The Special Intensive Revision (SIR) of electoral rolls commenced in West Bengal on Tuesday, with booth-level officers (BLOs) visiting voters' residences and distributing enumeration forms to them, an EC official said.
Altogether, 80,681 BLOs have been deployed to conduct the exercise, he said.
"Overall, 7.66 crore enumeration forms have so far been prepared for the 294 assembly constituencies in the state, and each voter will get two forms. BLO would countersign both forms. The officer would retain one form for the Election Commission of India and return the second with a stamped acknowledgement, which may be required for future reference," one of the officials said while elaborating on the process.
No untoward incident has been reported since the house-to-house distribution of enumeration forms started this morning, he said.
"We are hopeful that the process will proceed smoothly across the state," the official told PTI.
SIR-related help desks have also been opened at the offices of the DEOs across West Bengal.
This month-long process of house-to-house enumeration will continue till December 4, and the draft rolls will be published on December 9. Claims and objections can be raised from December 9 to January 8. Notices will be issued, and hearings and verifications will take place between December 9 and January 31.
The final electoral rolls will be published on February 7.

The Special Intensive Revision (SIR) of electoral rolls, set to begin in West Bengal on Tuesday, has snowballed into a political flashpoint, with the BJP and the Election Commission touting it as a bid to ensure transparency and the TMC gearing up for a grassroots showdown ahead of the 2026 assembly polls.
The voters' list revision would commence after a similar exercise was conducted in the state in 2002. While the BJP has welcomed the SIR as a step towards ensuring greater transparency in the electoral rolls, the ruling TMC has questioned its timing and intent, alleging that the Election Commission (EC) is acting under pressure from the saffron party to manipulate the voter list ahead of the state elections next year.
With both parties treating the SIR as a prelude to the 2026 Assembly elections, the contest has morphed into what many in political circles describe as "the battle of two forces, the administrative and the organisational".
The BJP, buoyed by the Election Commission's "proactive stance" and the possibility of central deployment, is pinning hopes on what it calls a "cleansing" of West Bengal's voter list.
The TMC, meanwhile, has activated its battle-hardened booth network, determined to ensure that no "genuine voter" is struck off the rolls.
The exercise, involving house-to-house verification by booth level officers (BLOs) from November 4 to December 4, has already turned into a flashpoint.
Chief Minister Mamata Banerjee will lead a rally in Kolkata on Tuesday to protest what her party calls a "politically motivated revision" aimed at disenfranchising minorities and marginalised groups.
Her nephew and TMC's national general secretary, Abhishek Banerjee, has called for "man-marking" of BLOs and directed the appointment of booth level agents (BLAs) across all 84,000 booths to monitor every step of the process.
In a virtual meeting with TMC leaders on Friday, Abhishek instructed that BLOs be "kept under constant watch" and that party agents accompany them during fieldwork to prevent "arbitrary deletions".
He has also ordered the setting up of war rooms in every assembly constituency, complete with data teams and communication links to coordinate the exercise. He has said that the next six months will be the "acid test" for the party's organisational machinery.
Despite the urgency, EC data till October 30 show the TMC trailing its rivals in appointing BLAs. The BJP has deployed 294 BLA-1s and 7,912 BLA-2s, while the CPI(M) has appointed 143 and 6,175, respectively.
The TMC has so far managed only 36 BLA-1s and 2,349 BLA-2s, though party insiders insist the shortfall will be bridged by Monday.
The BJP has accused the ruling party of inflating the voter rolls. Citing administrative inputs, the saffron camp claims that over 40 lakh "duplicate or fake" names existed in Bengal's rolls during the 2024 Lok Sabha polls and expects the SIR to strike off at least a crore names.
"Those who thrived on ghost voters and bogus ballots are panicking," BJP state president Samik Bhattacharya claimed.
TMC leaders have responded with equally sharp warnings. Barrackpore MP Partha Bhowmik recently said that if even one "genuine voter's name" was deleted, "local BJP leaders will not be allowed to step out of their homes."
Abhishek Banerjee has threatened to bring "one lakh people from Bengal" to the EC office in Delhi if voter names are arbitrarily removed.
The BJP counters that the TMC's so-called "booth muscle" thrives under the protection of a pliant police force.
Amid this charged backdrop, the poll panel has trained over 80,000 BLOs and issued a 16-point guideline along with a mobile app to streamline operations. Training for BLAs, the party representatives who will shadow the BLOs, ends on November 3.
Yet the training has not been without hiccups. Teachers deputed as BLOs have protested being marked "absent" in school registers during training. Many have demanded central security for both training and fieldwork, citing threats and political intimidation.
"We are being sent to volatile areas without protection," a teacher said in the North 24 Parganas district.
The TMC has alleged that four people have died by suicide, fearing the loss of their voting rights, while another is hospitalised after consuming poison.
The BJP has rubbished the claims as "manufactured melodrama".
Observers see the unfolding tension as a continuation of West Bengal's political pattern, a contest not merely for votes, but for control. In both the 2021 Assembly and 2024 Lok Sabha polls, the BJP relied heavily on central forces, while the TMC drew strength from its disciplined booth machinery. The results went the TMC's way both times.
"Bengal's politics has always been fought at the booth level. The SIR will test not only the integrity of the voter list but also the resilience of these two armies, one administrative, one organisational," said a Kolkata-based political scientist.
The enumeration phase will be followed by publication of the draft rolls on December 9. Objections can be filed till January 8, with the final voter list set for release on February 7, just two months before the 2026 Assembly elections expected in April-May.
As Bengal&rsquo;s politics shifts from big rallies to door-to-door visits, the focus has turned to the voter list itself. In this SIR exercise, the real battle is between who gets included or left out of the rolls, because every single name could make a difference in the final count.

Ensuring that her accusations against the BJP&rsquo;s policies elsewhere in the country had a concrete face, the Trinamool Congress supremo presented Uttam Kumar Brajabashi before lakhs of TMC supporters at the Martyrs&rsquo; Day rally here to drive her point.
Brajabashi, a resident of Cooch Behar in the northern part of West Bengal, received an NRC notice from the Assam government sometime back, asking him to prove his Indian citizenship or face deportation.
&ldquo;Look at this man who has lived in Cooch Behar for the last 50 years,&rdquo; said Banerjee, holding Brajabashi, a Rajbanshi community member from Dinhata, by his hands in the air.
&ldquo;The Assam government, in all its arrogance, has sent him an NRC notice. Tell me, my Rajbanshi brothers, what right does it have? We ask the BJP government, under what authority has it done this? We need answers right away,&rdquo; she said.
Making her frontal attack on Sarma, albeit without directly naming him, Banerjee pledged political backlashes in Assam if the persecutions did not stop.
&ldquo;The Assam chief minister can&rsquo;t mind his own state and he dares to interfere in Bengal. Stop this interference immediately, or I will ask Sushmita Deb and others to build up resistance in that state. We will all go from here and see how many of us they can hold in their detention camps,&rdquo; the CM said.
Sushmita Deb, a TMC leader from Assam, is a Rajya Sabha MP.
Earlier this month, Brajabashi claimed he produced documents which showed that his parents were voters in Dinhata. He maintained throughout that he was born in Cooch Behar and never travelled outside Bengal, irrespective of the Assam government accusing him of being an illegal immigrant from Bangladesh.
A war of words between the two chief ministers broke out last week after Banerjee called the Assam government's actions &ldquo;a divisive agenda of the BJP&rdquo; targeting citizens speaking Bangla, and Sarma responded that he was &ldquo;fearlessly resisting the ongoing, unchecked Muslim infiltration from across the border.&rdquo;

They wouldn't be allowed to spill onto the streets to pull the ropes of the chariots of the sibling deities, Banerjee had said on Thursday.
Earlier, the CM ceremonially swept the road before three chariots with a golden broom around 2 pm and offered 'arati' to the sibling deities.

Speaking on the flood situation in Ghatal sub-division in Paschim Medinipur district, she said, despite repeated reminders, the central agency DVC is "not undertaking dredging operations" at its dams in Maithon and Panchet.
She accused the DVC of releasing large volumes of water from its dams during the rainy season "without informing" the West Bengal government.
"They are releasing water without informing us. They have not conducted dredging operations for many years. Now, DVC has the accumulated capacity to store one lakh cusec of water in its dams. Had they undertaken dredging operations regularly, four lakh cusecs of water could have been stored in their dams and such overflowing in vast parts of south Bengal won't recur," Banerjee said in the assembly.
West Bengal Irrigation Minister Manas Bhuniya had on Monday said nearly two lakh people have been affected in the floods at Ghatal sub-division in Paschim Medinipur district and asserted that the government was taking every possible step to help the marooned people.
Bhuniya had alleged that the Damodar Valley Corporation (DVC) aggravated the situation by "failing to regulate the release of water" from its dams in Jharkhand despite requests from the West Bengal irrigation department.
The minister had told reporters that he wrote to the chairman of the organisation to exercise caution while discharging additional water in future.

About the observation of Paschimbanga Divas by BJP on this day, Chatterjee described it as "politically motivated" pointing out the state government had already passed a resolution in the assembly and identified Poila Baisakh, the Bengali New Year's Day, for celebrating West Bengal Day.
Why is BJP suddenly so much worked up on June 20 as Paschimbanga Divas, he asked.
On June 20, 1947, the Legislative Assembly of undivided Bengal met and voted in favour of partition of the state between East and West Bengal. The latter stayed with India while the former was included in Pakistan.
About the demand by BJP MLAs for tabling adjournment motions on the crisis faced by 2016 SSC candidates and recent attacks on places of worship, Chatterjee said, "They take the initiatives unilaterally without holding discussions with our side beforehand." Chatterjee called upon the BJP MLAs to submit more questions on issues related to development in their constituencies during question hour.
"MLAs from all parties being people's representatives should use the opportunity during assembly sessions to bring to notice issues related to development in their constituencies. We are also asking new MLAs of our party (TMC) to bring more supplementary notices," he said.
"We encourage MLAs to come up with more supplementary notices," the veteran legislator said.
BJP Chief Whip Shankar Ghosh said his party always tries to project people's issues in the assembly, including atrocities. "However, the TMC-run government does not allow the opposition to function and stifle its voice."&nbsp;

The high court noted that wages for the scheme were not paid for around three years in the state over allegations of irregularities in disbursals to some of the recipients.
Responding to the court order, Banerjee said, "The Centre is sending teams to Bengal, but first, give us the due money. Not a single rupee has been released for the past few years. This is public money." She further alleged that workers had not been paid for the work already done under the scheme.
"Funds for the 100-day work scheme haven't been released. People worked, but they weren't paid. Who will pay that money? We have paid it from the state government's funds. We are running the 'Karmashree' scheme with our own money," she said.
The chief minister also questioned the BJP's move to celebrate 'Paschim Banga Diwas' on June 20. On that day in 1947, the Bengal Legislative Assembly met and voted in favour of partition.
Banerjee said, "Now you want to come and celebrate 'Bangla Diwas'? Those who have continuously insulted and deprived Bengal are now trying to honour it?" The West Bengal government had last year started disbursing dues to nearly 30 lakh MGNREGA workers, amounting to Rs 2,700 crore, using state funds.
These payments have been pending since March 2022. The Centre's withholding of MGNREGA dues to Bengal has remained a prominent issue in the state's political discourse, with the Trinamool Congress accusing the BJP-led government of "economic discrimination" against the state.
On Wednesday, the Calcutta High Court said the Centre is empowered to impose special conditions, restrictions and regulations, which have not been imposed in other states of the country, so as to ensure that no illegality or irregularity occurs when the scheme is being implemented in West Bengal.
The court also allowed the Centre to continue its enquiry into the allegations of irregularities in some districts of the state.

West Bengal Chief Minister Mamata Banerjee on Monday accused the BJP of targeting Bengali-speaking citizens in states ruled by the saffron party by labeling even valid document holders as illegal Bangladeshi immigrants.
While addressing the assembly, she also charged the BJP with depriving those people of the right to earn their livelihood, triggering protests from the opposition bench.
During the question hour, the CM accused the saffron party of carrying out a witch-hunt against Bengali-speaking people in BJP-ruled states.
"You (BJP) must be ashamed that you are labelling bona fide Indian citizens as Bangladeshis just because of the language they speak. One should feel proud to speak Bengali, as well as Gujarati, Marathi and Hindi. If you ask me, I can speak in all these languages," Banerjee said.
"On one hand, you are branding Indians as Bangladeshis for their spoken word, and on the other, you are depriving these people, who hold voter ID, PAN, and Aadhaar cards, of the right to earn their livelihood in your states," she added.
Her remarks triggered an uproar from BJP legislators, who stood up in protest and shouted slogans.
However, the chief minister continued her speech undeterred.
Accusing the Centre of blocking central funds due to the state, the CM said despite the BJP&rsquo;s step-motherly treatment, the state has laid 69,000 km of roads under Pathashree and initiated Awas Yojana with Rs 11,000 crore.
"Bengal has topped road and rural housing project rankings five times in a row," she added.
Banerjee claimed that despite the financial crunch, people in the state were getting 50 days of employment on average due to the state's 'karmashree' initiative, and that her government had created 1.5 crore mandays under various schemes.
Charging the BJP government at the Centre with conspiring to block 'Awas Yojana funds' to the stare, she said, "Under the name of making ground inspection, you had sent at least 155 central teams but could not find any lapses. How many central teams did BJP despatch to states ruled by you?" "On one hand you deprive the poor people of Bengal, while on the other, the procession of deaths in various mishaps continues in your states," the Trinamool Congress supremo said without elaborating.
Banerjee asserted that her government was working to safeguard the interests of Scheduled Castes (26 per cent), Scheduled Tribes (6 per cent), backward castes, and Muslims (30 per cent), in line with the Supreme Court and High Court directives on social welfare.
"None can derail our path or stop us from realising our dreams," she asserted.
As BJP MLA Sikha Chatterjee wanted to say something to the CM, Banerjee described her as "a politician rejected in municipal elections having no moral right to ask questions in the House." Chatterjee later told reporters outside the House, "What if I would have branded her as someone defeated in Nandigram in assembly polls and still becoming the CM after being elected in a by-poll? She indulged in a personal attack against me." Meanwhile, the BJP MLAs staged a walkout after the Speaker Biman Banerjee refused to admit an adjournment motion over the "crisis in the education sector" linked to the SSC scam, citing that the matter is sub-judice.
During the uproar, the Speaker suspended BJP MLA Manoj Orao for the day for breach of discipline and verbally 'cautioned' BJP chief whip Shankar Ghosh for his conduct.
All 40 BJP MLAs exited the House carrying potted tulsi plants in a symbolic protest.
As the opposition benches fell empty, Banerjee said, "They only want to use bad words and hurl baseless accusations. Will they now decide what one should wear, eat, or even which footwear to use? Will they impose diktats?" Referring to BJP slogans branding her government as corrupt, Banerjee said she does not accept the Rs 1.5 lakh pension allotted to her as a former MP.
"Will they teach me ethics and honesty? They keep using abusive words against me. This only shows their culture and ethics. This will expose them to people to whom I have given my entire political career," she said.
"Mark my words, the BJP will be reduced to zero in the next Assembly elections. People have rejected your politics," she claimed.
In a veiled dig at state BJP president Sukanta Majumdar, Banerjee referred to a recent controversy in which he allegedly hurled an object resembling a slipper towards a police officer during a protest near her residence.
"There is a half-central minister who is in love with slippers. Why don't they (BJP) open slipper shops?" she said without naming anyone.

The chief minister said 49 subsections have been included under the OBC-A and 91 under OBC-B categories.
She said while more backward sections of people have been included under OBC-A, the less backward category come under OBC-B.
The CM addressed the House after laying the annual report of the West Bengal Commission for Backward Classes for the financial year 2024-25.
Banerjee said all inclusions have been done after extensive field surveys, and on the basis of recommendations by the commission.
The chief minister said that a May 22, 2024 order of the Calcutta High Court struck down the OBC status of several categories in West Bengal granted since 2010.
The state government has appealed against the order before the Supreme Court, she said.
Banerjee also said that the West Bengal government started working with the permission of the apex court for inclusion in the OBC list.
She said as per the Calcutta High Court's direction, a public notification was issued for the purpose of inclusion in the OBC category in the state.
Following the completion of forming the OBC category list, recruitment processes in various state government institutions can be started again, Banerjee stated.
"All inclusions were done by the state government only on the recommendation of the West Bengal Commission for Backward Classes," she said.
The Calcutta High Court had in May 2024 struck down the Other Backward Classes (OBC) status of several classes in West Bengal granted since 2010, finding such reservations to vacancies in services and posts in the state illegal.
The court struck down 77 classes of reservation granted between April 2010 and September 2010 and 37 classes created based on the state's reservation act of 2012.
The CPI(M)-led Left Front was in power in West Bengal till May 2011.

"People with comorbidities like infection in the lungs and chest or some other issues have to be more alert. Sometimes, age is also a factor. These days, even in cases of cough and cold, we start treating them as COVID," she said Asserting that her government was, is and will continue to be with the people, Banerjee said state-run hospitals have the requisite infrastructure in place.
"We have not taken any decision because the situation is not at all bad. This is nothing but a type of influenza. We witness cough and cold during monsoon and winter, which is very common," she said.
As per the Ministry of Health and Family Welfare, West Bengal had 747 active COVID-19 cases on Monday morning, with one reported death.

West Bengal Chief Minister Mamata Banerjee on Wednesday said tea of cheaper quality from Nepal was entering the state and affecting the state's renowned 'Darjeeling' variety.
She questioned why tea importers from the neighbouring country were given tax-free benefits while the state government had to cough up a tariff of 40 per cent and directed Chief Secretary Manoj Pant to write a strong letter to the Centre.
"We are facing a serious problem. Tea from Nepal is coming here. It is coming at a very cheap price because they do not have to pay any tax... and we have to pay a tax of 40 per cent. This is getting mixed up in our tea, affecting the quality. I will tell the Labour department to highlight this. They are mixing it with Darjeeling tea and deteriorating the quality. I will ask the chief secretary to write a strong letter to the Centre," Banerjee said.
The Bengal CM, who was addressing an administrative review meeting here, also urged officials to install machines on the borders of the state with Nepal to keep a check on tea imported from the neighbouring country.
"We are not against any country. But the Centre cannot do it. We have to pay tax, and they (Tea traders from Nepal) will have to pay no tax. This is wrong. They cannot brand their tea as Darjeeling tea. Install machines in the bordering areas to keep a check on this," she said.
Talking about river erosion in Malda, Banerjee said the Union government has "stopped" releasing funds despite her government sending a proposal of Rs 1,064 crore. She said that 1,800 hectares of land were eaten up by erosion, and the state has spent several crores to address the issue.
She directed the chief secretary to visit New Delhi for a meeting with officials of the Union government in this connection.
She also alleged that the Farakka Barrage, which was entrusted with the responsibility to look into the matter of erosion, has done nothing, and on the contrary, the condition of the roads has deteriorated.
"River erosion in Malda has been a big issue. But those who were responsible for looking after it have done nothing. Nearly 1,800 hectares of land have gone into the rivers. We had given a proposal of Rs 1,064 crore to the Centre, but nothing happened," she said.
The state spent Rs 466 crore, and there are works for another 21 projects at an expense of Rs 225 crore, and work for another Rs 11 crore will start soon.
"Earlier, the Farakka Barrage had a total area of 180 km to maintain, but that has come down to 20 km now. But the condition of roads and other facilities has deteriorated in such a manner that nothing could be done. So, I think the chief secretary should go to Delhi and place it in detail to the Centre," she said.
Banerjee asked Health department officials to ask pharmacists to put advertisements on fake medicines.
"There are several drugs that have been banned. Are you checking whether they are being used in the hospitals or not? Are you checking the expiry dates of drugs stored in the stores? You conduct surprise visits to different stores. Ask all the shops to put up notice on fake medicines ...," she said.
Banerjee also said that doctors at government hospitals "should not prescribe these medicines".
"Recently, we have issued an advertisement in this regard. Keep photos of that advertisement in your phone and check that whenever you are at any medicine shop," she added.
During the meeting, Banerjee sounded a warning for a senior police officer of Cooch Behar Police District over an alleged issue of "lobbying" within the department.
"There is some DSP or SDPO in the Cooch Behar headquarters... Despite being in the headquarters, he is not being given work. He is not allowed to work. If you (the police) form lobbies within yourselves, how will the people sustain them? Involve him in duties in areas like Sitalkuchi, Dinhata and border regions," she said.
"How can someone deployed in the headquarters not be involved in duties despite wanting to work? What is this? Police do not form groups among themselves. Political people do that more&hellip; all this time, that is what we knew," she said.

"The industry in north Bengal should come up with proactive ideas," she said, adding that there is a need to develop alternative tourist destinations beyond Darjeeling, which has become congested.
She proposed expansion and development of areas like Kalimpong, Mirik and Kurseong to balance tourism flow.
On the issue of tea garden workers, Banerjee reiterated her government&rsquo;s commitment to their welfare.
"We will go all out to protect tea garden workers," she said.
"The government will support alternative business plans within estates where tea is not cultivated. This will help create local jobs." She expressed concern that "certain quarters are making efforts to thwart this", but affirmed, "Work has to carry on." To preserve the integrity of Darjeeling tea, Banerjee announced the state&rsquo;s intention to set up a laboratory in north Bengal to test for spurious tea being falsely marketed as Darjeeling tea.
She said a skills and fashion university will come up in north Bengal.
"Bengal is the new destination for industry in the country now. Six economic corridors are coming up", she said.
The meet was attended by business leaders such as Rudra Chatterjee of Luxmi Group and other industrialists of north Bengal.

Pointing out "every state has its unique culture", she said, "We must protect our language heritage and culture." She said Tagore's works have been enlightening the whole world.
Earlier in a post on X, she quoted a few lines from Tagore's famous collection of poems 'Gitanjali' and paid tribute to the great visionary and colossus literary figure.
Bengal Governor C V Ananda Bose, through a post on X, in Bengali, described Tagore as someone who "had guided the entire human race and defined the true spirit of nationalism through his writings".
Thousands of people converged at the Bard's ancestral house at Jorasanko during the day and went around the rooms where the articles used by Tagore were being kept and preserved.
Students of Rabindra Bharati University and teachers sang and recited his poems. Several prominent Rabindra Sangeet exponents also performed on the occasion.
Cultural rallies were taken out by different clubs and organisations in the morning in different areas where the participants donned ethnic wear and sang Tagore's popular renditions.

The chief minister is currently on a two-day trip to the violence-hit areas of Murshidabad. She is scheduled to meet the victims and their families, and distribute compensation. Banerjee is also slated to hand over monetary assistance to those whose houses were damaged in the riots.
A total of 109 houses have been damaged in the violence, a survey conducted by the state government showed.
"Law and order in West Bengal has deteriorated immensely. People are not getting justice. Incidents of rape, murder and theft are happening all over Bengal," Chowdhury claimed.

A bench comprising Chief Justice Sanjiv Khanna and Justice Sanjay Kumar took note of the state government's submission that academic functioning in several schools had been severely affected and that new recruitment would take time.
However, the top court clarified that its relief did not extend to Group 'C' and Group 'D' employees appointed in state-run and aided schools.
It directed the state government to start the recruitment process on or before May 31 and conclude it by December 31 this year.
The court asked the state government and its WBSSC (West Bengal School Service Commission) to file a compliance affidavit intimating it about the initiation of the recruitment process on or before May 31.
On April 3, the top court invalidated the appointment of 25,753 teachers and staffers in the state-run and aided schools, calling the entire selection process "vitiated and tainted".
It upheld a Calcutta High Court verdict of April 22, 2024, annulling the appointments and said the tainted candidates should refund their "salaries/payments received".
