A massive eviction drive is underway to clear alleged encroachment on over 3,600 acres of forest land in Assam's Golaghat district, officials said on Tuesday. The move by the state government will affect at least 1,500 families, they said.
Several senior officials of the Golaghat district administration and the forest department told PTI that the eviction drive started in the morning to clear the alleged encroachment on almost 11,000 bighas (over 3,600 acres) of land in the Rengma Reserve Forest in Uriamghat along the Assam-Nagaland border in Sarupathar sub-division.
Although the government has claimed that the area was encroached, there were houses under Pradhan Mantri Awas Yojana-Gramin (PMAY-G), water connection under Jal Jeevan Mission (JJM), government schools under Sarba Siksha Abhiyan (SSA) and electricity connections to almost every household, besides markets, mosques, madrassas and churches, the locals claimed.
"The eviction started from the main market in the Bidyapur area. We will gradually proceed to residential areas and demolish the illegal housing structures," an official said.
He claimed that around 10,500 bighas to 11,000 bighas of land were encroached upon by the people.
"Around 2,000 families are living in those areas. Out of them, notices were served to about 1,500 families, who illegally settled here. The remaining families are forest dwellers and have certificates from the Forest Rights Committee (FRC)," the official said.
The families whose houses are being demolished belong to the Muslim community, while those having FRC certificates are from Bodo, Nepali, Manipuri and other communities, he added.
"Around 80 per cent of the families who had received notices have already vacated their illegal settlements in the last few days. We are only demolishing their homes," the official added.
While speaking to PTI, the affected families, however, questioned the rationale of the eviction drive and claimed that they were brought to the place by the earlier governments to protect the area from the alleged invasion of Nagaland.
"Where will we go from here? My father had come from Nagaon district around 40 years ago, but I was born here. We were brought here during the 1980s to protect the forest land from encroachment from Nagaland," said Ali Kazi, who also received an eviction notice.
He claimed that most of the alleged encroachers' previous generation was settled in the forest area by the Janata Party government, headed by ex-CM Golap Borbora, in 1978-79 and the first AGP government, which came to power in 1985.
Notably, the assembly was informed in March that almost 83,000 hectares of land belonging to Assam were being occupied by four neighbouring states.
It was also stated that Nagaland captured the highest amount of land in Assam -- 59,490.21 hectares.
Kazi claimed, "We have been cooperating with the authorities in this eviction drive. We requested them to settle us somewhere else, but they refused. We now have no option but to stay under tents. We are not even given drinking water; forget about food. It's very inhuman." Another eviction victim, Mamtaj Ali, asked, "If we were illegal settlers, how did we get electricity connections? Why did the government open schools and give us JJM connections? We were also given houses under PM Awas Yojana." When asked about these government infrastructure, a senior official of the forest department accepted that such facilities were provided by the authorities, and some of these installations were made even after 2016 when the BJP came to power for the first time in Assam.
"I do not know why these were sanctioned and established in this area. These were made before I came here," he added.
There were mosques and madrassa for people belonging to the Muslim community, while churches were set up by the Bodo people, the official said.
For carrying out the eviction drive across 12 villages, the authorities divided the entire area into nine zones and conducted a survey accordingly, he added.
"An extensive land survey of around 30 villages of the Rengma Reserve Forest was done. It is found that several thousand bighas of forest land have been converted into agricultural land by the suspected encroachers in 12 villages," another official said.
A district administration official said that proper notices were served by the forest department to the encroachers, giving them seven days to vacate the place.
He said that many of the suspected encroachers are reportedly from Nagaon, Morigaon and Sonitpur districts.
The Assam Police have stationed a senior official from the headquarters in Golaghat to oversee the law and order situation during the eviction drive.
"There are enough security personnel deployed, and we are fully prepared. Apart from our personnel, we have taken support from CRPF for the eviction exercise," he told PTI without sharing further details.
In the meantime, the Nagaland government issued an advisory to the bordering districts to keep a strict vigil so that displaced people cannot cross into the state in the event of the eviction drive.
On July 25, Assam Chief Minister Himanta Biswa Sarma visited Uriamghat to inspect the areas that have been encroached upon and for which the state government had already issued eviction notices.
He said those who had settled on these land parcels came from various districts in Assam, such as Cachar, Sribhumi, Dhubri, Barpeta, Hojai, Nagaon and Morigaon, as well as from other states, including West Bengal and Bihar.

The indigenous Muslim communities of Assam have been demanding for a long time, a caste-based census to assert their distinct socio-cultural identities, the chief minister said on the sidelines of the World Environment Day programme here.
''The proposed caste enumeration in the upcoming national census is expected to fulfil their decades-old aspiration for formal recognition of their independent identity&mdash;distinct from broader religious classifications and migratory groupings,'' he said.
Communities such as the Goria, Moria, Deshi, Syed, and Jolha (Julha) Muslims of the Brahmaputra Valley, along with the Kiren and Maimal Muslims of the Barak Valley, have consistently maintained that while Islam is their religion, they also possess unique ethnic, linguistic, and cultural traits which differentiate them from migrant-origin or non-indigenous Muslim populations, Sarma said.
The chief minister had last month said that the Assam government has initiated preparatory measures to conduct a comprehensive caste census aimed at documenting and distinguishing the indigenous Muslim communities of the state.
These communities have preserved distinct traditions, dialects, and historical narratives that are deeply rooted in Assam&rsquo;s civilizational heritage and cultural landscape.
The Cabinet Committee on Political Affairs (CCPA) decided on April 30 that caste enumeration will be included in the next census exercise.
The Congress and other opposition parties have been demanding a nationwide caste census, making it a major election issue, and some states like Bihar, Telangana and Karnataka have conducted such surveys.

The flood situation in Assam remained grim on Tuesday with more than 5.35 lakh people affected in over 20 districts even as the meteorological department predicted more rain in several parts.

Sarma will be visiting Cachar district, which is among the worst-hit areas of the state in the current floods, during the day.
The Regional Meteorological Centre (RMC), Guwahati issued an 'orange alert' for the four districts of Dhubri, South Salmara Mankachar, Goalpara and Kokrajhar for Tuesday.
An 'orange alert' implies 'be prepared to take action' and is sounded when thunderstorm and lightning accompanied with gusty wind reaching wind speed 30 to 40 kmph with heavy to very heavy rainfall is likely to occur at isolated places.
'Yellow alert' to be on 'watch/be updated' has been issued for 11 districts of the state by the RMC. It is issued when thunderstorm with lightning and gusty wind with wind speed 30 to 40 kmph is very likely to occur at isolated places.
The overall flood situation remained critical with the death toll in the deluge and landslides at 11 while two others remained missing, officials said.
Road, rail and ferry services remained affected in the state due to heavy rain in several areas.
More than 5.15 people in 65 revenue circles and 1,254 villages of 22 districts remained affected, with Sribhumi the worst-hit district with 1,94,172 flood-hit population.
A total of 165 relief camps are sheltering 31,212 displaced people, while another 157 relief distribution centres are also functional.
A crop area of 12,610 hectares has been inundated, while 94 animals have been washed away in the last 24 hours.
Brahmaputra, Barak and Kopili rivers were flowing above the danger level at multiple places, while other rivers including Subansiri, Burhidihing, Dhansiri, Rukni, Dhaleswari, Katakhal and and Kushiyara were also above the red mark as per data released late on Monday evening.
Embankments have been breached or affected at different places, besides damage to other infrastructure like roads, bridges, houses, electricity poles, etc.
Two districts remained affected by 'urban floods' with 21,037 affected population, officials said.
Briefing Modi over the phone, Sarma informed him how continuous rainfall in Assam and adjoining states has led to flooding and impacted the people.

The chief minister briefed him on how continuous rainfall in Assam and adjoining states has led to flooding and impacted many lives.
He also apprised the prime minister of the relief operation undertaken by the state government.
"The Hon'ble PM expressed concern and assured full support from the Central Government for our relief and rehabilitation efforts," Sarma said.
"Grateful for his guidance and unwavering support to the people of Assam," the CM added.&nbsp;
Meanwhile, Prime Minister Narendra Modi has offered all possible help to the northeastern states reeling under floods following heavy downpour, officials said on Tuesday.
Modi spoke to Assam and Sikkim chief ministers Himanta Biswa Sarma and Prem Singh Tamang respectively and Manipur Governor Ajay Bhalla to take stock of the situation. He assured them all possible help and support from the Centre.
Eleven people have been killed in floods and landslides in the state so far, while over 5.35 lakh population in more than 20 districts remained affected by the deluge, as per official sources.
The flood situation in the northeast remains critical. The toll due to deluge and landslides triggered by heavy rain over the past few days rose to 36 on Monday, while over 5.5 lakh remained affected across several states in the region.

"Let me clear this first. When we gained independence, where did the first Prime Minister of India, Subhash Chandra Bose, go?" When the interviewer tried to correct her, Kangana insisted, "No, please clarify this today. Where did he go?"

Assam Chief Minister Himanta Biswa Sarma on Saturday said that he will share the name and address of the 'body double' purportedly used by Congress leader Rahul Gandhi during the Bharat Jodo Nyay Yatra in the state.
Sarma had brought up the allegation of the Congress MP using a 'body double' during the Yatra at a press conference on Thursday, during which he quoted a media report claiming that the person sitting and waving at people from the Yatra bus was &ldquo;probably not Rahul Gandhi at all&rdquo;.
"I don't just say things. The duplicate's name, and how it was done - I will share all details. Just wait for a few days," the chief minister said in Sonitpur district on the sidelines of a programme, when asked by reporters about the allegation against Gandhi.
"I will be in Dibrugarh tomorrow, and the next day also I will be out of Guwahati. Once I am back in Guwahati, I will give name and address of the duplicate," the BJP leader said.
The Manipur-Maharashtra Nyay Yatra, being led by Gandhi, had travelled through Assam from January 18 to 25, during which the Congress MP had alleged that Sarma is the 'most corrupt CM of India'.
The opposition party also alleged denial or problems in route permissions through the state by the BJP-led government. The situation reached a flashpoint when Congress leaders and workers broke police barricades erected to prevent them from entering the main city limits of Guwahati.
An FIR was registered against Gandhi and others over the incident, with Sarma later stating that they would be arrested after the Lok Sabha polls as he did not want to 'politicise' the issue prior to the elections.
Sarma maintained that the Congress will need all the Gandhis - Sonia, Priyanka and Rahul - to defeat him in the state.
"Let them bring Priyanka Gandhi's son also," he said.
"They have already put up their hands (in surrender). They couldn't do it through Rahul, so they will now get Priyanka and then Sonia," Sarma said, referring to the Congress' proposed programme in the state involving Priyanka Gandhi.
On BJP and its allies' Lok Sabha poll prospects in the state, the CM said, "We have 11-and-a-half assured seats. We are working on how to convert it into 12. We are not bothered about any Congress list (of candidates)." The state sends 14 members to the Lok Sabha, of which nine are currently held by the BJP, three by Congress, one by AIUDF and one Independent.&nbsp;

Assam's Chief Minister Himanta Biswa Sarma took a swipe at Rahul Gandhi when asked why the Congress leader was not allowed to enter a temple in the state. Talking to reporters on January 22, the BJP leader equated Rahul to Ravan and said that it would be better to talk about Ram on this auspicious occasion.
"Why are you talking of Ravan? At least talk about Ram today? After 500 years, today is a good day to talk about Ram. Today at least let us not talk of Ravan," he said.
The Gandhi scion was earlier stopped from entering the &nbsp;Sri Sri Sankardeva Satra in Nagaon district and also from holding a meeting in the Morigaon district during his Bharat Jodo Nayay Yatra, which is currently passing through Assam.
"Will PM Modi now decide who will visit a temple and when?... We do not want to create any problems and simply pray at the temple," Gandhi told the police authorities and questioned why he was being stopped from visiting the Satra, reports PTI news agency.
Later, party MP Gaurav Gogoi and &nbsp;Batadrava MLA Sibamoni Bora proceeded to offer prayers, prompting Gandhi to attack the state government, saying: "This is strange as there is a law and order situation in the area but Gaurav Gogoi and all can go. Only Rahul Gandhi cannot go." The Congress alleged that Prime Minister Modi exerted pressure on the Assam government to prevent Gandhi from visiting the birthplace of the iconic saint and paying his obeisance.
Congress earlier claimed that its convoy had been attacked twice in the state.

Assam Chief Minister Himanta Biswa Sarma said his government will gradually impose "population norms" on beneficiaries wishing to avail specific welfare schemes.

Assam Chief Minister Himanta Biswa Sarma launched a new entrepreneurship scheme for women with a few conditions. Women from the general category who wish to avail benefits cannot have more than three children, while women from the SC and ST categories cannot have more than four.
Announcing the Mukhyamantri Mahila Udyamita Abhiyaan on January 12, the CM said his government would gradually impose "population norms" on beneficiaries wishing to avail specific welfare schemes.
He said the aim is to control the state's population growth
"All our welfare schemes will be linked to population control measures for the benefit of our mothers and sisters", he said.
Speaking about the 'Mukhya Mantri Mahila Udyamita Abhiyan' scheme, &nbsp;he said each eligible woman will be provided with Rs 35,000 over three years in their endeavour to become 'lakhpati baidos'.
The beneficiaries of the scheme will, however, have to fulfil certain socio-economic criteria, he said.
These criteria include that women belonging to the general and OBC categories should not have more than three children, while those in the scheduled castes and scheduled tribes should not have more than four children, Sarma said.
The SHG member, having a girl child or children, should enrol them in school, if they have attained the age and if they are younger, an undertaking must be given for the same, he said.
Another condition for eligibility to the scheme is that the trees planted under the Amrit Brikshya Andolan by beneficiaries must be surviving, he said.
The application forms will be available at the nearest panchayat office free of cost on a specified date for particular districts and no photostat will be accepted.

Assam Chief Minister Himanta Biswa Sarma is facing flak for a casteist remark on social media which read that serving the Brahmins, Ksatriyas and Vaishyas is the natural duty of the Shudras.
Several political leaders slammed Sarma for the post on X, including AIMIM chief Asaduddin Owais who said that Hindutva is antithetical to liberty, equality, fraternity and justice.
"Holding a constitutional position, your oath is to treat every citizen equally. It&rsquo;s reflected in the unfortunate cruelty that Assam&rsquo;s Muslims have faced in the past few years. Hindutva is antithetical to Liberty, Equality, Fraternity and Justice," wrote Owaisi on X.
Under fire, the Assam CM issued an apology and deleted the controversial post. He said that one of his team members had posted the sloka from Bhagvad Gita with an incorrect translation.
"As a routine I upload one sloka of Bhagavad Gita every morning on my social media handles. Till date, I have posted 668 slokas. Recently one of my team members posted a sloka from Chapter 18 verse 44 with an incorrect translation. As soon as I noticed the mistake, I promptly deleted the post. The state of Assam reflects a perfect picture of a casteless society, thanks to the reform movement led by Mahapurush Srimanta Sankardeva. If the deleted post has offended anyone, I sincerely apologize," Sarma wrote on X.

Sarma was responding to a query by reporters on DMK MP, DNV Senthil Kumar's controversial comment in Parliament on Tuesday in which he used a pejorative to describe Hindi heartland states while attacking the ruling BJP.
The comment drew instant condemnation from the BJP as well as DMK's ally the Congress and he apologised for his remarks.
Speaker Om Birla expunged the remarks.

In an obvious reference to the apology by Senthil Kumar, the Assam chief minister said "We (BJP) have won (the recent election in the states), so we should be graceful enough. We have to win in the future too.
"We have to work for the society and country in the next three months so that (Narendra) Modi Ji becomes the Prime Minister with 350-400 seats," he said alluding to the 2024 Lok Sabha poll.

The Election Commission on Thursday issued a show-cause notice to Assam Chief Minister and BJP leader Himanta Biswa Sarma for his remarks targeting Chhattisgarh minister Mohammad Akbar during the assembly poll campaign last week.
The commission has asked Sarma to respond to the notice by 5 pm on October 30.
The EC action came a day after the Congress filed a complaint with it against Sarma.
In a speech in Kawardha in Chhattisgarh on October 18, Sarma had taken a controversial dig at Akbar saying that "the land of Mata Kaushalya will get defiled if Akbar isn't sent off." "If one Akbar comes to some place, he calls 100 Akbars. So, send him off as soon as possible, otherwise the land of Mata Kaushalya will get defiled," he said.
Mata Kaushalya, the mother of Lord Ram, is believed to hail from what is modern day Chhattisgarh.

Congress has filed a hate speech case against Assam CM Himanta Biswa Sarma over his recent remarks targeting Sonia Gandhi during a rally in Madhya Pradesh's Vaishali district.
According to Congress leader Debabrata Saikia, Sarma said that if Congress leader Kamal Nath is a Hanuman bhakt, he should set 10 Janpath on fire like Hanuman set Lanka ablaze.
10 Janpath is the residence of Sonia Gandhi.
Saikia said that through his remarks, Sarma has given a clarion call towards riots and arson.
&ldquo;By suggesting that the residence of a 77-year-old lady be burnt down, Sarma is not just attacking a prominent face of the Opposition, but he is giving a clarion call towards arson. Such wanton statements coming from a Constitutional authority has the potential of causing misguided persons to resort to violence and potentially cause harm to the residents of 10, Janpath," the complaint said.

Congress leader Gaurav Gogoi has alleged that a company of Assam CM Himanta Biswa Sarma's wife received ₹10 crore as part of a credit-linked subsidy.
In a tweet, Gogoi said, "PM Modi launched the Kisan sampada scheme to double the income of the farmers of India. But in Assam, Chief Minister Himanta Biswa Sarma used his influence to help his wife's firm get ₹10 crore as part of a credit-linked subsidy. Are Central government schemes meant to enrich BJP?"
He also shared a document from from the Ministry of Food Processing website which showed Sarma's wife Riniki Bhuyan Sharma's Pride East Entertainment Private Limited as one of the agro-processing cluster projects under the APC Scheme.
Sarma denied the allegations saying, "I would like to clarify that neither my wife nor the company she is associated with has ever received any financial subsidies from the Government of India."
Following this, Gogoi told Sarma that he should inform the Union Minister if their website has been hacked.
"The Ministry of Food Processing website clearly shows the name of the person and the company she is associated with. The ₹10 crore government grant has also been approved. Please report to the Union Minister if their website has been hacked," Gogoi tweeted.
"For the convenience of the Hon&rsquo;ble Chief Minister, I am attaching the link to the website of the Ministry of Food Processing. It shows the list of companies and promoters who have received the ₹10 crore government subsidy. Please see serial 10," Gogoi added.

Reacting to a social media post speculating if Assam police will go to arrest former US president Barack Obama over his remarks on the alleged vulnerability of minorities in India, Assam Chief Minister Himanta Biswa Sarma on Friday claimed that there are many &ldquo;Hussain Obama in India&rdquo; and his priority will be in dealing with them.
He said that Assam police will act according to its own priorities.
"There are many Hussain Obama in India itself. We should prioritize taking care of them before considering going to Washington. The Assam police will act according to our own priorities," the BJP leader wrote on Twitter, sharing a post by a prominent journalist.
The tweet had asked if the Assam police will go to the US to apprehend the former US president.
"Has an FIR been filed in Guwahati yet against Obama for hurting sentiment? Is Assam police on its way to Washington to get Obama offloaded from some flight and arrest him?" the journalist wrote.
The tweet was apparently referring to FIRs being lodged in Assam against opposition leaders over their remarks in different parts of the country.
Assam police had travelled to different locations and even made arrests, including deplaning and apprehending Congress leader Pawan Khera in February and arresting then-Independent Gujarat MLA Jignesh Mevani last year.
Obama in an interview to CNN on Thursday had said that India may &ldquo;pull apart&rdquo; if the rights of the religious and ethnic minorities are not upheld.
