Following the Supreme Court&rsquo;s decision to strike down the electoral bond scheme in February 2024, the focus now shifts to donations made directly or via electoral trusts.

In the financial year 2023-24, the BJP witnessed a substantial increase in political donations, receiving around Rs 2,244 crore from individuals, corporate entities, and trusts, a sharp rise from the Rs 723 crore it received the previous year. In contrast, the Congress party's donations for the same period amounted to Rs 288.9 crore, significantly higher than the Rs 79.9 crore reported in 2022-23.
The recent data published by the Election Commission revealed that a considerable portion of both parties' funding came from the Prudent Electoral Trust. The BJP received Rs 723.6 crore from the trust, while Congress secured Rs 156.4 crore. Notably, this trust has been a significant source of funding for both parties, contributing to more than a third of BJP&rsquo;s donations and over half of Congress' funds in 2023-24. Prominent donors to Prudent Electoral Trust included large corporations such as the Serum Institute, ArcelorMittal, Megha Engg &amp; Infra Ltd, and Bharti Airtel.
It&rsquo;s essential to highlight that these donation figures do not include funds raised through electoral bonds, as political parties only disclose electoral bond donations in their annual audits. Following the Supreme Court&rsquo;s decision to strike down the electoral bond scheme in February 2024, the focus now shifts to donations made directly or via electoral trusts.
In addition to national parties, some regional parties disclosed their electoral bond receipts for 2023-24. BRS received Rs 495.5 crore, DMK reported Rs 60 crore, and YSR Congress collected Rs 121.5 crore from the now-defunct bond scheme. BJP&rsquo;s donations saw an impressive 212% rise from the previous year, which is typical in the lead-up to elections. For context, prior to the 2019 general election, BJP reported Rs 742 crore in donations, while Congress declared Rs 146.8 crore.
Prudent Electoral Trust also contributed significantly to regional parties, including Rs 85 crore to BRS, Rs 62.5 crore to YSR Congress, and Rs 33 crore to TDP. Interestingly, BJP declared donations of Rs 3 crore from Future Gaming and Hotel Services, a company owned by Santiago Martin, also known as the &lsquo;Lottery King&rsquo; of India. Martin&rsquo;s company, which was a major donor through electoral bonds, is currently under investigation by the Enforcement Directorate and the Income Tax Department.
Other national parties reported mixed donations, with AAP seeing a decrease in donations, reporting Rs 11.1 crore compared to Rs 37.1 crore in the previous year. CPM&rsquo;s contributions slightly increased, reaching Rs 7.6 crore. Some regional parties, such as BSP and BJD, reported no significant donations, while the Samajwadi Party saw a sharp decline in its donations, receiving only Rs 46.7 lakh in 2023-24 compared to Rs 33 crore the previous year.

Lawyer Prashant Bhushan on Saturday labelled the electoral bonds as the biggest scam in the history of Indian democracy and alleged that they were used as bribes for contracts, shielding people from central probe agencies, manipulating policies, and influencing drug regulators.
He said the Supreme Court will soon commence hearing on a petition filed before it seeking a probe by a Special Investigation Team (SIT) into alleged quid pro quo arrangements between corporates and political parties.
"The electoral bonds were used (by companies) as bribes to get contracts, to protect themselves from the Enforcement Directorate (ED) and the CBI and to save themselves from drug regulators," Bhushan said.
Out of the Rs 16,500-crore electoral bonds, half went to the BJP and the rest to parties like the TMC and the Congress. However, those who were not ruling did not get any money, he said.
"I see that Rs 5,000-crore worth of electoral bonds were issued, resulting in the sanctioning of contracts worth Rs 5 lakh-crore. Additionally, bonds worth Rs 2,500 crore were provided by companies that were subjected to raids by the CBI, ED, or the Income Tax department. Curiously, investigations into these companies abruptly ceased following the issuance of the bonds," he alleged.
Bhushan also alleged that "either this money (through electoral bonds) was taken as 'vasooli' (recovery or protection money) or 'haftas' (subscription) similar to the manner taken by goons." He alleged that a telecom company paid electoral bonds of over Rs 100 crore to the BJP and the import policy was changed on their behalf.
Some pharma companies issued Rs 1,000-crore bonds to the BJP and some state governments since they were manufacturing some dangerous drugs.
"The regulatory authorities told them that they were manufacturing drugs that might be harmful to humans, but soon after they paid money through the bonds, action against them stopped," Bhushan alleged.
He said an independent and neutral SIT should be formed under the supervision of a retired Supreme Court judge.
"The hearing of the petition filed in the apex court to form an SIT will start soon. A neutral SIT must be constituted under the supervision of a retired judge of the Supreme Court. The CBI and Enforcement Directorate (ED) should not be included in the SIT as they are also accused in the matter," Bhushan said at the Kolkata Press Club.
Bhushan said the probe will reveal who were involved in the electoral bonds and how money could be retrieved from the political parties.
"Political donation was not illegal but keeping it secret is. Accepting a bribe is illegal and if someone in a political party has accepted it, then they must return it. The question is who is responsible for this controversy? Whether those in the companies, in the political parties, or those in the CBI, ED be held responsible," he questioned.

The row over the opaque electoral bonds scheme is far from over with a plea being filed in the Supreme Court seeking a court-monitored probe by a special investigation team (SIT) into alleged instances of "apparent quid pro quo" involving political parties, corporate entities and officials of investigative agencies.
A five-judge constitution bench of the apex court had on February 15 scrapped the electoral bonds scheme of anonymous political funding introduced by the BJP government.
Following a Supreme Court directive, the State Bank of India, the authorised financial institution under the scheme, had shared the data with the Election Commission (EC), which later made them public.
The electoral bonds scheme, which was notified by the government on January 2, 2018, was pitched as an alternative to cash donations made to political parties as part of its efforts to bring in transparency in political funding.
Terming it a "scam", the plea, filed by NGOs Common Cause and Centre for Public Interest Litigation, has sought a direction to the authorities to investigate the source of funding of "shell companies and loss-making companies&rdquo; which made donations to various political parties, as has been disclosed by the data released by the EC.
The petition, filed through advocate Prashant Bhushan, has also sought a direction to the authorities to recover the money donated by companies as part of "quid pro quo arrangements where these are found to be proceeds of crime".
"The electoral bond scam has a money trail unlike the 2G scam or the coal scam, where allocations of spectrum and coal mining leases were arbitrarily made, but there was no evidence of a money trail. Yet this court ordered court-monitored investigations in both those cases, appointed special public prosecutors and formed special courts to deal with those cases," it said.
The plea said in the "electoral bond scam, some of the country's main investigative agencies such as the CBI, Enforcement Directorate and the Income Tax Department appear to have become accessories to corruption".
It claimed that several firms which were under investigation by these agencies have donated large sums of money to the ruling party, to potentially influence outcome of probes.
"Thus, the investigation in this case would not only need to unravel the entire conspiracy in each instance, which would involve officers of the company, officials of the government and functionaries of political parties but also the officers concerned of agencies like the ED/IT and CBI etc, who appear to have become part of this conspiracy," it alleged.
The plea said this "scam" needs to be investigated by an SIT of sitting/retired investigating officers of impeccable integrity chosen by the apex court and working under the supervision of a retired judge of the top court.
It has sought a direction for a "court-monitored investigation by an SIT into the instances of apparent quid pro quo between public servants, political parties, commercial organisations, companies, officials of investigation agencies and others, and other offences as highlighted in the present petition, as have been disclosed from the electoral bond data published by the Election Commission of India&hellip;".
The petition has also sought a direction for investigating alleged violation of section 182(1) of the Companies Act, 2013 by companies which donated to political parties through electoral bonds within three years of their incorporation and for penalty to be imposed on such firms in terms of section 182(4) of the Act.
The plea claimed the electoral bond data showed that the bulk of the bonds purchased by corporate entities appeared to have been donated as quid pro quo arrangements by corporates to political parties for getting contracts, licences, leases, clearances and approvals worth crores of rupees and securing other benefits from governments or authorities controlled by governments which were in turn controlled by political parties.
It alleged that electoral bonds were given in close proximity to action by agencies like the ED, IT or CBI, raising suspicion about the donations being "protection" money to avoid or stall action by or in exchange for regulatory inaction by various regulators like the drug controller etc and as a consideration for favourable policy changes.
"Though these apparent pay offs amount to several thousand crores, they appear to have influenced contracts worth lakhs of crores and regulatory inaction by agencies worth of thousands of crores and also appear to have allowed substandard or dangerous drugs to be sold in the market, endangering the lives of millions of people in the country," it said.
"That is why the electoral bonds scam has been called by many astute observers as the largest scam in India so far, and perhaps in the world," it claimed.
It said data also showed that various loss-making companies and shell companies were donating huge sums to political parties through electoral bonds.
"Data suggests that the introduction of electoral bonds led to the mushrooming of shell companies, which were used by corporate houses as conduits to launder illicit money," the plea alleged.&nbsp;

Finance Minister Nirmala Sitharaman on Wednesday said that all major political parties have encashed electoral bonds and nobody has a moral authority to say anything as it was legal and according to law.
She also said that in view of the Supreme Court's judgement against electoral bonds, more debate is needed to come out with a better system for electoral funding.
Replying to a question at Times Now Summit, the minister said the law, which has now been quashed by the apex court, was passed by Parliament and the bonds were purchased as per the prevailing law at that time.
"It was passed by Parliament and based on the law, bonds have bought and encashed by all parties but one... Everyone has received from everybody, every donor has given everybody.
"The very party which now says well this is a scam, this is a scandal, had also taken money through the bonds. Tell me what moral authority anyone has to speak because it was the law then... it went lawfully. It was a step better than what prevailed earlier," Sitharaman said.
On what the new government can do in this regard, she said there is a need to understand how to better the system, which has been rejected now.
The system of electoral bonds was still better than the previous system, "which is what we've gone back to now. We need to do something better, but a lot more work is required", she added.
Last month, a five-judge apex court bench, headed by Chief Justice of India D Y Chandrachud, said the electoral bonds scheme violates the right to information and the freedom of speech and expression under the Constitution.
She also rebutted the allegations of connections between ED (directorate of enforcement) raids and bond purchases, stating the raids have happened even on those companies that donated to the BJP through electoral bonds.
"ED raids still happen, it did not give them (companies) any immunity," she added.
The minister added that the law enforcement agencies are not acting with any political agenda as law pursues those who disobey it.
"Stop making political arguments over them," Sitharaman said.
On why the BJP is welcoming tainted politicians, she said the "doors are open for all".
"If people see work happening... and a party is making a difference, they obviously would want to come and join. But the BJP has value systems and the way in which the party runs under certain leadership. I don't think there is ever a compromise on that," Sitharaman said.
Replying to a question on Congress spokerperson Supriya Shrinate's comments against BJP Lok Sabha candidate Kangana Ranaut, she said it is "outrageous" and "abhorrent".
She added that Shrinate should have tendered an unconditional apology.
A controversial comment was posted on social media platforms from Congress leader Shrinate's accounts against Ranaut, the Bollywood actor who has been fielded by the BJP as its candidate from the Mandi Lok Sabha constituency in Himachal Pradesh.
Following a row, Shrinate removed the controversial remarks from all of her social accounts, claiming that they had been posted not by her but by someone else who had access to her accounts.
The finance minister refused to call the arrest of Delhi Chief Minister Arvind Kejriwal a case of political vendetta.
The chief minister had not complied with number of summons sent by the ED, she said, adding that the governance has gone down the drain in Delhi as well as Punjab, the two states ruled by AAP.

The BJP remained a major beneficiary of electoral bonds purchased by big corporate groups like Vedanta, Bharti Airtel, Muthoot, Bajaj Auto, Jindal group and TVS Motor, according to an analysis of data released by the Election Commission on Thursday.
The Election Commission made public a fresh data set of electoral bonds, including their alpha-numeric numbers that can help match their purchasers with the political parties that received the funds.
Vedanta group gave donations to BJP, Congress, BJD and TMC while Bharti Airtel donated to BJP, RJD, SAD, Congress, and Janata Dal (United).
Muthoot donated to BJP, NCP Maharahstra Pradesh, Bajaj group to BJP and AAP, Apollo Tyres to Congress, Keventers to BJP and Congress.
Industrialist Lakshmi Niwas Mittal donated to the BJP, while Biocon chief Kiran Mazumdar Shaw donated to BJP, TMC and Congress. Rungta Sons Private Limited donated to Congress, BJP, TMC and Sikkim Krantikari Morcha.
Pharmaceutical companies Piramal Capital and Sun Pharma donated to the BJP while Torrent Pharmaceutical Limited donated to BJP, AAP and Congress, Natco Pharma gave donations to BJP, TDP, TMC and BRS.&nbsp;

The State Bank of India told the Supreme Court on Thursday it has provided all details of the electoral bonds in its possession to the Election Commission.
In a compliance affidavit filed in the apex court, the SBI chairman said the complete bank account numbers and KYC details of the political parties have not being made public "as it may compromise the security of the account (cyber security)".
"Similarly, KYC details of purchasers are also not being made public for security reasons, apart from the fact that such information is not fed/collated in the system. However, they are not necessary for identifying the political parties," the affidavit filed by bank chairperson Dinesh Kumar Khara said.
The affidavit said the SBI has revealed information which will show the name of the purchaser of the bond, its denomination and specific number, the name of the party that encashed it, the last four digits of the bank account number of political parties that redeemed the bond and the denomination and unique number of the bond encashed.
"On March 21, 2024, the State Bank of India has provided/ disclosed all details of the electoral bonds which are in its possession and custody to the Election Commission of India," it said.
"It is respectfully submitted that SBI has now disclosed all details and that no details (other than complete account numbers &amp; KYC details) have been withheld from disclosure in terms of the directions contained in&hellip; the judgment dated February 15, 2024 read with order dated March 18, 2024 passed by this court," the affidavit said.
On March 18, the apex court had told the SBI to stop being "selective" and make "complete disclosure" of all details related to the electoral bonds scheme by March 21.
The top court had said the details to be disclosed must include the unique bond numbers that would match the buyers with the recipient political parties.
In a landmark verdict delivered on February 15, a five-judge constitution bench had scrapped the Centre's controversial electoral bonds scheme that allowed anonymous political funding, calling it "unconstitutional", and ordered disclosure by the EC of the donors, amount donated by them and the recipients by March 13.
Ordering the closure of the scheme, the top court directed the SBI, the authorised financial institution under the scheme, to submit by March 6 the details of the electoral bonds purchased since April 12, 2019 till date to the Election Commission.

The Supreme Court clarified that SBI must disclose the alphanumeric number and the serial number, if any, of the bonds purchased and redeemed.

The Supreme Court on Monday said the State Bank of India (SBI) can't be selective and has to disclose all "conceivable" electoral bond details in its possession, including unique bond numbers that would disclose the link between the buyer and the recipient political party.
A five-judge bench headed by Chief Justice D Y Chandrachud said the apex court had, in its verdict in the electoral bonds case, asked the bank to disclose all the details of the bonds and it should not wait for further orders on this aspect.
"We had asked all details to be disclosed by the SBI which includes electoral bond numbers as well. Let SBI not be selective in disclosure," the bench, also comprising Justices Sanjiv Khanna, B R Gavai, J B Pardiwala and Manoj Misra, orally said during the hearing.
Last week, the top court had issued a notice to the country's largest bank to explain the reasons for non-disclosure of unique alpha numeric numbers in compliance of its directions, saying the SBI was "duty bound" to reveal them.
On April 12, 2019, the apex court had issued an interim order directing that the information about the donations received and donations which will be received must be submitted by political parties to the EC in a sealed cover.

Mayawati's Bahujan Samaj Party, which is a recognised national party, has told the Election Commission that it did not receive any funding through electoral bonds since the inception of the scheme.
The National People's Party, which rules Meghalaya, is another national party which received no donations through electoral bonds.
National Conference, a recognised state party in the union territory of Jammu and Kashmir, has disclosed receiving Rs 50 lakh from the Bharti group through electoral bonds.
The Sikkim Democratic Front (SDF) disclosed it received Rs 50 lakh via electoral bonds from Alambic Pharma.
Left parties, including CPI, CPI-M, All-India Forward Bloc and CPI-ML did not receive any electoral bond funding. They said as a matter of principle they refused donations through this route.
Some of the registered, unrecognised parties made their submission in hand-written notes on plain paper declaring not receiving any funding through poll bonds.
Several of the parties which are active in states, such as Raj Thackeray's Maharashtra Navnirman Sena, AIMIM, IAUDF, Zoram People's Movement, Asom Gana Parishad, Bodoland People's Front, Kerala Congress (Mani), late Vijayakanth's DMDK, INLD, Tamil Maanila Congress did not receive donations through poll bonds.
On the other hand, some other smaller regional players such as the Goa Forward Party and MGP received electoral bonds worth Rs 36 lakh and Rs 55 lakh respectively.
According to an earlier report compiled by NGO Association of Democratic Reforms (ADR), electoral bonds worth Rs 16,518 crore were sold from March 2018 to January 2024.

Top purchaser of electoral bonds Future Gaming and Hotel Services donated Rs 509 crore to Tamil Nadu's ruling party DMK through the now scrapped payment mode, the Election Commission data showed on Sunday.
The BJP received the maximum funds through these bonds at Rs 6,986.5 crore since they were introduced in 2018, followed by West Bengal's ruling party Trinamool Congress (Rs 1,397 crore), Congress (Rs 1,334 crore) and BRS (Rs 1,322 crore).
Odisha's ruling party BJD was the fourth largest recipient at Rs 944.5 crore followed by DMK at Rs 656.5 crore and Andhra Pradesh's ruling party YSR Congress redeemed bonds worth nearly Rs 442.8 crore.
The JD(S) received bonds worth Rs 89.75 crore, including Rs 50 crore from Megha Engineering, the second largest purchaser of electoral bonds.
Future Gaming of lottery king Santiago Martin was the biggest purchaser of electoral bonds at Rs 1,368 crore, of which nearly 37 per cent went to the DMK.
Other major donors of the DMK included Megha Engineering Rs 105 crore, India Cements Rs 14 crore and Sun TV Rs 100 crore.
The TMC received Rs 1,397 crore through electoral bonds, second largest recipient after the BJP.
The DMK was among the few political parties to disclose the identity of the donors, while major parties such as the BJP, Congress, TMC and AAP did not disclose these details to the Election Commission, which has now made public those filing as per a Supreme Court order.
The TDP redeemed bonds worth Rs 181.35 crore, Shiv Sena Rs 60.4 crore, RJD 56 crore, Samajwadi Party got Rs 14.05 crore via electoral bonds, Akali Dal Rs 7.26 crore, AIADMK Rs 6.05 crore, National Conference Rs 50 lakh.
The CPI(M) has declared that it will not receive funds through electoral bonds, while filings made by the AIMIM and BSP showed nil receipts.

The Election Commission on 17th March released more information on the now-scrapped electoral bonds. This data on electoral bonds was received from political parties and was submitted to the Supreme Court in sealed covers.
According to the Election Commission, this fresh information pertains to the transactions that occurred before April 12, 2019. The data that was released last week was related to the electoral bonds issued after this date.
"The Registry of the Supreme Court has returned physical copies along with a digitised record of the same in a pen drive in sealed cover. The Election Commission of India has today uploaded the data received in digitised form from the registry of the Supreme Court on electoral bonds on its website," the EC said in a statement today.
The EC released the data a day after it announced the dates for the Lok Sabha elections to be held in seven phases from April 19 to June 1.

The Congress on Friday alleged that the electoral bonds data has exposed "corrupt tactics" of the BJP such as quid pro quo, seeking donations for the company's protection, kickbacks and money laundering through shell companies.
Congress general secretary Jairam Ramesh also hit back at Finance Minister Nirmala Sitharaman for her reported remarks that the link between the ED/CBI/IT raids on firms and donations through electoral bonds are based on "assumptions", saying "we invite her to release the full data of who donated how much to which political party".
"The Finance Minister says that the link between the ED/CBI/IT raids on firms and their subsequent donations to the BJP are based on 'assumptions'. If these 'assumptions' are untrue, then we invite her to release the full data of who donated how much to which political party. It will put an end to the discussion once and for all," Ramesh said.
"It must be remembered that the Finance Minister is in charge of both the State Bank of India, which administers the Electoral Bond scam, and the Enforcement Directorate, which enforces the 'Pradhan Mantri Hafta Vasuli Yojana'," Ramesh said in a post on X.
The Congress general secretary said the party continues to demand unique bond ID numbers, so that it can precisely match donors to recipients.
His remarks came a day after the Election Commission (EC) put up the data on electoral bonds on its website.
Ramesh also put out on X a "quick first analysis" of the Electoral Bonds (EB) data disclosure that the SBI put out after weeks of "attempting to postpone it until after the election".
"Over 1,300 companies and individuals have donated electoral bonds, including over 6,000 crore to the BJP since 2019," he said.
So far, the electoral bonds data exposes at least four corrupt tactics of the BJP, Ramesh claimed.
"Quid Pro Quo: There are many cases of companies that have donated electoral bonds, and immediately afterwards gotten huge benefits from the government: Megha Engineering &amp; Infra has given over Rs. 800 crores in EBs. In April 2023, they donated Rs. 140 crore, and just one month later, they were awarded the Rs. 14,400 crore Thane-Borivali Twin Tunnel Project," he alleged.
Jindal Steel and Power gave Rs. 25 crore in EBs on 7 October 2022, and just three days later, they won the Gare Palma IV/6 coal mine, on 10th October 2022, Ramesh claimed.
"Hafta Vasooli: The BJP's Hafta Vasooli strategy is simple raid a target through the ED/CBI/IT, and then seek hafta ("donations") for the company's protection. At least 14 of the top 30 donors have been raided," he alleged.
Earlier this year an investigation found that after ED/CBI/IT raids, companies were forced to donate to the BJP via electoral trusts, Ramesh said.
Many of the same companies have donated through EBs, like Hetero Pharma and Yashoda Hospital, he pointed out.
"The IT department raided Shirdi Sai Electricals in December 2023, and in January 2024, they donated Rs. 40 crore through Electoral Bonds," the Congress leader claimed.
"Future Gaming &amp; Hotels, has donated over Rs 1200 crore, making it the largest donor in the data so far. Here is the chronology: April 2 2022: ED raids Future, and 5 days later (7th April) they donate Rs. 100 crores in EBs," Ramesh claimed.
IT department raids Future in October 2023 and the same month they donate Rs. 65 crores in EBs, he said.
Ramesh also alleged that the data also points to kickbacks as a pattern emerges where immediately after receiving some handouts from the Central government, companies have repaid the favour through electoral bonds.
"Vedanta got the Radhikapur West private coal mine on 3rd March 2021, and then in April 2021, they donated Rs. 25 crore in Electoral Bonds," he alleged.
"Megha Engineering &amp; Infra got the Rs. 4,500 crore Zojila tunnel project in August 2020, then donated Rs. 20 crore in Electoral Bonds in October 2020," Ramesh said.
He also claimed that Megha got the BKC bullet train station contract in December 2022, and donated Rs. 56 crore the same month.
Ramesh alleged that data also shows there has been money laundering through shell companies.
"One huge issue with the electoral bonds scheme is that it removed the restriction that only a small percentage of a company's profits could be donated, paving the way for shell companies to donate black money. There are many such suspicious cases, such as the Rs. 410 crore that has been donated by Qwik Supply Chain Limited, a company whose entire share capital is just Rs. 130 crores according to MoCA filings," he said.
The Congress leader said another major issue is missing data.
The data provided by the SBI only begins in April 2019, but SBI sold the first tranche of bonds in March 2018.
"A total of Rs. 2,500 crores in bonds are missing from this data. Where is the data of these missing bonds, from March 2018 to April 2019? For instance, in the very first tranche of bonds, the BJP bagged 95% of the funds. Who is the BJP trying to protect?" he said.
Ramesh also alleged that the data points to kickbacks as a pattern emerges where immediately after receiving some handouts from the Central government, companies have repaid the favour through electoral bonds.
Responding to a social media post thread on the electoral bonds disclosure, Ramesh said many cases of "direct corruption" are coming out. "Soon this Suit-Boot-Loot-Jhooth Sarkar will have nowhere to hide!" he said.&nbsp;

Future Gaming's movable assets worth Rs 409.92 crore were attached in April 2, 2022. The newspaper reported that the company bought bonds worth Rs 100 crore on April 7.&nbsp;
Hyderabad-based Megha Engineering is the second largest donor. It bought bonds worth Rs 966 crore in total between 2019 and 2024. The company's officer were raided by the Income Tax department in October 2019. ED also launched a probe against Megha Engineering.&nbsp;
The Vedanta Group is the fifth biggest donor with bonds worth Rs 376 crores. It purchased the first lot of bonds in April 2019. In 2018, ED alleged that Vedanta for involved in a bribe-for-visa case. The ED then sent a letter to the CBI leading to a corruption case against the company in 2022.&nbsp;

The list of entities which purchased electoral bonds to make political donations is a veritable Who's Who of the corporate world. But possibly the biggest donor, according to the list released Thursday by the Election Commission, is a little known lottery company called Future Gaming and Hotel Services.
The better known names include steel tycoon Lakshmi Mittal, Sunil Bharti Mittal's Bharti Airtel, Anil Agarwal's Vedanta, ITC, Mahindra and Mahindra, DLF, PVR, Birlas, Bajajs, Jindals, Spicejet, IndiGo and the Goenkas.
Future Gaming and Hotel Services purchased possibly the highest amount of bonds worth Rs 1,368 crore, followed by Megha Engineering and Infrastructure Ltd at Rs 966 crore. Future Gaming was probed by the Enforcement Directorate in March 2022.
While it is already known that the ruling BJP received the highest amount of donation of over Rs 6,000 crore followed by the Congress party, the data dump only disclosed the amount donated by each entity or individual. It does not say who donated to which party.
Among the known corporates, Agarwal's Vedanta Ltd bought Rs 398 crore worth of bonds, while Sunil Mittal's three companies together purchased a total of Rs 246 crore worth of bonds.
Steel magnate Lakshmi Niwas Mittal bought Rs 35 crore worth of bonds in his individual capacity. Hyderabad-based Megha Engineering, which has bagged contracts of several large infrastructure projects, bought bonds worth Rs 966 crore.
While most of the bonds have been issued in the name of political parties, the donations made to the Congress and the Samajwadi Party were made in the name of 'President, All India Congress Committee' and 'Adyaksha Samajvadi Party'.

Besides Lakshmi Niwas Mittal, individuals who donated through electoral bonds included Kiran Mazumdar Shaw, Varun Gupta, B K Goenka, Jainendra Shah and one person going by only first name of Monika.
Ghaziabad-based Yashoda Super Speciality Hospital purchased 162 bonds, mostly of Rs 1 crore each.
Bajaj Auto bought bonds worth Rs 18 crore, Bajaj Finance Rs 20 crore, three IndiGo firms Rs 36 crore, Spicejet Rs 65 lakh, and Rahul Bhatia of IndiGo bought bonds worth Rs 20 crore.
Mumbai-based Qwik Supply Chain Pvt Ltd bought bonds worth Rs 410 crore and Haldia Energy Rs 377 crore.
Soon after the Election Commission released the data, the opposition Congress said there was a discrepancy in the numbers of entries in donor and recipient files -- 18,871 against 20,421. It also asked why the data shared pertained to a period from April 2019 even though the scheme for anonymous political funding was introduced in 2017.
The TDP and the Jana Sena, the ruling NDA constituents from Andhra Pradesh, downplayed the issue of their names featuring in the list of parties that have encashed electoral bonds.
Jana Sena spokesperson Ajay Kumar said, "We have people who will give money to us also. And electoral bond was a legal thing." According to an earlier report by the Association of Democratic Reforms (ADR), electoral bonds worth Rs 16,518 crore have been sold from March 2018 to January 2024.
The BJP received the highest contributions through the electoral bonds amounting to Rs 6,566 crore or 54.77 per cent, followed by the Congress with Rs 1,123 crore or 9.37 per cent, Trinamool Congress Rs 1,092 crore or 9.11 per cent, it had said.

The Election Commission has received details from the State Bank of India (SBI) related to the electoral bonds and will share all relevant information in time, Chief Election Commissioner Rajiv Kumar said on Wednesday.
The assertion comes in the wake of the Supreme Court directing the SBI to submit the details of the electoral bonds purchased since April 12, 2019 to the EC.
SBI is the authorised financial institution to issue the electoral bonds.
"The SBI was supposed to submit the data by March 12. They have given to us the details in time. I will go back and look at the data (and) would definitely disclose it in time," Kumar told reporters here.
Kumar reached Jammu on Wednesday to review preparations for the upcoming Lok Sabha elections in the Union Territory of Jammu and Kashmir.
"We are ready for the 2024 Lok Sabha election. We will ensure free and fair elections across the country. We request voters across the country including Jammu and Kashmir to enthusiastically take part in the 'festival of democracy," the CEC said.
He said social media cell will be established in all districts in order to respond to fake news in real time.
"Adequate security to be provided to all candidates and central forces will be deployed," he added.
Kumar said strict vigil will be maintained on online cash transfers through wallets in Jammu and Kashmir.
People above 85 years and those with disability will be provided voting at home facility in J-K, he added.

The State Bank of India (SBI) on Wednesday told the Supreme Court that a total of 22,217 electoral bonds were purchased and 22,030 redeemed by political parties between April 1, 2019 and February 15 this year.
In a compliance affidavit filed in the apex court, the SBI said as per the court's direction, it has made available the details of electoral bonds to the Election Commission of India before the close of business hours on March 12.
It said details, including date of purchase of each electoral bonds, names of the purchaser and the denomination of the bonds purchased have been furnished.
The affidavit, filed by SBI's chairman Dinesh Kumar Khara, said the bank has also furnished to the EC details like date of encashment of the electoral bonds, the names of political parties which received the contributions and the denominations of the bonds.
On March 11, a five-judge Constitution bench headed by Chief Justice DY Chandrachud had dismissed the SBI's plea seeking an extension of time and ordered it to disclose the details of electoral bonds to the EC by close of business hours on March 12.
The apex court had also directed the EC to publish the details shared by the bank on its official website by 5 pm on March 15.
In a landmark verdict delivered on February 15, a five-judge Constitution bench had scrapped the Centre's electoral bonds scheme that allowed anonymous political funding, calling it "unconstitutional" and ordered disclosure by the EC of donors, the amount donated by them and the recipients by March 13.

The SBI has issued Electoral Bonds worth Rs 16,518 crore in 30 tranches since the inception of the scheme in 2018.
The Supreme Court, however, in a landmark verdict on February 15 scrapped the Centre's electoral bonds scheme that allowed anonymous political funding, calling it "unconstitutional" and ordered disclosure by the EC of donors, the amount donated by them and recipients.
SBI had sought time till June 30 for disclosure of the details. Its plea, however, was rejected by the apex court, and it asked the bank to submit all details to the Election Commission by the close of working hours on Tuesday.
Electoral bonds were introduced as a substitute for cash donations made to political parties with the aim of enhancing transparency in political funding.
The first sale of electoral bonds took place in March 2018.
Electoral bonds were to be redeemed exclusively by an eligible political party through an authorised bank account, and the State Bank of India (SBI) is the sole authorised bank for issuing these bonds.

The Election Commission has been asked to publish the details shared by SBI on its official website by 5 pm on March 15.
In a landmark verdict on February 15, the bench led by Chief Justice DY Chandrachud had scrapped the electoral bond scheme that facilitated anonymous donations to political parties. The apex court had set March 6 as the deadline for SBI to disclose information on the bonds issued so far to the poll panel.
However, on March 4, the lender moved Supreme Court seeking time till June 30 to furnish the details. The lender argued that the data of anonymous donors and that of political parties encashing the donations were stored in separate silos, and that matching them would be a time consuming process.
The Supreme Court, today, clarified that the lender did not have to match donors with donations. The SBI has to just open the sealed cover, collate the details and give the information to the Election Commission, the apex court said.
It also asked the bank about the steps taken by it for complying with the directions given by the apex court in its February 15 judgment. "In the last 26 days, what steps have you taken? Your application is silent on that," the bench said.
