Prime Minister Narendra Modi said that world needs governments which are inclusive, take everyone along, are clean and free from corruption. Addressing at the World Government Summit in Dubai, Modi said it is the job of the government to ensure that their interference in people&rsquo;s lives is minimal.
"Today, when we are transforming our country, shouldn't there be reform in the Global Governance Institutions as well? We have to promote the concerns of the developing world and the participation of the Global South in global decision-making. We have to listen to the voice of the Global South, we have to bring forward their priorities, we have to help the needy countries," he said.
"We will have to create global prototypes for emerging challenges like AI, Artificial Intelligence and cryptocurrency, and cybercrime. We will have to give priority to our national sovereignty and also keep the dignity of international law," he added.
During his address, Modi acknowledged the dynamic leadership of UAE President Sheikh Mohammed Bin Zayed, describing him as a leader with vision and resolve.
Modi said that as chief minister of Gujarat and as Prime Minister he had spent 23 years in government and his principle of 'minimum government, maximum governance'.
The prime minister said his government focused on women-led development, strengthening the financial, social, and political conditions of the Indian women.
Modi said social and financial inclusion has been his government's priority and over 50 crore people were connected to the banking system.
The world today needs governments that are inclusive, take everyone along, and are clean and free from corruption, he asserted.
"On one hand the world is progressing towards modernity, on the other, the challenges from earlier centuries are intensifying," he said.
Today, technology is proving to be a key disruptor be it positive or negative, he said.
"Terrorism in various forms is bringing new challenges before humanity every day. Today, climate challenges are becoming widespread with time. On the one hand, there are domestic concerns, on the other hand, the international system seems in disarray," Modi said.
In his remarks, Modi also said Dubai is becoming the epicentre of the global economy, commerce and technology.
Hailing UAE President Sheikh Mohammed Bin Zayed, Modi said he is a leader with vision and resolve.
The World Governments Summit is taking place under the theme of 'Shaping Future Governments' with the conversation involving governments, international organisations, thought leaders, and private sector leaders from around the globe.&nbsp;

Seldom does reform and perform take place at the same time but we saw it happen right in front of our eyes. Meanwhile, Speaker Om Birla adjourned Lok Sabha&nbsp;sine die on Saturday.
The Budget session was the last session of the 17th Lok Sabha before parliamentary elections are announced.
Speaker Om Birla said the 17 Lok Sabha passed 222 bills in the last five years.
On the last day of the session, the House discussed the construction of the Ram temple in Ayodhya, following which a resolution was passed.
In his concluding remarks, Speaker Om Birla said he treated the treasury and the opposition benches as equal. He said that he took certain harsh decisions to maintain the dignity of the House.
Birla then adjourned the House sine die (for an indefinite period)

Addressing a rally in Odisha's Jharsuguda during Bharat Jodo Nyay Yatra, Gandhi said that Modi is not allowing caste census to happen because he belongs to the general category.&nbsp;
"You all are being misled. PM Modi was not born in the OBC category. He was born Teli caste in Gujarat. The community was given the tag of OBC in the year 2000 by the BJP. He was born in the general caste," he said.
"He will not allow caste census to be conducted in his entire life because he was not born in OBC, he was born in general caste," he added.
Gandhi also alleged that the prime minister does not shake hands with OBCs, but &ldquo;hugs billionaires&rdquo;.
Clad in a white t-shirt, the former Congress president resumed the yatra on Thursday from the Old Bus Stand here and moved towards Kissan Chowk in an open jeep. He was accompanied by AICC leader Ajoy Kumar and OPCC president Sarat Pattnayak, reports PTI news agency.
The yatra will enter Chhattisgarh in the afternoon from Odisha.

Prime Minister Narendra Modi launched a scathing attack on the Congress by recalling the comments of Jawaharlal Nehru comparing the work ethics and intelligence of Indians with the Americans and the Chinese.
In a nearly two-hour-long speech before the Lok Sabha, Modi cited Nehru's Independence Day speech of 1959 to drive home his point that the first PM and his daughter Indira had negative opinions of the Indians and added that they never trusted the capability of the country. &nbsp;
"Nehru had said: 'We do not work as hard the Europeans, Japanese, Chinese, Russians or the Americans. Do not think that these communities became prosperous by some magic. They have achieved this by hard work, by smartness.' This shows Nehru thought Indians were lazy and did not have brains. He did not trust their potential," he said.
"Former Prime Minister Indira Gandhi did not think differently either, he said. "Indira ji had said from (the ramparts of) Red Fort, 'Unfortunately, it is our habit that when a good work is approaching completion, we become complacent. And when an obstacle comes, we lose hope. Sometimes it seems the whole nation has accepted defeat'. Looking at Congress today, it appears that Indira ji may have underestimated the countrymen, but she evaluated the Congress well," he said.
"This was the thinking of the Royal Family of Congress about Indians," Modi said, noting that he has immense faith in the ability of the country and its people.

Shoring up cooperation in areas of defence and security, trade, climate change, clean energy and mobility of students and professionals is set to be the focus of talks between Prime Minister Narendra Modi and French President Emmanuel Macron in Jaipur on Thursday.
Macron, who will grace the Republic Day celebrations at the Kartavya Path, will kick-start his two-day trip to India from Jaipur where he will visit the Pink City's stunning hilltop fort of Amber, the iconic Hawa Mahal and the astronomical observation site of Jantar Mantar.
The French president's visit is taking place as top negotiators from the two sides are looking at finalising two mega defence deals for India's procurement of 26 Rafale-M (marine version) fighter jets and three French-designed Scorpene submarines.
It is understood that significant progress has been made in the negotiations including on price and various other technical aspects for the procurement of the mega key platforms.
"This reciprocal invitation to national day celebrations is unprecedented, and shows the deep mutual trust and unwavering friendship underpinning Indo-French ties," a French readout said.
PM Modi was the guest of honour at the prestigious Bastille Day Parade in Paris in July last.
"President Macron's visit will consolidate the ambitious renewal of the France-India strategic partnership that the two leaders decided on in Paris on July 14 through the 'Horizon 2047 Roadmap'," the readout said.
President Macron will be accompanied by a ministerial delegation comprising St&eacute;phane Sejourn&eacute; (Europe and Foreign Affairs), S&eacute;bastien Lecornu (Armed Forces) and Rachida Dati (Culture), a business delegation along with eminent personalities, including ESA astronaut Thomas Pesquet.
Twenty-five years after the launch of their strategic partnership, France and India have embarked on new common goals for the next 25 years, the readout said.
"Accordingly, President Macron's talks with Prime Minister Modi will seek to advance our cooperation and finalise new initiatives under the three pillars of the Roadmap," it added.
On the security ties, the readout said France and India have developed a "trust-based" cooperation aimed at strengthening strategic autonomy that is illustrated by close cooperation in the defence sector, including advanced platforms and technologies.
It said the two countries are also key partners in contributing to international peace and security, especially in the Indo-Pacific region, where we implement a "joint strategy".
"This visit will seek to advance common initiatives to respond to the key challenges of our times, including climate change, biodiversity loss, poverty eradication, and the changes wrought by new technologies," it said.
On people-to-people engagement, Paris said Macron's visit will stress France's commitment to creating more opportunities for Indian students, artists, investors and tourists.
"Special focus will be given to initiatives fostering student mobility, in support of President Macron's announcement that France seeks to welcome 30,000 Indian students by 2030," it said.
"Business ties and cross-investments will also be promoted during the visit, under the banner of France's "Make It Iconic" nation-branding campaign, which has targeted India as a priority country," it added.
In his nearly six-hour stay in Jaipur, Macron will also join Prime Minister Narendra Modi in a road show before the two leaders hold wide-ranging talks at a luxury hotel Taj Rambagh Palace on all key aspects of India-France ties and various geopolitical upheavals.
The PMO said in a statement that Modi will welcome Macron at around 5.30 pm, and the two leaders will visit various places of cultural and historical significance in the city, including Jantar Mantar, Hawa Mahal and Albert Hall Museum.
The French president's aircraft is scheduled to land at Jaipur airport at 2.30 pm on Thursday and he will depart for Delhi at around 8.50 pm, according to the Ministry of External Affairs.
The roadshow is scheduled to start at the Jantar Mantar area at 6 pm while Modi and Macron are set to begin their talks at 7.15 pm.
In their talks, Modi and Macron are also expected to deliberate on expanding maritime cooperation in the Indo-Pacific, the situation in the Red Sea, the Hamas-Israel conflict and the war in Ukraine.
Macron is scheduled to leave for New Delhi from Jaipur at 8:50 pm. On Friday, Macron will witness the Republic Day celebrations as the Chief Guest.
A 95-member marching contingent and a 33-member band contingent from France will take part in the parade.
Two Rafale fighter jets and an Airbus A330 multi-role tanker transport aircraft of the French air force will also feature in the celebrations.
The French marching contingent from the French Foreign Legion features six Indians.
President Macron will also attend the 'At Home' reception by President Droupadi Murmu at the Rashtrapati Bhawan.
He is also scheduled to hold a meeting with Murmu at 7.10 pm.

Modi's visit to Sri Ranganathaswamy Temple is part of his 11-day pilgrimmage across key temples which has connection with Ramayana, ahead of the Ram Temple consecration ceremony on January 22. In the past two weeks, PM Modi has traversed through key temples from Maharashtra to Andhra Pradesh and Kerala to Tamil Nadu.&nbsp;
Sri Ranganathaswamy Temple is one of the ancient temples dedicated to Lord Ranganatha, a form of Lord Vishnu.&nbsp;
It is also known as Srirangam Temple, and it houses the deity of Nam Perumal or Azahagiya Manavaalan, meaning &ldquo;our god&rdquo; or &ldquo;beautiful groom&rdquo; in Tamil. The temple is said to have been built during the Vijayanagara period (1336-1565).
It is believed that the idol was originally worshipped by Lord Ram and his ancestors, and it was given to them by Lord Brahma.
After Srirangam, the Prime Minister will travel to Rameswaram and perform darshan and pooja at the Sri Arulmigu Ramanathaswamy Temple.
