Israel gave final approval for a controversial settlement project in the occupied West Bank that would effectively cut the territory in two, and that Palestinians and rights groups say could destroy plans for a future Palestinian state.
Settlement development in E1, an open tract of land east of Jerusalem, has been under consideration for more than two decades, but was frozen due to US pressure during previous administrations.
On Wednesday, the project received final approval from the Planning and Building Committee after the last petitions against it were rejected on August 6.
If the process moves quickly, infrastructure work could begin in the next few months and construction of homes could start in around a year.
The plan includes around 3,500 apartments to expand the settlement of Maale Adumim, far-right Finance Minister Bezalel Smotrich said during a press conference at the site last Thursday.
Smotrich cast the approval as a riposte to western countries that announced their plans to recognise a Palestinian state in recent weeks.
&ldquo;This reality finally buries the idea of a Palestinian state, because there is nothing to recognise and no one to recognise,&rdquo; Smotrich told reporters. &ldquo;Anyone in the world who tries today to recognise a Palestinian state will receive an answer from us on the ground.&rdquo; The location of E1 is significant because it is one of the last geographical links between Ramallah, in the northern West Bank, and Bethlehem in the southern West Bank.
The two cities are 22 kilometres apart by air, but Palestinians travelling between them must take a wide detour and pass through multiple Israeli checkpoints, adding hours to the journey. The hope for final status negotiations for a Palestinian state was to have the region eventually serve as a direct link between the cities.
Peace Now, an organisation that tracks settlement expansion in the West Bank, called the E1 project &ldquo;deadly for the future of Israel and for any chance of achieving a peaceful two-state solution&rdquo; which is &ldquo;guaranteeing many more years of bloodshed.&rdquo; Israel's plans to expand settlements are part of an increasingly difficult reality for Palestinians in the occupied West Bank as the world's attention focuses on the war in Gaza.
There have been marked increases in attacks by settlers on Palestinians, evictions from Palestinian towns, and checkpoints that choke freedom of movement, as well as several Palestinian attacks on Israelis.
More than 700,000 Israelis now live in the occupied West Bank and east Jerusalem, territories captured by Israel in 1967 and sought by the Palestinians for a future state. The international community overwhelmingly considers Israeli settlement construction in these areas to be illegal and an obstacle to peace.
Israel's government is dominated by religious and ultranationalist politicians with close ties to the settlement movement. Smotrich, previously a firebrand settler leader and now finance minister, has been granted Cabinet-level authority over settlement policies and vowed to double the settler population in the West Bank.
Israel has annexed east Jerusalem and claims it as part of its capital, which is not internationally recognised. It says the West Bank is disputed territory whose fate should be determined through negotiations. Israel withdrew from 21 settlements Gaza in 2005.

India told a high-level UN conference that global efforts must now focus on achieving a two-state solution to the Israel-Palestinian conflict through "purposeful dialogue and diplomacy".
It also said that one should not be content with paper solutions but strive to achieve practical ones.
India&rsquo;s Permanent Representative to the UN Ambassador Parvathaneni Harish said on Tuesday that deliberations during the preparation for the UN High-Level International Conference on &lsquo;The Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution&rsquo; confirm that the international community continues to believe there is no substitute for a two-state solution.
He said the conference offers an opportunity to reflect on the path traversed so far in the journey towards achieving peace through a two-state solution. &nbsp;&ldquo;Our efforts must now focus on how to bring about a two-state solution through purposeful dialogue and diplomacy, and bringing the parties to the conflict to engage directly with each other," Harish said.
"Reaffirmation of support must take the form of actionable steps that pave the way for the two-state solution. Identification of such steps and their implementation modalities demand our collective attention and effort,&rdquo; he said in the UN General Assembly.
The high-level conference on July 28-30 is co-chaired by Saudi Arabia and France.
A 25-page outcome document titled &lsquo;New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution&rsquo; asserted that the war in Gaza must end now and Hamas must free all hostages.
&ldquo;In the context of ending the war in Gaza, Hamas must end its rule in Gaza and hand over its weapons to the Palestinian Authority,&rdquo; the outcome document said.
It added that following a ceasefire, a transitional administrative committee must be immediately established to operate in Gaza under the umbrella of the Palestinian Authority.
Harish noted that certain action points are emerging from the UN conference, and following up on them is the key.
"Let us not be content with paper solutions but strive to achieve practical solutions that actually make a tangible difference in the daily lives of our Palestinian brothers and sisters,&rdquo; he said, expressing India&rsquo;s complete readiness to contribute to this &ldquo;noble endeavour.&rdquo; Harish said India has been clear on the measures that must be undertaken in the short term.
These include an immediate ceasefire, sustained and unimpeded humanitarian assistance, release of all hostages, and the path of dialogue and diplomacy.
"There are no alternatives to these measures,&rdquo; he said.
Noting that in 1988 India became one of the first countries to recognise the State of Palestine with firm support and commitment to the two-state solution, Harish underlined that the overall sentiment in this forum is clear.
&ldquo;It is also India&rsquo;s earnest desire to see peace and calm prevail in the Middle East. Lasting solutions are required to achieve this,&rdquo; he said.
Asserting that humanitarian aid to Gaza needs to flow without impediments, India said Palestinians in Gaza must have access to food, fuel and other basic necessities without hindrance.
&ldquo;Humanitarian assistance is vital in sustaining life and must remain outside the realm of politics or conflict,&rdquo; Harish said, underlining that the humanitarian assistance pillar demands &ldquo;our immediate attention and action.&rdquo; India voiced concern that the human suffering in Gaza continues unabated, tens of thousands have been killed, several medical facilities damaged or destroyed, and children deprived of schooling for more than 20 months.
India also stressed that the plight of the hostages should not be forgotten.
&ldquo;There can be no justification whatsoever for terrorism, for addressing any root cause or political grievance.&rdquo; &nbsp; Noting that civilians, including women and children, have the right to lead normal lives, India said that in the years ahead, &ldquo;meticulous reconstruction and rehabilitation" efforts of a substantially large scale will be required.
Highlighting the vital aspect of security, India said a stable arrangement that suitably caters to the security needs of both sides is necessary.
&ldquo;Neither party should feel insecure. A sovereign, viable and independent State of Palestine within recognised and mutually agreed borders, living side by side with Israel in peace and security, is a prerequisite for enduring peace and sustainable development.&rdquo; &nbsp;India further said that while aid and support are essential for the Palestinian people in rebuilding their lives, it is equally important to create hope and economic structures conducive for investment and employment. &nbsp;India has been making concerted efforts to bring about a tangible impact on the daily lives of the Palestinian people by implementing human-centric projects in diverse sectors. The total commitment by India on this front stands at around USD 160 million.
&ldquo;Economic prospects and viability for a Palestinian state are crucial,&rdquo; Harish said.
UN Secretary-General Antonio Guterres told the conference that the central question for Middle East peace is the implementation of the two-state solution. &nbsp;&ldquo;My central question to those who stand in the way is this: What is the alternative?&rdquo; Guterres said, questioning whether the alternative is a one-state reality where Palestinians are denied equal rights, and forced to live under perpetual occupation and inequality or a one-state reality where Palestinians are expelled from their land.
&ldquo;That is not peace. That is not justice. That is not in accordance with international law. And that is not acceptable,&rdquo; the UN chief said.
Guterres stressed that statehood for the Palestinians is a right, not a reward. &ldquo;And the denial of statehood would be a gift to extremists everywhere.&rdquo; UN agencies warn that key food and nutrition indicators in Gaza have exceeded famine thresholds, reaching their worst levels so far.&nbsp;

Reports from local authorities indicate that at least 44 Palestinians were killed in two Israeli air strikes on Gaza overnight, with one of the attacks targeting a school in Gaza City&rsquo;s Daraj neighborhood that was sheltering displaced families. The strikes are part of a broader intensification of Israeli military operations aimed at dismantling Hamas' military and governing capabilities, as well as securing the release of hostages taken during the October 2023 attacks.
In one of the tragic incidents, rescue workers reported that an air strike on the Fahmi Al-Jarjawi School left at least 20 people dead, most of them children, and wounded over 60 others. The school had been providing refuge to hundreds of displaced people. Mahmud Bassal, a civil defense spokesman, described the incident as a "horrific massacre" to AFP.

The group said in a statement that it was "doing everything possible to keep the occupation's captives alive, but the random Zionist (Israeli) bombardment is endangering their lives".
"Every time the occupation attempts to retrieve its captives by force, it ends up bringing them back in coffins," it said.
Israel restarted intense air strikes across the densely populated Gaza Strip last week followed by ground operations, shattering the relative calm afforded by a January ceasefire with Hamas.
Since Israel resumed its military operations in Gaza, at least 830 Palestinians have been killed, according to the health ministry in the Hamas-run territory.
The war was sparked by the operator group's October 7, 2023, attack on Israel, which resulted in the deaths of 1,218 people, mostly civilians, according to an AFP tally based on official figures.

Israeli President Isaac Herzog, who holds a largely ceremonial role, said the deal was the "right move" to bring back hostages seized during the October 7, 2023 Hamas attack that sparked the war.
That attack, the deadliest in Israeli history, resulted in the deaths of 1,210 people, mostly civilians, according to an AFP tally of official Israeli figures.
Israel's ensuing campaign has destroyed much of Gaza, killing 46,707 people, most of them civilians, according to figures from the Hamas-run territory's health ministry that the UN considers reliable.

Demonstrators in Tel Aviv calling for the release of the hostages embraced as news of the agreement spread, while thousands across Gaza celebrated the reported deal.
"I can't believe that this nightmare of more than a year is finally coming to an end. We have lost so many people, we've lost everything," said Randa Sameeh, a 45-year-old displaced from her home in Gaza City.
Hamas said the ceasefire was the "result of the legendary steadfastness of our great Palestinian people and our valiant resistance in the Gaza Strip".
Pressure to put an end to the fighting had ratcheted up in recent days as mediators Qatar, Egypt and the United States intensified efforts to cement an agreement.
Qatar's Sheikh Mohammed said the three countries would monitor the implementation of the ceasefire via a body based in Cairo.
During the initial 42-day ceasefire, 33 hostages would be released, he said, "including civilian women and female recruits, as well as children, elderly people, as well as civilian ill people and wounded".
Also in the first phase, Israeli forces would withdraw from Gaza's densely populated areas to allow for the exchanges, as well as "the return of the displaced people to their residences", he said.
The number of Palestinian prisoners to be released in exchange for the Israeli hostages in the second and third phases would be "finalised" during the initial 42 days, he said.

Biden said the deal would "surge much needed humanitarian assistance to Palestinian civilians, and reunite the hostages with their families".
In his televised remarks, Israel's Herzog said there was "no greater moral, human, Jewish, or Israeli obligation than to bring our sons and daughters back to us -- whether to recover at home, or to be laid to rest".
Palestinian militants took 251 people hostage during the October 7 attack, 94 of whom are still being held in Gaza, including 34 the Israeli military says are dead.
The agreement came after months of failed bids to end the deadliest war in Gaza's history, and days ahead of the inauguration of Biden's successor Trump, who hailed the deal even before it was officially announced by the White House.
Envoys from both Trump's incoming administration and Biden's outgoing one had been present at the latest negotiations.
"This EPIC ceasefire agreement could have only happened as a result of our Historic Victory in November" in the US election, Trump said on social media.
The president-elect added that his White House would "continue to work closely with Israel and our Allies to make sure Gaza NEVER again becomes a terrorist safe haven".
But one far-right member of Netanyahu's cabinet, Finance Minister Bezalel Smotrich, said ahead of a vote on the agreement that it was a "bad and dangerous deal for the security of the State of Israel".

Egyptian President Abdel Fattah al-Sisi pointed to the "importance of accelerating the entry of urgent humanitarian aid" into Gaza as he welcomed news of the deal.
Egypt's state-linked Al-Qahera news outlet cited a security source as saying coordination was "underway" to reopen the Rafah crossing on Gaza's border with Egypt to allow the entry of aid.
The UN's Palestinian refugee agency, UNRWA, facing an Israeli ban on its activities set to take effect later this month, has said it will continue providing much-needed aid.
UNRWA head Philippe Lazzarini welcomed news of the deal in a post on X.
"Many have been hoping for this moment for the past 15 months," he said. "What's needed is rapid, unhindered and uninterrupted humanitarian access and supplies to respond to the tremendous suffering caused by this war."

The ministry also announced the death of a 25-year-old man in the same raid. His passing was confirmed by the Red Crescent.
The Red Crescent accused Israeli forces of firing at its ambulances, "obstructing the delivery of humanitarian and medical services inside the camp".
Violence in the West Bank has intensified since the war in Gaza began on October 7 last year, following Hamas's attack on Israel.
Since the start of the Gaza war, at least 803 Palestinians have been killed in the West Bank by Israeli forces or settlers, according to the Palestinian health ministry.
In the same period, Palestinian attacks have claimed the lives of at least 24 Israelis in the West Bank, based on Israeli official data.
Israel has maintained an occupation of the West Bank since the 1967 Arab-Israeli war.

&nbsp;Dozens of protesters broke through a security fence near the site of the Democratic National Convention on its opening day, as thousands took to the streets in protest of Israel's war in Gaza.
Families with babies in strollers, students, elected leaders and others holding signs and flags joined the march to the United Centre in Chicago, where the convention is being held. Protesters demand an immediate ceasefire in Gaza, and want the Biden-Harris administration stop sending weapons to Israel.
As the larger group marched peacefully, a few dozen broke away, and tore down pieces of the outer security fence.
Several protesters who had managed to get through the fence were detained and handcuffed by the security forces.
Chicago police said two people were arrested on misdemeanor charges of resisting police and damaging property.
&nbsp;Law enforcement personnel contained the breach immediately and prevented the group from getting through the inner cordon. Police in blue helmets with shields and carrying batons were seen pushing back demonstrators.
Security personnel later advanced on a park near the convention centre to clear out protesters.

Police said the four protesters were expected to be charged with trespassing.
They have been banned from Parliament House for two years, a police statement said.
The protesters triggered a security crackdown in Parliament House that prevented many members of the public entering the building. The public galleries of both the House of Representatives and the Senate were kept empty as a precaution.
House Speaker Milton Dick said he was &ldquo;deeply concerned&rdquo; by the protests and had ordered an upgrade of security. Police were investigating how the protesters gained access to a secure area.
Albanese told Parliament he condemned the protest.
&ldquo;Peaceful protest has an important place in our society, but this was not a peaceful protest,&rdquo; Albanese said.
&ldquo;These actions have done absolutely nothing to advance any cause. Indeed, they have hurt the cause that those engaged in this reckless activity believe they are advancing,&rdquo; Albanese added.
Opposition leader Peter Dutton demanded to know who allowed protesters into the building and described their message as anti-Semitic.

Israel has said plans for Palestinian recognition constitute a "prize for terrorism" that would reduce the chances of a negotiated resolution to the war in Gaza, which began on October 7 when Hamas militants stormed into southern Israel.
But Norway -- which has played a key role in Middle East diplomacy over the years, hosting Israeli-Palestinian peace talks at the beginning of the 1990s which led to the Oslo Accords -- said recognition was needed to support moderate voices amid the Gaza war.
"In the midst of a war, with tens of thousands killed and injured, we must keep alive the only alternative that offers a political solution for Israelis and Palestinians alike: Two states, living side by side, in peace and security," Store said.
"Recognition of Palestine is a means of supporting the moderate forces which have been losing ground in this protracted and brutal conflict," he said.
"This could ultimately make it possible to resume the process towards achieving a two-state solution and give it renewed momentum," he added.
Spain's Sanchez said in parliament in Madrid: "Next Tuesday, May 28, Spain's cabinet will approve the recognition of the Palestinian state," he said, adding that his Israeli counterpart Benjamin Netanyahu was putting the two state solution in "danger" with his policy of "pain and destruction" in the Gaza Strip.
And Ireland's Harris hailed a "historic and important day for Ireland and for Palestine."
For decades, the formal recognition of a Palestinian state has been seen as the endgame of a peace process between Palestinians and their Israeli neighbours.
The United States and most Western European nations have said they are willing to one day recognise Palestinian statehood, but not before agreement is reached on thorny issues like final borders and the status of Jerusalem.
But after Hamas's October 7 attacks and Israel's retaliatory campaign in Gaza, diplomats are reconsidering once-contentious ideas.
In 2014, Sweden, which has a large Palestinian community, became the first EU member in western Europe to recognise Palestinian statehood.
It had earlier been recognised by six other European countries: Bulgaria, Cyprus, the Czech Republic, Hungary, Poland and Romania.

A school in Mumbai has created a controversary by terminating services of the principal, Parveen Shaikh, over a social media post on supporting Palestine. The management alleged that the pro-Palestine content posted on Shaikh's personal account was against the values and principles of the school.
Somaiya School management released a statement saying that Shaikh's social media activities were at odds with the school&rsquo;s principles of unity and inclusivity.
Shaikh opposed the decision and called it 'wrongful and unjust'.
"I was shocked to know the news of my termination from social media even before receiving a termination notice from the management," Shaikh told NDTV.
"The termination notice is completely illegal and based on defamatory lies peddled against me," she added. &nbsp; "My work as a school principal has been exceptional and my termination for such a reason is wrongful and unjust. I am disappointed that despite my hard work, dedication and sincere contribution to the school's growth over 12 years, the management chose not to stand by me in the face of this vitriolic public vilification campaign run against me, and instead fell prey to it and took this drastic and unwarranted action," Shaikh said. &nbsp;

India has voiced hope that Palestine&rsquo;s bid to become a full member of the United Nations, which was blocked by the US last month, will be reconsidered and its endeavour to become a member of the world organisation will get endorsed.
The US vetoed a resolution in the UN Security Council on a Palestinian bid to be granted full membership of the United Nations last month. The 15-nation Council had voted on a draft resolution that would have recommended to the 193-member UN General Assembly &ldquo;that the State of Palestine be admitted to membership in the United Nations.&rdquo; The resolution got 12 votes in its favour, with Switzerland and the UK abstaining and the US casting its veto. To be adopted, the draft resolution required at least nine Council members voting in its favour, with no vetoes by any of its five permanent members &ndash; China, France, Russia, the United Kingdom and the United States.
&ldquo;While we have noted that Palestine&rsquo;s application for membership at the United Nations was not approved by the Security Council because of the aforesaid veto, I would like to state here at the very outset that in keeping with India's long-standing position, we hope that this would be reconsidered in due course and that Palestine&rsquo;s endeavour to become a member of the United Nations will get endorsed,&rdquo; India&rsquo;s Permanent Representative to the UN Ambassador Ruchira Kamboj said here.
India was the first non-Arab State to recognise the Palestine Liberation Organization as the sole and legitimate representative of the Palestinian people in 1974. India was also one of the first countries to recognise the State of Palestine in 1988 and in 1996, Delhi opened its Representative Office to the Palestine Authority in Gaza, which later was shifted to Ramallah in 2003.
Currently, Palestine is a &ldquo;non-member observer state&rdquo; at the UN, a status granted to it by the General Assembly in 2012. This status allows Palestine to participate in proceedings of the world body but it cannot vote on resolutions. The only other non-member Observer State at the UN is the Holy See, representing the Vatican.
Addressing a General Assembly meeting on Wednesday, Kamboj underlined that India&rsquo;s leadership has repeatedly emphasised that only a two-state solution achieved through direct and meaningful negotiations between Israel and Palestine on final status issues will deliver an enduring peace.
&ldquo;India is committed to supporting a two-state solution where the Palestinian people are able to live freely in an independent country within secure borders with due regard to the security needs of Israel,&rdquo; she said.
Kamboj stressed that to arrive at a lasting solution, India would urge all parties to foster conditions conducive to resuming direct peace negotiations at an early date.
On April 2, Palestine sent a letter to UN Secretary-General Antonio Guterres requesting that its application for full UN membership be considered again. For a State to be granted full UN membership, its application must be approved both by the Security Council and the General Assembly, where a two-thirds majority of the members present and voting is required for the State to be admitted as a full member.
Kamboj noted that the latest conflict in Gaza has been ongoing for over six months and the humanitarian crisis that it has triggered has been increasing.
&ldquo;There is also the potential for growing instability in the region and beyond,&rdquo; she added.
Underlining India's position on the conflict, Kamboj said the ongoing conflict between Israel and Hamas has led to a large-scale loss of civilian lives, especially women and children, and a humanitarian crisis, which is simply unacceptable. India has strongly condemned the deaths of civilians in the conflict.
Kamboj said the terror attacks in Israel on October 7 were shocking and deserve &ldquo;unequivocal condemnation.
&ldquo;There can be no justification for terrorism and hostage-taking. India has a long-standing and uncompromising position against terrorism in all its forms and manifestations. And we demand the immediate and unconditional release of all hostages,&rdquo; Kamboj said.
India stressed that it is imperative that humanitarian aid to the people of Gaza be scaled up immediately in order to avert a further deterioration in the situation. &ldquo;We urge all parties to come together in this endeavour,&rdquo; Kamboj said, adding that India has provided humanitarian aid to the people of Palestine and that it will continue to do so.
The UN Office for the Coordination of Humanitarian Affairs (OCHA), citing Gaza&rsquo;s Ministry of Health data, said that from October 7, 2023, till now, at least 34,568 Palestinians have been killed in Gaza and 77,765 Palestinians injured.
OCHA said that between the afternoons of April 28 and May 1, two Israeli soldiers were reported killed in Gaza. According to the Israeli military, 262 soldiers have been killed and 1,602 soldiers have been injured in Gaza since the beginning of the ground operation. In addition, over 1,200 Israelis and foreign nationals, including 33 children, have been killed in Israel, the vast majority on October 7, when Hamas attacked Israel. As of May 1, Israeli authorities estimate that 133 Israelis and foreign nationals remain captive in Gaza, including fatalities whose bodies are withheld, it said.&nbsp;
