India has strongly refuted UN rapporteur Thomas Andrews&rsquo; claims that Myanmar refugees faced pressure after the Pahalgam terror attack, calling the remarks biased and factually incorrect.

India has strongly rejected &ldquo;baseless observations&rdquo; made by a UN expert on Myanmar that refugees from the Southeast Asian nation were &ldquo;under severe pressure&rdquo; following the Pahalgam terror attack, with Delhi denouncing this &ldquo;prejudiced and blinkered&rdquo; analysis.
&ldquo;I express serious objection to the baseless and biased observations in the report regarding my country. I strongly denounce the biased approach adopted by the Special Rapporteur of the innocent civilian victims of the April 2025 terrorist attack in Pahalgam through a biased communal lens,&rdquo; Member of Parliament Dilip Saikia said on Tuesday.
Saikia delivered India&rsquo;s statement on the situation of human rights in Myanmar at the interactive dialogue in the Third Committee of the UN General Assembly.
India strongly rejected the observations made by the United Nations Special Rapporteur on Human Rights in Myanmar, Thomas Andrews, in his report on the situation of human rights in Myanmar.
Referring to the April 22 Pahalgam terror attack, the report by Andrews said that &ldquo;following the April 2025 terrorist attack on Hindu tourists in Jammu and Kashmir, refugees from Myanmar have been under severe pressure in India even though no individuals from Myanmar were involved in the attack.&rdquo;
&ldquo;Refugees in India told the Special Rapporteur that they have been summoned, detained, interrogated, and threatened with deportation by Indian authorities in recent months,&rdquo; the report by the Special Rapporteur said.
Slamming this assertion, Saikia said the allegation that the Pahalagm terrorist attack &ldquo;impacted displaced persons from Myanmar has absolutely no factual bearing.&rdquo;
&ldquo;My country rejects such prejudiced and blinkered &lsquo;analysis&rsquo; by the Special Rapporteur,&rdquo; he said.
Saikia stressed that India is &ldquo;seeing an alarming level of radicalisation among the displaced persons, leading to consequential pressure and impact on the law-and-order situation.
&ldquo;I would also urge the SR (Special Rapporteur) not to depend upon unverified and skewed media reports whose sole purpose appears to be maligning my country where people of all faiths live, including more than 200 million Muslims, which is about 10 per cent of the world&rsquo;s Muslim population,&rdquo; Saikia said.
Saikia stressed that as a close neighbour, India continues to support all initiatives aimed at fostering trust and advancing a Myanmar-owned and Myanmar-led path toward peace, stability, and democracy.
&ldquo;We reiterate our consistent position calling for an immediate cessation of violence, release of political prisoners, unhindered delivery of humanitarian assistance, and inclusive political dialogue.
&ldquo;We firmly believe that sustainable peace can only be secured through inclusive political dialogue and the early restoration of democratic processes through credible and participatory elections,&rdquo; he said.
He noted that the &ldquo;deteriorating&rdquo; security and humanitarian conditions continue to remain a matter of deep concern for India, particularly as these developments have cross-border implications for the country, including the challenges posed by transnational crimes such as drug, arms, and human trafficking.
Saikia pointed out that India has consistently emphasised a people-centric approach in its engagement with Myanmar.
Following the March 2025 earthquake, he said India promptly launched &lsquo;Operation Brahma&rsquo;, dispatching over 1,000 metric tonnes of relief materials and deploying medical teams as the first responder.
He added that this built upon Delhi&rsquo;s earlier humanitarian initiatives, including Operation Sadbhav during Typhoon Yagi in 2024 and India&rsquo;s continued assistance during previous natural calamities.
The Special Rapporteur&rsquo;s report also noted that in early May 2025, approximately 40 Rohingya refugees, including women and children, were detained in Delhi, flown on an Indian military aircraft to the Andaman and Nicobar Islands, and transferred to an Indian navy vessel. It added that Indian authorities also deported scores of Rohingya refugees to Bangladesh in May.
&ldquo;The Special Rapporteur has written to the Indian government concerning these deportations and met with government officials who pledged to report back after investigating these events. The Special Rapporteur continues to wait for this report,&rdquo; it said.

Security agencies confirmed the Pakistani identity of three slain Pahalgam attackers using biometric, forensic, and documentary evidence collected post-operation.

Security agencies have gathered evidence, including documents issued by the government of Pakistan and biometric data, confirming that the three slain foreign terrorists involved in the deadly Pahalgam attack were Pakistani nationals, officials said on Monday.
The terrorists, identified as senior Lashkar-e-Taiba (LeT) operatives, were killed in an encounter with security forces in Dachigam forest on the outskirts of Srinagar on July 28 during an operation code-named 'Mahadev'. They had been hiding in the Dachigam-Harwan forest belt since the April 22 attack in Pahalgam's Baisaran meadow, which claimed 26 lives.
The evidence collected shows that no local was among these terrorists, the officials said.
Biometric records of Pakistan's National Database and Registration Authority (NADRA), voter identity slips and digital satellite phone data, including logs and GPS waypoints, are among the clinching evidence gathered by the security agencies confirming the Pakistani nationality of the three terrorists, the officials said.
They said the post-encounter investigation, including ballistics weapon-to-cartridge match and statements of two detained Kashmiri helpers, corroborated the terrorists' involvement in the Pahalgam attack.
"For the first time, we have government-issued Pakistani documents in hand that nail the nationality of the Pahalgam attackers beyond doubt," a senior official said.
Forensic, documentary and testimonial evidence collected during and after 'Operation Mahadev' conclusively shows that all three attackers were Pakistani nationals and senior LeT operatives who had been hiding in the Dachigam-Harwan forest belt since the day of the attack, the officials said, adding that no Kashmiri was part of the shooting team.
The slain terrorists were identified as Suleman Shah alias "Faizal Jatt", an A++ category terrorist, mastermind and lead shooter; his close associate Abu Hamza alias 'Afghan', an A-grade commander and the second gunman; and Yasir alias 'Jibran', also an A-grade commander and the third gunman, the officials said.
Along with weapons, the security forces recovered Pakistani government-issued documents, such as two laminated voter slips issued by the Election Commission of Pakistan, from the pockets of Shah and Hamza, they said.
According to the officials, the voter serial numbers correspond to electoral rolls in Lahore (NA-125) and Gujranwala (NA-79), respectively.
The officials said the NADRA-linked Smart-ID chips -- a micro-SD recovered from a damaged sat-phone contained the NADRA biometric records (fingerprints, facial template, family tree) of all three men -- confirming their Pakistani citizenship and addresses in Changa Manga (Kasur district) and Koiyan village near Rawalakot, Pakistan-occupied Kashmir (PoK).
Pakistan-manufactured personal items like wrappers of 'CandyLand' and 'ChocoMax' chocolates (both brands produced in Karachi) were found in the same rucksack that carried spare magazines, the officials said, adding that lot numbers printed on wrappers were traced to a May 2024 consignment shipped to Muzaffarabad, PoK.
On forensic and technical confirmation, the officials said, the 7.62x39 mm casings found in Baisaran were test-fired against the three AK-103 rifles seized on July 28 and the striation marks matched 100 per cent while mitochondrial profiles extracted from blood on a torn shirt found in Pahalgam were identical to the DNA of the three bodies of the terrorists.
The terrorists crossed the Line of Control (LoC) through north Kashmir's Gurez sector in May 2022, when the intelligence intercepts placed their radio check-in from the Pakistani side, the officials said.
On April 21, they moved into a 'dhok' (seasonal hut) at Hill Park, 2 km from Baisaran, as was stated by two detained helpers, Parvaiz and Bashir Ahmad Jothar, who sheltered them overnight and provided them cooked food before they trekked to Baisaran the next day to carry out the attack.
The GPS waypoints recovered from Shah's Garmin device match the exact firing positions reported by eyewitnesses, the officials said, adding that they escaped towards Dachigam after carrying out the attack.
The shell casings at the scene matched the three AK-103 rifles recovered from the terrorists after the encounter, the officials said.
On digital footprints, they said a Huawei satellite phone (IMEI 86761204-XXXXXX) used by the terrorists had been pinging Inmarsat-4 F1 every night between April 22 and July 25. Triangulation narrowed the search grid to four square kilometres inside Harwan forest.
Jammu and Kashmir Police released sketches of three people -- Hashim Musa, Ali Bhai alias "Talha", and local Adil Hussain Thoker -- on April 24. However, after the July 28 encounter, the agencies clarified that those sketches were based on a photograph found on a phone retrieved from an unrelated December 2024 shootout and the actual attackers were different.
Another crucial evidence of Pakistan's involvement in the attack was the command and control links inside the neighbouring country, the officials said.
They said LeT's south-Kashmir operations chief, Sajid Saifullah Jatt of Changa Manga in Lahore, was the overall handler as his voice samples from the recovered sat-phone matched his earlier intercepted calls.
LeT Rawalakot chief Rizwan Anees also visited the families of the slain attackers on July 29 to organise 'Ghaibana Namaz-e-Janaza' (funeral prayers in absentia) and its footage is now part of the Indian dossier, they said.

A UNSC Monitoring Team report has linked The Resistance Front to the deadly Pahalgam attack, citing Lashkar-e-Taiba&rsquo;s backing, reinforcing India's position on cross-border terrorism.

The Resistance Front, a proxy of the Lashkar-e-Taiba terror group, has found mention for the first time in a UN Security Council (UNSC) report for its role in the Pahalgam attack that is expected to bolster India's diplomatic offensive against Pakistan-backed cross-border terrorism.
The report by the UNSC's Monitoring Team (MT) quoted one unnamed member state as saying that the April 22 terror attack in Jammu and Kashmir could not have happened without Lashkar-e-Taiba's (LeT) support and that there was a relationship between the "LeT and The Resistance Front (TRF).
The development is significant as all decisions of the UNSC's 1267 Sanctions Committee, including reports, are adopted by consensus by members of the top body of the UN, people familiar with the matter said on Wednesday.
The Pakistan foreign minister boasted in the Pakistan National Assembly about forcing the removal of references to TRF in the UNSC press statement condemning the Pahalgam attack, they recalled.
The mention of the TRF in the MT report is how the world views Pakistan's "lies and deceitful narrative", the people said on condition of anonymity.
The MT report said five terrorists carried out the Pahalgam attack. Twenty-six civilians were killed in the attack.
"The attack was claimed that same day by The Resistance Front (TRF), which in parallel published a photograph of the attack site. The claim of responsibility was repeated the following day," it said.
The report also noted that TRF retracted the claim on April 26 and there was no further communication from it, adding no other group claimed responsibility.
"Regional relations remain fragile. There is a risk that terrorist groups may exploit these regional tensions. One member State said the attack could not have happened without LeT's support, and that there was a relationship between LeT and TRF," the report said.
"Another member state said the attack was carried out by TRF, which was synonymous with LeT. One member state rejected these views and said that LeT was defunct," it said.
The member state which claimed that LeT was defunct largely appears to be Pakistan.
The UNSC's 1267 Sanctions Committee is tasked to implement sanctions against terrorists, terror groups, and entities.
The people cited above said Pakistan's strategy of plausible deniability, using secular and modern names like "The Resistance Front" and "People Against Fascist Front" for its jihadi proxies to divert attention from LeT and JeM (Jaish-e-Mohammed) terror groups and give an indigenous appearance to its terrorist activities in Jammu and Kashmir -- now stands "punctured".
This also marks the first mention of the LeT and Pakistan-based terror groups in the report since 2019.
"The inclusion of TRF in the MT report despite Pakistan's efforts for its removal highlights Pakistan's undeniable involvement in fomenting terrorism in Jammu and Kashmir," one of the people cited above said.
It also attests to our credibility in the UN on the counter-terror front, the person said.

Speaking during the special discussion on 'Operation Sindoor' in response to the Pahalgam terror attack in the Upper House, the Congress leader attacked the government and took a jibe at PM Narendra Modi's unscheduled visit to Pakistan in 2015.
Kharge said the prime minister should have been present at all-party meet instead of campaigning in Bihar, and questioned Modi's sincerity towards national security.

Three of the terrorists who carried out the Pahalgam massacre have been eliminated by security forces in a joint operation by the Army, CRPF and Jammu and Kashmir Police near Srinagar, Union Home Minister Amit Shah announced in the Lok Sabha on Tuesday.
The terrorists were killed Monday in an operation dubbed Mahadev but officials had held back in identifying them conclusively as the Pahalgam attackers.
Participating in a special discussion on Operation Sindoor, Shah also attacked the opposition party for giving a "clean chit" to Pakistan for the April 22 Pahalgam attack. Had the Congress opposed Partition, the problem of terrorism in Jammu and Kashmir would never have occurred, he said.

Shah was referring to former Home Minister P Chidambaram's recent remarks that those behind the Pahalgam massacre could be "homegrown terrorists".
Giving details of 'Operation Mahadev', Shah said the slain terrorists have been identified as Suleman alias Faizal, Afghani and Jibran.
"While Suleman was an A-category commander of Lashkar-e-Taiba, Afghani was also an A-category LeT terrorist. Jibran too was a notorious and wanted terrorist. All these three involved in the killing of our citizens at Baisaran valley in Pahalgam have now been eliminated," he said.
Shah said the identity of the terrorists was confirmed by those detained for sheltering and providing them with food ahead of the Pahalgam attack.
The arms -- one M-9 and two AK-47 rifles -- recovered from the terrorists were flown to Chandigarh Monday night in a special flight for examination at the Central Forensic Science Laboratory.
The empty cartridges found at Pahalgam and those after test firing by the guns recovered from the terrorists were matched by the forensic lab, Shah said. The ballistic report is with him, he added.
"Six forensic experts have confirmed to me on a video call this morning that these are the same bullets used in the Pahalgam attack," he said.
Shah said security forces had recovered Pakistani voter IDs of two of the killed terrorists as well as chocolates made in Pakistan and the weapons.
"Prime Minister Narendra Modi, through Operation Sindoor, ensured that the masterminds of the Pahalgam attack were eliminated. And yesterday, in Operation Mahadev, those terrorists who were involved were eliminated," he said.
Describing the Pahalgam attack as barbaric, Shah said innocent civilians were brutally killed in front of their families after being asked about their religion.
Expressing condolences for those killed in Pahalgam and during Pakistani shelling on civilians, he said civilians were martyred and some gurdwaras and temples damaged due to Pakistani firing.
Terrorists are now being sent from Pakistan to Jammu and Kashmir as there are no local terrorists in Kashmir, Shah said.
He said after the elimination of the three terrorists, he thought this news would spark a wave of joy across treasury and opposition benches. "But opposition faces are gloomy," he said.
Describing Pakistan as the root of all terrorism, he said Pakistan was a mistake committed by the Congress. "Had they rejected Partition, there would have been no Pakistan," he added.
Referring to Chidambaram's statement, Shah said it was extremely unfortunate that a former home minister is saying what evidence was there.
"What are they trying to prove? Whom are they trying to protect? They say that the terrorists were not Pakistani, and in this way, a former home minister from Congress is trying to give Pakistan a clean chit. By saying this, Chidambaram wants to suggest that if the terrorists were not Pakistani, then why did we attack Pakistan," he said, adding this was a clear conspiracy to protect Pakistan.
Shah said under Operation Sindoor, Indian forces attacked targets 100 km inside Pakistan and India could exposed state sponsored terrorism in Pakistan.
He said India's armed forces crippled Pakistan's defence systems in such a manner that the neighbouring country had no choice but to request India to halt attacks.
"In 1948, Indian armed forces were in a decisive position to take back Pakistan occupied Kashmir but then PM Jawaharlal Nehru declared unilateral ceasefire," he said.
In 1971, Shah said, 93,000 Pakistani soldiers surrendered and India had 15,000 sq km Pakistan territory under control, but still PoK was not taken back.
During 1962 war with China, then PM Nehru bade goodbye to Assam in a speech on Akashvani, he said.
Shah said between 2005 and 2011, there were 27 terrorists attacks but what did the Congress government do, they just sent dossiers to Pakistan.
"Terrorists now sent from Pakistan to J-K as no local terrorists in Kashmir... Scrapping of Article 370 has destroyed terror ecosystem in Jammu and Kashmir," he said.
"From 2004 to 2014, there were 7,217 terrorist incidents in Kashmir. From 2014 to 2025, these reduced by 70 per cent to 2,150. From 2004 to 2014, 1,770 civilians died. This reduced by 80 per cent to 357 from 2014 to 2025. From 2004 to 2014, the number of deaths of security forces was 1,060. This decreased to 542 in our time. And there was a 123 per cent increase in the deaths of terrorists," he said.
Attacking Congress, Shah said underworld don Dawood Ibrahim fled in 1986 when Rajiv Gandhi's government was in power, terrorists Syed Salahuddin, Tiger Memon, Anis Ibrahim Kaskar fled in 1993 when Congress government was in power and when Riyaz Bhatkal fled in 2007 and Iqbal Bhatkal fled in 2010, then again it was a Congress government.
"The answer they demanded from me has already been given by our security forces. Now let Rahul Gandhi answer why these people fled," he said.
Shah said Prevention of Terrorism Act (POTA) was scrapped by the Manmohan Singh government in its first cabinet meeting after coming to power in 2004.
"The country deserves to know who benefitted from Congress repealing POTA? Those opposed to POTA will never appreciate Narendra Modi's anti-terror policies," he said.&nbsp;

Leader of Opposition Mallikarjun Kharge on Monday termed US President Donald Trump's repeated claims that he mediated between India and Pakistan to bring about a ceasefire during Operation Sindoor in May as "humiliating" for the country, and asked the government for a clarification on the issue.
Kharge, and other Congress party members also demanded that Prime Minister Narendra Modi should give answers to the issues raised by them regarding the Pahalgam terror attack and Trump's claims on ceasefire during Operation Sindoor.
The House witnessed a brief adjournment due to opposition uproar during the Zero Hour, and also a walkout by Congress when the Rajya Sabha reassembled for the Question Hour at 12 noon.
Kharge, along with several opposition members in the Rajya Sabha, had submitted adjournment notices (under Rule 267) to take up discussion on the terror attack in Pahalgam and Operation Sindoor after suspending the listed business of the day.
Raising the issue during the Zero Hour, the Congress President made a case for a two-day debate on the Pahalgam attack, Operation Sindoor, alleged security lapses and foreign policy. "The Prime Minister should answer," he demanded.
Recalling that the Pahalgam terror attack that took place on April 22, Kharge lamented that the terrorists who carried the attack have neither been caught nor killed till date.
Jammu and Kashmir LG Manoj Sinha himself has admitted that there has been a lapse in Pahalgam, he added.
Kharge said all political parties had given unconditional support to the government. "In such a situation, we want to know from the government what is the complete situation?," he said.
The senior Congress leader further said the Chief of Defence Staff (CDS), Deputy Army Chief and one of the senior Defence Attache have made some revelations regarding Operation Sindoor.
"Apart from this, the government should also clarify its stand on the statement of US President Donald Trump, because he has claimed not once but 24 times that he got the ceasefire done. This is humiliating for the country," he said.
Responding to Kharge's demands, Leader of the House and Union Minister J P Nadda asserted that the government was ready to discuss all issues related to Operation Sindoor.

Dhankhar said he will discuss the issue with leaders of various parties, as he adjourned the House proceedings briefly till 12 noon amid uproar by Opposition benches.
When the House met at 12 noon for the scheduled Question Hour, the Congress party again raised the issue, and later staged a walkout from the House in protest.
Operation Sindoor, initiated on May 7, 2025, in the aftermath of the Pahalgam terror attack, which claimed the lives of 26 innocent civilians, launched a calibrated, tri-services response that embodied precision, professionalism, and purpose.
Operation Sindoor was conceived as a punitive and targeted campaign to dismantle the terror infrastructure across the Line of Control and deeper inside Pakistan.
A ceasefire was announced on May 10.

With the Monsoon session of Parliament commencing on Monday, several MPs of the Congress and other opposition parties have given adjournment notices in both houses for a discussion on the Pahalgam attack and Operation Sindoor.
The Congress and INDIA bloc parties are seeking to corner the government during this session by raising issues like the Pahalgam attack, Trump's repeated claims of mediating a ceasefire with Pakistan following Operation Sindoor, and the Special Intensive Review of electoral rolls in Bihar, among others.
Congress Rajya Sabha member Randeep Surjewala gave a notice under Rule 267 to discuss in the upper house the April 22 terror attack and Operation Sindoor.
In his notice, he urged the Chairman to suspended all business of the day as well as the Question Hour to discuss the concerns regarding the attack in Pahalgam and India's response through Operation Sindoor.
Another Congress MP Renuka Chowdhury has given an adjournment notice under Rule 267.
She sough to discuss the "grave lapses" in internal security that led to the terror attack, resulting in tragic loss of innocent lives, cross-border terror emanating from Pakistan; and to deliberate on the foreign policy actions of the government following the ceasefire with Pakistan after Operation Sindoor.
"The matter becomes even more serious in light of former US President Donald Trump's repeated public statements, made 24 times so far, most recently on July 19, claiming that he personally mediated the ceasefire between India and Pakistan and used trade leverage to end hostilities," she said in the notice.
"Such assertions, if true, would violate the provisions of the Shimla Agreement, which prohibits third-party mediation on India-Pakistan matters. The people of India deserve to know whether the Shimla agreement remains in place or not," she said.
Congress deputy leader in the Lok Sabha, Gaurav Gogoi, filed an adjournment notice, demanding a discussion on the Pahalgam attack and Operation Sindoor.
"I seek to move an adjournment of the business of the House to discuss a matter of urgent national importance: the terror attack in Pahalgam, India's military response through Operation Sindoor, and the political and diplomatic developments that followed," he said.
Gogoi said the events that followed Operation Sindoor have raised serious concerns requiring immediate and detailed deliberation in the lower house.
"First, the sudden announcement of a ceasefire after the operation has created confusion about its terms, timing, and stakeholders... the President of the United States made controversial claims suggesting the ceasefire was externally brokered and that he personally intervened with Pakistan's military leadership.
"These statements, if unchallenged, risk undermining India's sovereign standing in regional security," he said in the notice.
Gogoi also said that the Chief of Defence Staff made public remarks on the nature and location of Operation Sindoor at an international forum, raising questions about the protocols governing strategic disclosures.
"A comprehensive discussion is essential to uphold democratic accountability, maintain institutional trust, and clarify India's national security and diplomatic posture. I hereby request permission to raise the matter," he said in his notice.
Meanwhile, Congress Rajya Sabha MP Naseer Hussain gave a notice to suspend all the business of the house to discuss the issue and concerns arising out of the special Intensive Revision of electoral rolls in Bihar ahead of the assembly elections there.
He alleged that the ECs plan to conduct a similar exercise nationwide "including disenfranchisement of a large section of the poor and marginalised, directly undermine the citizens' right to vote and erode the fairness and integrity of our electoral system".
The opposition will be seeking answers from Prime Minister Narendra Modi on all these issues.

In a statement issued by the Department of State on Thursday, Secretary of State Marco Rubio said this action demonstrates the US' commitment to enforcing President Donald Trump's call for justice for the Pahalgam attack.
Reacting to the development, the Indian Embassy in Washington said this shows how strong the India-US counter-terrorism cooperation is.
Twenty-six people were killed in the April 22 attack in Pahalgam, Jammu and Kashmir. The Resistance Front (TRF) claimed responsibility for the attack, but later backtracked as tensions soared between India and Pakistan.
India's National Investigation Agency has identified TRF head Sheikh Sajjad Gul as the mastermind of the attack.
Rubio said the Department of State is designating the TRF as a Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT).

The Quad condemned the April 22 attack in the strongest terms and strongly pitched for action against cross-border terrorism.
In a joint statement, the foreign ministers, however, did not mention Pakistan or the four-day military conflict between the Indian and Pakistani militaries in May.
The meeting was attended by External Affairs Minister S Jaishankar, US Secretary of State Marco Rubio, Australian Foreign Minister Penny Wong and her Japanese counterpart Takeshi Iwaya.
"We express our deepest condolences to the families of the victims and extend our heartfelt wishes for a swift and full recovery to all those injured," they said.
"We call for the perpetrators, organisers, and financiers of this reprehensible act to be brought to justice without any delay and urge all UN Member States, in accordance with their obligations under international law and relevant UN Security Council Resolutions, to cooperate actively with all relevant authorities in this regard," they added.
The Quad foreign ministers also expressed serious concern over Beijing's military muscle-flexing in the East China Sea and the South China Sea.
"We reiterate our strong opposition to any unilateral actions that seek to change the status quo by force or coercion," they said without directly mentioning China.
The Quad foreign ministers specifically highlighted the "dangerous and provocative actions, including interference with offshore resource development, the repeated obstruction of the freedoms of navigation and overflight, and the dangerous manoeuvres by military aircraft and coast guard and maritime militia vessels." In this context, they mentioned the "unsafe use of water cannons and ramming or blocking actions in the South China Sea" and said these actions threaten peace and stability in the region.
"We are seriously concerned by the militarisation of disputed features. We emphasise the importance of upholding freedom of navigation and overflight, other lawful uses of the sea, and unimpeded commerce consistent with international law, as reflected in the United Nations Convention on the Law of the Sea (UNCLOS)," the ministers said.
The Quad ministers affirmed that maritime disputes must be resolved peacefully and in accordance with international law.
They also underlined the need for implementation of a ruling by the Arbitral Tribunal on July 12, 2016, saying it is a "significant milestone and the basis" for peacefully resolving disputes between the parties.
The international tribunal at The Hague ruled against China's claims in the South China Sea while giving its verdict in a case filed by the Philippines against Beijing's so-called "nine-dash line".
The Quad foreign ministers also voiced deep concern over the "abrupt constriction and future reliability" of key supply chains, specifically for critical minerals, in an apparent reference to China's policy on the matter.
"This includes the use of non-market policies and practices for critical minerals, certain derivative products, and mineral processing technology," the Quad ministers said.
They underscored the importance of diversified and reliable global supply chains.
"Reliance on any one country for processing and refining critical minerals and derivative goods production exposes our industries to economic coercion, price manipulation, and supply chain disruptions, which further harms our economic and national security," they said.
The Quad meeting also announced the grouping's plan to launch a Quad Ports of the Future partnership in Mumbai this year.
The grouping also expressed serious concerns over what it called the "worsening crisis" in Myanmar and its impact on the region.
"We call on the regime to adhere to its commitment to a ceasefire, and call on all parties to implement, extend and broaden ceasefire measures." "We reaffirm our strong support for ASEAN's efforts, including calling for the full and effective implementation of the Five Point Consensus in seeking an inclusive, durable, and peaceful resolution to the crisis," the Quad foreign ministers said.
"We call on all parties to allow safe and unhindered delivery of humanitarian assistance. We are also concerned about the impact of the crisis on regional security and the spread of transnational crimes," they said.

Holed up in the cantonment town of Rawalpindi, Pakistan, under the patronage of Lashkar-e-Taiba (LeT), Gul, who also goes by the alias of Sajjad Ahmed Sheikh, has been a planner of a number of terror attacks, including targeted killings between 2020 and 2024 in Central and South Kashmir, grenade attacks in Central Kashmir in 2023, the ambush of J&amp;K police personnel in Bijbehra in Anantnag, and the Gagangir Z-Morh Tunnel attack in Ganderbal.
The NIA had designated him a terrorist in April 2022 and kept a reward of Rs 10 lakh on his head.
The official said that during the investigation into the deadly April 22 Pahalgam attack, links and some communications have been traced back to Gul. The TRF had claimed responsibility for the attack.
The group, under Gul's instruction, had shot 25 tourists at point-blank range after asking their religion in Pahalgam on April 22. A local tourist guide was also killed by the terrorists.
Used by Pakistan's external snooping agency ISI as a Kashmiri face of the local Punjabi-dominated Lashkar-e-Taiba, Sheikh was educated in Srinagar and did his MBA in Bangalore, later pivoting to a lab technician course in Kerala. He returned to the Valley, where he opened a diagnostic lab and started providing logistical support to the terror group.
During his work as an overground worker (OGW) of the terror group, Gul was caught by the Special Cell of the Delhi police in 2002 at Nizamuddin Railway Station with 5 kilograms of RDX. It was revealed that he was conducting a recce and conspiring to conduct serial blasts in the national capital, for which he was sentenced to 10 years' imprisonment on August 7, 2003.
He moved to Pakistan after his release from prison in 2017, where the ISI chose him to lead a proxy of the LeT &mdash; The Resistance Front (TRF)&mdash;in Kashmir in 2019 to give it a facade of an indigenous terror movement of Jammu and Kashmir.
The creation of TRF was a strategy of the ISI in the aftermath of the Pulwama incident in February 2019, when Pakistan had come to the adverse notice of the world for sponsoring and harboring terror outfits like LeT and JeM.
His brother, an ex-doctor in Shri Maharaja Hari Singh Hospital, Srinagar, was also a terrorist in the 1990s who had migrated to Saudi Arabia and later to Pakistan, where he is now involved in terror funding with fugitives in Gulf countries.

OPERATION SINDOOR In a decisive military response to the Pahalgam terror attack, Indian armed forces launched missile strikes on nine terror targets in Pakistan and Pakistan-Occupied Kashmir early Wednesday.
The targets included the Jaish-e-Mohammad stronghold in Bahawalpur and Lashkar-e-Taiba's base in Muridke, as well as training camps of Hizbul Mujahideen.
The operation was named 'Operation Sindoor'.

"When this happened, you came home and asked me this question: 'what do you want from the government?' and I gave you an answer that I fully trust the Indian government and it is doing its job... And today the Indian government has done that work," Rajesh Narwal said.
Narwal further commended the government's resolve, emphasizing that the airstrikes would send a lasting message to terrorists. "The Govt of India has taken the right step... This strike will always resonate in their minds and they will think a hundred times before doing such a thing in the future," he stated.

"A little while ago, the Indian armed forces launched 'Operation Sindoor' hitting terrorist infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir from where terrorist attacks against India have been planned and directed," the defence ministry said in a statement at 1.44 am.
It said the actions by the Indian armed forces have been "focused, measured and non-escalatory" in nature and that no Pakistani military facilities have been targeted.
"India has demonstrated considerable restraint in selection of targets and method of execution," it said.
Sources said the strikes on all nine targets, including Bahawalpur and Muridke, were successful and Prime Minister Narendra Modi was monitoring 'Operation Sindoor' closely.
Muridke, located a short distance from Lahore, is home to a sprawling "markaz" or base of Lashkar-e-Taiba (LeT). Bahawalpur is the main stronghold of the Jaish-e-Mohammed (JeM).
The other targets -- Kotli and Muzaffarabad -- are regions in PoK where both LeT and JeM have for long had camps and training facilities, people familiar with the matter said on condition of anonymity.
The name for the action -- Operation Sindoor -- is a reference to the red vermillion that Hindu women wear to signify their married status. In the Pahalgam terror attack, the husbands of several women were killed in front of them including an Indian Navy officer.
The terror attack triggered widespread outrage in India and abroad, with Prime Minister Narendra Modi vowing to deal a "crushing blow to terrorism".
"These steps come in the wake of the barbaric Pahalgam terrorist attack in which 25 Indians and one Nepali citizen were murdered," the defence ministry said in the statement.
"We are living up to the commitment that those responsible for this attack will be held accountable," it said.
In a post on 'X' in Hindi shortly after the strikes, Defence Minister Rajnath Singh said: "Long live Mother India!" (Bharat Mata Ki Jai).

Pakistan Army spokesman Lt Gen Ahmed Sharif Chaudhry said that missile strikes were carried out by India at Kotli and Muzaffarabad in Pakistan-occupied Kashmir and Bahawalpur in Punjab.
"All of our air force jets are airborne. This cowardly and shameful attack was carried out from within India's airspace. They were never allowed to come and intrude into the space of Pakistan," he said Pakistan Prime Minister Shehbaz Sharif said his country has every right to give a "befitting reply to this act of war imposed by India." "The Pakistani nation and the Pakistani armed forces know how to deal with the enemy very well," he said.
The Pakistan foreign ministry condemned India's action.
"In an unprovoked and blatant act of war, the Indian Air Force, while remaining within Indian airspace, has violated Pakistan's sovereignty using standoff weapons, targeting the civilian population across the international border in Muridke and Bahawalpur, and across the Line of Control in Kotli and Muzaffarabad," it said.
It claimed India's "act of aggression" has resulted in the death of civilians, adding "Pakistan reserves the right to respond appropriately at a time and place of its choosing." Sources in the Indian military establishment said all air defence units have been put on alert along the frontier with Pakistan.
The top military brass of India was closely monitoring the operation, they said.
Following Operation Sindoor, the Indian Army said on 'X': "Justice is Served." After the operation, India reached out to several leading countries, including the US, Russia, the UK and Saudi Arabia, and briefed them about the military strike on the nine terror targets in Pakistan and Pakistan-Occupied-Kashmir, the sources said.
"Senior Indian officials have spoken to their counterparts in a number of countries to brief them on the steps taken by India," said a source.
"Among these are the US, UK, Saudi Arabia, the United Arab Emirates and Russia," it said.
The operation came days after Prime Minister Narendra Modi gave the armed forces full freedom to respond to the Pahalgam terror attack.
In a high-level meeting with the top defence brass on April 29, PM Modi gave the armed forces "complete operational freedom" to decide on the mode, targets and timing of the response to the Pahalgam terror attack.&nbsp;

&bull; To verify the activation and response of Civil Defence services, including warden services, firefighting, rescue operations, and depot management.
&bull; To assess the implementation of crash blackout measures.
&bull; To evaluate the preparedness of evacuation plans and their execution.
&ldquo;The conduct of the exercise is planned up to the village level. This exercise aims to assess and enhance the readiness of civil defence mechanisms across all states and Union territories,&rdquo; the letter said.
The home ministry's order also said the exercise is expected to involve the active participation of district controllers, local authorities, civil defence wardens, volunteers, home guards (both active and reserve), members of the National Cadet Corps (NCC), National Service Scheme (NSS), Nehru Yuva Kendra Sangathan (NYKS), and college and school students.

The BJP on Monday alleged that the Congress and its allies have become a "fifth column" working to lower the morale of armed forces after Uttar Pradesh Congress president Ajay Rai took a 'toy Rafale' jibe at the government over its response to the Pahalgam terror attack.
BJP national spokesperson Sudhanshu Trivedi sought to draw a parallel between the Pakistani army and leaders of the INDIA bloc, saying the former is bombarding the Indian armed forces from across the border by violating the ceasefire while opposition leaders are targeting them with their comments from within.
Rai showed a toy plane depicting Rafale fighter aircraft with lemons and chilies hanging from it and asked the government when it will put them to use against terrorists. He noted that lemons and chilies were tied to the aircraft, a ritual to ward off evil, following India's acquisition of the fighter planes from France.
"They remain parked with lemons and chilies tied to them. When will they be put to use?" he had asked.
Trivedi accused the Congress leader of mocking Hindu religious sentiments, claiming that while the Pakistani army is scared, there is a need to protect the aircraft from the "evil eyes" of the Congress.
Religious practices are respected within the armed forces, he said, noting that they employ religious teachers as well. War cries like "Bolo Bajrangbali ki jai" and "Raja Ram Chandra ki jai" are invoked by different regiments, he added.
Trivedi said Rai's comments are in a series of disparaging remarks from opposition leaders aimed at demoralising the armed forces.
He said while hardly any Pakistani leader is being quoted in the Indian media for speaking against their army, Indian politicians are being frequently cited in the neighbouring country for their criticism of the government and allegedly lowering the morale of Indian armed forces.
The BJP leader said the Indian Army is much stronger than its Pakistani counterpart, and Prime Minister Narendra Modi has shown determined leadership. He cited former Air Chief Marshal Fali Homi Major's assertion that the Indian Air Force was ready to strike after the 26/11 attack on Mumbai in 2008 by Pakistani terrorists, but the then Congress-led UPA government decided against the option.
The BJP leader, also a Rajya Sabha MP, said the UPA government under Prime Minister Manmohan Singh repeatedly held bilateral talks with Pakistan despite its support of terrorism, but the Modi government has made it clear that it will not formally engage with Pakistan.
While opposition leaders have been taking jibes at the government, he noted that Modi, as the then Gujarat chief minister, had spoken strongly against Pakistani prime minister Nawaz Sharif's "dehati aurat" dig at Singh.
