Opposition parties on Tuesday submitted a notice for moving a resolution to remove Om Birla from the office of Lok Sabha Speaker, alleging that he had acted in a &ldquo;blatantly partisan&rdquo; manner in conducting the business of the House and "abused" the constitutional office he occupies.&nbsp;
The Opposition also accused the Speaker of making certain false allegations against members of the Congress.
Congress&rsquo; deputy leader in the Lok Sabha Gaurav Gogoi, chief whip K Suresh and whip Mohamed Jawed submitted the notice under Article 94 C of the Constitution to Lok Sabha Secretary General Utpal Kumar Singh on behalf of several opposition parties, including the Congress, Samajwadi Party and the DMK.
Sources said the notice was signed by around 120 MPs of the Opposition, including those of the Congress, DMK, Samajwadi Party, Left parties and RJD. Shiv Sena UBT and NCP-SP have also signed the notice. The TMC is not a signatory to the notice. Leader of Opposition in Lok Sabha Rahul Gandhi has also not signed the notice, sources said.
&ldquo;We, the undersigned, hereby give notice of a resolution for the removal of Shri Om Birla from the office of Speaker Lok Sabha, in terms of the provisions of Article 94(c) of the Constitution of India, because of the blatantly partisan manner in which he has been conducting the business of the Lok Sabha,&rdquo; the notice said, according to sources.
On several occasions, leaders of opposition parties have just not been allowed to speak, which is their basic democratic right in Parliament, the notice said. The notice also cited that on February 2, Leader of Opposition Rahul Gandhi was not allowed to complete his speech on the Motion of Thanks to the President's Address. This is not an isolated instance, it claimed, as the Leader of the Opposition in the Lok Sabha is almost invariably not allowed to speak.
On February 3, eight opposition MPs were &ldquo;arbitrarily suspended&rdquo; for the entire Budget session and are being penalised merely for exercising their democratic rights, the notice said.
On February 4, a MP from the BJP was permitted to make wholly objectionable and personalised attacks on two former prime ministers without being reprimanded even once for disregarding established conventions and norms of propriety, it said, in an apparent reference to Nishikant Dubey's remarks. &ldquo;In spite of our request, no action has been taken against this particular MP, who is a habitual offender,&rdquo; the notice said.
The notice also referred to Birla's remarks that he had "concrete information" that many Congress members might move towards Prime Minister Narendra Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
&ldquo;The aforementioned remarks cast blatantly false allegations against the members of the Indian National Congress and are derogatory in nature. The Speaker, who is required to be the custodian of the Rules of Procedure and the norms of parliamentary decorum, chose the floor of the House to make such statements, which is indicative of an abuse of this constitutional office,&rdquo; the notice said.
"While we hold the Speaker, Lok Sabha, in personal regard, we are pained and anguished at the manner in which he has consistently prevented opposition members of Parliament from raising issues of legitimate public concern," the notice also said.
The decision to submit the notice was taken by the Opposition at a meeting of floor leaders in the office of Mallikarjun Kharge this morning. Among the main reasons cited by the Congress include disallowing Rahul Gandhi and other opposition leaders from speaking in the House on the Motion of Thanks to the President's address, as well as for the suspension of eight MPs.
Birla directed the Lok Sabha secretary general to examine the notice served by the opposition and take appropriate action, sources said, adding it will be examined and processed as per rules.
The Lok Sabha has not been functioning properly ever since Gandhi was not allowed to speak on February 2.

Speaker Om Birla on Tuesday directed Lok Sabha Secretary General Utpal Kumar Singh to examine a notice served by the opposition for moving a resolution to remove him from office, sources said.
About 120 opposition MPs submitted the notice for moving the resolution to remove Birla from office for not allowing Leader of Opposition (LoP) Rahul Gandhi and other opposition leaders to speak in the House on the Motion of Thanks to the President's address, as well as for suspending eight MPs.
Birla has directed the secretary general to examine the notice and take appropriate action, the sources said, adding that it will be examined and processed according to rules.
Congress MP and chief whip K Suresh submitted the notice to the Lok Sabha secretariat on behalf of several opposition parties, including his party, Samajwadi Party and DMK. TMC MPs, however, did not sign the notice.

As soon as the House reassembled at 12 noon after the first adjournment, papers and standing committee reports were tabled by ministers and members amid sloganeering by the opposition.
P C Mohan, who was presiding over the proceedings, tried to pacify the opposition members, but in vain.
Parliamentary Affairs Minister Kiren Rijiu said while other opposition MPs were willing to speak, the Congress was not willing to initiate the debate on the Budget.
Amid the din, Mohan adjourned the House till 2 pm.
When the Lok Sabha met for the day at 11 am, similar scenes were witnessed.
As soon as the House took up Question Hour, the opposition members started raising slogans, urging the Chair to allow them to speak.
Iqra Choudhary of the Samajwadi Party (SP) asked a question, but the reply of the minister concerned was drowned in the din.
The House witnessed ruckus as Congress members stormed into the Well, while SP, Trinamool Congress and other opposition MPs stood near their seats and in the aisle in support.
Mohan, who was in the Chair, adjourned the proceedings till 12 noon.
Usually, Speaker Om Birla presides over the House proceedings during Question Hour.
The Lok Sabha has been witnessing uproarious scenes since February 2 and there have been vociferous protests by the opposition members on various issues, including the Chair disallowing Leader of the Opposition Rahul Gandhi to quote from an article citing an unpublished memoir of former Army chief M M Naravane on the 2020 India-China conflict.

Congress leader Rahul Gandhi on Tuesday cited a December 2023 social media post by former army chief MM Naravane informing people that his book is "available now" to rebut publisher Penguin Random House India's statement that the 'memoir' has not yet been published.
Gandhi said he believes the word of the former army chief over Penguin. Speaking with reporters in the Parliament House complex, Gandhi read out Naravane's social media post on X (then Twitter), which said, "Hello friends. My book is available now. Just follow the link. Happy reading. Jai Hind."
"This is the tweet Mr Naravane has made. The point I am making is either Mr Naravane is lying, and I believe the (former) Army chief, I don't think he will lie, or Penguin is lying. Both cannot be telling the truth," the Leader of Opposition in the Lok Sabha said.
"Penguin is saying the book is not published. The book is available on Amazon. Gen Naravane has tweeted, as I just read to you, that please buy my book. He tweeted this in 2023. Do you believe Penguin over Mr Naravane? I believe Mr Naravane," Gandhi said.
The Congress leader said Naravane has made certain statements in the book that are "inconvenient" for the government and Prime Minister Narendra Modi.
"Obviously, you have to decide whether Penguin is telling the truth or the (former) Army chief is telling the truth. That is the issue," he added.
Pointing to a poster Opposition MPs were carrying near the Makar Dwar of Parliament during their protest, which read 'Narender Surrender', Gandhi said this has happened, and the Indo-US trade deal happened because of this.
Penguin Random House India (PRHI) has said it holds the exclusive publishing rights to former Army chief General Manoj Mukund Naravane's memoir titled Four Stars of Destiny, and clarified that the book has not yet been published, amid reports of unauthorised copies in circulation.
The clarification came after the Delhi Police registered an FIR over the alleged illegal circulation of the manuscript in digital and other formats. In a statement issued on Monday, the publishing house clarified that no copies of the book -- either in print or digital form -- have been released to the public.
"Penguin Random House India would like to clarify that we hold the sole publishing rights for the book 'Four Stars of Destiny', a memoir by General Manoj Mukund Naravane, former Chief of the Indian Army. We wish to make it clear that the book has not gone into publication,&rdquo; the publisher said in a statement.
It further said that no copies of the book "in print or digital form -- have been published, distributed, sold, or otherwise made available to the public" by the company.
The publisher also warned that any version of the book currently circulating, whether in full or in part and in any format, including print, PDF or online copies, would amount to copyright infringement.

Opposition leaders on Tuesday said they will take a decision on giving a notice for moving a resolution to remove the Lok Sabha Speaker from office after a meeting with Om Birla.
Leaders of various Opposition parties deliberated on the issue at a meeting of floor leaders in the chamber of Congress president Mallikarjun Kharge this morning.
The decision to give the notice was taken by opposition parties on Monday for disallowing Rahul Gandhi and other opposition leaders from speaking in the House on the Motion of Thanks to the President's address, as well as for the suspension of eight MPs.
Sources said though the Opposition is ready to give the notice, they would wait to see whether the government would address their grievances.
While various Opposition parties, including the Congress, RJD, Samajwadi Party and DMK and Left parties, are on board and have signed the notice against the Speaker, the TMC has not signed it so far.
Leader of Opposition Rahul Gandhi has not signed the notice for moving the resolution to remove the speaker from office, the sources said.
Birla has called some floor leaders of Opposition parties at 12.30 pm to discuss the issue of allowing the Lok Sabha to function.
Sources said the government has told the Opposition that it will decide and convey its decision to allow Opposition leaders, including Gandhi, to speak in the Lok Sabha.
After this, the Opposition will decide on whether to move the notice against the Speaker to the Lok Sabha secretary general at 1 pm, the sources said.
Gandhi, the Leader of the Opposition in the Lok Sabha, and some others had met Birla on Monday afternoon to work out a solution to end the stalemate, as the House has not been functioning properly ever since the former Congress chief was not allowed to speak on the India-China issue last week.
Sources had said on Monday that a notice for resolution in this matter would be given in the Lok Sabha soon, and signatures of MPs are being procured.
They said that a notice for the resolution is likely to be given under Article 94-C of the Constitution to the Lok Sabha secretary general, and over 100 opposition MPs have already signed it.
.The notice is being given to move a resolution for the removal of the Speaker for disallowing the leader of the opposition from speaking in the House on the motion of thanks, for not initiating action against BJP MP Nishikant Dubey for his unsubstantiated charges against women MPs of the Congress, and suspension of eight opposition MPs, the sources said.
The Lok Sabha has not been functioning properly ever since Gandhi was not allowed to speak on February 2.
The Rajya Sabha started the discussion on the Union Budget for 2026-27.

BJP's women MPs have urged Lok Sabha Speaker Om Birla to take the strongest possible action against the opposition MPs who have committed "heinous acts" like moving deep inside treasury benches, climbing the table and laying a siege of the seat of the Prime Minister.
The women MPs of the BJP also said that the "alarming turn of events" in the precincts of the Lok Sabha on February 4 has left everyone deeply concerned, as the situation had the potential to result in serious and untoward consequences and could have marked one of the "darkest moments" in the history of India's parliamentary democracy.
On February 4, Prime Minister Narendra Modi could not reply to the debate on the Motion of Thanks to the President's address to Parliament due to the opposition protests.
In their letter, the BJP's women MPs said they want to put on record their deep sense of gratitude and appreciation for the exemplary manner in which the Speaker upheld and protected the dignity, decorum, and sanctity of the Lok Sabha on February 4 during the discussion on the Motion of Thanks to the President's address.
On that day, the letter said that the entire House, and the whole nation, witnessed one of the "most unfortunate and regrettable incidents" within the Lok Sabha chamber.
"We saw that the members belonging to opposition parties not just entered the well of the House, but they also climbed on the table, tore papers and threw them towards the Chair.
"Moreover, distressingly, certain women Hon'ble Members crossed over to the other side with aggressive demeanour and banners and placards in their hands. They not only laid a siege of the seat of the Hon'ble Prime Minister but also moved deep inside the treasury benches where senior Ministers are seated," the MPs said in the letter.
The MPs said even though extremely agitated and furious at this grave provocation, the members belonging to the ruling party however, on the direction of the senior leaders, exercised utmost restraint and did not retaliate in any manner.
"Had we not exercised restraint, an ugly situation could have been created. To make matters even more serious, afterwards, we saw that the opposition MPs went in aggressively towards your Chamber. We could hear loud voices coming from within your Chamber," the letter said.
The BJP's women MPs said, "We, therefore, urge you to take strongest possible action under the rules, against the opposition MPs who have committed such heinous acts within the precincts of the House and brought disrepute to our democratic institutions".
They also said that during the nearly seven years of Birla's tenure as the Presiding Officer of the House, he has consistently endeavoured to enhance its prestige and effectiveness.
The MPs said as Speaker of the Lok Sabha, he has always displayed impartiality and given equal opportunity to all members irrespective of party affiliations.
"We, therefore, repose complete faith and confidence in your leadership and feel that the Lok Sabha is fortunate to have you as its custodian," they said.

Congress' women MPs in the Lok Sabha wrote to Speaker Om Birla on Monday, claiming that under pressure from the ruling party to defend the "non-appearance" of Prime Minister Narendra Modi, he made grave allegations against them. They urged the Speaker to act as an impartial custodian of the Lower House.
Their letter to the Speaker comes days after Birla stated in the House that he had "concrete information" that many Congress members might move towards Prime Minister Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
Speaking about the letter signed by her, along with other women MPs of the Congress, Priyanka Gandhi Vadra said, "There is so much pressure on the Speaker which is not right. There is no question of anyone raising a hand on the PM or do anything like this. There are 11 women MPs, they are all serious MPs."
"He (Birla) should not have made the statement, he has been pressured to say it by the government and that is why he made the statement because Modi ji did not have the courage to come to the House that day so the Speaker is giving clarification on his behalf. This is wrong," she told reporters.
In their letter, the women MPs of the Congress in the Lok Sabha said that, clearly pressured by the ruling party to defend the "non-appearance of the Prime Minister", Birla issued a statement making grave allegations against the women MPs of the party.
"We are being targeted simply because we have consistently fought against Prime Minister Narender Modi's anti-people government and demanded accountability from him. His absence from the House was not due to any threat from us, it was an act of fear," said the letter signed by MPs like Priyanka Gandhi, Jyothimani, R Sudha, Varsha Gaikwad and Jyotsna Mahant.

"He (PM) did not have the courage to face the Opposition. We are Members of Parliament from the Indian National Congress, a party that stands for love, peace, constitutional values, and human dignity. We do not believe in violence and intimidation. We are brave women elected representatives who will not be silenced by intimidation," the Congress' women MPs said.
"We believe that transparency is the only way to restore the dignity of the Speaker's office and the credibility of this House," they added.
The women MPs further said they have the utmost respect for the Speaker's office and for his good self. "However, it is amply clear that you are under sustained pressure from the ruling party. We urge you once again to act as the impartial custodian of the Lok Sabha. We will stand with you and support you wholeheartedly in this endeavour," the women MPs said.
"Let history remember you as one who stood for what was right in the most trying circumstances and upheld constitutional propriety for the good of the nation. Let it not remember you as one who bowed to pressure from those who leave no stone unturned in subverting constitutional values and damaging the democratic fabric of our nation," they added.
In the letter, the women MPs said they are writing to Birla with deep anguish and a strong sense of constitutional responsibility. "It is extremely unfortunate that you, as the Hon'ble Speaker of the Lok Sabha and the constitutional custodian of this august house, have been forced by the ruling party to make: false, baseless, and defamatory allegations against women Members of Parliament belonging to the Opposition, particularly from the Congress," the MPs said.
"The Speaker's Chair is a constitutional office meant to protect the dignity of Parliament, ensure fairness, and safeguard the rights of all Members, irrespective of party affiliation," the MPs added.
During the discussion on the Motion of Thanks to the President's Address, established parliamentary convention mandates that both the ruling party and the opposition are allowed to speak, after which the prime minister replies, they said.
"Yet, for the past four consecutive days, the Leader of the Opposition, Mr. Rahul Gandhi, has been deliberately denied this opportunity in the Lok Sabha. This is unprecedented and indefensible," they said.
On the other hand, eight members of Parliament from the INDIA bloc were suspended on the behest of the ruling party and a BJP MP was permitted to speak in a vulgar and obscene manner about former prime ministers, they said.
"...At 5 pm, violating conventional procedure, the prime minister was scheduled to speak in the Lok Sabha. All members of the INDIA alliance rose in protest and the prime minister failed to appear in the House," they said.
"The next day, clearly pressured by the ruling party to defend the non-appearance of the prime minister, you issued a statement making grave allegations against the women MPs of the Congress," the MPs said.
In an unprecedented development, the Lok Sabha passed the Motion of Thanks on Thursday last without the prime minister's customary reply that was scheduled a day earlier in the face of relentless sloganeering by opposition members.

Ray said if Gandhi wants to speak on the Budget, she had no issues and asked him to begin.
Gandhi said an agreement was reached at a meeting between Speaker Om Birla and some opposition MPs that he would be allowed to raise certain points before the Budget discussion, but the Chair was now going back on its word.
Ray said she was not aware of any such agreement and that she could not allow anyone to raise any issue without notice.
At this point, Parliamentary Affairs Minister Kiren Rijiju intervened, saying there was no such agreement and if the LoP wanted to say something about the Speaker, then Birla should also be present in the House to respond.
Rijiju also said other members of the House would also speak on the subject and there would be a broader discussion.

Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, raised the issue as soon as the Question Hour started at 12 noon. Chairman CP Radhakrishnan allowed Kharge to speak, adding that he should not speak on anything that happened in the other House.
"I am only raising issues concerning the Constitution... Parliament consists of our House and Lok Sabha... and the Constitution recognises these two Houses... We have to run according to procedures and rules..." Kharge said and went ahead to mention the Leader of Opposition in the Lower House is "not being allowed to speak".
Radhakrishnan, however, did not allow him to raise the issue relating to the Lok Sabha and said "nothing that he says will go on record". The Chairman proceeded with the Question Hour.
However, Kharge and other Opposition leaders continued to stand in their seats, demanding to be allowed to speak. As the Chairman did not relent, Opposition MPs started raising slogans, accusing the ruling BJP of insulting women MPs. MPs of all the INDIA bloc parties were on their feet, except the TMC.
After raising slogans for a while, the Opposition MPs staged a walkout from the House, and the Question Hour continued.

The Opposition on Monday decided to move a resolution to remove Lok Sabha Speaker Om Birla from office for disallowing Leader of Opposition Rahul Gandhi from speaking in the House on the Motion of Thanks to the President's address.
Sources said the resolution is being moved under Article 94-C of the Constitution. The notice is being given for moving a resolution against the Speaker for his removal, for disallowing the LoP from speaking in the House on the motion of thanks, for not initiating action against BJP MP Nishikant Dubey, for making unsubstantiated charges against women MPs of the Congress, and for suspension of eight opposition MPs, the sources said.
They said a resolution in this regard would soon be moved in the Lok Sabha and signatures of MPs are being procured. The resolution is likely to have signatures of 100 MPs in the Lok Sabha, and obtaining the signatures of various Opposition MPs is currently underway. Top sources in the opposition said the resolution is likely to be submitted today itself.
Sources said the decision to move the resolution was taken at a meeting of Opposition leaders held in the chamber of Congress president Mallikarjun Kharge this morning. The TMC also attended the meeting, besides other parties including the Left, DMK, SP, RJD, Shiv Sena (UBT), NCP (SP), and RSP.
This will be the fourth such notice against a sitting Speaker of the Lok Sabha. The first resolution was moved against M V Malavankar, which was defeated. Later, a resolution was moved against then Speaker Hukum Singh, which could not be taken up due to lack of numbers in the House. Another similar resolution, the third one, was moved against then Speaker Balram Jakhar, which was also defeated.
Separately, women Congress MPs have written to Speaker Om Birla over the "unsubstantiated allegations" made by him against Congress women MPs. In a letter signed by several women MPs, including Priyanka Gandhi Vadra, they have objected to the "baseless allegations against women members of Parliament and the denial of Opposition's Parliamentary rights."
Their letter to the Speaker comes days after Birla stated in the House that he had "concrete information" that many Congress members might move towards Prime Minister Narendra Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
In their letter, the women MPs of the Congress in the Lok Sabha said that, clearly pressured by the ruling party to defend the "non-appearance of the Prime Minister", Birla issued a statement making grave allegations against the women MPs of the party.

Tharoor, meanwhile, said he yields to the LoP. As the stalemate continued, Tenneti adjourned the House till 2 pm.

On whether the opposition will seek to move such a motion, Venugopal said "after action you will get to know", and added that the entire opposition is united. "Cannot comment on reports, wait for action," he said.

Nearly three-fourths of the Air India Group's 267 planes that were analysed for repetitive defects have been identified as having recurring defects, the data presented in the Lok Sabha on Thursday showed.
In all, 377 aircraft have been identified as having recurring defects since January last year, of the total 754 aircraft analysed for such deficiencies across six scheduled airlines, the government told Lok Sabha on Thursday.
Of these, 405 aircraft belonging to IndiGo were analysed, of which 148 were identified for repetitive defects, as on February 3, this year, as per the data presented by Minister of State for Civil Aviation Murlidhar Mohol in Lok Sabha in response to MPs&rsquo; questions.
Of the 166 Air India aircraft analysed, 137 planes were identified for repetitive defects, while 54 Air India Express aircraft were identified for repetitive defects of the 101 aircraft analysed, the data showed.
Taken together, a total of 267 aircraft of Air India Group (Air India and Air India Express) were analysed, of which 191 or nearly 72 per cent were identified for repetitive defects.
Also, of the 43 aircraft of SpiceJet analysed, 16 planes were identified for repetitive defects, and a total of 14 Akasa Air aircraft were identified for repetitive defects of the 32 aircraft analysed, according to the data.
Speaking on the data, an Air India spokesperson said, "We have, out of abundance of caution, carried out checks across our fleet. Hence, numbers are higher."
A senior Air India executive said there are different types of equipment which are checked on planes. These are categorised into A, B, C and D segments, depending on the priority or urgency of the equipment.
"In case of Air India, most of the issues are with category D, which includes items like seats, tray tables, screens (on the back of seats) and so on. These are not related to the safety of the aircraft," the executive said.
As the retrofit programme for narrow-body aircraft rolls out over the next two years, these issues will be resolved too, the executive added.
At the same time, aviation safety regulator Directorate General of Civil Aviation (DGCA) also conducted 3,890 surveillance inspections, 56 regulatory audits, 84 surveillance of foreign aircraft (SOFA) and 492 ramp checks as part of its planned surveillance activities last year, besides carrying out 874 spot checks and 550 night surveillance as part of the unplanned surveillance activities during the previous year, Mohol said.
In response to another question, the Minister said that in 2022, DGCA had 637 sanctioned technical posts and added that in order to address shortage of manpower in future, the restructuring has been done and number of sanctioned technical posts has been increased to 1,063.

The prime minister was referring to Dilip Saikia, a BJP MP from Darrang-Udalguri in Assam, and Krishna Prasad Tenneti, a TDP MP from Bapatla, Andhra Pradesh. Both are members of the Panel of Chairpersons in the Lok Sabha.
"They did it yesterday as well; at that time, a son of a Dalit family from Andhra Pradesh was sitting in the Chair. They are doing their job, but you are insulting him because he comes from a Dalit family?" Modi posed.

Prime Minister Narendra Modi on Thursday accused the Congress of insulting the tribal woman President of India, as well as the Constitution, by resorting to disruptions in the Lok Sabha and not allowing the debate on the Motion of Thanks on her address.
Terming the events in the Lok Sabha painful, he also accused the main Opposition party of insulting tribals, dalits, and people from the northeast.
Replying to a debate on the Motion of Thanks to the President's address in the Rajya Sabha, the Prime Minister accused the Congress of insulting the Constitution. He had to skip his reply to the debate in the Lok Sabha because of repeated uproar by the Opposition.
Talking about disruptions in the Lok Sabha, the Prime Minister said, "Congress insulted the President, who comes from a humble tribal community. It's shameful... Yesterday in the Lok Sabha, a discussion could not be held on the President's address. They have insulted the entire tribal community, a woman and India's top constitutional post, the office of the President. They have also insulted the Constitution."
"Such people do not have the right to speak about the Constitution."
"The incident that took place in the Lok Sabha is very painful. We can understand your frustration, but it was done in the temple of democracy. At that time, there was an MP from Assam in the chair, and papers were thrown at him. Is it not an insult to the northeast? Not an insult to the people of Assam?"
He was referring to Dilip Saikia, a BJP MP from Darrang-Udalguri in Assam, and Krishna Prasad Tenneti, a TDP MP from Bapatla, Andhra Pradesh. Both are members of the Panel of Chairpersons in the Lok Sabha.
"They did it yesterday as well, at that time, a son of a Dalit family from Andhra Pradesh was sitting in the Chair. They are doing their job, but you are insulting him because he comes from a Dalit family?" he said.
He also accused the Congress of insulting the singer, composer, filmmaker, poet, and lyricist from Assam, Bhupen Hazarika.
"It was our fortune that we could give Bharat Ratna to him. They raised objections to that as well," he said.

Prime Minister Narendra Modi on Thursday launched a sharp attack on the Nehru-Gandhi family during an almost 100-minute-long speech, accusing them of viewing India&rsquo;s population as &ldquo;problems&rdquo;, and slammed the opposition party&rsquo;s approach towards governance.
He also accused the Gandhi family of &ldquo;stealing&rdquo; the surname of Mahatma Gandhi, alleging that stealing was their ancestral profession.
Replying to a discussion on the Motion of Thanks to the President&rsquo;s address in the Rajya Sabha, Modi also ridiculed the Congress party&rsquo;s work culture, and said it only indulges in imagining and did nothing towards implementation.
Citing a speech by former Prime Minister Indira Gandhi in Iran, Modi said she had recalled Jawaharlal Nehru describing the country&rsquo;s 35 crore people as &ldquo;problems&rdquo;, and later herself equating the population of 57 crore as the same problem.
At that time, the population of our country was 35 crores, he said.
&ldquo;She went on to say, today the population of our country is 57 crores. That is why the number of problems I have is also the same. My father used to think that a 35 crore population was a problem, and now the problem of the country is 57 crore,&rdquo; Modi said.
He further questioned, &ldquo;How can someone consider the population of her own country to be a problem? This is the difference between their thinking and our thinking.&rdquo; The prime minister also ridiculed the Congress party&rsquo;s work culture, recalling Indira Gandhi&rsquo;s criticism of the Planning Commission over its refusal to provide mules for workers in Himachal Pradesh, while highlighting his own decision to abolish the body in 2014.
Taking a dig at the opposition party, he said, during the Nehru-Gandhi tenure it believed only in the &ldquo;jeep&rdquo; and &ldquo;mule&rdquo; culture, as he questioned the implementation of schemes. He cited that once Indira Gandhi had visited Himachal Pradesh, and the Planning Commission was not even ready to make a special scheme for hilly areas.
Quoting Indira Gandhi, Modi said, &ldquo;I had gone to Himachal Pradesh. When I came back, I said to the Planning Commission that our workers don&rsquo;t need jeeps; instead, they need mules to carry on their stuff.&rdquo; However, she was told by the Planning Commission that she will pay for the jeeps only as &ldquo;there is no policy to pay for the mules&rdquo;. The Planning Commission said it would be either a jeep or nothing.
This was the work culture &ldquo;in the long rule of Congress&rdquo;, and even Indira herself knew that this &ldquo;sin was going on, but she did not take any step to improve this work or culture.&rdquo; His father was the founder of the Planning Commission, which she was criticising.
&ldquo;Till 2014, everyone was sad, worried, looking at their mistakes, but, they were not ready to improve,&rdquo; he said, adding that after becoming Prime Minister in 2014, he abolished the Planning Commission with the Policy Commission.
Over implementation, the prime minister further said, Congress can only imagine. Referring to the Narmada Dam project, Modi said a dam project was visualised by the late Sardar Vallabhbhai Patel before his birth. This dam project, whose foundation was laid by Jawaharlal Nehru, saw completion after he became prime minister.
He further said India has now put the Indus Water treaty under abeyence, which was signed by the Congress government.
Without taking the name of Rahul Gandhi, the prime minister said the Congress party never promoted the startup culture. &ldquo;Their condition is such that they are not even able to lift their own home-based startup.&rdquo; The prime minister also mentioned the banking sector reforms, and said the banks&rsquo; profits are on record high and their NPA is below one per cent. His government freed banks from the illness that had crept into the system and restored their financial health.
Taking a dig at the previous Congress governments, Modi said before 2014, there was a prevalent &ldquo;phone banking culture&rdquo; in which politicians would make calls to influence the disbursement of loans.
As a result, loans were often granted based on these calls rather than proper assessment, he said.
&ldquo;The poor were frequently denied access to credit, and nearly 50 per cent of the population did not even have bank accounts. On the recommendation of Congress politicians, millions were lent to individuals who never repaid the money,&rdquo; said Modi, adding that during the UPA era, this led the banking system to teeter on the brink of collapse.
Similarly PSUs are also having a record profit and some of them are now going global.
Modi further said the Congress government was &ldquo;remote-controlled&rdquo;, and his government is also controlled by remote. However, his remote is 1.4 billion citizens of the country.
