A parliamentary panel on Tuesday recommended the government implement a legally binding minimum support price (MSP) for agricultural produce, arguing that such a measure could significantly reduce farmer suicides and provide crucial financial stability.
The Standing Committee on Agriculture, Animal Husbandry and Food Processing, headed by Congress MP Charanjit Singh Channi, submitted a comprehensive report to Parliament highlighting the potential benefits of a legally guaranteed MSP.
"The committee strongly recommends that the Department of Agriculture and Farmers Welfare declare a roadmap for implementing MSP as a legal guarantee at the earliest," the report stated.
Currently, the government fixes MSP for 23 commodities based on the Commission for Agricultural Costs and Prices (CACP) recommendations.
The panel argued that a legally binding MSP would not only safeguard farmers' livelihoods but also promote rural economic growth and enhance national food security.
The committee's key recommendations include: implementing a robust MSP system to mitigate farmer suicides, providing compensation to farmers for managing crop residue, establishing a National Commission for Minimum Living Wages for Farm Labourers, introducing a debt waiver scheme for farmers and farm labourers, and renaming the agriculture department to include farm labourers.
The committee emphasized that assured income through MSP would encourage farmers to invest in agricultural practices, potentially increasing productivity and sustainability.
The panel also suggested the government provide a statement in Parliament after each crop season, detailing the number of farmers selling produce at MSP and the gap between MSP and market prices.
It may be noted that a legal guarantee of MSP for agricultural produce was one of the key demands of protesting farmers in 2021 which forced the government to withdraw three farm laws and set up a committee on MSP to look into the matter.

The Union Cabinet on 19th of June announced a hike in Minimum Support Price in 14 Kharif crops. Announcing the decision, Information and Broadcasting Minister Ashwini Vaishnaw said that the hike announced is 1.5 times more than the production cost.&nbsp;

"Prime Minister Narendra Modi has always given preference to farmers. The first decision in the third term was taken for farmers. In today's Cabinet meeting also, a very important decision was taken for the welfare of farmers. The Kharif season is beginning and the Cabinet has approved a minimum support price of 14 crops for the season," Mr Vaishnaw said.&nbsp;
"In the 2018 Union Budget, the government of India had taken a clear policy decision that the MSP has to be at least 1.5 times the cost of production. Today's decision is in line with this principle. The cost has been established in a scientific manner and is based on a study by the Commission for Agricultural Costs and Prices in various districts and tehsils across the country," he added.&nbsp;
The MSP increase in the 14 kharif (summer) crops is the first major decision of Prime Minister Narendra Modi's third term in office and shows the government's "clear policy" to keep support prices at least 1.5 times the cost of production, Information and Broadcasting Minister Ashwini Vaishnaw said.
Paddy is the main kharif crop. Sowing of kharif crops usually begins with the onset of the southwest monsoon in June and marketing between October 2024 and September 2025.
The MSP for 'common' grade paddy has been raised by Rs 117 to Rs 2,300 per quintal, while for the 'A' grade variety, it has been hiked to Rs 2,320 per quintal for the upcoming kharif season, Vaishnaw told reporters.
Among cereals, the MSP for 'hybrid' grade jowar has been raised by Rs 191 to Rs 3,371 per quintal, while for the 'Maldani' variety, it has been hiked by Rs 196 to Rs 3,421 per quintal for the 2024-25 marketing season (October-September).
The support price for bajra has been increased by Rs 125 to Rs 2,625 per quintal, ragi by Rs 444 to Rs 4290 per quintal and maize by Rs 135 to Rs 2,225 per quintal for 2024-25.
To reduce the country's dependence on import of pulses, the MSP for tur has been raised by Rs 550 to Rs 7,550 per quintal, for urad by Rs 450 to Rs 7,400 per quintal and for moong by Rs 124 to Rs 8,682 per quintal for 2024-25 kharif marketing season.

The MSP increase is likely to be seen for paddy, pulses, oilseeds, and coarse grains. The CNBC Awaaz report further mentioned that the increase in MSP may lead to increased production during the Kharif season.&nbsp;
Minimum Support Price or MSP is the minimum price given to farmers for a crop when it is sold the government or any of its agencies. This assured prices protect farmers from sudden decline in prices. However, an increase in MSP may lead to wholesale and retail price rise of both the crops and the end products where the crops are used.&nbsp;

Multiple reports say that a young farmer suffered a head injury leading to his death as the Haryana Police fired tear gas canisters and rubber bullets to disperse the protesting farmers at the Khanauri border with Punjab. But the cops sent out a tweet, claiming that the reports were a rumour and no one had died.&nbsp;
The Tribune put out a picture of the deceased farmer in their live blog coverage. The newspaper noted that the 20-year-old protester was killed while 25 others were injured in police action.
The report identified the deceased as Shubhkaran Singh from Bathinda. The report said the young farmer succumbed to his injuries at Patiala's Rajindra hospital and was allegedly hit by a rubber bullet.

Speaking to the reporters, Samyukta Kisan Morcha (Non-Political) leader Jagjit Singh Dallewal insisted that the government should announce MSP for all the 23 crops and said that they would resume the 'Delhi Chalo' march on February 21.&nbsp;
"After the discussion of both forums, it has been decided that if you analyse, there is nothing in the government's proposal...This is not in the favour of farmers. We reject it," he said, according to ANI news agency.
Minister of Commerce and Industry Piyush Goyal, Agriculture and Farmer Welfare Minister Arjun Munda and Minister of State for Home Affairs Nityanand Rai had held the fourth round of talks with the farmer leaders in Chandigarh.
Besides a legal guarantee for MSP, farmers are also demanding the implementation of the Swaminathan Commission's recommendations, pension for farmers and farm labourers, farm debt waiver, no hike in electricity tariff, withdrawal of police cases and "justice" for the victims of the 2021 Lakhimpur Kheri violence, reinstatement of the Land Acquisition Act, 2013, and compensation to the families of farmers who died during a previous agitation in 2020-21.
Talking to the media after the meeting, Union Minister Goyal had said, "Cooperative societies like the NCCF (National Cooperative Consumers Federation) and NAFED (National Agricultural Cooperative Marketing Federation of India) will enter into a contract with those farmers who grow 'tur dal', 'urad dal', 'masoor dal' or maize for buying their crop at MSP for next five years." "There will be no limit on the quantity (purchased) and a portal will be developed for this," he had added.
Goyal has also proposed that the Cotton Corporation of India will buy cotton from farmers at MSP for five years after entering into a legal agreement with them.
Farmer leaders after the meeting had said they will discuss the government's proposal in their forums on Monday and Tuesday, and thereafter, decide the next course of action.

The Indian Express quoted Malik as saying, "The MSP is not being implemented because Prime Minister has a friend whose name is Adani, who at the moment has become Asia&rsquo;s richest person in five years,&rdquo;
A video of Malik, who has been particularly vocal about the farmers' issue, making this statement has been doing the rounds on social media.&nbsp;
He was reportedly speaking at a programme held at a cow shelter in Haryana's Nuh district.

Citing an anecdote from Guwahati airport, the operations of which have been handed over to the Adani Group under the Centre's airport privatisation programme, Malik accused the government of 'preparing to sell the country' to corporates.
"At Guwahati airport, I met a woman holding a bouquet. When I asked her where she was from, she replied &lsquo;We have come on behalf of Adani&rsquo;. I asked what does that mean. She said this airport has been handed over to Adani&hellip; Adani has been given airports, ports, major schemes&hellip; aur ek tarah se desh ko bechne ki taiyari hai [and in a way, the preparation is to sell the country], but we will not let that happen,&rdquo; Malik was quoted in the daily's report.
In October 2021, the Lokpriya Gopinath Bordoloi International Airport in Guwahati was handed over to the Adani Group for operations, management and development responsibilities.
This instance of Malik being critical of the Centre is not a one-off incident.
On January 3, 2022, speaking at a function, he alleged that PM Modi was arrogant when he met him to discuss the farmers&rsquo; protest. &nbsp;
Reiterating his experience on Sunday, he said, &ldquo;I saw that farmers were sitting on Delhi&rsquo;s borders&hellip;I told the PM that each man among them was the head of 40 villages&hellip;700 farmers died. When a dog dies, a condolence message from Delhi is sent. No condolence message was sent for farmers&hellip;&rdquo; &nbsp;
"I told him that it has been a year since they have been sitting, give them something and settle this. He told me that they will go and why was I concerned. He took it very lightly. I told him that you do not know them&hellip; Later, he understood and the laws were repealed and he apologised also.&rdquo; &nbsp;

As per the Agriculture Ministry&rsquo;s gazette notification, the panel will comprise NITI Aayog member Ramesh Chand, who had said that the repeal of the three farm laws is a &lsquo;setback&rsquo; to higher price realisation by cultivators.

A day after the Centre formed a committee on Minimum Support Price (MSP), the Samyukta Kisan Morcha (SKM), an umbrella body of farmer unions rejected it for having &ldquo;so-called farmer leaders&rdquo; who supported the now-repealed farm laws as its members.
The committee was finally formed on Monday, eight months after the central government had promised to set up such a panel while withdrawing the three contentious farm laws that saw nationwide protests by farmers with thousands of them camping at Delhi borders for over a year. The committee has been tasked with finding ways to make MSP available to farmers more effectively and transparently while making it a legal guarantee.
&ldquo;Today, we held a meeting of non-political leaders of Samyukta Kisan Morcha. All leaders rejected the government&rsquo;s panel. The government has inducted so-called farmer leaders in the panel who didn&rsquo;t have anything to do with our agitation against the three farm laws at the Delhi borders,&rdquo; said farmer leader Abhimanyu Kohar.
SKM further accused the government of including people from the corporate sector in the MSP panel.
As per the Agriculture Ministry&rsquo;s gazette notification, the panel will comprise NITI Aayog member Ramesh Chand, who has in the past expressed his disagreement with the repeal of three farm laws which according to him is a &lsquo;setback&rsquo; to higher price realisation by cultivators.
On legalisation of MSP, he had said in a 2021 interview to Livemint, "Legalizing MSPs spells doom for the crops market and implies takeover of trade by government. Such interventions are fiscally ruinous. It will also kill the entrepreneurial skill of our innovative farmers, robbing them of opportunities to take advantage of emerging demand patterns."
Other members in the panel include agri-economists CSC Shekhar from the Indian Institute of Economic Development, Sukhpal Singh from IIM- Ahmedabad, and senior member of the Commission for Agricultural Costs and Prices (CACP) Naveen P Singh.
Among farmers&rsquo; representatives, the committee will have national award-winning farmer Bharat Bhushan Tyagi, three members from SKM, and five members from other farmer organisations that include Gunwant Patil, Krishnaveer Choudhary, Pramod Kumar Choudhary, Guni Prakash and Sayyed Pasha Patel.
Two members of the farmers&rsquo; cooperative, IFFCO Chairman Dilip Sanghani and CNRI General Secretary Binod Anand are included in the panel.
Senior members of agricultural universities, five central government secretaries and chief secretaries of Karnataka, Andhra Pradesh, Sikkim and Odisha are also part of the committee.
