Bilkis Bano has challenged the remission of sentence and subsequent release of 11 convicts in the gangrape and murder case.

The Supreme Court said on 22 March 2023 that it would constitute a special bench to hear the petition filed by Bilkis Bano, who was gang-raped and whose family was murdered during the 2002 Gujarat riots.
Chief Justice of India DY Chandrachud said that he will look into constituting the bench later in the day.
Bilkis Bano has challenged the remission of sentence and subsequent release of 11 convicts in the gangrape and murder case. Besides the plea challenging the release of the convicts, the gang rape survivor had also filed a separate petition seeking a review of the apex court's May 13, 2022 order on a plea by a convict.
Seven members of Bilkis Bano's family were also killed during the 2002 Gujarat riots.
In its May 13, 2022 order, the apex court had asked the state government to consider the plea of a convict for premature release in terms of its policy of July 9, 1992 which was applicable on the date of conviction and decide it within a period of two months.

All 11 convicts were granted remission by the Gujarat government and released on August 15, last year.

"It is shameful for the entire country that a goon who led a violent mob attack on Medha Patkar, who has received many international honours for her contribution to upholding human rights, including the Mother Teresa Award for Social Justice, was made the Lieutenant General of Delhi," he said.
Singh also said that Saxena has filed an affidavit in the case, arguing that a criminal trial against him be kept in abeyance till he continues to occupy the office of LG.

Gujarat government informed the House that nearly 1.5 lakh youths were given government jobs during the last five years.

Nearly 2.83 lakh educated and "semi-educated" youths are registered for jobs with various employment exchanges across Gujarat, the state government told the Legislative Assembly on Thursday.
While 2,70,922 lakh youths are in the 'educated' category, 12,218 youngsters fall in the 'semi-educated' group, Gujarat Labour, Skill Development and Employment Minister Balwantsinh Rajput stated in written replies during Question Hour.
He was responding to a set of questions raised by Congress MLAs on the unemployment scenario in the state. The Opposition MLAs had also sought to know how many youths were given government as well as private jobs during the last two years (2021 and 2022).
As per the figures shared by the minister, the highest number of unemployed youths, 26,507, were registered in Vadodara district, followed by Ahmedabad (17,896), Anand (18,525), Mahisagar (13,531) and Panchmahal (12,289).
Responding to sub-questions about jobs given during the last two years, Rajput stated that 4.70 lakh persons were given private jobs through employment exchanges.
The data did not reflect government jobs as the recruitment process for such posts were not conducted through employment exchanges, he said.
Rajput further informed the House that nearly 1.5 lakh youths were given government jobs during the last five years.
It is a matter of pride that Gujarat's rate of unemployment was just 2.2 per cent as against the national average of 4.4 per cent, said the minister.

Gujarat Assembly passes resolution against BBC documentary on 2002 riots

The Gujarat Assembly on Friday passed a resolution requesting the Centre to take strict action against BBC for tarnishing the image and popularity of Prime Minister Narendra Modi with its documentary on the 2002 riots in the state.
The controversial two-part series by the British Broadcasting Corporation titled 'India: The Modi Question' misrepresents the events of 2002 in a malicious and low-level attempt to tarnish India's image globally, Bharatiya Janata Party MLA Vipul Patel said in the House while moving the resolution.
The documentary claims to have probed certain aspects of the riots, which took place after the Godhra train burning incident when Modi was Gujarat chief minister.
The documentary was banned in India soon after its release.
Patel's resolution was supported by BJP MLAs Manisha Vakil, Amit Thaker, Dhavalsinh Zala and minister Harsh Sanghavi.
It was passed by voice vote in the absence of Congress MLAs who were expelled from the House earlier in the day.
After passing the resolution unanimously, Speaker Shanker Chaudhary said the attempt by BBC is "reprehensible" and is "condemned vehemently," adding the House passed the resolution to send its message to the Centre.

Gujarat IAS officer Nitin Sangwan was allegedly held hostage and thrashed by during an inspection in Sabarkantha district, said police on Wednesday.

Police have arrested three persons for their alleged involvement in the attack on Sangwan, who serves as the Director of Fisheries.

Gujarat IAS officer Nitin Sangwan was allegedly held hostage and thrashed by a group of men associated with fishing activity during his visit to a village near the Dharoi dam in Sabarkantha district, said police on Wednesday.
It is suspected that detection of alleged irregularities in a fisheries project led to the incident.
Sangwan, who serves as the Director of Fisheries, was accompanied by his subordinate staff during the visit to the village on Monday (March 6), and suffered injuries in the attack, but was out of danger now, said Sabarkantha district superintendent of police (DSP) Vishal Vaghela.
Police have arrested three persons for their alleged involvement in the attack on the Indian Administrative Service (IAS) officer, he said.
"While three persons involved in the crime have already been arrested, efforts were on to identify and nab the other accused," said Vaghela.
The bureaucrat and his team went to Ambavada village near the Dharoi dam built on the Sabarmati river for inspection of a fisheries project wherein the state government provides subsidy to local contractors to start "cage culture fishing" in the dam water.
As per the FIR (first information report), during the visit, the 2016-batch IAS officer was accompanied by DN Patel, a senior fisheries department official from Palanpur, and some junior staff.
Patel, in his complaint to the Vadali police station, alleged that Babu Parmar, one of the fishing contractors and a key accused in the case, started arguing with Sangwan upon getting a hint the bureaucrat had caught his wrongdoings and may take legal action against him.
Babu Parmar, a resident of Kanthapura village under Khedbrahma taluka, suddenly got angry and bit Sangwan near his knees. Later, four other persons arrived at the spot and thrashed the IAS officer, said the FIR.
Babu Parmar then called 10 to 12 other men, who came to the spot armed with sticks, and held Sangwan and his team hostage till they agreed to write and sign on a piece of paper assuring they will not file a police complaint against him after leaving the place.
The FIR further alleged Babu Parmar and others threatened to throw Sangwan and his team members into the dam.
Based on the complaint given by Patel, the Vadali police had lodged an FIR against Babu Parmar and his men under various sections of the IPC, including 386 (extortion by putting a person in fear of death), 147 (rioting), 189 (threat of injury to public servant), 332 (causing hurt to public servant), 342 (wrongful confinement) and 353 (assaulting public servant).
Those arrested were identified by the police as Dilip Parmar, Nilesh Gamar and Vishnu Gamar, all residents of Banaskantha district.

He said 274 of the 560 fishermen were apprehended by Pakistani authorities in the last two years alone. Of them (274), 193 were jailed in 2021 and 81 in 2022.
At the same time, the number of fishermen released from jails in Pakistan who returned to their homes in Gujarat in the last two years stood at 55, the minister said, adding 20 others were released in 2021 and 35 in 2022.
In reply to a separate question, the minister said 323 families of the jailed fishermen were provided with a daily allowance of Rs 300 in 2021 and 428 families in 2022. Pakistan Marine Security Agency's (PMSA) patrolling boats near the International Maritime Boundary Line (IMBL) nab Indian fishermen even after they mistakenly enter the territorial waters of the neighbouring country.
Fishermen from the neighbouring country are also caught at regular intervals after entering the Indian waters.
Generally, fishermen from Pakistan enter the Indian side of the creek area off the Gujarat coast in search of a better catch.&nbsp;

"In the last two years and two months, we recorded 400 mild tremors in Amreli, out of which 86 per cent were below the intensity of 2, while 13 per cent were between the intensity of 2 and 3 and only in five events, it went above 3 magnitude,&rdquo; he said. &ldquo;Most of these mild tremors are not even felt by the people. Just our machine records them,&rdquo; he said.
With a caveat that &ldquo;earthquakes cannot be predicted&rdquo;, Chopra said the possibility of a major earthquake is low when the 'earthquake swarm' is taking place.

First foreign university to get a nod to set up its campus in India: all you need to know

This is a major development as the university will offer the same courses as they are offering in Australia at a fraction of the cost.

The International Financial Services Centre Authority (IFSCA) on Friday said it has given approval to Deakin University of Australia to set up its campus in Gujarat's GIFT City.
With this, Deakin became the first foreign university to get a nod to set up its campus in India.
"We have given approval to Deakin University to set up its campus in GIFT City," chairperson of the IFSCA Injeti Srinivas told PTI.
Australian Prime Minister Anthony Albanese will make an official announcement about it during a function to be held in Gandhinagar on March 8, a source from Deakin University said.
"This is the first university that will set up its campus in India," Srinivas said.
The IFSCA is a unified authority for the development and regulation of financial products, financial services and financial institutions in the International Financial Services Centre (IFSC) in India. At present, the GIFT IFSC is the maiden international financial services centre in India.
"We are expecting many more foreign universities to set up their campuses here. We are in talks with another Australian university and a UK-based university that have shown interest in setting up campuses here in GIFT City," he said.
This is a major development as the university will offer the same courses as they are offering in Australia at a fraction of cost, Srinivas said, adding that students will highly benefit from it.
Australian PM Albanese is expected to visit Gujarat on March 8 and 9. PM Narendra Modi is also scheduled to come to Gujarat on March 9. Both the prime ministers are also likely to watch the fourth test between India and Australia starting on March 9 at the Narendra Modi Stadium here in the city.
On March 1, Union Education Minister Dharmendra Pradhan had announced that two Australian universities - Wollongong and Deakin - would soon establish campuses in the GIFT City.
The Gujarat International Finance Tec-City (GIFT City) is an emerging global financial and IT services hub, a first of its kind in India, designed to be at or above par with globally benchmarked business districts.
Finance Minister Nirmala Sitharaman had announced in her budget speech of February 2022 that foreign universities and institutions will be allowed to set up campuses in India. They will be allowed in the GIFT City first, she had said.
In June 2022, the IFSCA had said in a release that in its endeavour to develop a comprehensive and consistent regulatory framework for establishment of International Branch Campuses (IBC) and Offshore Education Centres (OEC) by Foreign universities or foreign institutions in the GIFT IFSC has drafted regulations based on global best practices and is seeking public comments on the proposed draft regulations.
"After we framed the regulations for setting up IBC and OEC, many foreign universities had shown interest," a source in the IFSCA said.
University Grants Commission (UGC) is also in the process of framing regulations for foreign universities to set up campuses in India. However, IFSCA regulations will govern the foreign university campuses established in GIFT City area of Gandhinagar.

The Gujarat Assembly on Tuesday unanimously passed a bill which makes teaching the Gujarati language compulsory in all primary schools in the state, including those affiliated with CBSE, ICSE and IB boards.
If a school is found violating the provisions of the "Gujarat Compulsory Teaching and Learning of Gujarati Language Bill, 2023" for more than a year, the government would "direct the Board or institution" to disaffiliate the school.
The bill, tabled by state Education Minister Kuberbhai Dindor, was passed unanimously by the 182-member House as both the opposition parties - the Congress and the Aam Aadmi Party - supported its provisions.
As per the bill document, the schools which are currently not teaching Gujarati will have to introduce Gujarati as an additional language for classes 1 to 8 in phases from the upcoming academic year 2023-24.
"Every school shall follow textbooks prescribed by the Gujarat government for teaching Gujarati as an additional language. The state government will appoint a deputy director-level officer of the Education Department as the competent authority to implement the provisions of this bill," said Dindor.
If a school is found violating the provisions for the first time, it will be liable to pay a penalty of Rs 50,000, as per the bill document. The penalty will be Rs 1 lakh and Rs 2 lakh for subsequent violations.
"If a school continues to make contraventions to this act for over one year, the state government may direct the Board or institution to disaffiliate the school, to which such a school is affiliated," as per the provisions in the bill. The penalty will not be imposed without allowing the school concerned to put forward its explanation.

Months after a suspension bridge collapsed in Gujarat's Morbi, killing 135 people, a special investigation team's findings have come to light.
The SIT, appointed by the Gujarat government, has blamed the collapse majorly on corrosion of almost half the wires on a cable, and welding of old suspenders with new ones, according to news agency PTI.
In its preliminary report, the SIT said that replacing wooden planks with an aluminium deck may have increased the weight and also made the bridge less flexible. The report added that at the time of the collapse, there were 300 persons on the bridge, which was "far more" than the structure's capacity.

CCTV cameras at a bank branch in Gujarat's Nadiad captured distressing visuals of lawlessness on 3 February 2023.
Footage showed a person entering an office of Bank of India and repeatedly slapping an employee. When a person tried to intervene, he was slapped by a man accompanying the assailant.
A crowd then gathered, even as the assault on the bank employee continued. A few seconds later, the men are dragged away, but the first assailant broke free and again started hitting the bank staffer.
The root of the altercation was a bank loan, as per news agency ANI. A case has been registered under sections of the SC/ST (Prevention of Atrocities) Act. Two persons had also been arrested, as per some reports.

After the recent cancellation of Gujarat panchayat junior clerk exam due to question paper leak, the state government on Tuesday announced introduction of stringent laws to curb the malpractice.
A bill in this regard will be introduced in the Gujarat Assembly in the upcoming Budget session, senior minister Rushikesh Patel has said, according to a report by The Indian Express.&nbsp;
Notably, the Gujarat State Law Commission headed by a retired judge of the Supreme Court had submitted a report to the state government in July last year to bring in a law to check the menace of paper leak in government recruitment examinations.

Gujarat: junior clerk exam cancelled after paper leak; 1 person detained 

The board expressed regret for the inconvenience caused to the candidates and informed them not to go to the examination centres.

The Gujarat government's competitive examination for the recruitment of junior clerks was cancelled hours before it was scheduled on Sunday over its question paper leak and police detained a suspect in this connection, the state panchayat exam board said.
As many as 9.5 lakh candidates had registered for the exam for 1,181 posts which was to be held at 2,995 centres across the state.
Based on a tip-off, police detained a suspect and recovered a copy of the question paper of the exam early Sunday morning, after which the Gujarat Panchayat Service Selection Board decided to "postpone" the exam in the wider interest of the candidates, the board said in a statement.
The police were investigating the matter, it said.
"The junior clerk (administrative/accounting) exam was to be conducted in different districts between 11 am and 12 noon on January 29. As per the information received from the police early Sunday morning, they detained a suspect and upon his interrogation seized a copy of the question paper from his possession," the board said in the statement.

The board expressed regret for the inconvenience caused to the candidates and informed them not to go to the examination centres.
"The examination will be conducted afresh at the earliest, for which the board will issue a new advertisement," it said.
Gujarat Congress spokesperson Manish Doshi claimed this was the 15th government competitive exam which was cancelled in the last 12 years because of question paper leak.

The accused went into hiding in Mumbai and Rajasthan after the accident. Based on a tip-off, the accused was nabbed while entering Surat at Kamrej toll plaza on Thursday. Surat Rural Deputy Superintendent of Police Ilesh Patel said, "The accident took place on December 18 at Palsana on the outskirts of Surat. The accused has been identified as Biren Ladumor Ahir. He is a construction businessman."
Superintendent of Police Hitesh Jaysar said, "the accused claimed that he did not know that the motorcyclist was trapped under his car. He was trying to run away in fear after the accident.
