. The resolution is likely to have signatures of 100 MPs in the Lok Sabha, and obtaining the signatures of various Opposition MPs is currently underway. Top sources in the opposition said the resolution is likely to be submitted today itself.
Sources said the decision to move the resolution was taken at a meeting of Opposition leaders held in the chamber of Congress president Mallikarjun Kharge this morning. The TMC also attended the meeting, besides other parties including the Left, DMK, SP, RJD, Shiv Sena (UBT), NCP (SP), and RSP.
This will be the fourth such notice against a sitting Speaker of the Lok Sabha. The first resolution was moved against M V Malavankar, which was defeated. Later, a resolution was moved against then Speaker Hukum Singh, which could not be taken up due to lack of numbers in the House. Another similar resolution, the third one, was moved against then Speaker Balram Jakhar, which was also defeated.
Separately, women Congress MPs have written to Speaker Om Birla over the "unsubstantiated allegations" made by him against Congress women MPs. In a letter signed by several women MPs, including Priyanka Gandhi Vadra, they have objected to the "baseless allegations against women members of Parliament and the denial of Opposition's Parliamentary rights."
Their letter to the Speaker comes days after Birla stated in the House that he had "concrete information" that many Congress members might move towards Prime Minister Narendra Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
In their letter, the women MPs of the Congress in the Lok Sabha said that, clearly pressured by the ruling party to defend the "non-appearance of the Prime Minister", Birla issued a statement making grave allegations against the women MPs of the party.

Lok Sabha proceedings were adjourned till 2 pm on Monday, with opposition parties insisting that Leader of Opposition Rahul Gandhi be allowed to speak before the House takes up discussion on the Union Budget.
As Krishna Prasad Tenneti called Congress' Shashi Tharoor to initiate the debate on the Budget, opposition members dug in their heels and said Gandhi should be allowed to speak first.
Tenneti underlined that the discussion was on the Budget and Tharoor's name had been given by the Congress as its lead speaker. He said he would need to get clarity on whether the LoP can be allowed to speak. He also asked Gandhi whether he wanted to speak on the Budget.
Tharoor, meanwhile, said he yields to the LoP. As the stalemate continued, Tenneti adjourned the House till 2 pm.
Later, talking to reporters outside Parliament building, Tharoor said Gandhi wanted to respond to allegations that Congress MPs in Lok Sabha wanted to carry out an "unexpected act" when the prime minister was to come to the Lok Sabha chamber last week to respond to debate on Motion of Thanks. He said a clarification was required on the part of the LoP.

Earlier, Lok Sabha proceedings were adjourned till 12 noon after Speaker Birla slammed opposition members for "planning" disruptions.
As the House took up Question Hour, opposition members started raising issues which they demanded should be addressed immediately. Birla said the issues can be raised during discussion on the Union Budget. He said members, including the LoP, were free to speak during the debate.
As opposition members continued disruptions, he slammed them for the "planned" disruptions and asked them to let the House run as per rules.
