GRAP-4 is the most stringent set of anti-pollution measures aimed at reducing emissions and protecting public health.

The Centre&rsquo;s air quality panel, the Commission for Air Quality Management (CAQM), invoked Stage IV of the Graded Response Action Plan (GRAP) in Delhi-NCR on Monday night as air quality dipped to the "Severe+" category. The decision came after Delhi's 24-hour average Air Quality Index (AQI) breached the 400 mark at 10 PM, with unfavourable meteorological conditions trapping pollutants near the surface.

AQI Breach and Emergency Measures
Delhi&rsquo;s AQI, which stood at 379 at 4 PM, saw a sharp rise due to calm winds and the buildup of an inversion layer that lowered the vertical mixing height&mdash;the zone above the ground where pollutants can disperse. The lack of wind and a temperature drop compounded the pollution crisis.

In a late-night emergency meeting, CAQM decided to implement the strictest GRAP-4 measures. The panel cited "highly unfavourable meteorological conditions" and "absolute calm wind conditions" as the primary reasons for the deteriorating air quality.
Restrictions Under GRAP-4
GRAP-4 is the most stringent set of anti-pollution measures aimed at reducing emissions and protecting public health. The restrictions include:

<li>Construction Ban: All construction and demolition activities, including public infrastructure projects such as highways and flyovers, have been halted.</li>
<li>Truck Restrictions: Entry of trucks carrying non-essential goods into Delhi has been banned, except for LNG, CNG, electric, and BS-VI diesel trucks.</li>
<li>School Adjustments: Schools in Delhi-NCR will shift to a hybrid mode of education for students up to Class IX and XI, combining online and physical classes where feasible.</li>
<li>Vehicle Restrictions: Ban on BS-III petrol and BS-IV diesel vehicles in Delhi, Gurugram, Faridabad, Ghaziabad, and Noida. Exceptions are made for vehicles modified for use by persons with disabilities.</li>
<li>Emergency Measures: State governments have been advised to consider closing non-emergency commercial activities, implementing odd-even vehicle rules, and allowing only 50% of office staff while the rest work from home.</li>
</ul>
Impact on Public Life
The stringent measures aim to curb immediate emissions and protect vulnerable groups, including children, the elderly, and individuals with respiratory ailments. Officials have also recommended limiting outdoor activities and wearing masks for those stepping out.
In addition to the GRAP-4 restrictions, the New Delhi Municipal Council (NDMC) has announced the installation of "mist sprayers" on electric poles along Lodhi Road to combat air pollution. These sprayers use treated water to disperse the fine mist, aiming to settle the particulate matter.
Weather and Cold Wave Conditions
Delhi recorded a minimum temperature of 4.5&deg;C on Monday, 4.1&deg;C below normal, marking the fourth time in December that temperatures dropped below 5&deg;C. The India Meteorological Department (IMD) has forecast a maximum temperature of 24&deg;C and a minimum of 5&deg;C on Tuesday, with cold wave conditions expected to persist.
Supreme Court Directions and Revised GRAP Norms
The Supreme Court had earlier revised the GRAP thresholds, mandating the imposition of Stage IV when AQI crosses 400, down from the earlier threshold of 450. This revision aims to ensure a faster response to deteriorating air quality.
Public Advisory
Authorities have issued a series of health and safety advisories:

<li>Avoid outdoor activities, especially for vulnerable groups.</li>
<li>Use public transport or carpool to reduce emissions.</li>
<li>Refrain from burning wood or coal for heating.</li>

This is the second time this winter that GRAP-4 restrictions have been implemented. Authorities are monitoring the air quality and meteorological conditions closely to decide on lifting or extending the restrictions.
Delhi-NCR&rsquo;s recurring pollution crisis highlights the urgent need for long-term solutions, including reducing industrial emissions, promoting green energy, and improving public transport infrastructure. For now, these immediate measures aim to provide relief during a critical period of severe air pollution.

The Centre on Tuesday ordered the revocation of restrictions under Stage-III of GRAP in the entire NCR with immediate effect, following improvement in air quality.
The Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM), a statutory body responsible for formulating strategies to combat pollution in the region, met on Tuesday in view of the significant improvement in the overall air quality of Delhi-NCR.
The air quality forecasts by the India Meteorological Department/Indian Institute of Tropical Meteorology do not indicate the average air quality of Delhi to move to &lsquo;severe&rsquo; category in the coming days for which forecast is available, the CAQM said.
The Centre's pollution control panel had invoked the Stage III restrictions on November 2, directing a halt on non-essential construction work, stone crushing and mining in Delhi-NCR. Under this stage, restrictions were also imposed on the operation of BS III petrol and BS IV diesel four-wheelers in Delhi, Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar.
The city's 24-hour average AQI, recorded at 4 pm every day, improved from 395 on Monday to 312 on Tuesday.&nbsp;

The Delhi government plans to induce artificial rain through cloud seeding this month to combat air pollution in the national capital, Environment Minister Gopal Rai said on Wednesday.
Rai held a meeting with scientists from IIT-Kanpur who explained that cloud seeding can only be attempted when there are clouds or moisture in the atmosphere.
"Experts anticipate that such conditions could develop around November 20-21. We have asked the scientists to prepare a proposal by Thursday that will be submitted to the Supreme Court," the minister told reporters.
Rai emphasised that obtaining the necessary clearances and permissions for using this technology from both the central and the state governments is a time-sensitive matter.
IIT-Kanpur professor Manindra Agrawal explained how the process helps in reducing pollution. He said that the artificial rain will help the dust to settle down and then flow away with the water making the air clean.
He, however, added that it is only a temporary solution that would last for a week or two and that pollution can only be tackled for a long term by action on the sources.&nbsp;

Amid a spike in pollution levels in Delhi-NCR, the Supreme Court on Tuesday directed Punjab, Haryana, Uttar Pradesh and Rajasthan to ensure that crop residue burning was stopped "forthwith".
A bench of Justices Sanjay Kishan Kaul and Sudhanshu Dhulia said Delhi can't be made to go through this year after year.
"There cannot be a political battle every time," the bench told the counsel representing the Punjab government.
The court also directed the Delhi government to ensure that municipal solid waste was not burnt in the open.
While hearing a matter pertaining to air pollution in the Delhi-NCR, the bench flagged issues like crop residue burning, vehicular pollution and burning of waste in the open.
It has posted the matter for further hearing on Friday.
Pollution levels in Delhi were recorded in the "very poor" category on Tuesday morning after five consecutive days of severe air quality.
The concentration of PM2.5 - fine particulate matter capable of penetrating deep into the respiratory system and triggering health problems - exceeded the government-prescribed safe limit of 60 micrograms per cubic metre by seven to eight times in the capital.
It was 30 to 40 times the healthy limit of 15 micrograms per cubic metre set by the World Health Organization (WHO).
Several cities in neighbouring Haryana, Rajasthan, and Uttar Pradesh have also reported hazardous air quality. Ghaziabad recorded an AQI of 338, Gurugram 364, Noida 348, Greater Noida 439 and Faridabad 382.

Stringent curbs, including a ban on entry of polluting trucks, came into effect in Delhi on Sunday as its air quality entered the 'severe plus' category for the second time in three days due to unfavourable wind conditions and a sharp rise in farm fires across north India.
The 24-hour average Air Quality Index (AQI), recorded at 4 pm every day, worsened from 415 on Saturday to 454 on Sunday, prompting the Centre to implement all emergency measures mandated under the final Stage IV of its air pollution control plan called the Graded Response Action Plan (GRAP).
GRAP categorises actions into four stages: Stage I - 'Poor' (AQI 201-300); Stage II - 'Very Poor' (AQI 301-400); Stage III - 'Severe' (AQI 401-450); and Stage IV - 'Severe Plus' (AQI 450). The city's AQI stood at 440 at 7 a.m. on Monday.
Several cities in neighbouring Haryana, Rajasthan, and Uttar Pradesh have also reported hazardous air quality.

Neighbouring Ghaziabad (413), Gurugram (369), Noida (403), Greater Noida (396) and Faridabad (426) also reported hazardous air quality at 7 am.
According to the India Meteorological Department (IMD), conditions favourable for the dispersion of pollutants are likely to develop Tuesday night onwards under the influence of an upcoming western disturbance, weather systems that originate in the Mediterranean region and bring unseasonal rainfall to northwest India.
The concentration of PM2.5, fine particulate matter capable of penetrating deep into the respiratory system and triggering health problems, exceeded the government-prescribed safe limit of 60 micrograms per cubic metre by seven to eight times at multiple locations throughout Delhi-NCR. It was 30 to 40 times the healthy limit of 15 micrograms per cubic metre set by the WHO.
The poisonous haze has been causing significant problems for people with existing respiratory issues, according to doctors.
Unfavourable meteorological conditions combined with vehicular emissions, paddy straw burning, firecrackers and other local pollution sources contribute to hazardous air quality levels in Delhi-NCR during the winter every year.
According to the Delhi Pollution Control Committee (DPCC), the capital experiences peak pollution from November 1 to November 15 when the number of stubble-burning incidents in Punjab and Haryana increases.
According to the New Delhi-based Indian Agricultural Research Institute (IARI), a total of 4,160 farm fires were reported from north India on Sunday -- the highest so far this season.
Punjab alone reported 3,230 incidents of stubble burning, the state's highest in a day so far this season, according to Punjab Remote Sensing Centre data.

Air quality in Delhi-NCR declined over the past week due to a gradual drop in temperatures, calm winds that fail to disperse pollutants, and a surge in post-harvest paddy straw burning across Punjab and Haryana.
Data from the Central Pollution Control Board (CPCB) shows that Delhi's air quality index increased by over 200 points between October 27 and November 3, ending up in the 'severe plus' category on Friday.
Friday's 24-hour average AQI (468) was the worst since the previous high of 471 recorded on November 12, 2021.
While the capital is grappling with an air crisis, a first-of-its-kind study launched by the Delhi government to help identify different sources of pollution in the city and accordingly take mitigating action was recently halted on the orders of DPCC Chairman Ashwani Kumar.
Kumar also "unilaterally" ordered a halt to the operation of a large smog tower installed at Connaught Place two years ago to mitigate air pollution in the area, according to Delhi Environment Minister Gopal Rai.
Delhi's air quality ranks among the worst in the world's capital cities.
A report by the Energy Policy Institute at the University of Chicago (EPIC) in August said that air pollution is shortening lives by almost 12 years in Delhi.

The city's 24-hour average AQI, recorded at 4 p.m. each day, was 392 on Thursday, 364 on Wednesday, 359 on Tuesday, 347 on Monday, 325 on Sunday, 304 on Saturday, and 261 on Friday.
These numbers indicate a gradual deterioration in Delhi's air quality over the last few days, culminating in a descent into the severe category on Thursday.
The air crisis is not confined to Delhi alone; several cities in neighbouring Haryana, Rajasthan, and Uttar Pradesh have also reported hazardous air quality.
These cities include Hanumangarh (401), Bhiwadi (379), and Sri Ganganagar (390) in Rajasthan; Hisar (454), Fatehabad (410), Jind (456), Rohtak (427), Ballabgarh (390), Bahadurgarh (377), Sonepat (458), Kurukshetra (333), Karnal (345), Kaithal (369), Bhiwani (365), Faridabad (448), and Gurugram (366) in Haryana; and Ghaziabad (414), Baghpat (425), Meerut (375), Noida (436), and Greater Noida (478) in Uttar Pradesh.

Delhi Environment Minister Gopal Rai on Wednesday said the city government will re-launch the "Red Light on Gaadi Off" campaign from October 26 to curb vehicular pollution in the national capital.

Addressing a press conference here, Rai said a recent data analysis shows a decrease in PM10 pollution and a rise in PM2.5 concentration due to biomass burning and vehicular emissions.
"Considering this, we have decided to reintroduce the 'Red Light on Gaadi Off' campaign to reduce vehicular pollution, starting October 26," he said.
Rai noted that in previous years, civil defence volunteers were involved in the campaign. This year, the campaign will involve the general public.
The "Red Light on Gaadi Off" campaign, first launched on October 16, 2020, aims to decrease vehicular pollution in Delhi by encouraging drivers to turn off their vehicles while waiting at traffic lights.

The overall air quality in the national capital on Wednesday morning was recorded in the 'moderate' category, with the Air Quality Index (AQI) at 190, as per SAFAR-India.
As per the latest data from the System of Air Quality and Weather Forecasting and Research (SAFAR), the air quality around Delhi University was recorded at 273 (poor) in the morning hours, while the IIT area in New Delhi was at 173 today.
According to the SAFAR, the air quality in Lodhi Road was recorded at 149 which falls in the 'moderate' category.
The air quality stands at 190 this morning in areas including Signature Bridge and Akshardham.
Meanwhile, Noida recorded an AQI of 219 (poor) and Gurugram 169 (moderate).
As per the data, the AQI stood above 300 in at least 13 pollution hotspots in Delhi on Tuesday.

Amid a likely increase in pollution levels, the Centre&rsquo;s air quality panel on Saturday directed authorities in the National Capital Region to increase parking fees to discourage private transport and enhance CNG or electric bus and metro services.
The action comes as part of &lsquo;Stage II&rsquo; of the central government&rsquo;s pollution control plan known as the &lsquo;Graded Response Action Plan&rsquo; (GRAP), which is implemented in the Delhi-NCR to combat air pollution during the winter season.

The panel therefore decided to invoke the measures under Stage II of GRAP in the entire NCR in addition to steps already taken under Stage I.
&ldquo;All actions as envisaged under Stage-II be implemented in right earnest by all the agencies concerned in NCR with immediate effect, in addition to all Stage-I actions of GRAP already in force,&rdquo; it said in an order.
