Then, when officials ask the companies to take down objectionable content and the accounts posting them, the international community sees the Indian government in a negative light and perceives it as being against free speech, participants at the meeting reportedly said. The latest meeting occurred weeks after some YouTube accounts were banned for allegedly being operated from Pakistan and spreading anti-India propaganda. Last year, the government introduced new Information Technology rules which required large social media companies, i.e. those with 50,000 or more users, to take a host of steps. Twitter, which is weeks past its deadline to comply with new IT rules requiring social media sites to appoint India-based officers, said it was likely to need two more weeks.
Twitter was today sternly told that it cannot take "as long as it wants" in this country to appoint a grievance officer.

The Centre told the Delhi High Court on Monday that the IT Rules 2021 are the 'law of the land' and Twitter is 'mandatorily'&nbsp;required to comply with them.The central also told the Dehi&nbsp;High court that Twitter has failed to fully comply with the rules, which results in the micro-blogging site losing the immunity granted to intermediaries under the law.
The reply was filed in response to a petition alleging that the US-based micro-blogging site has not appointed a resident grievance officer, as per the IT Rules 2021. The Centre told the court that Twitter had initially appointed interim Resident Grievance Officer and Nodal Contact Person but it later informed that both the officers have resigned from their positions.
The Centre said in its reply said the grievances from India in the interim are apparently being handled by Twitter&rsquo;s personnel from the US, which amounts to non-compliance with the IT rules.&nbsp;

The Delhi High Court on Monday declined to stay the Centre&rsquo;s May 28 notice asking digital news portals to comply with the new IT Rules 2021. The court said it was not in agreement with the petitioners on passing such an order at this stage.
Foundation for Independent Journalism, The Wire, Quint Digital Media Ltd and Pravda Media Foundation, parent company of Alt News, sought a stay on the Information technology Rules, 2021, on the ground that a fresh notice has been issued to them to comply with the rules or else coercive action will be taken.
A vacation bench said the notice has been issued to them only for implementation of notification on which there was no stay.

A day after Dharmendra Chatur stepped down Twitter has appointed California-based Jeremy Kessel as the new grievance officer for India. An update on Twitter&rsquo;s website on Monday morning flagged the new development. &nbsp;Kessel is the Global Legal Policy Director of Twitter.
However, Kessel&rsquo;s appointment is not in line with new IT rules. The new IT guidelines mandate that all nodal officials, including the grievance redressal officer to be based in India.
