On 26 February, terrorists had shot and killed Sanjay Sharma, a bank security guard, while he was on his way to a local market.

The victim was a 40-year-old member of the minority Kashmiri Pandit community, and resident of the Achan area in the south Kashmir district.

In a fresh instance of a terrorist attack on civilians in Jammu and Kashmir, a Hindu man was shot dead in Pulwama on 26 February 2023.
The incident took place at around 11 am when the victim, Sanjay Sharma, was on his way to the local market. The deceased was a 40-year-old member of the minority Kashmiri Pandit community, and resident of the Achan area in the south Kashmir district.
He was rushed to hospital, but could not be saved. Police said that the area was subsequently cordoned off.

With fear gripping the Kashmiri Pandit community due to terrorist attacks targeted at civilians, a delegation met Congress leader Rahul Gandhi on 23 January 2023.
A group of migrant Pandits met Gandhi in Jammu and Kashmir's Samba district during his Bharat Jodo Yatra. The participants said that "targeted killings" by terrorists, and the consequent protests by Pandit government employees were discussed in the meeting.
The delegation also invited Gandhi to visit their Jagti township along the Jammu-Srinagar National Highway.
"We had a very good interaction with Gandhi and we briefed him about the issues of the community, especially the prime minister's package employees who were provided jobs by the previous UPA government led by Manmohan Singh. They are on protest over the past six months in Jammu and their salaries have been withheld," social activist Amit Koul, who was part of the delegation, told news agency PTI.
Nearly 4,000 Kashmiri migrant pandits are working in different departments in the Valley after their selection under the prime minister's employment package announced in 2008. The package has two major components - 6,000 jobs for the youth from the community, and building as many accommodation units for the recruited employees.
However, many of the employees fled to Jammu after one of their colleagues, Rahul Bhat, was shot dead by terrorists inside his office in Budgam district on May 12 last year in what was described as a case of targeted killing. They are on a strike demanding their relocation out of the Valley.
"We also raised other issues of the community including the need for enhancement of relief. We requested him to visit our township Jagti or send a delegation but he assured that he will visit Jagti himself and raise their issues within and outside Parliament," Koul said.

The Pandit employees have been on strike for 249 days following a spate of terror attacks targeting civilians and minority community members.

A day before Union Home Minister Amit Shah's trip to Jammu and Kashmir, migrant Kashmiri Pandit employees staged a protest. Amit Shah is visiting Rajouri on 13 January 2023 to meet families of terror attack victims.
The Pandit workers have been on strike for 249 days following a spate of terror attacks targeting civilians and minority community members. The striking workers have been seeking an appointment with the Lieutenant Governor to press for their transfer to "safer" areas.
"We are demanding that the employees should be relocated from Kashmir in the wake of selective and targeted killings. For the matter to be raised with the government, we are seeking a written assurance for an appointment with the LG," a protester told reporters here.
He said they have failed to get an appointment with LG Manoj Sinha despite three separate requests made to the Raj Bhawan.

Working president of the Jammu and Kashmir Congress Raman Bhalla and BJP leaders Rajiv Pandita and Rakesh Kaul, visited the protest site, among others. However, police did not allow Bhalla to sit on a dharna with the protesters.
Another employee said they have been protesting at the relief commissioner's office here for the last 249 days and will not return to the valley under the prevailing circumstances.

Dr Archana Koul, who works with a pharmaceutical company, has launched a study on genetic changes in the Kashmiri Pandit community in the last 3 decades.

January 2023 will mark 33 years of the exodus of Kashmiri Pandits from the Valley. Ahead of the grim anniversary, a Canada-based scientist has announced a genetic analysis of the displaced community.
Dr Archana Koul, who works with a pharmaceutical company, has launched a study on genetic changes in the Kashmiri Pandit community in the last 3 decades.
Also part of the research is the Jonaraja Institute of Genocide and Atrocities Studies, an online venture recently launched by a group of Kashmiri Pandits. Jonaraja Institute chairman Titu Ganjoo told PTI that the project is to study changes in genetics in Kashmiri Pandits after their exodus in 1990.
"We will correlate the findings with other genocide survivors in the world, including in Armenia and Rwanda, and also Jewish survivors," Ganjoo said. He said that the study will reveal new aspects about the ill-effects of exodus and whether it is reversible or permanent.

Koul, who is armed with vast experience in molecular cloning for genetic expression, gene manipulation, recombinant DNA, protein technology, and microRNAs, said that the project will take anything between one and two years.
Talking about the outreach to inter-generational people of the Kashmiri Pandit community, the scientist said, "We are getting feedback from groups of four generations through questionnaires. We will study their conditions."
After completion of this process, the team will procure blood samples from them, she said, adding that "we need to have at least 50 samples each for four generations of people. In the case of great grandparents' generation, we need samples of most of them. The process has been started," she said.

The Congress party is trying to corner the Bharatiya Janata Party over one of the saffron party's core issues - the plight of Kashmiri Pandits. The Congress on 27 October 2022 cited claims of a fresh exodus of Kashmiri Pandits from south Kashmir's Shopian district.
Amid a spate of targeted killing of civilians by terrorists in Jammu and Kashmir, around 10 Kashmiri Pandit families are claimed to have left their village, Choudharygund, in Shopian out of fear and moved to Jammu. Members of the minority community, who have since been camping in Jammu, ruled out any plan to return to the Valley.
However, authorities in Shopian have contested claims of an exodus, saying that Kashmiri Pandits have not been leaving en masse.
The Opposition Congress party demanded that the Narendra Modi government release a white paper on the plight of the minority community during its eight-year rule.
Congress also sought an apology from the Modi administration for being unable to stop targeted killings by terrorists. The party said that there have been 30 targeted killings of Kashmiri Pandits between January and October 2022.

Rehabilitation of Kashmiri Pandits: SC asks petitioner to make representation before Centre

The Supreme Court on Friday asked an NGO to withdraw their plea seeking the rehabilitation of Kashmiri Pandits and Sikhs in the valley who left their homes and migrated during 1989-2003.&nbsp;
The plea was heard by a bench of Justices B R Gavai and C T Ravikumar.
The top court asked the NGO &lsquo;We the Citizens&rsquo; to make a representation to the Centre government in the matter. The NGO had sought the constitution of a Special Investigation Team (SIT) to investigate the targeted killings in Kashmir valley that had triggered the migration.&nbsp;
"It is purely in the domain of the executive. You approach the government.", the court directed the NGO. The plea had also sought directions to conduct a census of Hindus and Sikhs who have been victims or survivors of the targeted killings and are now residing in different parts of India.&nbsp;
While the provisions of Article 370 granted special autonomous status to Jammu and Kashmir, Article 35-A provided special rights and privileges to natives of the erstwhile state.

During the search operation, police recovered arms and ammunition from Wani's house in Kutpora where he was taking shelter after the attack.&nbsp;

The Jammu and Kashmir administration on Wednesday initiated the process of attaching the house of a terrorist who killed a Kashmiri Pandit in Shopian, while his father and three brothers were arrested for sheltering him by the police.
Police said Adil Wani killed Sunil Kumar Bhat in an orchard in a Shopian village on Tuesday and later took shelter at his home in Kutpora.
The security forces launched a cordon and search operation but Wani, a categorised terrorist of the banned Al-Badr outfit, fled in the cover of darkness after hurling grenades at the approaching police party, they said.
During the search operation, police also recovered arms and ammunition from Wani's house, prompting the authorities to place his father and three brothers under arrest besides initiating the process of attaching their house.
Wani was identified by eyewitnesses and Sunil Kumar's cousin as the person who fired indiscriminately at him and his brother while they were working in the apple orchard on Tuesday.

Earlier this year, the Jammu and Kashmir Police had announced that it would start the process of "attachment of some immovable properties which have been used for purpose of terrorism as per section 2(g) and 25 of ULP Act (Unlawful Activities Prevention Act)" and asked people not to shelter or harbour terrorists/terror associates.
Under this provision, all kinds of properties that have been derived or obtained from the commission of any terrorist act or intended to be used for a terrorist act can be seized.&nbsp;

AS Dulat, former special director of the Intelligence Bureau (IB), and former chief of the Research and Analysis Wing (R&amp;AW) told The Wire recently that a terrorist cell, comprising of 10-12 operatives is likely to be behind the killings.

He opined that the cell is based in Jammu and Kashmir's capital city Srinagar, and it is most probably Pakistani terrorists who are running the operation. Most significantly, he suggested that these terrorists are using information gathered from "sympathisers" in the government system.
In the May 19 interview Dulat called the current wave of attacks the most "dangerous" form of terrorism since the dilution of Article 370, which led to the revocation of Jammu and Kashmir's special status in August 2019.
He said that the terrorists behind the attacks are unknown, unlike earlier times when agencies and forces had an idea of the terrorist commanders. Dulat also said that it is very serious that the terror cell is probably operating from Srinagar - a phenomenon not seen since the 1990s.
He also called the terror cell "professional" in its operations. With terrorists using small arms which are more difficult to detect, Dulat said that silencers might be making a comeback to the Valley. Lastly, the ability of terrorists to tap into the government system for information is a cause for concern.
The spate of attacks has led to fresh concern regarding the security situation in the Union Territory. On May 12, government employee Rahul Bhat was killed at the Chadoora tehsil office in Budgam. Five days later, a grenade attack occurred at a liquor store, killing employee Ranjit Singh and injuring 3 others.
Then, on May 24, policeman Saifullah Qadri was killed near his Srinagar home. His 9-yr-old daughter was also injured. Just a day later, terrorists killed TV artiste Amreen Bhat at her Chadoora home. Her 10-yr-old nephew was also injured.
On May 31, government school teacher Rajni Bala was murdered by terrorists in Kulgam. On June 2 morning, bank manager Vijay Kumar, who hailed from Rajasthan, was shot dead in Kulgam. On the same day, in the evening, Dilkhush, a labourer from Bihar was killed, and another was injured in an attack in Budgam.
The Narendra Modi government has responded to the attacks with high-level meetings. With the Amarnath Yatra beginning on June 30, and lakhs of pilgrims heading to Jammu and Kashmir, the administration has only a few weeks to bring the situation under control.

He opined that the cell is based in Jammu and Kashmir's capital city Srinagar, and it is most probably Pakistani terrorists who are running the operation. Most significantly, he suggested that these terrorists are using information gathered from "sympathisers" in the government system.
In the May 19 interview Dulat called the current wave of attacks the most "dangerous" form of terrorism since the dilution of Article 370, which led to the revocation of Jammu and Kashmir's special status in August 2019.
He said that the terrorists behind the attacks are unknown, unlike earlier times when agencies and forces had an idea of the terrorist commanders. Dulat also said that it is very serious that the terror cell is probably operating from Srinagar - a phenomenon not seen since the 1990s.
He also called the terror cell "professional" in its operations. With terrorists using small arms which are more difficult to detect, Dulat said that silencers might be making a comeback to the Valley. Lastly, the ability of terrorists to tap into the government system for information is a cause for concern.
The spate of attacks has led to fresh concern regarding the security situation in the Union Territory. On May 12, government employee Rahul Bhat was killed at the Chadoora tehsil office in Budgam. Five days later, a grenade attack occurred at a liquor store, killing employee Ranjit Singh and injuring 3 others.
Then, on May 24, policeman Saifullah Qadri was killed near his Srinagar home. His 9-yr-old daughter was also injured. Just a day later, terrorists killed TV artiste Amreen Bhat at her Chadoora home. Her 10-yr-old nephew was also injured.
On May 31, government school teacher Rajni Bala was murdered by terrorists in Kulgam. On June 2 morning, bank manager Vijay Kumar, who hailed from Rajasthan, was shot dead in Kulgam. On the same day, in the evening, Dilkhush, a labourer from Bihar was killed, and another was injured in an attack in Budgam.
The Narendra Modi government has responded to the attacks with high-level meetings. With the Amarnath Yatra beginning on June 30, and lakhs of pilgrims heading to Jammu and Kashmir, the administration has only a few weeks to bring the situation under control.

Dulari Bhat's husband had been killed in the 1990s, but she stayed back in her native village with her children. Her son Subhash thanked the Muslim community for help in his mother's cremation. He said, "My mother passed away today. Muslim brothers supported me a lot. All the arrangements were made with their help. I want to tell people to see this brotherhood. Forget other things. Members of all communities should be able to live peacefully with each other. For our nation, all communities should peacefully co-exist."
Other residents of YK Pora said that communal harmony was a part of the village's history and culture. "We live in YK Pora and this village is cited as an example of communal harmony. This brotherhood is not new. It's very old. Our fathers, grandfathers, ancestors lived in peace. Their (Pandit family) younger son's name is Rinku. I have very old relations with him. We've known each other for around 20 years. We visit each other's houses. They visit us on Eid. We visit them on their festivals. I would like to give a message that people should live in peace. That's most important. Islam, our religion teaches us that we should stay on good terms with our neighbours and take care of them. When a Muslim departs from this world, they (Pandit family) visit us," said a family friend.

Protests are taking place in various parts of Jammu and Kashmir after Rahul Bhat, a govt employee belonging to the Kashmiri Pandit community was shot dead by militants inside his office in Budgam on Thursday. 
In Srinagar, the police used batons and tear gas to disperse the protesters who were trying to march to the city airport from Budgam, according to news agency PTI. 
There were several pockets of protests in Budgam as well with members of the Kashmiri Pandit community demanding justice. They also demanded a meeting with the union territory's Lieutenant Govenor Manoj Sinha. 
The Kashmiri Pandit Employees Association also protested in Anantnag. 
Bhat (35), a Kashmiri Pandit employee, was shot dead by terrorists at a crowded government office in the Chadoora area of Budgam on Thursday.
PDP president Mehbooba Mufti, meanwhile, claimed that she has been placed under house arrest to stop her from visiting Budgam to express solidarity with the protesting Kashmiri Pandits.
In a tweet, Mufti said she was put under house arrest as the BJP did not want Kashmiri Muslims and Pandits to empathise with each other's pain.
"Wanted to visit Budgam to express my solidarity with Kashmiri Pandits protesting against GOIs failure to protect them. Have been put under house arrest as the fact that Kashmiri Muslims and Pandits empathise with each other’s pain doesn’t fit into their vicious communal narrative," the PDP chief said.
Police officials, however, refused to comment over Mufti’s claim.
National Conference (NC) vice-president Omar Abddullah said it was “shameful that legitimate and justified protests” are met with a “heavy-handed response”.
“This is not new for the people of Kashmir because when all the administration has is a hammer every problem resembles a nail. If the LG’s Govt can’t protect KPs they have a right to protest,” he wrote on Twitter.
“Tourism is not normalcy, it’s a barometer of economic activity. Normalcy is the absence of fear, the absence of terror, the inability of militants to strike at will, the presence of democratic rule & by any yardstick you choose to use, Kashmir is far from normal today,” Abdullah said.
The NC leader, while condemning the killing of a policeman in Pulwama on Friday, said targeted killings continue “unabated” in the valley.
“Rahul in his office yesterday, Riyaz Ahmad Thoker, a SPO with J&K police, in his own home today. Targeted killings continue unabated. I can’t condemn this killing strongly enough. May Allah grant Riyaz place in Jannat,”
