A 17-year-old was among those killed, along with eight adult men and two women, the Guanajuato state prosecutor's office said, vowing that the crime would not go unpunished.
Security forces were searching for the perpetrators of the "cowardly act," while officials were providing psychological support to those affected, the Irapuato municipal government said in a statement.
President Claudia Sheinbaum condemned the shooting as "deplorable," adding that authorities had launched an investigation.
Speaking at her daily news conference, Sheinbaum described the incident as a "confrontation" without giving details about the circumstances or the victims.
A video shared online shows the moment when gunfire erupted as people were dancing and socializing, causing panic.
Guanajuato state Governor Libia Dennise condemned the bloodshed and expressed "solidarity and condolences" to the victims and their families.
Guanajuato is a thriving industrial hub and home to several popular tourist destinations, but it is also Mexico's deadliest state due to gang turf wars, according to official homicide statistics.
Criminal violence, most of it linked to drug trafficking, has claimed around 480,000 lives in Mexico since 2006 and left more than 120,000 people missing.
Much of the violence in Guanajuato is linked to conflict between the Santa Rosa de Lima gang and the Jalisco New Generation cartel, one of the most powerful in the Latin American nation.
Guanajuato recorded more than 3,000 murders last year, the most of any Mexican state, according to official figures.

Mexican President Claudia Sheinbaum and Canadian Prime Minister Justin Trudeau both struck last-minute deals with Trump to tighten border measures against the flow of migrants and the drug fentanyl into the United States.
Global stock markets had slumped as Trump's threat of sweeping 25 percent levies on exports from Canada and Mexico to the United States sparked fears of a global trade war.
Trump said that after "very friendly" talks with Sheinbaum he would "immediately pause" the tariffs on Mexico, and that his counterpart had agreed to send 10,000 troops to the US-Mexico frontier.
Tensions appeared higher between the United States and Canada -- but after two calls with Trudeau, Trump said on Truth Social that Canada had "agreed to ensure we have a secure Northern Border, and to finally end the deadly scourge of drugs like Fentanyl."
Trudeau said Canada would deploy nearly 10,000 frontline officers to help secure the border, list drug cartels as terrorists, appoint a "Fentanyl Czar" and crack down on money laundering.
It was not clear the real extent of the changes on the Canadian border, given that authorities said in December they already had 8,500 personnel deployed.

But China is still due to face a further 10 percent duty on top of existing levies.
The US president said last-minute talks between Washington and Beijing were due in a bid to reach an agreement.
His spokeswoman Karoline Leavitt told Fox News "there is a plan for him to talk to President Xi in the next 24 hours."
Canada, China and Mexico are the United States's three biggest trading partners.
Wall Street's three main indices fell sharply in early deals, but clawed back ground after Trump's announcement of the Mexico deal. The London, Paris and Frankfurt stock markets finished in the red.
The White House said earlier there had been a "heck of a lot of talks" over the weekend.
"This is not a trade war, this is a drug war," National Economic Council Director Kevin Hassett told CNBC, complaining that "the Canadians appeared to have misunderstood the plain language."
However, US government figures show that only a minimal quantity of drugs enter via Canada.

Canada had vowed to respond strongly to the tariffs.
Canadians have booed the US national anthem at sporting events, cancelled holidays in the United States and boycotted American products.
Its most populous province Ontario on Monday had banned US firms from bidding on tens of billions of dollars in government contracts -- and dumped a deal with Trump ally Elon Musk's Starlink.
Trump has upped the pressure recently by calling Canada's existence into question -- once again advocating on Monday for it to become the 51st US state.
A political crisis in the Canadian government over Trump's tariff threats led to Trudeau announcing earlier this month that he would resign too. Canadians now face elections as early as April.
Mexico has meanwhile been under heavy pressure to secure its border with the United States as Trump vows a massive crackdown on undocumented migrants.
The US president -- who has said that the word "tariff" is the "most beautiful word in the dictionary" -- is going even further in his second term on the levies than he did in his first.
He has insisted that the impact would be borne by foreign exporters without being passed on to American consumers, despite most experts saying the contrary.
But the billionaire 78-year-old did acknowledge as he returned from a weekend at his Florida resort Sunday that Americans might feel economic "pain."

At her regular morning press conference, Claudia Sheinbaum displayed a 17th-century world map showing North America as "Mexican America."
Pointing out that the Gulf of Mexico was the name recognized by the United Nations, she turned the tables on Trump, saying: "Why don't we call it (the United States) Mexican America?"
"It sounds nice, doesn't it?"
"He talked about name, we too are talking about the name," she said, while assuring that she expected to have "good relations" with the incoming US president.
Trump, who will be sworn in for a second term on January 20, said Tuesday he planned to rename the Gulf of Mexico "the Gulf of America, which has a beautiful ring."
"It's appropriate. And Mexico has to stop allowing millions of people to pour into our country," he said.

Local media footage of the accident showed a chaotic scene as the crowd fled the toppling stage while the lights and a giant screen crashed into the area where longshot presidential candidate Jorge Alvarez Maynez and members of his Citizens' Movement party were standing.
"I regret to report that so far the number of people killed in the accident stands at eight adults and one minor," Governor Garcia wrote on social media platform X.
Speaking to the press from the scene of the accident in the town of San Pedro Garza Garcia, he described it as "a tragedy."
Maynez, who escaped without serious injury, said the stage collapsed due to a strong gust of wind.
"I am fine and in communication with the authorities" over what happened, the 38-year-old wrote on X, adding that the priority was to take care of the victims.

Governor Garcia called on people to avoid going outside because of the storms.
In a post on social media, President Andres Manuel Lopez Obrador offered his sympathies to the family members and friends of the victims.
The other two presidential candidates also expressed solidarity with those affected.
Frontrunner Claudia Sheinbaum said that she was canceling a rally planned for Thursday in Monterrey, expressing "solidarity with the family and friends of the victims."
Main opposition presidential candidate Xochitl Galvez offered "condolences and prayers" to the families of those killed and "wishes for a speedy recovery to all the injured."
On June 2, Mexicans will vote for a new president as well as members of Congress, several state governors and local officials.

A mob in the Mexican tourist city of Taxco brutally beat a woman to death Thursday because she was suspected of kidnapping and killing a young girl, rampaging just hours before the city&rsquo;s famous Holy Week procession.
The mob formed after an 8-year-old girl disappeared Wednesday. Her body was found on a road on the outskirts of the city early Thursday. Security camera footage appeared to show a woman and a man loading a bundle, which may have been the girl&rsquo;s body, into a taxi.
The mob surrounded the woman&rsquo;s house Thursday, threatening to drag her out. Police took the woman into the bed of a police pickup truck, but then stood by &mdash; apparently intimidated by the crowd &mdash; as members of the mob dragged her out of the truck and down onto the street where they stomped, kicked and pummeled her until she lay, partly stripped and motionless.
Police then picked her up and took her away, leaving the pavement stained with blood. The Guerrero state prosecutors&rsquo; office later confirmed the woman died of her injuries.
&ldquo;This is the result of the bad government we have,&rdquo; said a member of the mob, who gave her name as Andrea but refused to give her last name. &ldquo;This isn&rsquo;t the first time this kind of thing has happened,&rdquo; she said, referring to the murder of the girl, &ldquo;but this is the first time the people have done something.&rdquo;
&ldquo;We are fed up,&rdquo; she said. &ldquo;This time it was an 8-year-old girl.&rdquo;
The mayor of Taxco, Mario Figueroa, said he shared residents&rsquo; outrage over the killing. Figueroa said a total of three people beaten by the mob &mdash; the woman and two men &mdash; had been taken away by police. Video from the scene suggested they had also been beaten, though The Associated Press witnessed only the beating of the woman.
The state prosecutors&rsquo; office said the two men were hospitalized. There was no immediate information on their condition.
In a statement issued soon after the event, Figueroa complained he did not get any help from the state government for his small, outnumbered municipal police force.
&ldquo;Unfortunately, up to now we have not received any help or answers,&rdquo; Figueroa said.
The Good Friday eve religious procession, which dates back centuries in the old silver-mining town, went off as planned Thursday night.
People crowded Taxco&rsquo;s colonial streets to watch hooded men walking while whipping themselves or carrying heavy bundles of thorns across their bare shoulders in penitence to emulate the suffering of Jesus Christ carrying the cross.
But the earlier flash of violence cast a pall over the already solemn procession, which draws thousands to the small town.
Many participants wore small white ribbons of mourning.
&ldquo;I never thought that in a touristic place like Taxco we would experience a lynching,&rdquo; said Felipa Lagunas, a local elementary school teacher. &ldquo;I saw it as something distant, in places far from civilization ... I never imagined that my community would experience this on such a special day.&rdquo;

The incident took place in the city of San Luis R&iacute;o Colorado, on the border with Arizona, Sonora prosecutor Gustavo R&oacute;mulo Salas said.
Although his department initially indicated that the fire had been caused by a petrol bomb and had put the number of injured at four, Salas later updated the figures at a news conference.
He said investigators believed the attacker went to his truck after being removed from the nightclub, extracted fuel from it, sprayed the door of the establishment and started the fire.
Ten people died on the spot and another in hospital.
Of the six injured, one was hospitalized in Sonora on Saturday afternoon, three had crossed into the United States to be treated there and the rest were discharged, the prosecutor said.
Officials said the deceased were seven men and four women, including some members of the group that played at the venue.
Among the dead was a woman with United States nationality and, most likely, dual nationality, and a minor under the age of 17 who was months away from turning 18.
The alleged attacker was detained at a military checkpoint.

&ldquo;He raped you, but you don't have the right to do anything.&rdquo; The Associated Press does not normally identify sexual assault victims, but Ruiz has given her permission to be identified and participates in public demonstrations led by activists who support her.
While the Mexico State court found on Monday that Ruiz had been raped, it said the 23-year-old was guilty of homicide with &ldquo;excessive use of legitimate defence", adding that hitting the man in the head would have been enough to defend herself.
Ruiz was also ordered to pay more than USD 16,000 in reparations to the family of the man who raped her.
In May 2021, Ruiz was working selling french fries in Nezahualcoyotl, one of the 11 municipalities in Mexico State with an ongoing gender alert for femicides and another one for forced disappearances of women.
While having a beer with a friend, Ruiz, an Indigenous Mixteca woman and a single mother from the state of Oaxaca, met a man she had seen around the neighbourhood. After hanging out, he offered to walk her home and later asked to stay the night because it was late and he was far from home.
Ruiz agreed to let him sleep on a mattress on the floor. But while she slept he climbed onto her bed, hit her, tore off her clothes and raped her, according to Ruiz's legal defence.
Ruiz fought back, hitting him in the nose. He threatened to kill her, and in the struggle to free herself, she killed him in self-defence.
In a panic, Ruiz put the man's body in a bag and dragged it out to the street where passing police arrested her.
Despite telling police she had been raped, Carrera said a forensic exam was never taken, a crucial step in prosecuting sexual violence cases. Instead, an officer responded that she probably wanted to have sex with the man at first and then changed her mind, he said.
&ldquo;I regret what I did, but if I hadn't done it I would be dead today,&rdquo; Ruiz told the AP in an interview last year, adding, &ldquo;It's evident that the state wants to shut us up, wants us to be submissive, wants us closed up inside, wants us dead.&rdquo; Women's rights groups have repeatedly accused Mexican authorities of re-victimising survivors and failing to judge cases with a gender perspective.
Ruiz spent nine months in jail on charges of homicide with an excess of legitimate self-defense, and was finally released to await trial.
Nearly half of Mexican women have experienced sexual violence in their lifetime, government data shows.
In 2022, the Mexican government registered a total of 3,754 women &ndash; an average of 10 a day &ndash; who were intentionally killed, a significant jump from the year before. Only a third were investigated as femicides.
That number is likely just a fraction of the real number due to rising disappearances and a lack of reporting of violence in the country.
Angelica Ospina, a gender fellow for the International Crisis Group in Mexico, said she worries that the sentencing may empower victimisers while discouraging women from reporting gender-based violence or defending themselves.
The case points to just how &ldquo;normalized&rdquo; gender-based violence is in Mexico and other parts of Latin America, Ospina said.
&ldquo;When a woman defends herself, the system is particularly efficient in processing and sentencing her without taking into consideration the conditions in which she killed the man,&rdquo; Ospina said.
Meanwhile, outside the courtroom, women carried signs and chanted &ldquo;justice!&rdquo; A tearful Ruiz stood before the crowd, thanking feminist groups and the women who had supported her through the years-long judicial process.
Speaking to the crowd, she thought of her 4-year-old son.
&ldquo;My son, I hope to see him again. I hope to stay with him, to be the one who watches him grow up,&rdquo; Ruiz said.&nbsp;

Mexican soldiers seized more than a half million fentanyl pills in a raid on what the army's announcement Wednesday called the largest synthetic drug lab found to date.
The army said the outdoor lab was discovered in Culiacan, the capital of the northern state of Sinaloa. Sinaloa is home to the drug cartel of the same name.
Soldiers raided the lab Tuesday and found almost 630,000 pills that appear to contain the synthetic opioid fentanyl. They also reported seizing 282 pounds (128 kg) of powdered fentanyl and about 220 pounds (100 kg) of suspected methamphetamines.
&ldquo;This is the highest-capacity synthetic drug production lab on record during this administration,&rdquo; the army said in a statement.
Mexican drug cartels produce the opioid from precursor chemicals shipped from China, and then press it into pills counterfeited to look like Xanax, Percocet or Oxycodone. People often take the pills without knowing they contain fentanyl and can suffer deadly overdoses.
The bust came on the same day that the U.S. Senate Foreign Relations Committee held a hearing on the huge number of U.S. fentanyl overdoses that occur annually, currently around 70,000.
The committee's chair, Sen. Bob Menendez , a Democrat from New Jersey, called on Mexico to do more.
&ldquo;This means asking Mexico to do more to disrupt the criminal organisations from producing and trafficking fentanyl, although a politicised judiciary and incidents of Mexican security forces colluding with drug cartels will make that difficult,&rdquo; he said.&nbsp;
