The Congress on Monday alleged that the Modi government "heckled" Leader of Opposition Rahul Gandhi to stop him from speaking in the Lok Sabha on the India-China border conflict of 2020 from former Army chief Manoj Naravane's "memoir" as it was afraid that the "truth of its incompetence" would be exposed.
Congress general secretary K C Venugopal said that the government had deployed senior-most Cabinet ministers and "misused" rules to "silence" Gandhi in the House.

"They moved heaven and earth to stall the publishing of Ex Army Chief Gen. Manoj Naravane ji&rsquo;s book - and now when excerpts are coming out which expose their so-called nationalist commitments, they are heckling and silencing the Leader of Opposition," the Congress leader said in a post on X.
He alleged that by "blatantly misinterpreting the rules of procedure, the Government is depriving the House and the people of India from knowing about their Himalayan blunders in the conflict against China".
"It is a textbook case of 21st-century fascism, where first you stifle dissent in public, and then misuse rules to further silence your opponents," Venugopal alleged.
A row erupted in the Lok Sabha on Monday when Rahul Gandhi sought to quote from the unpublished "memoir" of Naravane but Defence Minister Rajnath Singh, along with other BJP members, strongly opposed it and accused the Congress leader of "misleading" the House.
The House was adjourned twice due to the uproar over the issue.
As Gandhi rose to speak on the Motion of Thanks to the president's address, he said he would first like to respond to the charges made by the previous speaker, BJP MP Tejasvi Surya, against the Congress on nationalism and began quoting from what he stated was the "memoir" of Naravane talking about the India-China conflict of 2020.

A row erupted in the Lok Sabha on Monday after Leader of the Opposition Rahul Gandhi sought to quote from the unpublished "memoir" of former Army chief Gen M M Naravane (retd).&nbsp;
Defence Minister Rajnath Singh, along with other BJP members, strongly opposed it and accused the Congress leader of "misleading" the House.
As Gandhi rose to speak on the Motion of Thanks to the president's address, he said he would first like to respond to the charges made by the previous speaker, BJP MP Tejasvi Surya, against the Congress on nationalism. He then began quoting from what he stated was the "memoir" of Gen Naravane talking about the India-China conflict of 2020.
However, Singh strongly protested this and asked Gandhi to clarify whether the book had been published or not.
The uproar went on for about 50 minutes, with Speaker Om Birla repeatedly stating that no book or newspaper clipping can be quoted on a matter not related to the proceedings of the House. Gandhi insisted that the document was authenticated and that he could quote from it.
Government sources said Gandhi was reading "concocted things" on China. They said there was ample material in the public domain on the decisions taken by India's first prime minister, Jawaharlal Nehru, on China, and alleged that he "surrendered thousands of acres of land just to further his own statesmanship."
Gandhi said he never wanted to speak on the particular issue but decided to do so after BJP's Surya questioned the patriotism of the Congress party.
Singh maintained that the book had not been published. Gandhi then said he was quoting from a magazine article to put forth his views.
Birla again disallowed it, and Parliamentary Affairs Minister Kiren Rijiju called for the Speaker's ruling to be adhered to.
Rijiju said if the leader of the opposition repeatedly ignores the Speaker's ruling and flouts rules, the House will have to discuss what action should be taken against such a member.
The minister said Gandhi was setting a wrong example for young MPs by not following the rules of the House.
With Gandhi unrelenting, the Speaker repeatedly warned him against quoting the book.
Singh then got up and asked if the book was not allowed to be published as alleged, then why didn't Naravane go to court against it. The defence minister also accused Gandhi of "misleading the House".
Samajwadi Party leader Akhilesh Yadav supported Gandhi and urged the Speaker to allow the Congress leader to speak.
With both the treasury and opposition MPs unrelenting, the Speaker adjourned the House till 3 pm.
When the House reassembled at 3 pm, Gandhi again attempted to raise the India-China border issue and was met with stiff resistance from the treasury benches.
Rijiju said Gandhi should not say things that belittle the army.
As the deadlock continued, Birla adjourned the House till 4 pm.
Several opposition leaders, including TMC's Mahua Moitra and Kalyan Banerjee, RJD's Manoj Jha, and SP chief Yadav, rallied behind Gandhi over the issue.

Union Minister Sarbananda Sonowal on Monday alleged that Congress governments in the past were known for indulging in corruption, scams and misgovernance and asked the party to join hands with the ruling alliance to work towards making India a developed country by 2047.
Initiating the motion in the Lok Sabha to thank President Droupadi Murmu for her address to the joint sitting of Parliament, Sonowal asked the opposition party to shun its criticism of the Modi government.
The MP from Dibrugarh in Assam also claimed that the Congress has been rejected by the people of the Northeast for its alleged neglect to the region and has no hopes of winning any election in the future.
Sonowal also brought up first prime minister Jawaharlal Nehru and said he said goodbye to the Northeast in 1962 during the Chinese aggression.
"Previous Congress governments were known for their rampant corruption and scandals like the 2G spectrum, coal block allocations, CWG among others. Now you have seen a fair, transparent and corruption-free government headed by Prime Minister Narendra Modi," the minister said.
The Ports, Shipping and Waterways minister asked the Congress to give up its opposition and "hatred" towards the government and join the prime minister's initiative to make a self reliant 'Viksit Bharat' by 2047.
Describing the president's address as "remarkable", Sonowal said she is the first head of state from the Adivasi community, the second woman and the youngest to occupy the highest position of the country.
He said the president's address has given a broad framework of the Modi government's various welfare schemes which are inclusive, provide social justice and bring equal growth to the people.
"It was not just simple address to the nation but a powerful message of a resurgent India," he said.
Sonowal claimed there was low self esteem in the country during the UPA government due to alleged policy paralysis and corruption.
Since 2014, however, when Modi became prime minister, there have been changes in the socio-economic landscape of the country as well as all round development.
In the 11 years since 2014, he said, the country has become the fourth largest economy in the country and this has been possible due to the political will and visionary leadership of Prime Minister Modi.
Sonowal alleged that the Congress never gave the Northeastern region its due during its long rule.
"The people of the Northeast have never got anything without coming to the street, without launching any agitation. For every development project in the Northeast we had to resort to agitation and protests," he said.
The minister said Modi has become the most popular leader in the region due to his continuous attention towards its development.
"The people of the Northeast don't consider you as our own. You have looted the Northeast, you have deprived people from their legitimate demands. You will be rejected in every elections in the northeast. There is no point for you of trying," Sonowal said.

He said while the UPA did nothing to deal with terrorism, the Modi government hit back with military strikes.
The BJP leader claimed that the president's address during the UPA tenure lacked mention of the country's cultural ethos and heritage.
As some Congress members protested, Home Minister Amit Shah intervened, saying Surya was only referring to the content of the president's address and not to any particular leader.
Union minister Sarbananda Sonowal moved the Motion of Thanks, which Surya seconded.
The President addresses the joint sitting of the two Houses at the beginning of the first session of the year.
President Droupadi Murmu delivered her address on January 28, marking the beginning of the Budget Session.
Surya said that despite the global slowdown, India remained one of the fastest-growing economies, with youth being empowered as torchbearers of the country's future.
"We have delivered the most honest government," he said.

Soon after, amid continued Opposition protests over the passage of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, Speaker Om Birla adjourned the Lok Sabha sine die following the playing of Vande Mataram in the House. Prime Minister Modi, who returned a day earlier from a three-nation foreign visit, was present in the Lok Sabha at the time.
The Rajya Sabha was also adjourned sine die shortly after it resumed at 11 am. Before the adjournment, statements and reports were laid on the table of the House. While closing the proceedings, Rajya Sabha Chairman and Vice-President C.P. Radhakrishnan criticised the conduct of some Members during the previous day&rsquo;s sitting. &ldquo;The conduct of members during the Minister's reply yesterday, which included protesting and tearing of papers, was unbecoming of the House,&rdquo; he said.
Opposition parties continued their protest against the VB-G RAM G Bill on Friday. A united Opposition staged a demonstration outside Parliament, while members of the Trinamool Congress carried on their protest on the steps at the entry to the House.
Lok Sabha Leader of Opposition Rahul Gandhi, who is currently in Germany, also criticised the legislation, describing it as &ldquo;anti-state&rdquo; and &ldquo;anti-village&rdquo; by design. In a post on X, he wrote, &ldquo;Last night, the Modi government demolished twenty years of MGNREGA in one day. VB-G RAM G isn't a 'revamp' of MGNREGA. It demolishes the rights-based, demand-driven guarantee and turns it into a rationed scheme which is controlled from Delhi. It is anti-state and anti-village by design.&rdquo;
He said the earlier scheme empowered rural workers and strengthened rural livelihoods. &ldquo;MGNREGA gave the rural worker bargaining power. With real options, exploitation and distress migration fell, wages increased, working conditions improved, all while building and reviving rural infrastructure. That leverage is precisely what this government wants to break. By capping work and building in more ways to deny it, VB-G RAM G weakens the one instrument which the rural poor had,&rdquo; he added.
Highlighting the role of MGNREGA during the COVID-19 pandemic, Gandhi further said, &ldquo;We saw what MGNREGA meant during COVID. When the economy shut down and livelihoods collapsed, it kept crores from falling into hunger and debt. And it helped women the most - year after year, women have contributed more than half the person-days.&rdquo;

The Lok Sabha concluded its Winter Session, passing important legislation including the VB-G RAM G Bill and civil nuclear sector reforms. Engaging debates and high efficiency marked the session, which Speaker Om Birla noted for its 111% productivity.

Lok Sabha was adjourned sine die on Friday, drawing curtains on the 19-day-long Winter Session of Parliament which saw the passage of crucial Bills, including one to repeal the 20-year-old MNREGA and another on opening up the civil nuclear sector for private participation.
As soon as the House met for the day, Speaker Om Birla read out his brief valedictory address, noting that the productivity of Lok Sabha during the session was registered at 111 per cent with members sitting till late hours to discuss crucial legislations.
He then adjourned the House sine die (for indefinite period), drawing curtains on the brief session that commenced on December 1.
When Birla was reading out his valedictory statement, some members were heard raising "Mahatma Gandhi ki jai" slogans.
Prime Minister Narendra Modi was present when the proceedings were adjourned.
During the 15 sittings of the Winter Session, the House took up two politically-charged debates -- on 150 years of Vande Matram and election reforms.
A debate listed on air pollution, which was to be initiated by Congress leader Priyanka Gandhi, could not take place.
The opposition had been insisting on a debate on the Election Commission's ongoing Special Intensive Revision (SIR) of voter list in 12 states and UTs but the government made it clear that poll panel and its functioning cannot be discussed in the House, and agreed to hold a debate on election reforms instead.
The opposition, however, focussed its attack on SIR, the new law on appointment of chief election commissioner and election commissioners, and the alleged 'vote chori' carried out by the poll authority in connivance with the ruling BJP.
The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) or VB-G RAM G Bill, assuring 125 days of guaranteed jobs for rural India, was passed amid opposition protests on Thursday, including tearing of papers.
The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, which seeks to open the tightly-controlled civil nuclear sector for private participation, was also passed during the session.
The Lok Sabha also passed a Bill to raise FDI in the insurance sector to 100 per cent from the current 74 per cent, which is expected to increase insurance penetration, lower premiums, and boost job creation.
The Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025, was cleared by the Rajya Sabha with a voice vote, a day after it was passed by the Lok Sabha.
The House also passed a Bill to repeal 65 Amendment Acts and six principal laws, which had lost relevance.
A Bill to set up a higher education regulator -- the Viksit Bharat Shiksha Adhisthan Bill, 2025 -- was referred to a joint committee of the two Houses.
The Bill seeks to establish an overarching higher education commission along with three councils for regulation, accreditation and ensuring academic standards for universities and higher education institutions in India.
Another Bill on the market securities code was introduced and referred to a department-related standing committee for further examination.

Union Minister Shivraj Singh Chauhan introduced the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025, replacing MGNREGA and aiming to provide 125 days of guaranteed rural employment.

The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, 2025, that seeks to replace the existing rural employment law MGNREGA, was introduced in the Lok Sabha on Tuesday amid strong objections by the opposition to the "removal" of Mahatma Gandhi's name from it.
Union Minister Shivraj Singh Chouhan, while introducing the bill, said the government not only believes in Mahatma Gandhi but also follows his principles. "The (Narendra) Modi govt has done more for rural development than previous governments," he said.
Opposition members strongly opposed the proposed legislation at the introduction stage and pressed for sending the bill to a parliamentary panel for greater scrutiny. The MPs, including Priyanka Gandhi of the Congress, strongly objected to the "removal" of Mahatma Gandhi's name.
The opposition members also came to the Well of the House, holding up photographs of Mahatma Gandhi, expressing their disapproval of the "removal" of the name of the Father of the Nation.
According to a copy of the Bill, it will provide a statutory guarantee of 125 days of wage employment in a financial year to every rural household whose adult members volunteer to undertake unskilled manual work.
Within six months from the date of commencement of the VB-G RAM G Act, states will have to make a scheme consistent with the provisions of the new law.
In a statement, the Rural Development Ministry said the proposed legislation will establish a modern statutory framework aligned with the goal of 'Viksit Bharat 2047'.
It said the Bill aims to create both employment and durable rural infrastructure through four priority verticals -- water security through water-related works, core rural infrastructure, livelihood-related infrastructure, and special works to mitigate extreme weather events.
All assets created are aggregated into the Viksit Bharat National Rural Infrastructure Stack, ensuring a unified, coordinated national development strategy, the statement said.
The ministry termed it a "major upgrade" over MGNREGA, fixing structural weaknesses while enhancing employment, transparency, planning, and accountability.

Raising the issue during Zero Hour, Gandhi said the discussion on the issue can be framed in an interesting manner where the opposition and the government do not trade abuses at each other, but find a solution to the problem.
"This is not an ideological issue. Everybody in this House would agree that air pollution, the damage it is doing to our people, is something that we would like to cooperate on," Gandhi said.&nbsp;
The Congress leader said the prime minister can then put in place a plan to deal with the issue of air pollution.&nbsp;
Parliamentary Affairs Minister Kiren Rijiju said the government was ready for a discussion on the issue and the Business Advisory Committee of the Lok Sabha can allot time for the same.&nbsp;
"Most of our major cities are living under a blanket of poisonous air. Millions of children are getting lung disease. Their future is being destroyed. People are getting cancer. Older people are struggling to breathe," Gandhi said.&nbsp;

Congress leader Rahul Gandhi on Thursday said he directly challenged Union Home Minister Amit Shah to discuss his press conferences on "vote chori" in Parliament but did not get any answer.
A day after the Lok Sabha witnessed a heated exchange between him and Shah during a debate on election reforms, Gandhi claimed that Shah appeared to be "under pressure".
"He (Shah) used the wrong language, his hands were shaking, you would have seen all this. He is under pressure mentally that was witnessed in Parliament, the whole country saw it," the leader of opposition in the Lok Sabha told reporters in the Parliament House complex.

"The things I have said, he did not address, did not give any proof. We have said it publicly in press conferences. I directly challenged him to let us discuss my press conferences in Parliament. Did not get an answer. You know the reality," Gandhi said.
Gandhi on Wednesday called the home minister's response during the debate "completely defensive" and asserted that "vote chori" is the "biggest treason".
He also claimed that the home minister did not respond to any of the points raised by him and remained evasive including on transparent voter lists, EVMs and granting immunity to the chief election commissioner.
The opposition MPs, including Gandhi, staged a walkout in the Lok Sabha during the debate on electoral reforms.
Later in a post on X, Gandhi said the home minister's response in Parliament on "vote theft" was "panicked" and "defensive".&nbsp;

He also targeted former prime minister Jawaharlal Nehru for agreeing with the suggestion that Vande Mataram could antagonise Muslims.
Speaking in the Lok Sabha during a discussion on Vande Mataram, Modi cited a letter written by Nehru to Subhash Chandra Bose claiming that the background of Vande Mataram could antagonise Muslims. He said the letter was written following a protest by Mohammad Ali Jinnah in Lucknow.
Quoting the letter, Modi said, Nehru had written that he had read the background of the song and it could spark anger amongst Muslims.
Modi said later Congress convened a session in "Bankim Chandra Chatterjee's Bengal" to review the use of Vande Mataram. "But, on October 26, Congress compromised on Vande Mataram. They broke it into pieces under the mask of social harmony, but history is witness ..This was Congress' attempt at politics of appeasement. Under pressure of politics of appeasement, Congress agreed to divide Vande Mataram.. this is the reason Congress also bowed to the demand for partition..," Modi alleged.
The prime minister said history is a testament to the fact that Congress knelt before the Muslim League and did this under pressure. "This is an instance of the politics of appeasement of the Congress. Because it bowed to the division of Vande Mataram, it bowed to the division of India later on. Congress has maintained the same politics of appeasement even today," he asserted amid thumping of desks by treasury benches.
The prime minister recalled that Mahatma Gandhi wrote in 1905 that Vande Mataram has become so popular that it has emerged as national anthem and wondered that why was injustice meted out to it. "If Vande Mataram was so popular, why was injustice meted out to it, why was it betrayed in the last century.What were those forces that were so powerful to overrule the wishes of Mahatma Gandhi on Vande Mataram," he said.
Modi lamented that the Constitution was "throttled" and the nation chained by the Emergency when national song Vande Mataram completed 100 years.
The prime minister also noted that Vande Mataram stood like a rock and inspired unity despite British oppression. "When Vande Mataram completed 100 years, the nation was chained by the Emergency. At that time, the Constitution was throttled and those who lived and died for patriotism were pushed behind bars," he said. "The Emergency was a dark chapter in our history. Now we have the opportunity to restore the greatness of Vande Mataram. And I believe this opportunity should not be allowed to pass," Modi said.
Modi noted that the mantra of Vande Mataram gave power and inspiration to the entire country during freedom struggle. "The mantra energised and inspired India&rsquo;s freedom movement and showed the path of courage and determination. Remembering that sacred Vande Mataram today is a great privilege for all of us in this House.
"It is a matter of pride for us that we are witnessing the historic occasion of Vande Mataram completing 150 years," he said.
The prime minister recalled that the British were forced to ban Vande Mataram even though they brought in laws to prevent printing and propagation of the poem. "Vande Mataram was written at a time when, after the uprising of 1857, the British government was alarmed and unleashing various forms of oppression. A campaign was underway to push the British national anthem 'God Save the Queen' into every household.
"Through Vande Mataram, Bankim Chandra Chattopadhyay responded to this challenge with great strength and resolve. British divided Bengal in 1905, but Vande Mataram stood like a rock and inspired unity," he said.

Sanchar Saathi app se "na snooping sambhav hai, no snooping hoga," he said in response to Congress leader Deepender Singh Hooda's supplementary question regarding snooping concerns related to the app.&nbsp;
The ministry's order, dated November 28, mandating all mobile phone manufacturers to pre-install Sanchar Saathi app in all handsets to be sold in India as well as in existing devices through software update has triggered a row.&nbsp;
Concerns have been raised about possible snooping and that the app could be used to read messages that users exchange.&nbsp;
Asserting that the app is for the protection of people, he said the government wants to give choices to consumers. If a consumer has not been registered on the app, then the app will not be operational and one can also delete the app, he stated.&nbsp;
There have been around 1.5 crore app downloads. With the portal and the app, 26 lakh stolen handsets have been traced, 7 lakh stolen handsets have been returned to the consumers, 41 lakh mobile connections have been disconnected and 6 lakh frauds have been blocked, the minister said.&nbsp;
The ministry's order also mandates mobile phone companies to ensure that the pre-installed Sanchar Saathi application is readily visible and accessible to the end users at the time of first use or device setup and that its functionalities are not disabled or restricted.&nbsp;

"This time in Parliament, there was so much ruckus and opposition didn't cooperate. Due to this obstinate behaviour, opposition missed participating in discussions on several important bills which were passed," a government functionary said.
In the Rajya Sabha, except for The Bills of Lading Bill, 2025, which was passed without any disruption on the first day of the Monsoon session, the other bills were passed after some discussion amid din or only after the Opposition parties staged a walk out, the functionary said.

The Lok Sabha was adjourned sine die on Thursday, drawing curtains on the month-long Monsoon Session with Speaker Om Birla lamenting "planned disruptions" by the Opposition on a daily basis.
After an earlier adjournment at 11 am, the House met again at 12 noon, in which Birla lamented that in the entire session, efforts were made to disrupt the proceedings repeatedly. He said it was time for introspection for all as not much discussion could take place during the month-long session.
The session commenced on July 21, in which the entire Opposition disrupted proceedings daily, seeking a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar.
Birla noted that in the session, 419 starred questions were included in the agenda, but due to "continuous planned disruptions", only 55 questions could be taken up for oral answer.
"We all had decided at the beginning of the session that we would hold discussions for 120 hours in this session. The Business Advisory Committee also agreed to this. But due to continuous deadlock and planned disruptions, we could barely work for 37 hours in this session," he underlined.
Birla said the entire country watches the conduct and functioning of members of Parliament.
"The public has great expectations from us that we have serious and meaningful discussions on their problems and issues of wider public interest, on important bills, in accordance with the decorum of Parliament," he said.
In this session, 14 government Bills, including the ones for the removal of PM, CMs, ministers arrested on serious charges for 30 days, were introduced and 12 Bills were passed. One of the key Bills passed was to ban online money gaming.
Tempers flared, copies of Bills were torn and flung, and members of the ruling and opposition alliances came face-to-face when Home Minister Amit Shah moved to introduce the Bills on the removal of PM, CMs, ministers arrested on serious charges.
On July 28 and 29, a special discussion was held on Operation Sindoor, which concluded with the reply of Prime Minister Narendra Modi. On August 18, a special discussion began on the achievements of India's space programme but it remained inconclusive.
Birla lamented that sloganeering, displaying placards and "planned deadlock" in the Lok Sabha or Parliament premises hurts parliamentary decorum.
"The kind of language and conduct seen in this session is not in accordance with the dignity of Parliament. It is the responsibility of all of us to cooperate in building healthy traditions in the House. In this dignified House, we should avoid sloganeering and disruption and take forward serious and meaningful discussions," he said.
After his valedictory address, Birla adjourned the House sine die (for an indefinite period).

The Jan Vishwas (Amendment of Provisions) Bill 2025, which seeks to decriminalise certain minor offences to promote ease of living and business, was introduced in the Lok Sabha on Monday and referred to a Select Committee.
Introducing the bill, Commerce and Industry Minister Piyush Goyal said the bill seeks to enhance trust-based governance for ease of doing business.
The Bill was then referred to the Select Committee of the Lok Sabha. The committee has been tasked to submit its report to the House by the first day of the next session of Parliament.
The Bill was introduced amid din as Opposition parties protested, demanding a discussion on the voter rolls revision in Bihar and other issues.
A total of 355 provisions are proposed to be amended through this Bill. It includes 288 provisions decriminalised to foster ease of doing business, and 67 to facilitate ease of living.
It also proposes 67 amendments under the New Delhi Municipal Council Act, 1994 (NDMC Act) and the Motor Vehicles Act, 1988.
The legislation is part of the government's efforts to enhance the country's business climate.
In 2023, the Jan Vishwas (Amendment to Provisions) Act was enacted, which decriminalised 183 provisions in 42 central Acts, administered by 19 ministries and departments.
The 2025 Bill expands this reform agenda to cover 16 central acts administered by 10 ministries and departments.
Key features of the bill include advisory or warning for 76 offences under 10 acts; imprisonment clauses for minor, technical or procedural defaults replaced with monetary penalties or warnings; penalties made proportionate, with graduated penalties for repeated offences; designated officers empowered to impose penalties through administrative processes, reducing judicial burden; and automatic 10 per cent increase every three years to maintain deterrence without legislative amendments.
Four Acts -- the Tea Act, 1953, Legal Metrology Act, 2009, Motor Vehicles Act, 1988, and Drugs and Cosmetics Act, 1940 -- were part of the Jan Vishwas Act, 2023 and are proposed for further decriminalisation under the current Bill.
According to an official, the proposal in this Bill is to remove imprisonment and/or fines.
Imprisonment and fine are proposed to be removed in three provisions; fine removed in 33 provisions; imprisonment removed, fine retained in 14 provisions; imprisonment removed, fine enhanced in 4 provisions; imprisonment reduced, fine enhanced in 2 rules; and imprisonment/fine converted to penalty/notice in a number of norms.
The 2025 bill also proposes 67 amendments under the New Delhi Municipal Council Act, 1994 (NDMC Act) and the Motor Vehicles Act, 1988, to facilitate Ease of Living.
In NDMC law, the bill proposes replacing the rateable value method of property tax with the Unit Area Method, introducing a transparent and formula-based system linked to property size, usage and location.
"This will simplify assessment, reduce discretion, and enhance compliance," the official said.
Similarly, in the Motor Vehicles Act, the bill proposed to provide relaxation and clarity in compliance, including state-wide vehicle registration instead of jurisdiction-specific; driving licence renewal effective from the date of renewal if applied after expiry; a grace period of 30 days after licence expiry; and claims tribunals empowered to condone filing delays up to 12 months.&nbsp;

As soon as the day's proceedings started, Opposition members wanted to raise various issues and some of them also trooped into the Well of the House.
Amid sloganeering and display of placards by the protesting members, Speaker Om Birla said the decorum of the House should be maintained and also urged them to go back to their seats.
Birla repeatedly asserted that the behaviour of the members was not appropriate and also took the name of senior DMK leader T R Baalu, asking whether it is right to protest.
Efforts should be made to strengthen democracy and people have given the opportunity to raise their issues, Birla said as he again urged the protesting members to allow the House to run.
The Question Hour was disrupted due to the protests. With the din continuing, the proceedings were adjourned within three minutes till 2 pm.

The Congress on Wednesday slammed Prime Minister Narendra Modi and Home Minister Amit Shah for their criticism of India's first PM Jawaharlal Nehru in their remarks in the Lok Sabha, saying they have no answers to their "present-day failures" and they choose to "divert, distract, distort, and defame".
Congress general secretary in-charge communications Jairam Ramesh said, "Yesterday in the Lok Sabha, both the HM and the PM once again showed that they suffer from what in medical language is called obsessive-compulsive disorder (OCD) when it comes to Jawaharlal Nehru. It is possible that this will be on display in the Rajya Sabha too today." "They have NO answers to their present-day failures. They have NO answers to legitimate questions that are being raised on their policies and actions," he said.
Instead of engaging in meaningful debate, they divert, distract, distort, and defame, he said.
"The Home Minister claimed to be a historian of sorts. He is India's second greatest distorian. Top honours in this regard is reserved for the man qualified in Entire Poli(e)tical Science," Ramesh said.
Speaking during the discussion in Lok Sabha on the Pahalgam terror attack and Operation Sindoor, Modi said the Congress government under Jawaharlal Nehru lost over 38,000 km of territory of Aksai Chin.
He slammed the Indus Waters Treaty agreement that the first prime minister signed with Pakistan as a "big blunder".
"Before asking why PoK has not been taken back yet, Congress must respond -- who let it go. India is still suffering the pain of mistakes committed by previous Congress governments, starting from Jawaharlal Nehru," Modi had said.
Earlier on Tuesday, Shah also hit out at Nehru when he intervened in the debate.
Shah said a blunder by the main opposition party led to the creation of Pakistan and claimed that Pakistan-occupied Kashmir was the legacy of first prime minister Nehru.
"In 1948, our armed forces were at a decisive stage in Kashmir. Sardar Patel kept saying no, but (Jawaharlal) Nehru announced a unilateral ceasefire. If Pak-occupied Kashmir exists today, it is due to this unilateral ceasefire announced by Nehru. Jawaharlal Nehru is responsible for this," the home minister had said.
He had also claimed that Nehru ceded the geographical and strategic advantage India enjoyed, and offered 80 per cent of the Indus waters to Pakistan under the Indus Waters Treaty in 1960.&nbsp;

Speaking in the Lower House, Gandhi claimed the government revealed sensitive details about Operation Sindoor to Pakistan, soon after it was launched.
"Yesterday, I watched Rajnath Singh ji's speech. He said that Operation Sindoor began at 1:05 in the morning and lasted for 22 minutes. He said a very shocking thing: that at 1:35, we called Pakistan and told them that we had hit non-military targets and we didn't want escalation. These are the words of the Defence Minister of India," the former Congress president said.
"You told Pakistan exactly what you would do: that you would not target military establishments and you didn't want escalation. That's surrender. Immediate surrender in 30 minutes," Gandhi said, slamming the government.
He cited remarks by Defence Attache in Indonesia, Group Captain Shiv Kumar, to claim that there were constraints by the political leadership to not attack the Pakistani military establishment and their air defences.
Why was the Pakistani government told that India will neither attack their army infrastructure nor their air defense and why were the hands of the Indian Air Force tied, Gandhi asked.
He alleged that the goal of this exercise was to "protect the image of the PM" as he had "blood of Pahalgam victims on his hands".
Tagging the video of his speech, Gandhi later said on X, "Prime Minister, The nation and the army are far above your image, your politics, your PR, and your propaganda. Have the humility to understand this, have the dignity to accept it." "If you lacked the ability to make decisions, you also had no right to pawn the pride of the army and the nation," he said.
In his remarks in the Lok Sabha, Gandhi said this government is clueless about what deterrence and political will means, and gave Indira Gandhi's example when Pakistan was broken into two parts in 1971.
"I said in this House, three-four months back and they laughed at me. I said please understand that India's biggest foreign policy challenge has been to keep Pakistan and China separate. And I said here that I am sad to say that you have destroyed the single biggest goal of foreign policy. China and Pakistan are fused," Gandhi said.
He said that what happened during Operation Sindoor is that the government of India thought it was fighting Pakistan but soon realised suddenly that they were fighting China and Pakistan both.
"Meaning that the Pakistani Air Force was attached with the Chinese Air Force and not only that, the doctrine of the Pakistani Air Force was changed ...the Chinese were feeding critical battlefield information to them," he said and cited Deputy Chief of Army Staff Lieutenant General Rahul R Singh remarks on China's support to Pakistan during Operation Sindoor.
Gandhi asserted that the armed forces should be used with freedom, saying if one wants to unleash a tiger, it should be freed.
"Do not tie his hands behind his back. Go all the way, defeat them once and for all. Don't have President Trump tell you 29 times that he stopped the war. Have the courage to tell him, 'no, to hell with you, you can't stop any war, we are going to fight'," the former Congress president said.
The point is that we're now facing a Chinese-Pakistani fusion right in front of us, he said.
"This is a very dangerous time, and we can't afford a Prime Minister who lacks the courage to utilise the army the way it has to be used. We can't afford a Prime Minister who doesn't have the guts to say from here that Donald Trump is a liar, that he didn't stop India from fighting and is lying about the planes," Gandhi said.
He said India needs a prime minister who frees the Army, Air Force and Navy and tells them -- 'Go, finish the job", much like what Indira Gandhi did. Gandhi claimed that Trump has stated "29 times" that he brought about a ceasefire between India and Pakistan.
"If he is lying, the PM should say here that Trump is lying. If he has the courage of an Indira Gandhi, let him say here, 'Trump, you are a liar, you did not make a ceasefire and we did not lose any planes'," Gandhi said.
"If Modi ji has even 50 per cent of the courage that Indira Gandhi had, then clearly he must say in Parliament - Donald Trump is lying!" he said.
In his remarks, Gandhi also referred to a statement of Chief of Defence Staff General Anil Chauhan, who said in an interview that India rectified its tactics and hit deep inside Pakistani territory after suffering losses during Operation Sindoor.
"The Indian Air Force made no mistake but the mistake was committed by the political leadership that 'you cannot attack military infrastructure and CDS Anil Chauhan must say 'my hands were tied so the Air Force is not to be blamed at all'," Gandhi said. He asserted that the Pahalgam incident was a brutal attack that was organised and orchestrated clearly by the Pakistani state.
Referring to External Affairs Minister S Jaishankar's remarks in the House, Gandhi said he did not tell people that no country condemned Pakistan particularly.
"When the UPA government was there, Pakistan was condemned for terrorism," he said.
Gandhi also slammed Modi for not speaking out when Trump hosted the "architect of the Pahalgam attack", Pakistan Army Chief Asim Munir, for lunch.

Three of the terrorists who carried out the Pahalgam massacre have been eliminated by security forces in a joint operation by the Army, CRPF and Jammu and Kashmir Police near Srinagar, Union Home Minister Amit Shah announced in the Lok Sabha on Tuesday.
The terrorists were killed Monday in an operation dubbed Mahadev but officials had held back in identifying them conclusively as the Pahalgam attackers.
Participating in a special discussion on Operation Sindoor, Shah also attacked the opposition party for giving a "clean chit" to Pakistan for the April 22 Pahalgam attack. Had the Congress opposed Partition, the problem of terrorism in Jammu and Kashmir would never have occurred, he said.

Shah was referring to former Home Minister P Chidambaram's recent remarks that those behind the Pahalgam massacre could be "homegrown terrorists".
Giving details of 'Operation Mahadev', Shah said the slain terrorists have been identified as Suleman alias Faizal, Afghani and Jibran.
"While Suleman was an A-category commander of Lashkar-e-Taiba, Afghani was also an A-category LeT terrorist. Jibran too was a notorious and wanted terrorist. All these three involved in the killing of our citizens at Baisaran valley in Pahalgam have now been eliminated," he said.
Shah said the identity of the terrorists was confirmed by those detained for sheltering and providing them with food ahead of the Pahalgam attack.
The arms -- one M-9 and two AK-47 rifles -- recovered from the terrorists were flown to Chandigarh Monday night in a special flight for examination at the Central Forensic Science Laboratory.
The empty cartridges found at Pahalgam and those after test firing by the guns recovered from the terrorists were matched by the forensic lab, Shah said. The ballistic report is with him, he added.
"Six forensic experts have confirmed to me on a video call this morning that these are the same bullets used in the Pahalgam attack," he said.
Shah said security forces had recovered Pakistani voter IDs of two of the killed terrorists as well as chocolates made in Pakistan and the weapons.
"Prime Minister Narendra Modi, through Operation Sindoor, ensured that the masterminds of the Pahalgam attack were eliminated. And yesterday, in Operation Mahadev, those terrorists who were involved were eliminated," he said.
Describing the Pahalgam attack as barbaric, Shah said innocent civilians were brutally killed in front of their families after being asked about their religion.
Expressing condolences for those killed in Pahalgam and during Pakistani shelling on civilians, he said civilians were martyred and some gurdwaras and temples damaged due to Pakistani firing.
Terrorists are now being sent from Pakistan to Jammu and Kashmir as there are no local terrorists in Kashmir, Shah said.
He said after the elimination of the three terrorists, he thought this news would spark a wave of joy across treasury and opposition benches. "But opposition faces are gloomy," he said.
Describing Pakistan as the root of all terrorism, he said Pakistan was a mistake committed by the Congress. "Had they rejected Partition, there would have been no Pakistan," he added.
Referring to Chidambaram's statement, Shah said it was extremely unfortunate that a former home minister is saying what evidence was there.
"What are they trying to prove? Whom are they trying to protect? They say that the terrorists were not Pakistani, and in this way, a former home minister from Congress is trying to give Pakistan a clean chit. By saying this, Chidambaram wants to suggest that if the terrorists were not Pakistani, then why did we attack Pakistan," he said, adding this was a clear conspiracy to protect Pakistan.
Shah said under Operation Sindoor, Indian forces attacked targets 100 km inside Pakistan and India could exposed state sponsored terrorism in Pakistan.
He said India's armed forces crippled Pakistan's defence systems in such a manner that the neighbouring country had no choice but to request India to halt attacks.
"In 1948, Indian armed forces were in a decisive position to take back Pakistan occupied Kashmir but then PM Jawaharlal Nehru declared unilateral ceasefire," he said.
In 1971, Shah said, 93,000 Pakistani soldiers surrendered and India had 15,000 sq km Pakistan territory under control, but still PoK was not taken back.
During 1962 war with China, then PM Nehru bade goodbye to Assam in a speech on Akashvani, he said.
Shah said between 2005 and 2011, there were 27 terrorists attacks but what did the Congress government do, they just sent dossiers to Pakistan.
"Terrorists now sent from Pakistan to J-K as no local terrorists in Kashmir... Scrapping of Article 370 has destroyed terror ecosystem in Jammu and Kashmir," he said.
"From 2004 to 2014, there were 7,217 terrorist incidents in Kashmir. From 2014 to 2025, these reduced by 70 per cent to 2,150. From 2004 to 2014, 1,770 civilians died. This reduced by 80 per cent to 357 from 2014 to 2025. From 2004 to 2014, the number of deaths of security forces was 1,060. This decreased to 542 in our time. And there was a 123 per cent increase in the deaths of terrorists," he said.
Attacking Congress, Shah said underworld don Dawood Ibrahim fled in 1986 when Rajiv Gandhi's government was in power, terrorists Syed Salahuddin, Tiger Memon, Anis Ibrahim Kaskar fled in 1993 when Congress government was in power and when Riyaz Bhatkal fled in 2007 and Iqbal Bhatkal fled in 2010, then again it was a Congress government.
"The answer they demanded from me has already been given by our security forces. Now let Rahul Gandhi answer why these people fled," he said.
Shah said Prevention of Terrorism Act (POTA) was scrapped by the Manmohan Singh government in its first cabinet meeting after coming to power in 2004.
"The country deserves to know who benefitted from Congress repealing POTA? Those opposed to POTA will never appreciate Narendra Modi's anti-terror policies," he said.&nbsp;
