Congress made a significant announcement on Wednesday, introducing the "Jeevan Raksha Yojana," a free health insurance scheme offering coverage up to Rs 25 lakh. This initiative is part of their strategy to win power in Delhi.
The proposal was announces by senior Congress leader and former Rajasthan Chief Minister Ashok Gehlot, who called the scheme "a game-changer." He expressed optimism about Congress's chances in the upcoming Delhi elections, stating, "The chances of Congress forming the government in Delhi are increasing, and I believe this is also necessary for the country."
Gehlot further emphasized that the scheme highlights Congress's commitment to fulfilling the healthcare needs of citizens, offering comprehensive coverage for critical illnesses, hospitalizations, and treatments. The Congress slogan, "Hogi Har Zarurat Puri, Congress Hai Zaroori," reinforced their promise to meet essential services for all.
On Monday, Congress announced 'Pyaari Didi Yojana', promising a monthly financial assistance of Rs 2,500 to women if voted to power in the national capital.
Polling for the 70-member Delhi assembly will be held on February 5 and votes counted on February 8.
With the Delhi Assembly elections scheduled for February 5 and vote counting set for February 8, the political landscape in Delhi is intensifying.

<h2>Policybazaar's report reveals a 94% approval rate for health insurance claims, rising to 97% for online claims. Rejection rates drop to 2.5% with online platforms, and resubmission success rates vary significantly based on assistance type</h2>

A recent report by Policybazaar has revealed that 94% of health insurance claims are approved by insurance companies. The report further noted that the figure for claims initiated through online channels has climbed to 97%.
Along with this, the integration of online platforms results in a significant decrease in rejection rates, dropping from an average of 6% to just 2.5%.
<h3>Health insurance claims</h3>
Meanwhile, the claim payout amount stands at 87% while achieving the 100% feat remains a dream. This can be attained by enhancing awareness about add-ons like consumables cover. Similarly, the customer satisfaction area too requires improvement as the report highlighted that only &nbsp;86% of customers reported satisfaction with their claim experiences.
Even with this high approval rate, a significant portion of the claim faces rejections which stands at 6%. As per the Policybazaar report, the rejection stem from non-disclosure of pre-existing or uncovered diseases.
Meanwhile, when customers resubmit rejected claims themselves, only 6% succeed in having their decisions reversed. However, this rate improves dramatically to 32% with the assistance of offline agents and jumps to 67% when utilising online intermediaries.
<h3>Cashless vs re-imbursement claims</h3>
As per the report, 70% of reimbursement claimants seek financial aid to cover upfront payments, indicating a reliance on out-of-pocket resources due to various factors such as the unavailability of cashless facilities or preferred healthcare providers not being in the insurer's network.

Insurance regulator IRDAI has issued direction to all insurance companies to cover AYUSH treatment just as other treatments. The IRDAI circular mentions that the insurance companies must have board approved insurance policies for providing Ayush treatment at par with other treatments for the purpose of health insurance.&nbsp;
<h3>Health Insurance to cover AYUSH Treatment</h3>
IRDAI's directive will provide an option for the policyholders to choose treatment of their choice. The regulator further mentions that the insurance policy must contain procedure to enroll Ayush hospitals/ day care centres as network providers for the purpose of providing cashless facilities.
The IRDAI circular says, &ldquo;the insurance companies will have a board approved policy for providing AYUSH coverage which will include their approach towards placing AYUSH treatments at par with other treatments for the purpose of health insurance so as to provide an option for the policyholders to choose treatment of their choice."

The circular also mentions that the insurers will have adequate controls as well as standard operating procedures for enrolling hospitals in their network, placing necessary clauses in their health services agreements with Ayush hospitals/ day care centres, standard treatment protocols and dealing with the possible frauds and abuse of the system, if any.
Insurance companies are also asked to actively engage with Core Group of Experts for Insurance Sector in order to develop required modalities for providing Ayush coverage. The Core Group of Experts for Insurance Sector was set up by the Ministry of Ayush Oct 4, 2023 for bringing AYUSH Treatment under health insurance cover
AYUSH refers to the treatment given under alternative therapies of Ayurveda, Yoga, Unani, Siddha and Homeopathy.

In a significant change to health insurance rules, policyholders will now be able to access the cashless facility at any hospital in the country, irrespective of whether its a network hospital or not.
<h3>Cashless Hospitalisation</h3>
General and health insurance companies have come together with the General insurance council to introduce the 'Cashless everywhere' program, that will be available across all hospitals. This means that patients who are being treated in a 'non-network' hospital will no longer have to settle bills and then later seek reimbursement from the insurance company, which is a long and time consuming process.

The cashless facility is currently available only at hospitals where the respective insurance company has an agreement or tie-ups. By this, in case a&nbsp; policyholder chooses a hospital that has no tie-up with the insurance company, cashless facility will not be offered. The insured has to go for a reimbursement claim, further delaying the claim process.
&nbsp;&ldquo;Today if you see only about 63% of customers opt for cashless claims while the others have to apply for reimbursement claims as they might be admitted to hospitals that are outside their Insurer/TPA network&rdquo;, said Chairman of the General Insurance Council Tapan Singhel.
With this drive in motion, all hospitals with 15 beds and registered with the respective state health authorities under the Clinical Establishment Act can offer cashless hospitalisation. Currently, cashless facilities are available only at about 40,000 empanelled hospitals.&nbsp;
Insurers who have agreed to participate in this initiative, commit to honouring claims from any hospital including those not in their network. As soon as a claim is made from a particular hospital, that hospital would automatically become part of the insurer's network.
<h3>Conditions Apply</h3>
However, the council has put forward certain conditions to avail cashless hospitalisation at hospitals that are not in the insurance company's network. As per the conditions,
<ul>
<li>The customer should inform the Insurance Company at least 48 hours prior to admission for elective procedures&nbsp;</li>
<li>The customer should inform the Insurance Company within 48 hours of admission for emergency procedures</li>
<li>The claim should be admissible as per the terms of the policy, and the cashless facility should be admissible as per the operating guidelines of the Insurance Company.</li>
</ul>
The General Insurance Council launched 'Cashless Everywhere' drive in consultation with all the general and health insurance companies.
&ldquo;The new initiative will encourage more customers to opt for health insurance. We also see this as a step towards reducing and in the long run, eliminating fraud, which has been plaguing the industry in a big way and reducing trust in the system. Overall, it&rsquo;s a win-win for all the stakeholders,&rdquo; Singhel said

The founder of Star Health and Allied Insurance, V Jagannathan is planning to start a new health insurance venture and is reportedly in talks with TVS group for its equity participation.
As per Times of India, the 79-year-old entrepreneur, who exited Star Health, has decided to start a new company in the health insurance sector, along with former Star Health CEO Dr S Prakash. Jagannathan established Star Health and Allied Insurance following his retirement as the chairman of United India Insurance.
<h3>Health insurance venture</h3>
TVS group which previously owned Madras Motor and General Insurance has a history in the insurance sector. Madras Motor merged into United India Insurance after Nationalization and in the post-liberalisation era Sundaram Finance promoted by Madras Motor, launched Royal Sundaram Insurance, a general insurance company.

As per The Economic Times, health insurance sector has witnessed remarkable growth, surpassing the previously dominant motor insurance segment. With a growth rate exceeding 30%, health insurance has become the fastest-growing segment in the industry. It is also anticipated that total health insurance premiums will surpass Rs 1 lakh crore in the current financial year. This is a notable increase from the Rs 90,667 crore recorded last year.
The report also mentioned that several industry participants are exploring the possibility of establishing standalone health insurance companies to capitalize on this burgeoning market, given the robust growth witnessed in the health insurance segment.
