Senior IPS officer Deven Bharti, who has been a part of probes into many high-profile cases, including the 26/11 terror attacks, on Wednesday took over as the new commissioner of Mumbai police.
The 1994-batch Indian Police Service (IPS) officer succeeded incumbent Vivek Phansalkar, who retired after 35 years of service.
Soon after taking charge in the evening, Bharti (56) promised to reach out to the last citizen in terms of policing, crime prevention and detection.
"I will try to give effective police service to all Mumbaikars. We will like to reach the last man standing on the ground in terms of providing police service and security net. Wherever there are gaps, we will try to fill them with the help of technology," he maintained.
Bharti was serving as the Mumbai police special commissioner, a post created by the first Mahayuti government in 2023, before his elevation as the city's top cop.
While the state home department issued an order concerning Bharti&rsquo;s appointment, it has downgraded the post to the rank of Additional Director General of Police (ADGP), an official said.
The coveted post of Mumbai police commissioner has traditionally been of the ADGP rank, but it had been upgraded to the DG (Director General) rank in a few recent postings.
During his three decades-long career, Bharti has served in various capacities in Maharashtra and at the Centre. He served the 50,000-strong police force in the metropolis in various roles, including as joint commissioner of police (law and order), additional commissioner of police (crime), and deputy commissioner of police (crime).
He has also headed the Maharashtra Anti-Terrorism Squad (ATS), besides serving as the inspector general of police (law and order ) in the Maharashtra police headquarters.
Known for his investigative skills, Bharti has been a part of many high-profile cases, including the 26/11 Mumbai terror attacks in which 166 people were killed, the 2011 murder of journalist J Dey and the Farid Tanasha case.
He is credited with cracking down on homegrown terrorist organization Indian Mujahideen, which was responsible for a string of bomb blasts in the country, including in Maharashtra and Gujarat.
The senior IPS officer is also adept at tackling cyber and financial crimes.

Maharashtra Chief Minister Devendra Fadnavis on Friday said that the first World Audio Visual and Entertainment Summit (WAVES) will take place in Mumbai from May 1 to 4.
The chief minister said Mumbai will be the permanent venue for the yearly summit, which will boost the "creative economy", the fastest-growing in terms of wealth and job creation.
He said 5,000 delegates from 100 countries are expected to attend the summit.
Fadnavis said the Indian Institute of Creative Technology (IICT) will come up on land in Film City, and the Centre and state government have inked a memorandum of understanding for this project.
He said that a 240-acre plot belonging to the Information and Broadcasting Ministry in Malad can be used for film production and post-production activities, he said.
Information and Broadcasting Minister Ashwini Vaishnaw had earlier said WAVES will focus on nurturing creative talent through 31 &ldquo;Create in India&rdquo; challenges, which have already shortlisted over 400 creators across fields such as gaming, music, comics, animation, visual effects and broadcasting.
The goal is to help these creators transform their ideas into market-ready products while protecting their intellectual property rights.
More than 725 creators are expected to be showcased at the summit.

`MUMBAI 1', a single card for public transportation in the Mumbai Metropolitan Region (MMR) will be launched soon, Maharashtra Chief Minister Devendra Fadnavis on Friday said here.
Speaking at a press conference with Railway Minister Ashwini Vaishnaw, he said the single card can be used for travelling by Metro, Mono Rail, suburban local trains and public transport buses.
"The architecture of the card will be ready in a month," Fadnavis added.
Vaishnaw said railway works of Rs 1,73,804 crore are underway in Maharashtra, and new works worth Rs 23,778 crore have been sanctioned this year.
As many as 238 new air conditioned trains have been sanctioned for the Mumbai suburban network and their manufacturing will start soon, the railway minister said.
Further, Rs 17,000 crore-worth projects are underway in the city, and this will transform the railway network in the country's financial capital, Vaishnaw added.
The Gondia-Ballarshah railway line in eastern Maharashtra has been approved and it will boost connectivity between Vidarbha and neighbouring Chhattisgarh and Telangana, CM Fadnavis said, adding the share of the Union government in the project will be of Rs 4,019 crore.
The `Chhatrapati Shivaji Maharaj Circuit Train Line which will take tourists through areas where forts belonging to the era of the founder of the Maratha state are located will be launched, Fadnavis announced on this occasion.

After being stranded for more than 40 hours at a Turkey airport, over 250 Virgin Atlantic passengers, including Indians, are now airborne and their flight is expected to land in Mumbai late in the evening on Friday.
The passengers were stuck at the Diyarbakir Airport in Turkey after their Mumbai-bound aircraft from London was diverted to the airport on Wednesday.
In a statement on Friday, a Virgin Atlantic spokesperson said the passengers were provided with overnight hotel accommodation on Thursday evening.
"With all necessary technical approvals now secured, the plane departed Diyarbakır Airport at 13:00 local time on Friday 4th April, operating as flight VS1358. Customers are now en route to Mumbai, with an expected arrival at approximately 20:49 local time," the spokesperson said.
A passenger, who was among those stranded at the airport, told PTI on Thursday that all passengers were sitting on the floor, and there were no blankets available.
Also, there was no vegetarian food available, the passenger said on condition of anonymity.
Over 250 passengers are stuck at the airport. An A350-1000 aircraft was operating the flight that has over 300 seats, according to sources.
"We're sorry that Virgin Atlantic flight VS358 from London Heathrow to Mumbai on 2nd April was disrupted following an urgent medical diversion to Diyarbakır Airport in Turkey.
"Due to the nature of the landing, the aircraft required extensive technical inspection before the aircraft was cleared to operate. The safety and security of our customers and crew remains our highest priority, and we sincerely apologise for the inconvenience caused and prolonged delay," the spokesperson said in the statement on Friday.

The health department has reported that the number of suspected and confirmed GBS cases in Pune has increased to 197, with five new cases recently identified. Out of these, 172 have been confirmed as GBS cases. The case distribution includes 40 from Pune Municipal Corporation areas, 92 from newly added villages, 29 from Pimpri Chinchwad, 28 from Pune Rural, and eight from other districts.
In Pune, while 104 patients have been discharged, 50 remain in the ICU, and 20 are on ventilator support. The death toll in the Pune area stands at seven.
GBS is a rare neurological disorder where the immune system mistakenly targets peripheral nerves, causing muscle weakness and loss of sensation in the limbs, and in severe cases, swallowing and breathing difficulties. This accomplishment was part of the celebrations marking the 50th anniversary of the iconic Wankhede Stadium in Mumbai.
The record was set on the anniversary of the first-ever international match held at the stadium in 1975, when India faced the West Indies in a memorable Test match from January 23 to 29.

MCA dedicated this extraordinary feat to the late Eknath Solkar, who scored a century in that historic match, and to other departed Mumbai players who made significant contributions to the sport.
The MCA, known for its unwavering commitment to excellence, arranged 14,505 leather cricket balls on the Wankhede Stadium field to create the sentence: "Fifty Years of Wankhede Stadium."
The record-breaking arrangement was achieved in the presence of MCA President Ajinkya Naik, alongside office-bearers and Apex Council Members. The breakdown of the balls used for each word is as follows:

Shinde&rsquo;s family, however, disputes the police account, alleging the encounter was staged. Dr. Dange advised that rest is crucial due to wounds on Saif's back, which pose a risk of infection. "He is doing excellent. We made him walk. There was no problem or pain or any other symptoms.
Based on several parameters, including his injuries and wounds, he is deemed safe to be shifted out of the ICU. The only thing we have advised him is to take rest for some time, particularly because of the wounds on his back that could lead to infection," Dr. Dange stated.
He further elaborated that the injury to the actor's spine has been addressed, thereby necessitating restrictions on Saif's movements and visiting activities to aid in his recovery.
"He sustained wounds on his hand, and one on the neck, which underwent plastic surgery repair. I also operated on his spine where a sharp object was lodged and from where fluid was seeping. The repairs have been successful," Dange informed reporters.
Meanwhile, Mumbai Police have retrieved a portion of the blade removed from Saif's back and continue efforts to secure the remaining part. Police have detained an individual suspected to be connected to the assault on Saif Ali Khan at his Bandra residence and are currently questioning him at Bandra police station. In a shocking attack that raises serious concerns about security, motive, and the vulnerability of celebrities, Saif Ali Khan, 54, was repeatedly stabbed with a knife inside his 12th-floor apartment in the upscale Satguru Sharan building in Bandra early Thursday. The incident occurred around 2:30 a.m. and prompted an immediate medical response.
After the attack, Saif was rushed to Lilavati Hospital, where doctors confirmed that he was "out of danger" following an emergency surgery. His son, Ibrahim, quickly took him to the hospital at around 3 a.m. in an auto, while his wife, Kareena Kapoor Khan, and sister-in-law, Karisma Kapoor, arrived shortly after.
The Mumbai Police crime branch has set up seven teams to investigate and apprehend the attacker. Saif's domestic help, who first raised the alarm, suffered a minor injury to her hand during the altercation and later filed a police complaint.
According to the initial investigation, the intruder did not force his way into the apartment but likely entered unnoticed at some point during the night. Saif was treated by a team of doctors, including neurosurgeon Dr. Nitin Dange, cosmetic surgeon Dr. Leena Jain, and anesthesiologist Dr. Nisha Gandhi.
Dr. Niraj Uttamani, the hospital's chief operating officer, reported that Saif sustained six injuries. Two of the wounds were minor, two intermediate, and two deep, with one injury near his spine.

Saif Ali Khan is now stable and in recovery. According to Dr. Uttamani, the actor has been moved to the ICU and is expected to be transferred to a regular ward in a day or two.
The actor's representatives described the attack as an "attempted burglary." DCP Dixit Gedam of Mumbai Police also confirmed that the attack appears to have been a robbery attempt.
A First Information Report (FIR) has been registered at the Bandra police station under sections 311 (robbery with an attempt to cause death or grievous hurt), 331(4) (house break-in or trespassing at night), and other relevant provisions. Fadnavis emphasized that the city remains the safest place. His comments followed the attack on Khan early Thursday, which left the actor injured. "Police have given you all details regarding this. What kind of attack is this? What is actually behind this, and what was the intention behind the attack? is all before you," the CM said while speaking to the media. He added, "Mumbai is the safest place, and there is no doubt about it. Just based on one or two incidents, it won&rsquo;t be right to say that Mumbai is unsafe. At the same time, it is also correct that if any such kind of incident happens, we should take it seriously and act accordingly and keep Mumbai safe."
Meanwhile, Saif Ali Khan's team issued a statement confirming that the actor is in stable condition and recovering after undergoing surgery. "Saif Ali Khan has come out of surgery and is out of danger. He is currently in recovery, and the doctors are monitoring his progress. All family members are safe, and the police are investigating the incident," the statement read. The actor's team also expressed gratitude to the medical staff, saying, "We would like to thank Dr. Niraj Uttamani, Dr. Nitin Dange, Dr. Leena Jain, and the team at Lilavati Hospital. Thank you to all his fans and well-wishers for their prayers and thoughts during this time."
Dixit Gedam, Deputy Commissioner of Police (DCP) Zone 9, Mumbai Police, spoke to the media, revealing that the attack seemed to be motivated by burglary. "It has been discovered that the accused used the fire escape to enter their house. So far, the investigation suggests that it was an attempted burglary. We are making every effort to arrest the accused as soon as possible. Once he is arrested, we will be able to disclose further details," Gedam explained. The attack took place at Saif Ali Khan's residence in the 'Satguru Sharan' building in Bandra, where an intruder reportedly confronted Khan's maid. When Saif attempted to intervene and defuse the situation, the altercation turned physical. As a result, Khan sustained several injuries and was immediately rushed to Lilavati Hospital for medical attention. Dr. Niraj Uttamani, Chief Operating Officer (COO) at Lilavati Hospital, confirmed that Saif was admitted to the hospital at around 3 am on Thursday. According to the hospital's statement, Saif Ali Khan suffered six stab wounds, two of which were deep, with one located near his spine. A foreign object was also discovered near the actor's spine during medical examination. Meanwhile, an investigation team arrived at the residence of Saif to carry out the probe over the attack on the actor. The authorities are intensifying their efforts to understand the circumstances of the incident, gather evidence, and identify any other potential suspects.
The team's visit in the ongoing probe seeks to uncover details regarding the motive and nature of the attack on the actor.

The UBT MP questioned Maharashtra's Home Minister on the prevailing law and order situation in the state. Raut further claimed that such incidents are happening on a "daily basis" in slum areas but this incident came to light because a celebrity was attacked.
