The excise department of the Delhi government, during routine inspections by its teams in recent days, found customers younger than 25 years having alcohol at bars, clubs and restaurants.

The Delhi government has directed operators of the city's hotels, clubs and restaurants serving liquor to verify the age of their clients through hard copies of government-issued identity proofs after violations of the legal drinking age norm were detected.
In Delhi, liquor is served only to persons aged 25 years and above.
The excise department of the Delhi government, during routine inspections by its teams in recent days, found customers younger than 25 years having alcohol at bars, clubs and restaurants.
The inspections also revealed that some customers were consuming liquor pretending to have completed 25 years. Complaints were also received by the department that some excise licensees were serving liquor to underage persons, officials said.
Under the Delhi Excise Act, 2009, no person or licensed vendor or his employee or agent will sell or deliver liquor to any person apparently under the age of 25 years for personal or others' consumption.
The violations of the age restriction norms were reviewed by the department.
"All the licence holders of hotels, clubs, restaurants (HCR) are hereby directed to be more careful and to not serve liquor to any person under the age of 25 years without verifying the age through government-issued IDs," stated a circular issued by the department.
Further, the department has advised the HCR licensees to verify customers' age only with physical IDs instead of virtual ones saved by people on their mobile phones (excluding those in the Digilocker portal) to minimise the use of fake or edited digital IDs.
The violation of the legal drinking age norm invites action under the Delhi Excise Act, 2009.
The legal drinking age was a lingering issue in Delhi as it was lower in the NCR cities of Nodia, Gurugram, Ghaziabad and Faridabad. Under the excise policy 2021-22, now scrapped, there was a plan to lower the legal drinking age to 21 years but it failed to materialise as the policy itself came under attack over allegations of corruption and violations of rules.
Further, in pursuance of a campaign launched recently by Delhi to make the city drug-free in the next three years, the excise department has directed the licensees to take e-pledge on its official website and conspicuously display the certificate at the hotels, clubs and restaurants.
The department has advised the licensees to create awareness among their staff and customers to cooperate in stopping drug abuse and stay away from its use to have a healthy life.

Six months after he was questioned for nearly nine hours by the CBI in the alleged excise policy scam, Delhi Chief Minister Arvind Kejriwal is scheduled to appear before the Enforcement Directorate in a related case on Thursday.
The ruling Aam Aadmi Party (AAP) remained tight-lipped about whether the chief minister will appear before the Enforcement Directorate (ED) or not.
The ED has summoned Kejriwal for questioning in a money laundering case linked to the alleged excise policy scam.
Former deputy chief minister Manish Sisodia was arrested by the CBI in the case in February this year. The ED arrested Sisodia in a money laundering case stemming from the CBI FIR on March 9 after questioning him in Tihar jail.
His bail plea was rejected by the Supreme Court earlier this week.
After his questioning by the CBI in April in the alleged liquor scam, during which he was asked about 56 questions, Kejriwal had termed the entire case "fabricated" and an attempt to finish the AAP.
The Central Bureau of Investigation (CBI) and the Enforcement Directorate are probing the Delhi government's now-scrapped excise policy for 2021-22 that allegedly favoured certain liquor dealers, an allegation that the AAP has strongly denied. &nbsp;Based on a report of the chief secretary of the Delhi government, Lieutenant Governor V K Saxena recommended a CBI probe in July last year into alleged irregularities in the formulation and implementation of the policy.
The report cited various alleged irregularities including a waiver of Rs 144 crore to the retail licensees under the policy in the name of COVID-19-impacted sales and a refund of Rs 30 crore to a successful bidder for the airport zone who failed to obtain a no objection certificate for opening liquor stores there, officials said.

The Enforcement Directorate on Friday summoned two associates of arrested AAP MP Sanjay Singh for questioning in the Delhi Excise policy-linked money laundering case, officials said.
Sarvesh Mishra and Vivek Tyagi are expected to be confronted with the evidence seized by the agency during the investigation and it is understood that they will be confronted with Singh too.
The agency will record their statements under the Prevention of Money Laundering Act (PMLA), they said.
Mishra is understood to have reached the ED office on Friday morning in response to the summons.
A Delhi court on Thursday sent Singh to five-day custody of the ED even as the anti-money laundering agency alleged that an accused businessman Dinesh Arora had given Rs two crore cash at the Rajya Sabha MP's residence in two tranches.
Singh has strongly rebutted the claim.

While on her way to the probe agency's office, Kavitha displayed mobile phones used by her in the past, which she said were sought by the federal agency for its ongoing probe.
She said that the phones disproved ED's claim that the BRS leader had destroyed certain handsets. The BRS leader stated that she was submitting her previously used devices as part of her due assistance and co-operation in the agency's investigation.

A court on Friday extended by five days the Enforcement Directorate (ED) custody of AAP leader Manish Sisodia who has been arrested in a money laundering case related to the Delhi excise policy.
Sisodia was produced before special judge M K Nagpal, who extended his custody till March 22. The ED had sought a seven-day extension of Sisodia's custody.
Heavy security deployment was made inside and outside the Rouse Avenue Court premises.
The Enforcement Directorate told the court that crucial information had come up during Sisodia's custody and he had to be confronted with other accused persons. These included former excise commissioner Rahul Singh, Dinesh Arora and Amit Arora.
The former Delhi deputy chief minister had also to be confronted with his former secretary C Arvind, the ED said. C Arvind is not an accused in the case.
The probe agency also told the court that voluminous data from Sisodia's email and mobile and other devices is also being forensically analysed.
Opposing the ED's plea, Sisodia's lawyer said there is not a whisper from the agency regarding the proceeds of the crime, which is fundamental to the case. There is no justification for the extension of custody and Sisodia was confronted only with four people during his earlier seven-day custody, he said.

The 44-year-old daughter of Telangana Chief Minister K Chandrashekar Rao left the the federal agency's headquarters on APJ Abdul Kalam Road around 8 pm after nine hours of questioning and recording of her statement under the Prevention of Money Laundering Act (PMLA), officials said.

WHAT IS THE DELHI EXCISE POLICY?
The Delhi excise policy was proposed in 2020 and implemented in November 2021. The policy marked the exit of the city government from the liquor business in Delhi.&nbsp;
Under the policy, Delhi was divided into 32 excise zones and 849 liquor vends were awarded to private businesses through open bidding.&nbsp;
The policy which was brought into effect in order to increase the government's revenues and better customer experience was met with large-scale opposition from the public as well as the Opposition.
"It aimed to end the liquor mafia and black marketing, increase revenue and improve the consumer experience, and ensure equitable distribution of liquor vends," reported The Indian Express.&nbsp;
The government also provided relaxations to liquor sellers by allowing them to offer discounts to consumers and also set their own prices irrespective of the product's maximum retail price (MRP). WHAT IS MANISH SISODIA ACCUSED OF? &nbsp;&nbsp;
In July 2022, the policy was embroiled in controversy after a report by the Chief Secretary of Delhi Naresh Kumar stated that Sisodia, who held the excise portfolio then, provided undue advantages to liquor vend licensees in lieu of 'kickbacks' and 'commissions', which were allegedly used by the Aam Aadmi Party (AAP) in the 2022 Punjab Assembly elections, the Indian Express reported.&nbsp;

The Chief Secretary's report also stated that Sisodia allegedly made changes to the excise policy without the approval of the L-G and the Delhi cabinet which was illegal and in violation of the Delhi Excise Rules, 2010 and the Transaction of Business Rules, 1993.
Kumar's report further alleged that Sisodia gave undue benefits to liquor licensees by revising the rates of foreign liquor and removing the levy of an import pass fee of Rs 50 per case of beer. According to the report, this made foreign liquor cheaper for retail, resulting in revenue loss for the state exchequer.&nbsp;
The IE further reported, officials said that if any changes are made to a policy that has already been implemented, the excise department needs to place them before the cabinet, and forward it to the L-G for final approval.
Following the Chief Secretary's report, Delhi Lieutenant Governor VK Saxena ordered a CBI probe over alleged violations of rules during the implementation of the excise policy. The Delhi government was then forced to roll back the excise policy and revert to the old liquor policy in July 2022.&nbsp;
The CBI lodged an FIR against Sisodia and 14 others in the case on 17 August 2022 under various sections of the IPC, including 120B (criminal conspiracy) and 477A (falsification of records), and section 7 of the Prevention of Corruption Act.&nbsp;
The federal agency also conducted 31 raids across states and Union territories in the same month, including at Sisodia's residence in Delhi.&nbsp;
Sisodia was summoned by the CBI in October and his statement was recorded.&nbsp;
On February 26, 2023, during the second round of questioning, Sisodia was grilled by the investigation agency for around 8 hours and then arrested.&nbsp;
Sisodia resigned as a minister in the Delhi government along with jailed AAP leader Satyender Jain on February 28, 2023.&nbsp;

The court had on February 27 remanded Sisodia in CBI custody to allow the agency to get "genuine and legitimate" answers to questions being put to him for "a proper and fair investigation".

The Supreme Court on Tuesday refused to entertain the bail plea of Delhi Deputy Chief Minister Manish Sisodia, who is in CBI custody in connection with the excise policy case.
"We are not inclined to entertain the petition under Article 32 at this stage," a bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha said.
The bench observed that just because the incident has happened in Delhi, Sisodia cannot come to the apex court directly as he has his remedies before the trial court concerned as well as the Delhi High Court.
Senior advocate A M Singhvi, appearing for Sisodia, questioned the need of arresting the AAP leader saying policy decisions were taken at different rung and moreover, no money was recovered.
He also said that the Lieutenant Governor was also part of the policy decision in the excise policy.
As the apex court observed that it would not entertain the plea at this stage, Singhvi withdrew it.&nbsp;

He said Delhi minister Satyendar Jain, arrested by the Enforcement Directorate in a money laundering case, has been rejected bail as there is merit in the case against him despite the AAP's claim of his innocence.
Similarly, the BJP believes that there is merit in the case against Sisodia, he said.
Patra called Sisodia "liquor minister" and accused him of several irregularities, including a hike in commission for wholesalers to make money for his party through the back door.

"CBI has called again tomorrow. They have used the full power of CBI, ED against me, raided my house, searched bank locker, but nothing was found against me," Sisodia said.

Apparently referring to the centre, he said that the CBI has been made to go after him because "they" want to stop him from doing "good work" on the education of the children in Delhi.
"They want to stop me. I have always cooperated with the investigation and will continue to do so," he said.
The CBI is now focussed on the alleged influence of a "South Lobby" of businessmen and politicians in formulating and implementing Delhi liquor policy to swing it in their favour using middlemen, liquor traders, and public servants, CBI said.
Arrested businessmen Vijay Nair and Abhishek Boinpally were among the seven accused in the charge sheet filed on November 25 last year.
It is alleged the Delhi government's policy to grant licences to liquor traders favoured certain dealers who had allegedly paid bribes for it, a charge strongly refuted by the AAP.
"It was further alleged that irregularities were committed including modifications in Excise Policy, extending undue favours to the licensees, waiver/reduction in licence fee, extension of L-1 license without approval etc.
"It was also alleged that illegal gains on the count of these acts were diverted to concerned public servants by private parties by making false entries in their books of accounts," a CBI spokesperson had said.
Recently, the CBI arrested Butchibabu Gorantla, a former Chartered Accountant of K Kavitha, a BRS MLC in Telangana and a daughter of Chief Minister K Chandrasekhar Rao.
It is alleged that Babu had met several accused named in the FIR in Delhi, Hyderabad, and Mumbai and was one of the prime negotiators from the South Lobby, which wanted to swing the now scrapped excise policy for 2021-22 in its favour.
The CBI had also questioned Kavitha in connection with the case in December last year.
During its probe, the CBI had found evidence that Babu acted on behalf of the South Lobby comprising the Telangana MLC, YSRCP MP Magunta Srinivasulu Reddy, and Aurobindo Pharma's P Sarat Chandra Reddy.&nbsp;

The Enforcement Directorate has arrested Raghav Magunta, son of YSR Congress Party MP from Ongole Magunta Srinivasulu Reddy, in connection with its money laundering investigation into alleged irregularities in the Delhi excise policy case, officials said Saturday.
Raghav Magunta was taken into custody under the Prevention of Money Laundering Act (PMLA) on Friday evening, they said.
He is expected to be produced before a local court, where the federal probe agency will seek his custody.
This is the ninth arrest in this case by the ED, and the third this week.
It arrested Gautam Malhotra, son of former SAD MLA from Punjab Deep Malhotra, and Rajesh Joshi, the director of an advertising company called Chariot Productions Media Pvt Ltd, earlier in the week.

The agency had alleged that a cartel called 'South Group' of liquor retailers, wholesalers and manufacturers was created as part of the now-scrapped Delhi excise policy, and the father and son duo were part of it.
It had searched premises linked to the Member of Parliament last year.
The ED, till now, has filed two charge sheets or prosecution complaints in this case.
The money laundering case stems from a CBI FIR.
Delhi Deputy Chief Minister Manish Sisodia and other excise officials of the government were named as accused in the CBI and the ED complaints.

The CBI in a recently filed chargesheet in the case claimed that Amit Arora, with two other accused, Dinesh Arora and Arjun Pandey, are &ldquo;close associates&rdquo; of Delhi deputy chief minister Manish Sisodia and were &ldquo;actively involved in managing and diverting the undue pecuniary advantage collected from liquor licensees&rdquo; for the accused public servants.
The ED also filed its first chargesheet (prosecution complaint) in the case last week, naming arrested businessman Sameer Mahandru and few other entities in it.

CBI has so far made two arrests in the case including Vijay Nair and Hyderabad-based businessman. Sisodia is one of the accused in the now-scrapped Delhi liqour policy scam case.&nbsp;
Meanwhile, extending support to his deputy, Delhi Chief Minister and AAP convener Arvind Kejriwal said Sisodia was going to be arrested in a bid to stop him from campaigning in Gujarat.
