Amid worry in the West over China's growing belligerence in the Indo-Pacific region, leaders of the AUKUS grouping of America, Australia, and the UK announced a major submarine deal.
Joe Biden, Rishi Sunak, and Anthony Albanese announced on 13 March 2023 that Australia will purchase nuclear-powered attack submarines from the US to modernize its fleet.
Biden, appearing sensitive to tensions with China and its criticism of the deal, stressed that the submarines are &ldquo;nuclear powered, not nuclear armed.&rdquo; &ldquo;These boats will not have any nuclear weapons of any kind of them,&rdquo; he said at an outdoor ceremony at Naval Base Point Loma in San Diego, where he was flanked by Albanese and Sunak.
Two submarines, the USS Missouri and the USS Charlotte, were tied up at the next pier in the Pacific Ocean behind the leaders.
Albanese said the agreement &ldquo;represents the biggest single investment in Australia's defense capability in all of our history.&rdquo; It's also the first time in 65 years that the U.S. has shared its nuclear propulsion technology, &rdquo;and we thank you for it," he said.

By providing huge amounts of money in the name of loans for developmental works in Southeast and South Asia, China wants to reduce India's influence in the region, a conference of directors-general (DGP) and inspectors-general of police (IGP) was told.
China's Belt and Road Initiative (BRI), China-Pakistan Economic Corridor (CPEC), infrastructure-related investments in India's neighbouring countries through easy loans, hot borders and Line of Actual Control (LAC) are some of the tools Beijing has been using effectively, the papers say.
"All this is being done with the aim to keep India constrained and occupied in facing the resultant challenges, force resolution of bilateral issues on its own terms, modulate India's growth story, leaving it (China) free to achieve its aim of becoming not only Asia's pre-eminent power but a global superpower," according to the papers.
The three-day annual conference was attended by Prime Minister Narendra Modi, Union Home Minister Amit Shah, National Security Adviser Ajit Doval and about 350 top police officers of the country.

How Canada plans to tackle ‘risks’ posed by China with its new Asia-Pacific strategy

Canadian Foreign Minister Melanie Joly said the message being sent was specifically aimed at Beijing, with which Ottawa has had fraught ties.

Canada on Sunday unveiled its new economic and diplomatic strategy for the Asia-Pacific region, allocating 2.3 billion Canadian dollars (US$1.7 billion) over the next five years to the plan aimed at mitigating risks posed by China.
The government of Prime Minister Justin Trudeau has based its strategy on five major planks: promoting peace and security, notably by sending a warship to the region; bolstering trade and investment; boosting "feminist international assistance"; financing sustainable infrastructure; and increasing its diplomatic presence.
"The future of the Indo-Pacific is our future; we have a role to play in shaping it. To do so, we need to be a true, reliable partner," Foreign Minister Melanie Joly said in a statement introducing the policy paper.
She said the new strategy "sends a clear message to the region that Canada is here, and they can trust we are here to stay."
In an interview with the French-language daily La Presse to coincide with the introduction of the new policy, Joly said the message being sent was specifically aimed at Beijing, with which Ottawa has had fraught ties.
"There is a fundamental problem with the fact that China currently does not respect international norms and tries to change or interpret them to its own advantage," Joly told the newspaper.

While the minister said the government would not go so far as to advise Canadian companies not to do business in China, she said: "My job is to explain the risk. And I'm saying there is a geopolitical risk in doing business in China."
The government said the strategy "presents a comprehensive road map to deepen our engagement in the Indo-Pacific over the next decade, increasing our contributions to regional peace and security."
The announcement comes on the heels of Trudeau and Joly's trip to Asia for the Group of 20 summit in Indonesia, the ASEAN summit in Cambodia and a meeting of the Asia-Pacific Economic Cooperation (APEC) forum in Bangkok.
At the G20 summit, Chinese President Xi Jinping scolded Trudeau in an unusual public dressing-down, caught on video.
Relations between the two countries plunged into a deep freeze when Canadian authorities arrested Huawei executive Meng Wanzhou in 2018 for allegedly flouting US sanctions on Iran.
Beijing later detained two Canadian citizens in China, Michael Spavor and Michael Kovrig, in what critics called a tit-for-tat response.
Meng and the two Canadians were released last year after lengthy negotiations.

Vice President Jagdeep Dhankhar highlighted the global concerns on food and energy security, and emphasised the role of the East Asia Summit (EAS) mechanism in promoting free, open and inclusive Indo-Pacific with freedom of navigation and overflight.
Addressing the 17th East Asia Summit (EAS) here, the vice president also called for the EAS members&rsquo; full contribution to the International Year of Millets in 2023.
Vice President Dhankhar underlined the growing global concerns on food and energy security, and emphasised the role of the EAS mechanism in promoting free, open and inclusive Indo-Pacific with freedom of navigation and overflight.
The US, India and several other world powers have been discussing the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China&rsquo;s rising military manoeuvring in the region.
China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it. Beijing has built artificial islands and military installations in the South China Sea. China also has territorial disputes with Japan in the East China Sea.

The Quad grouping of India, Australia, Japan and the United States has strongly opposed any unilateral actions that seek to change the status quo or increase tensions in the Indo-Pacific, amidst China's increasingly intimidatory behaviour in the region.
Dhankhar, who is in Cambodia on a three-day visit, also briefly interacted with US President Joe Biden on the sidelines of the summit.
The ASEAN (Association of Southeast Asian Nations) summit is taking place amid a geopolitical turmoil triggered by the Ukraine conflict and China's military muscle-flexing in the Taiwan Straits.
Cambodia is hosting these summits in its capacity as the current chair of the ASEAN.
This year marks the 30th anniversary of ASEAN-India relations and is being celebrated as the ASEAN-India Friendship Year.
Apart from the ASEAN member states, the East Asia Summit includes India, China, Japan, the Republic of Korea, Australia, New Zealand, the US and Russia.

But with the technological revolution marching on, artificial intelligence is gradually reaching the battlefield. A few days ago, we told you about the KARGU drone - a Turkish invention powered by AI, which can target and attack enemies without specific orders by human controllers.
Now, China seems to be trying to introduce similar technology at sea. A special Chinese ship called 'Zhu Hai Yun' was launched on May 18. It can be reportedly by controlled remotely and is capable of navigating autonomously.

The ship can carry multiple drones, submersibles, and other vessels. Its tasks include marine environment monitoring, and disaster management. The vessel was constructed by Huangpu Wenchong Shipyard in Guangzhou, and it might be delivered for deployment by end of 2022.
This is seen as a precursor to an automated warship, currently being developed by the Chinese Navy. The PLA Navy is reportedly working on a drone ship called JARI. The 'mini-destroyer' is designed to carry multiple weapons. It is likely to be armed with surface-to-air missiles, and also lightweight torpedo tubes.
It is likely to be equipped with phased-array radar, electro-optical devices, and sonar. The ship has been built by China State Shipbuilding Corporation. A prototype was launched in 2019, and sea trials began in 2020.
AI-powered ships are also making their way to the commercial world. An autonomous ship recently completed a voyage across the Pacific Ocean.
The ship named 'Prism Courage' was built by Hyundai. It is an ultra-large liquid natural gas tanker operated by SK Shipping. The automated features include monitoring of weather, wave height, and nearby shipping traffic.
Prism Courage travelled from the Gulf of Mexico to the Boryeong LNG Terminal in South Korea via the Panama Canal. Around half of the 20,000 km journey was done with the autonomous system active. It needed human monitoring, but no intervention during journey, as per reports.
India's biggest adversary China is currently focused on establishing itself as the lynchpin of global trade through the Belt and Road Initiative. Beijing is also trying to expand its military footprint in the Indo-Pacific. In both these arenas, autonomous ships might prove to be a gamechanger.

China's latest attempt to establish itself as a global power suffered a major blow on May 30. Ten Pacific nations refused to sign off on a wide-ranging agreement, just weeks after Beijing's security pact with Solomon Islands caused major worry among India's Quad allies.
So, what was the latest agreement that China tried to foist on Pacific island nations? Why did they refuse? And, what does Beijing's Pacific push means for India and its allies?
A draft of the proposed multilateral agreement obtained by The Associated Press said that China wanted to train police forces in the Pacific nations, collaborate with them on "traditional and non-traditional" security, jointly develop a marine plan for fisheries, have greater cooperation in running of internet networks in the region, and also explore the idea of a free trade area among the participating nations.

However, several of the Pacific nations wanted to defer action or have it amended, as per news agency Reuters. The President of the Federated States of Micronesia is reported to have made the strongest pitch against signing China's agreement. He called the pact the "single, most game-changing proposed agreement in Pacific in our lifetimes" which "threatens to bring a new Cold War era at best, and a World War at worst".
In what appeared to be a not-so-veiled message, Fiji's Prime Minister tweeted that the Pacific needs genuine partners, not superpowers that are super-focused on power. It wasn't clear whether the message was aimed at China, or the West.
China did manage small victories, signing agreements with individual nations regarding police fingerprint labs, civil air transport, and bridge construction.
But the most worrisome agreement has been the one announced by Beijing and the Solomon Islands in April 2022. As per a leaked draft, the agreement allows Chinese warships to dock at the island nation, and send forces to the island to ensure law and order. Both the countries denied that it's a precursor to China setting up a military base at the island, but the West is not convinced.
What worries the West is that China would post military assets very close to Australia and New Zealand. Also, with its presence on Solomon Islands, Beijing could very easily block vital shipping lanes in the region, holding the world trade to ransom.
With the Pacific becoming a new flashpoint, India will assume a greater role in the region. India is becoming increasingly important to the West as it tries to limit China's sphere of influence. Leveraging its position, Delhi can push for greater defence technology sharing by developed nations, and also better trade pacts to counter Beijing's economic heft.
China's latest moves will also inspire Quad to take more concrete steps. The situation also ensures greater diplomatic support for India on the international stage, while raising the possibility that China might be more circumspect about aggressive moves at the border.

China did manage small victories, signing agreements with individual nations regarding police fingerprint labs, civil air transport, and bridge construction.
But the most worrisome agreement has been the one announced by Beijing and the Solomon Islands in April 2022. As per a leaked draft, the agreement allows Chinese warships to dock at the island nation, and send forces to the island to ensure law and order. Both the countries denied that it's a precursor to China setting up a military base at the island, but the West is not convinced.
What worries the West is that China would post military assets very close to Australia and New Zealand. Also, with its presence on Solomon Islands, Beijing could very easily block vital shipping lanes in the region, holding the world trade to ransom.
With the Pacific becoming a new flashpoint, India will assume a greater role in the region. India is becoming increasingly important to the West as it tries to limit China's sphere of influence. Leveraging its position, Delhi can push for greater defence technology sharing by developed nations, and also better trade pacts to counter Beijing's economic heft.
China's latest moves will also inspire Quad to take more concrete steps. The situation also ensures greater diplomatic support for India on the international stage, while raising the possibility that China might be more circumspect about aggressive moves at the border.
