Congress accuses Modi government of undermining democracy, highlighting issues like hate speech, media control, and erosion of institutions.

In a scathing attack on the Modi government, the Congress on Wednesday alleged that over the past eleven years, Indian democracy has been under a "systematic and dangerous" five-fold assault that can be best described as "Undeclared Emergency@11".
With the BJP in an all-out attack mode on the Congress on the 50th anniversary of the imposition of the Emergency by the then Indira Gandhi government, the Congress launched a counter-offensive and alleged that the government was weakening Parliament and eroding the autonomy of Constitutional bodies.
The opposition party also claimed that there has been "unbridled hate speech and crackdown on civil liberties".
In a statement, Congress general secretary in-charge communications Jairam Ramesh alleged that government critics have been routinely vilified, hate and bigotry is deliberately spread by the ruling establishment, protesting farmers were labelled "Khalistanis", and advocates of caste census were dismissed as "urban Naxals."
"The killers of Mahatma Gandhi are glorified. Minorities live in fear of their lives and property. Dalits and other marginalised groups have been disproportionately targeted, and ministers making hate speeches have been rewarded with promotions," he claimed.
His remarks came on a day when the government is marking 'Samvidhan Hatya Diwas' on the anniversary of imposition of Emergency.
In his statement, Ramesh said, "Over the past eleven years and thirty days, Indian democracy has been under a systematic and dangerous five-fold assault that can be best described as Undeclared Emergency@11." Besides "unbridled hate speech and crackdown on civil liberties", he also cited alleged "attacks on the Constitution, tax terrorism and intimidation of businesses and institutions, control over the media and misuse of investigative agencies", to claim that an "undeclared emergency" was in place.
Claiming that attacks were being launched on the Constitution, Ramesh claimed that during the 2024 Lok Sabha elections, the prime minister sought a '400 Paar' mandate for a new Constitution and to betray Babasaheb Ambedkar's legacy.
"The people of India denied him that mandate. They voted for preserving, protecting, and further promoting economic, social, and political justice enshrined in the existing Constitution," the Congress general secretary said.
He also alleged that the Modi government was "weakening Parliament" and has consistently shredded parliamentary norms.
MPs have been arbitrarily suspended merely for raising issues of public concern, and the government has refused to discuss critical national issues, he said.
"Key legislations are bulldozed through. Parliamentary committees have been by-passed," he added.
Ramesh also accused the government of "eroding autonomy of Constitutional bodies".
"The CAG has become irrelevant. The Election Commission's integrity has been severely compromised. Serious questions about the integrity of the assembly elections in some states have been ignored. Poll timings and phases are tailored to benefit the ruling party. The Commission has remained silent in the face of divisive rhetoric from the Prime Minister and senior BJP leaders," he alleged.
The Congress leader further alleged that Centre-state relations have been destroyed and the BJP has used money power to engineer the fall of Opposition-led state governments, frequently buying over legislators.
"The office of the Governor has been misused to block bills in opposition-ruled states and to interfere in university appointments. The Centre has bypassed constitutional fiscal arrangements by overusing cesses to deprive states of their rightful revenue share," he said.
Ramesh also accused the government of "damaging judiciary" and said there has been a definite policy of quiet threats to the judiciary, primarily through delayed elevations, punitive transfers, post-retirement sinecures for pliant judges, and selective implementation of collegium recommendations.
Alleging tax terrorism and intimidation of businesses and institutions, Ramesh said the fear of regulatory retaliation has had a chilling effect on previously outspoken business leaders.
"Investigative agencies have been weaponised to patronise a favourite business group. Major assets, including airports, ports, cement plants, and even media houses, have been handed over to this group," Ramesh alleged.
He also claimed that prominent educational institutions have faced arbitrary tax demands. Around 20,000 independent civil society voices have been silenced, he claimed.
Ramesh further claimed that the media has come under unprecedented pressure with journalists and news outlets critical of the government facing intimidation, arrests, and raids.
"Owners are pressured to hire government-friendly journalists, and government advertising and permits are used as tools to control editorial content. Taxpayer-funded state broadcasters have been reduced to trolling the Opposition and pushing divisive narratives," he said in his statement.
The Right to Information, a powerful tool in the hands of the powerless, has been neutered, Ramesh alleged.
Alleging rampant misuse of investigative agencies, Ramesh claimed that institutions such as the ED, CBI, and Income Tax Department have been deployed to harass and defame leaders of various opposition parties.
"Investigative agencies were used to facilitate the illegal collection of Rs 8,000 crores in Electoral Bonds for the BJP," he said.
Those who switch parties and join the BJP automatically become ED-mukt and CBI-mukt, Ramesh claimed.

'The Emergency Diaries - Years that Forged a Leader', which highlights Modi's fight for the "the ideals of democracy", is published by BlueKraft. It will be released by Home Minister Amit Shah on Wednesday evening.

He said on X, "I call upon all those who remember those dark days of the Emergency or those whose families suffered during that time to share their experiences on social media. It will create awareness among the youth of the shameful time from 1975 to 1977." The prime minister recalled that he was a young RSS pracharak during the period.
He said, "The anti-Emergency movement was a learning experience for me. It reaffirmed the vitality of preserving our democratic framework. At the same time, I got to learn so much from people across the political spectrum." He added, "I am glad that BlueKraft Digital Foundation has compiled some of those experiences in the form of a book, whose foreword has been penned by Shri HD Deve Gowda Ji, himself a stalwart of the anti-Emergency movement." The publisher in a post said the book delves into the compelling role Modi played in the fight against the Emergency.

Haryana Governor Bandaru Dattatreya on Monday reflected on the Emergency, calling it a "dark period" in post-Independence India's history when constitutional rights were crushed.
Ahead of the 50th anniversary of the Emergency's imposition in 1975, Dattatreya, who was an RSS functionary at that time, shared his personal experiences of evading arrest and his imprisonment.
Upon declaration of Emergency on June 25, 1975, he had received instructions to avoid arrest as many activists were already rounded up.
"The rules of the Constitution that safeguard democracy were all crushed (during Emergency)," he told PTI Videos here.
To evade authorities, he said he went underground and adopted a new appearance by wearing a suit and tie and even changed his name to 'Dharmendra'.
His primary role while underground was to organise activists across various locations against the Emergency, and also ensuring their safety and providing support to the families of leaders who were arrested.
In one instance, Dattatreya and fellow activists attempted to hold a covert political meeting under the guise of a Satyanarayana Puja near a temple.
As police converged on the location, Dattatreya said he and present Tripura Governor N Indrasena Reddy managed to escape by scaling a 20-foot wall.
While Reddy escaped unharmed, Dattatreya hurt his leg in the process.
Eventually, he was arrested and imprisoned under the Maintenance of Internal Security Act (MISA). and lodged in Chanchalguda Jail in Hyderabad, where he was held alongside several political prisoners.
During his incarceration, he learned of his elder brother's demise. He was granted parole to attend the funeral, during which he was advised by a relative to secure his release through a deal by giving in writing to the government that he would not be part of such activities again.
However, encouragement from his mother strengthened his resolve to stay committed to the cause.

The Bombay High Court, on September 19, emphasized that creative freedom and freedom of expression cannot be restricted, stating the CBFC cannot deny certifying a film solely due to concerns over potential law and order issues, according to PTI.
Expressing dissatisfaction with the CBFC&rsquo;s delay in deciding the certification for Kangana Ranaut's Emergency, the court ordered a decision by September 25.
A division bench of Justices B.P. Colabawalla and Firdosh Pooniwalla questioned whether the CBFC believes the public is so naive as to believe everything depicted in films.
The makers of Emergency accused the film board of delaying certification, allegedly for political reasons. The High Court pointed out that Kangana Ranaut, the film&rsquo;s director, co-producer, and lead, is a sitting BJP MP, questioning if the ruling party would act against its own member. Originally slated for a September 6 release, Kangana accused the CBFC of stalling the certification process to delay the film.
The HC bench urged the CBFC to make a clear decision, stating, 'You must have the courage to either approve or reject the film. We don&rsquo;t want the CBFC to sit on the fence.'
The court was responding to a petition by Zee Entertainment Enterprises, asking for certification of Emergency. The biographical drama has sparked controversy, with Sikh organizations, including the Shiromani Akali Dal, accusing the film of misrepresenting their community and distorting historical facts.
Earlier this month, the HC declined to grant urgent relief, stating it could not immediately direct the CBFC to certify Emergency. The decision came due to a directive from the Madhya Pradesh HC, which required the censor board to review objections before certifying the movie. The court then instructed the CBFC to decide on the certification by September 18.
On Thursday, senior counsel Abhinav Chandrachud, representing the CBFC, informed the court that the board's chairman had referred the film to a revising committee, citing concerns about potential public disorder. The film also stars Anupam Kher and the late Satish Kaushik.
Senior counsel Venkatesh Dhond, representing Zee Entertainment, argued that the CBFC was delaying the certification of Emergency to prevent its release before the October elections in Haryana.
The HC criticized the CBFC for passing responsibility from one department to another instead of complying with the court&rsquo;s earlier order, stressing the decision must be made by September 18. The court reprimanded the CBFC for raising concerns about potential law and order issues, stating it wasn&rsquo;t their role to make such judgments and that creative freedom was being restricted. Dhond suggested political reasons were behind the delay, despite Kangana being a BJP MP.

BJP MPs, including Union ministers, held a protest in the Parliament Complex on Wednesday, targeting the Congress over the imposition of Emergency in 1975 and demanding the opposition party's apology for violating the Constitution.
With the Congress and its allies in the INDIA bloc persistently targeting the Narendra Modi government for its alleged attack on constitutional values, the ruling alliance has sought to turn the tables by launching a frontal counterattack over the Emergency issue against the backdrop of its 49th anniversary on June 25.
Soon after Lok Sabha Speaker Om Birla adjourned the House after reading out a resolution condemning the imposition of Emergency and flaying then prime minister Indira Gandhi for her attack on the Constitution, a large number of BJP-led NDA MPs assembled outside, carrying placards and raising slogans.
"Emergency ke liye Congress sharm karo" and "emergency ke liye maafi mango" were among the slogans raised by them. Union ministers Ashwini Vaishnaw, Pralhad Joshi, Kiren Rijiju and Lalan Singh joined other MPs in attacking the Congress.
BJP MP and the party's national spokesperson Sambit Patra said, "It is necessary to show the mirror to those who are talking about saving the Constitution and holding its copies in their hands. They were those who tried to erase the Constitution." "That's why we are hearing the slogan: Rahul Gandhi 'maafi mango' (apologise)," Patra told PTI.
JD(U) MP and Union Minister Lalan Singh slammed the Congress, saying the party, which had "ripped" the Constitution to shreds by imposing Emergency, does not have the right to talk about protecting its values.
"Indira Gandhi, grandmother of the Leader of Opposition (Rahul Gandhi), had imposed the Emergency. What is their right today to talk about the Constitution? Do they have the right to even discuss about the Constitution," he asked.
Union ministers Arjun Ram Meghwal and Gajendra Singh Sekhawat also joined the protest.
BJP MP and former Union minister Ravi Shankar Prasad hailed Birla for bringing the resolution on Emergency, saying "it was necessary". The Congress government under then Prime Minister Indira Gandhi had imposed Emergency just to hold on to power, he said.
Union minister Giriraj Singh took a swipe at the Congress' allies such as the Samajwadi Party, saying Akhilesh Yadav's father and socialist stalwart Mulayam Singh Yadav was among the leaders arrested during the Emergency.
BJP MP Bansuri Swaraj said the Congress should apologise to the country for "murdering" democracy 50 years ago.
"How bizarre it is that the Congress flashes the Constitution in Parliament but never looks within. The Congress has forgotten its own history that 50 years ago it had murdered democracy by imposing Emergency to serve its selfish political motive and lust for power," she said.
Thousands of people were arrested overnight, the BJP MP added.
Since Tuesday, the BJP held a large number of events across the country to mark the Emergency's anniversary and the exercise will continue for a week.&nbsp;

The flight landed at the airport after dumping fuel over the Arabian Sea to facilitate safe landing, the sources told PTI.
The airport management declared a full emergency.

"Suspected hydraulic failure at IX 412 from Sharjah to Kochi. Due to this, a full emergency was declared at 08.04 pm in the Kochi airport. The aircraft landed safely at 08.26 pm," informed CIAL in a statement.
According to CIAL officials, there were no diversion or runway blockages and the emergency was withdrawn at 8.36 pm.

Airport operations were declared normal post the withdrawal of the emergency. Earlier on Sunday, an Air Asia flight makes an emergency landing at Lucknow airport soon after take-off for Kolkata.
"Air Asia flight return back to the Lucknow airport after aircraft suffered bird hit, aircraft was landed safely and all passengers are also safe," an airport official told ANI. "An Airbus aircraft of Air Aisa with around 170 passengers was deployed for the Kolkata operation, all of whom are safe," Air Asia said in a statement

The minister's remarks come against the backdrop of Surya, the ruling BJP's Bengaluru South MP, facing flak from Congress over the incident, which happened on December 10 last year at Chennai airport.
On Tuesday, IndiGo said a passenger accidentally opened the emergency exit of the plane after boarding at Chennai airport but did not disclose the identity of the person.
When asked about the incident, Scindia said it had happened on the ground.
"When the incident happened, Tejasvi Surya ji himself reported that incident, based on which the full protocol was followed as DGCA itself has investigated and enunciated. The full protocol was followed and pressurisation was checked, all the other checks were in place and only then (did) the aircraft take off. I think he himself apologised...
"The person concerned, Tejasvi Surya himself reported to the crew and the pilot following which all the protocols were followed and only then was the aircraft allowed to take off," the minister told reporters on the sidelines of an event here.
In a statement on Tuesday, IndiGo said a passenger travelling on flight 6E 7339 from Chennai to Tiruchirapalli on December 10, 2022 accidentally opened the emergency exit during the boarding process.

New York Governor Kathy Hochul on Friday declared a disaster emergency as part of its efforts to vaccinate residents against polio after the virus was detected in the wastewater samples of yet another county in the New York City area.
Hochul's executive order came after the discovery of the virus last month in samples from Long Island's Nassau County, directly east of the city.
Health officials began checking for signs of the virus in sewage water after the first case of polio in the United States in nearly a decade was identified in July in Rockland County, which is north of the city.
The latest sample is genetically linked to the polio case from Rockland and provides further evidence of expanding community spread, state health officials said.
The poliovirus had previously been detected in wastewater in two other counties to the north of NYC: Orange and Sullivan.
The declaration of a disaster emergency will allow Emergency Medical Technicians (EMS) workers, midwives and pharmacists to administer polio vaccines and allow doctors to issue standing orders for the vaccine. Data on immunisations will be used to focus vaccination efforts where they're needed the most.

&ldquo;On polio, we simply cannot roll the dice,&rdquo; state Health Commissioner Dr. Mary T. Bassett said in a prepared statement.
&ldquo;If you or your child are unvaccinated or not up to date with vaccinations, the risk of paralytic disease is real. I urge New Yorkers to not accept any risk at all.&rdquo; The statewide polio vaccination rate is 79 per cent, but the counties of Rockland, Orange and Sullivan had lower rates.
Officials have said that it is possible that hundreds of people in the state have gotten polio and don't know it. Most people infected with polio have no symptoms but can still give the virus to others for days or weeks.
The lone confirmed case in New York involved an unidentified young adult who was unvaccinated.&nbsp;
