As the full budget for 2024-25 approaches, taxpayers are eagerly anticipating relief measures amid the rising cost of living.
In this episode of Invest Smart, Nitin Baijal, Executive Director at Deloitte India, shared insights on what taxpayers might realistically expect from the budget, scheduled for the third week of July.
<h3>Budget expectations</h3>
Baijal noted that the government&rsquo;s focus is likely to remain on the simplified tax regime introduced in previous years. To encourage more taxpayers to adopt this regime, he suggested that the government might increase the standard deduction from ₹50,000 to ₹1,00,000, or even higher for senior citizens, to account for escalating medical and living costs. Currently, only 15-20% of taxpayers have embraced the new regime, with most still preferring the old one due to available deductions under Chapter 6.
Baijal also emphasized the need for simplifying the income tax slabs. He proposed reducing the number of slabs from five to three, with rates of 10%, 20%, and 30%, which could make the tax system more accessible and encourage the transition to the new regime.
The flexibility to switch between tax regimes, especially for business professionals, was highlighted as a potential area for improvement. Currently, taxpayers can only change their regime once, which adds complexity. Baijal suggested allowing more frequent changes, possibly twice a year.
Given the inflation and rising costs over the past decade, an increase could provide much-needed relief, he noted.
<h3>Capital Gains Tax</h3>
He also discussed the possibility of aligning capital gains tax rates across asset classes to simplify the system. For instance, standardizing long-term capital gains tax and holding periods could reduce confusion and make compliance easier for taxpayers.
Additionally, Baijal touched on the potential reclassification of futures and options (F&amp;O) income from business income to speculative income to discourage excessive speculative trading.

Another reason is the unregulated nature of the market since there is no framework to control the costs of hospital services.&nbsp;

While health insurance premiums have surged by 15-18% annually over the last three years, term insurance premiums have also risen, however, they still remain the cheapest globally. This increase in term insurance premiums is due to reinsurers reassessing risks post-pandemic and charging higher premiums for Indian insurers.

Recent regulatory changes, such as reducing the moratorium period and waiting periods for pre-existing conditions, could marginally increase premiums in the future. However, these changes aim to provide more immediate coverage for policyholders, which could lead to a higher incidence of claims.
<h3>Consumer strategies to mitigate rising costs</h3>
To reduce the impact of rising premiums, Venkatesh suggests utilizing wellness benefits offered by insurers. Many insurers now provide discounts for maintaining good health, such as offering gym memberships or incentives for achieving daily step counts. Additionally, consumers can save by paying premiums for multiple years upfront, potentially receiving a discount of up to 15%.
When considering health insurance policies, Venkatesh advises paying attention to key factors such as premiums, coverage, waiting periods, copayments, deductibles, and room rent limits. Opting for policies with zero copay, zero deductible, and no waiting periods, while more expensive, can offer comprehensive coverage.
As the industry awaits the upcoming budget, Venkatesh further added that the potential reduction in GST on health insurance premiums from 18% to 5% is a hopeful prospect. Additionally, a new regulation implemented on April 30th mandates that the name on a mutual fund application must match the name on the PAN card, or else the application will be rejected.

"In terms of data perspective, insurance is a highly regulated space and we have a very strong regulator in the country. So from that perspective, the kind of measures that they put across in terms of information security guidelines or measures that the insurance companies have to take with respect to consumers, that's already there. So when you're referring to digital policies, it even further reduces the amount of data that flows outside of an ecosystem", said Sajja Praveen Chowdary.

Agarwal, known for her advocacy in women's financial literacy, stressed the significance of health insurance in safeguarding against unforeseen medical expenses. She highlighted a concerning trend revealed in a recent survey conducted by her company, FinSafe, indicating that many women overlook the need for adequate health coverage, often relying solely on employer-provided insurance.
Agarwal emphasised the necessity for women to secure personal health insurance policies, recommending coverage ranging from Rs 10 to 20 lakhs to mitigate potential financial burdens associated with medical emergencies.
"The first thing that I would say is that women need to have at least Rs 10 to 20 lakhs (cover). And why women, I'm saying? Generally a family of four needs to have at least Rs 10 to 20 lakhs of health insurance cover given the cost of treating large illnesses, right? And of course, do not rely only on the employer cover because in case of separation from the company, how are you going to ensure that you have the continuity of the cover then?" said Mrin Agarwal
Discussing the intricacies of health insurance selection, Agarwal cautioned against opting for policies solely based on affordability, urging women to scrutinise policy wordings for exclusions, sub-limits, co-payments, and waiting periods for pre-existing conditions. Talking about investment strategies, Agarwal underscored the role of equity funds in wealth creation, and highlighted the need for women to invest strategically to combat inflation effectively. Citing survey data, Agarwal underscored divergent attitudes among women towards equity investments, ranging from risk aversion to a desire for active stock trading. She advocated for a balanced approach, recommending mutual funds managed by experts as a prudent investment avenue.
Agarwal recommended a minimum investment horizon of 7 to 10 years for equity funds, cautioning against attempting to time the market. "I would say that, you know, if you absolutely don't know where to invest, then an index fund or a Balanced Advantage fund or a flexi cap fund, these all three are a good starting point", said Mrin Agarwal

First and foremost, Rustagi advices investors to tone down their expectations as the share markets can't give 'extraordinary returns' like it did in 2023, every year. However, he also points out that there is no need for the investors to worry yet, as the volatility has been going on only for a few days now.
He goes on to say that the prospects of share markets are promising given the possible rate cuts by the RBI and the money flow into the Indian economy.&nbsp;
"With the fundamentals improving, with liquidity in the market, I think the prospects of markets look still very promising", says Hemant Rustagi.

For investors, Rustagi has an important advice of investment in small, mid and large caps in the right proportion. Deciding the right proportion depends on experience, level of equity understanding and the size of portfolio, notes Rustagi.
For those who invested more in the small and mid cap trying to take advantage of the good run the segments had last year, Rustagi suggests re-balancing the portfolio.
On SIP investment, Rustagi mentioned that though the volatility could be unnerving for an investor, SIPs allow investment at different levels, tackling ups and down.
<h3>Recommendation for beginners</h3>
Rustagi recommends investment in multi-cap funds as it covers all the three segments (small, mid and large cap) of the market. Through this fund, a minimum of 25% is invested in all the segments and the other 25% is invested as per the discretion of the fund manager.
The second recommendation from Rustagi is investment in large and mid cap. Finally he recommends, investment in flexicap fund for beginners.

Now, policyholders can access the cashless facility at any hospital in the country, irrespective of whether it's a network hospital or not.

<h3>Cashless Treatment</h3>
Suresh Sadagopan praises the cashless facility, emphasising its role in alleviating the burden for policyholders who previously had to wait for reimbursement of expenses incurred at hospitals outside the insurance company's network.
Sadagopan also expresses concerns about the 48-hour time-frame given to insurance companies to approve cashless treatments. Additionally, it's important to note that policyholders must inform the insurance company at least 48 hours prior to admission for elective procedures and within 48 hours for emergency procedures.
Despite concerns about the approval timeline, Sadagopan describes the initiative as 'consumer-friendly' and expresses optimism that any hiccups could be resolved within 2-3 years.
He also suggests standardising the online authorization form across various medical insurance companies. He argues that this would improve efficiency for hospitals.&nbsp;
<h3>Benefits of cashless facility</h3>
The cashless facility is not beneficial just for the policyholder but also for the insurance company. Suresh Sadagopan points out that over a period of time, insurance companies can control the expenses.
"Once they (insurance company and hospitals) get into a comprehensive agreement on all possible procedures, hospitalisation and intervention, it is much easier for them to control the expenses. So over a period of time the outflow from the medical insurance companies to the hospitals is expected to come down", says Suresh Sadagopan.
The medical insurance penetration is also expected to go up, says Sadagopan.&nbsp;
"If they (General Insurance Council) popularise it, more and more people will take up this concept of medical insurance because they know they can go to any hospital and get treated", says Suresh Sadagopan.

We are approaching the end of the financial year and we are also counting down to the interim budget on February 1, two events that have a lot of us focussed on tax planning. To discuss this in detail, Avni Raja caught up with Aarti Raote, Partner, Deloitte India.&nbsp;
Old Tax Regime vs New Tax Regime
Raote began by addressing the fundamental choice between the old and new tax regimes. She said that for salaried individuals, there's a lot of flexibility to switch between the two regimes, allowing changes on multiple occassions. However, non-salaried individuals must make a one-time, well-informed decision as switching in and out is not an option. For the non-salaried class, Raote emphasised the need for a long-term view, considering factors like home loans, investments, and education plans.
Switching Tax Regimes: Keep this in Mind&nbsp;
When questioned about switching from the new to the old tax regime in a given financial year, Raote said employees must meticulously document and submit supporting documents for missed deductions during the year. She encouraged individuals to make a conscious decision at the beginning of the financial year to avoid the cumbersome processes during tax filing.
New Tax Regime &amp; Allowances
The discussion also extended to allowances and reimbursements under the new tax regime. Raote clarified that employees can still enjoy benefits like fuel conveyance, phone bill reimbursements, and more, depending on their employer's offerings. She added the choice of exemptions and benefits is often tied to the employer's compensation structure.
Expectations from FM Nirmala Sitharaman
Talking about the expectations from Finance Minister Nirmala Sitharaman in the upcoming&nbsp; interim budget, Raote said she expects the FM to enhance the ease of compliance and address operational issues within the tax system. While major announcements may be reserved for post-election budgets, small-scale improvements could streamline tax processes and offer relief to taxpayers.
Old Tax Regime: The Road Ahead
Looking ahead, Raote envisions the phasing out of the old tax regime, making the new regime the default option. She noted that the attractiveness of the new tax regime, especially for higher income brackets, has led to a significant shift in taxpayer preferences.
In conclusion, Raote outlined the available tax savings under the new tax regime, emphasizing deductions for car benefits, fuel reimbursements, telephone reimbursements, transport allowances for differently-abled individuals, and deductions for the employer's contribution to the new pension scheme.

In selecting equity funds, Parekh underscored the significance of a fund manager's articulated investment approach. Recommending multi-cap or flexi-cap funds, which encompass various styles and market caps, he suggested these as starting points. For inexperienced investors, index funds offer exposure to market returns with minimal complexity.

Azeez dispelled the Fear of Missing Out (FOMO) by presenting historical market data, illustrating the market's circular trajectory over the last two years. He emphasized the importance of a realistic, long-term investment outlook, anticipating both returns and corrections in the range of 14-15% annually.
For prospective investors, He recommended building a diversified portfolio foundation comprising flexi-cap, mid-cap, and small-cap funds. He also outlined contemporary funds poised to potentially outperform the Nifty by 3-4%. Sectoral Investments&nbsp;
Addressing sectoral investments, Azeez cautioned about the limitations of mutual funds in swiftly capitalizing on sectoral shifts. However, he identified Pharma as a potentially lucrative long-term sector due to an impending industry transformation. <h3>Financial Planning</h3>
Sadagopan emphasises on having a proper financial plan as the major part of our prime years are spent in earning money. However, with time, as the earnings increase we stop paying the attention it requires. Sadagopan points out that this lack of attention stems from the lack of interest most people have towards finances. But anybody who is earning should have a plan for their money, he insists.
"Over a period of time we start earning a very significant amount of money. Once we start earning that much amount of money, we don't pay too much attention to it", says Suresh Sadagopan. "You need to have a plan for your money", he adds.
<h3>Who needs a financial advisor?</h3>
According to Sadagopan, a financial advisor is not neccessary if you are able to spend your time on keeping yourself up to date on all the developments regarding product, economy and markets. This inclination, he estimates, is exhibited by only 1% of the people.
The rest 99% get influenced by their friends, colleagues, television and newspaper while taking financial decisions. These people require a financial advisor, Sadagopan says.
"Mostly you do what your friend is doing, what your colleague is doing, what you have watched on television, what you have read on newspaper. That doesn't work well for most people. 99% of people require a financial advisor", Said Sadagopan
<h3>Financial advisor's role</h3>
Meanwhile, a financial advisor must be well aware of the status and requirement of their clients before suggesting an investment strategy. Sadagopan says having a full account of the investor's goals and financial state will help in deciding the kind of products, asset allocation, and risk.
Sadagopan also insists on establishing trust between the clients and advisors. He mentions that a client should both trust the advisor as well as understand the advices.&nbsp;
If you do not have a financial advisor yet, Sadagopan insists on having a liquidity to cover 3 to 6 months of expenses including the EMIs and the near term goals. He also pointed out the importance of having a contigency fund, appropriate insurances (medical and life). Sadagopan further insisted on creating a retirement fund. He says, once all of this is done, you can spend the rest of the money guilt free.

The foremost thing to take care of is the selection of the fund. Dhawan goes on to say that one must be aware of the pricing in the sector - if it is in a premium rate or in a discounted rate. He advises that the funds should be bought when they are out of favour while projecting green shoots.&nbsp;
Dhawan also says that many do not pay attention to getting the portfolio weight right and tend to overload it with stocks from one particular theme
"Risk Management strategy is very important to get the (portfolio) weightage right. I think not enough people pay attention to this when they are constructing or deciding how to weight a portfolio", says Vishal Dhawan

An investor should be able to figure how much exposure the portfolio already has to the sector he/she wants to invest. As per Dhawan, any investor who could make the portfolio weight disproportionate by investing in a sector should avoid sectoral funds.
