All three branches of the government unanimously abrogated Jammu and Kashmir's special status under Article 370 of the Constitution, thereby fulfilling the dream of Jana Sangh founder Syama Prasad Mookerjee, Vice President Jagdeep Dhankhar said on Thursday.
The vice president said there is now a substantial shift in the situation in Jammu and Kashmir and attributed it to the prevailing peace, stability and public order in the region.
He was addressing a function after inaugurating a biotech startup expo in Kathua in Jammu and Kashmir, aimed at developing the district along the International Border with Pakistan as a hub for budding entrepreneurs.
"Congratulations to the executive led by the prime minister, the legislature -- Lok Sabha and Rajya Sabha -- and the judiciary. All three unanimously removed Article 370 from our Constitution," Dhankhar said.
With this, Syama Prasad Mookerjee's dream has been completely fulfilled, he said.
Mookerjee had left an indelible mark on this land, he said.
"The land with grave imprints of Dr Syama Prasad Mookerjee, the land facing danger, has seen that danger being removed in this era. No one thought that Article 370 would be stamped out. This article, called temporary in the Constitution, became a curse for us," Dhankhar said.
Union Science and Technology Minister Jitendra Singh attended the function.
Twenty-five startups, including 11 from Jammu and Kashmir, took part in the expo, titled "Emerging Startup Trends in North India".
The vice president also said there is now a substantial shift in the situation in Jammu and Kashmir.
"Today all the things are put in place in modern India. First is harmony and stability. What was the situation at one time? What was the situation in your region? I was a member of Lok Sabha in 1989 and a minister at the Centre. What was the situation in Kashmir? I came to Kashmir at that point of time. I saw with my own eyes. And today there is a big change," he said.
He highlighted the drastic positive transformation and cited the recent G20 meeting as an example.
"The representatives of G20 took with them golden moments of their visit to Kashmir. Tourism is increasing here. People are happy. People want to invest here. This is a big change here because peace, stability and public order are here," Dhankhar added.
He underscored the importance of a unified application of law, stating, "any country and any society cannot move forward until there is a unified application of law. It is imperative to have equality before the law." "Some people had such a notion that law cannot do anything to them. They are above law. The hands of law and order cannot reach them. There is a change in India as well as in Jammu and Kashmir. Today it is a reality that nobody is above the law. Everybody would have to be answerable to law.
"The law has reached to the doorstep of those who never thought they would be touched by law. People have understood that it is the process of justice. It is the second biggest change," he said.
He outlined four fundamental changes, highlighting transparency, accountability in governance, the creation of an ecosystem for youth empowerment, and the significant empowerment of women.
Dhankhar applauded the government's efforts in granting women substantial rights and reservations, calling it a "double gain" in Jammu and Kashmir.
The vice president urged political parties not to obstruct development with divisive politics.
"Development is for all and always above partisan interest. Today, a new ray of light has come into being and the world has faith that India will be vishwaguru in 2047 while following this path of development," he said.
Dhankhar highlighted India's progress across various sectors, emphasizing the significant strides in land, water, air, and space.
He applauded the robust ecosystem of research and development that has become integral to India's growth.
He also met a delegation of industry leaders.&nbsp;

Talking to reporters, Kharge said the chairperson's job is to give protection to other members but he himself is making such a statement.

&nbsp;Congress president Mallikarjun Kharge on Wednesday said castes should not be dragged into every issue and wondered if he should rake up his Dalit origins every time he is not allowed to speak in the Rajya Sabha, amid a row over mimicry of Vice President Jagdeep Dhankhar.
Dhankhar, who is also the Rajya Sabha chairperson, has flayed the mimicry, calling it an insult to his background as a farmer and Jat (his caste). The ruling Bharatiya Janata Party (BJP) has echoed a similar view.
Talking to reporters, Kharge said the chairperson's job is to give protection to other members but he himself is making such a statement.
"I am not allowed to speak in the Rajya Sabha often. Should I say it is because I am a Dalit?" he asked.
Kharge said one should not incite people outside Parliament in the name of caste by talking about it inside the House.
"I felt very bad. If everyone brings up his caste every time and says his or her caste is affected.... My caste is always affected. I am not allowed to speak. Whatever questions I raise, I do not get an answer. We wanted to speak, Chidambaram, Vaiko, others were there and rose to speak but all their (BJP) members started slogan shouting," the Congress chief said.
For 10 people, if 200 from the ruling side stand up to disrupt the House proceedings, it is a mockery of democracy, he said.
Kharge asserted that the mimicry incident happened outside the House and said everyone has seen that.
"It has happened outside the House. Passing a resolution inside the House, condemning it, what is this? The parliamentary affairs minister was given time to speak and make resolutions and we want to speak the truth, but we are not getting permission," he alleged.
"We do not want to insult anyone and neither is that our intention. It is not in our character to do so," Kharge said.
He also wondered that when Prime Minister Narendra Modi and Home Minister Amit Shah are in Delhi, why are they not making a statement on an incident of security breach in Parliament.
"Have they boycotted the House? This is a serious issue. He (Modi) is speaking in Varanasi and Ahmedabad. You can speak outside (but not here). When Parliament is running, they should not make any major statements outside," Kharge said.
"They are shredding the rules.... Only when those suspended return to the House, Shah makes a statement and the prime minister makes a statement that we can say that they are working democratically. They are making a historic mistake. It will be part of history that they suspended nearly 150 MPs and ran the House in a one-sided manner," he added.
Congress leader Adhir Ranjan Chowdhury said it is a sad day for the country when people holding constitutional positions talk about their castes.
The government is trying to wash its hands off the matter of Parliament's security breach by raking up such an issue, he alleged.
Should everyone now move around wearing a label declaring their caste, Chowdhury asked.
A political row broke out on Tuesday after Trinamool Congress leader Kalyan Banerjee derisively mimicked Dhankhar during the opposition's protest on the stairs of Parliament against the MPs' suspension, drawing strong condemnation from the BJP.
Kharge asked if the government should also not apologise for Modi and Shah not speaking on the issue of Parliament's security breach in the two Houses, but referring to it outside.&nbsp;

&nbsp;Vice President Jagdeep Dhankhar on Sunday described "anti-national narratives" as the Covid virus and said they have to be neutralised.
He was speaking as chief guest at the inaugural function of 8th three-day international seminar on 'Vasudhaiv Kutumbakam: Shrimad Bhagwadgita &amp; Global Unity' organised by Kurukshetra University and Kurukshetra Development Board. The event was organised here as part of the ongoing International Gita Festival.
Dhankhar said either in a planned way or due to lack of understanding, a few people "take pleasure in floating anti-national narratives".
"It should not happen. You should oppose it (such narratives). It is like Covid virus that has to be neutralised," he said.
Haryana Chief Minister Manohar Lal Khattar, Gita Manishi Swami Gyananand, and Rajya Sabha MP Sudhanshu Trivedi were also present at the event.
The philosophy of Gita is the bedrock of Indian civilisation, its culture and in the present times the soul of India's governance with an emphasis on objectivity, transparency, equity and commitment to universal brotherhood, said the vice president.
He said today India is making rapid progress in varied fields.
"..We are a world power, we stand for peace, we stand for global stability. We want to take our Bharat in 2047 at peak when we will be into centenary celebration of our Independence," he said.
Referring to the Russia-Ukraine and Israel-Hamas conflict, Dhankhar said, "After the World War II, the world has not seen this much pain as it is seeing today." "We are virtually sitting on a volcano. World's two 'configurations' -- one Israel-Hamas and another Ukraine-Russia -- are well known," he said, while adding Gita's philosophy is as relevant today as never before.
"And India's Prime Minister has made two historic statements in the past. First one was nearly one-and-a-half years back that 'we are not living in an era of expansion'. In saying so, the PM took pride this country never in its history has thought of expansion. We have suffered invasions, incursions of all kinds, but we have never believed in expansion policy," he said.
When there were two big issues before the world, PM Modi taking guidance from the Gita said that every possible effort should be made to avoid war, through dialogue and diplomacy, Dhankhar said.

Making a reference to the Mahabharat era, he said no effort was spared by Lord Krishna to ensure that there be no war. "But once this becomes inevitable, even then Lord Krishna gave 'gyan' to Arjuna which we need to ponder upon today," he said.
Lord Krishna told Arjuna never to leave path of duty...and "today PM Modi is doing so", he said.
Dhankhar also praised Chief Minister Khattar and described him as a "true follower" of the Gita.
The vice president said that while Khattar's identity as a chief minister is endearing to the people, he is known for transparency, fairness and accountability.
Speaking on the occasion, Khattar said the Gita is not just a book or scripture, it is the "essence of life, Gita is universal and eternal".
Dhankhar emphasized the alignment of the Central government with the principles of "Gita governance".
He applauded Prime Minister Modi's commitment to righteousness and duty, citing the importance of performing duties without attachment to the results, as advocated in the Gita.
Dhankhar said the fundamental of democracy is that all are equal before law.
"Earlier some people thought they are above law. But a big change happened and today no one is outside the ambit of law, this is the ground reality. I can assure you to achieve this is not easy. It was a formidable challenge, challenge from those who were established, those who had a great support system -- in the system and outside. But today we can hold our head high and say Gita governance is there and all are equal before law," he said.
Without naming anyone, the vice president said if one gets notice as per law, the procedure under law should be followed.
But the new culture that "we will take to roads if we get notice as per law" is not what Gita taught us, he asserted.
Dhankhar, along with his wife Sudesh Dhankhar, also visited the Assam Pavilion at the event here.

He said India is poised to be the third largest economy in the world by 2030.
Dhankhar also said that the Gita gives "solutions to all problems and teaches us inclusivity".
He urged every citizen to contribute to India's development, terming 'Amrit Kaal' as the "golden era" for the country, and set a goal to transform India into a developed nation by 2047.&nbsp;

Dhankar said he has now become conscious of who he bows in front of and by how much as it may be clicked from what angle and uploaded on social media platforms.

Vice President Jagdeep Dhankhar on Thursday expressed &ldquo;pain and anguish&rdquo; over a viral video clip that showed him bowing and greeting Prime Minister Narendra Modi with folded hands, saying such a gesture is his nature and he does not see who is in front.
A day after the clip was shared on social media handles including by some Congress leaders, Dhankhar in Rajya Sabha asserted that the dignity of a constitutional position is only elevated by humility.
&ldquo;You never know who will put in on Instagram, who will put in on Twitter. You never know who will start measuring the strength of my backbone,&rdquo; he said.
 &ldquo;I want to say that bowing and greeting namaskar (with folded hands) is my nature. I dont see who is in front.&rdquo;
Standing in the House with folded hands, Dhankhar said it is &ldquo;sometimes very painful at the level to which some may stoop&rdquo;.
&ldquo;I can only express my pain, (and) my anguish if (this uploading is done) by an institution which has a high office in the country's politics,&rdquo; he said in oblique reference to Congress' social media handle.
 &ldquo;It is extremely hurtful when I thought of sharing my anguish, my sentiments with a senior leader... It resulted in a more challenging scenario by putting it on Twitter. I thought wisdom will dawn (and) they will reflect.&rdquo;
Dhankhar said he was &ldquo;a modest man; arrogance can never be part of my life.&rdquo;
&ldquo;By nature I am humble, if not I try to be more humble. But we should not make fun of institutions,&rdquo; he said.
&ldquo;It is our cultural heritage to bow while greeting someone. Dignity of the office is maintained when you bow more. And this pain has been given to me by those people who I respect a lot.&rdquo;

The Congress on Thursday hit out at Vice President Jagdeep Dhankhar for his criticism of Rahul Gandhi's remarks in the UK, saying that the Rajya Sabha chairman is an umpire and cannot be a cheerleader for any ruling dispensation.
The Congress' reaction came after Vice President and Rajya Sabha Chairman Dhankhar attacked Gandhi for his comments regarding microphones being turned off in Parliament, and said he would be on the "wrong side" of the Constitution if he stayed silent on the issue.
In a statement, Congress general secretary in-charge communications Jairam Ramesh noted that at an event on Thursday to mark the launch of a book, the vice president made certain remarks on Rahul Gandhi's speech delivered in the United Kingdom. &nbsp;"There are certain offices which require us to shed our prejudices, our party allegiances and compel us to rid ourselves of whatever propaganda we may have imbibed along the way.
"The office of the Vice President of India, an office on which the Constitution bestows the additional responsibility of being the Chair of the Rajya Sabha, is foremost amongst these," Ramesh said.
The vice president's statement on Gandhi, therefore, was surprising to say the least, he said.
"He (Dhankhar) rushed to the defence of a government from which he is constitutionally required to be at arms-length and in a manner that was both confusing as well as disappointing," Ramesh said.
He said Rahul Gandhi has not said anything abroad that he has not said several times here. &nbsp;"And unlike certain other individuals, his stand does not vary depending on where he sits," Ramesh said.
The Congress leader argued that Gandhi's statement was factual and representative of the reality on the ground. &nbsp;
"Over the last two weeks, more than twelve Members of Parliament belonging to Opposition Parties have been served with Breach of Privilege Notices for protesting the suppression of their voices in Parliament on an issue that is inconvenient to the ruling regime," he said.
&nbsp;Over the last eight years, channels and newspapers have been blacked out, raided, and intimidated to the point that the only voice that is carried is that of the government, he alleged.

He tweeted on Thursday that he has appointed Mukherjee as the next VC in terms of section 9(1)(b) of the Rabindra Bharati Act, 1981.
The governor also attached a recommendation of the government search committee for the post and said that he was choosing Mukherjee, whose name topped the list. Reacting strongly, TMC state spokesperson Kunal Ghosh said, "The governor has once again proved he does not believe in democratic principles and federalism." "While his consent is awaited for the bill passed by West Bengal Assembly appointing the chief minister as chancellor of the state universities, the hon'ble governor hastily announced a name as the VC of RBU. He did not bother to take into confidence the education minister and chief minister before the announcement. He is exceeding his brief," Ghosh said.
While Basu Roy Choudhury could not be contacted, a source close to him he was not willing for any extension of his tenure.
