The JD(S) chief H D Deve Gowda has appealed to PM Modi to direct the Jal Shakti Ministry to appoint an external agency in the growing Cauvery water issue.

Former Prime Minister H D Deve Gowda on Monday appealed to Prime Minister Narendra Modi to direct the Jal Shakti Ministry to appoint an external agency, independent of the states that are party to the dispute and the union government, to conduct studies of all reservoirs in the Cauvery basin.
He also stressed the need to have an appropriate distress formula applicable to all the states concerned, in such distress conditions.
Noting that due to the failure of the Southwest monsoon (from June to September) this year, there is insufficient storage in the identified/designated four reservoirs of the Cauvery basin in Karnataka, he said the state is facing such a grave situation that it is finding it extremely difficult even to cater to the drinking water requirements, let alone for irrigation.
The Janata Dal (S) supremo released a copy of the September 23 letter that he wrote to the Prime Minister on issues of "resolving the ongoing disputes and differences between Karnataka and Tamil Nadu in the matter of releasing Cauvery waters from Karnataka reservoirs to Tamil Nadu", at a press conference here.
Deve Gowda said that the combined storage available as on September 23 in all four reservoirs of the Cauvery basin in Karnataka is only 51.10 TMC (thousand million cubic feet) whereas the requirement for standing crops and for drinking water is of 112 TMC.

The Bengaluru bandh will be observed till 6 pm as various organisations, including farmers and pro-Kannada groups, are protesting against the release of Cauvery River water to Tamil Nadu.
Fewer than usual passengers were seen at Majestic Bus Station, while heavy security has been deployed across the city. The BJP has extended support to the bandh.
Karnataka BJP leader CT Ravi said that his party will support the Bengaluru Bandh to protest against the release of Cauvery water to neighbouring Tamil Nadu.
"Today our state party chief and BS Yediyurappa declared support. We will support it and with it, we'll also protest in front of the Gandhi statue," CT Ravi said.

Protests erupted in various parts of the Cauvery river basin districts of Karnataka after the Supreme Court refused to interfere with orders of the Cauvery Water Management Authority and Cauvery Water Regulation Committee, directing the state to release 5,000 cusecs of water to neighbouring Tamil Nadu.
Farmers organisations and pro-Kannada organisations staged protests in Mysuru, Mandya, Bengaluru and other parts expressing their anger and urging the state government not to release water to Tamil Nadu.
Karnataka Rajya Raitha Sangha and Hasiru Sene (farmers organisation) staged a protest at Basaveshwara circle in Mysuru, and raised slogans: "Where is water to release? And we demand justice." They have also planned to lay siege to the Command Area Development Authority office in Mysuru, as a mark of protest.
Pointing out that Cauvery and Kabini basin taluks have already been declared as drought-hit, a farmer leader alleged, CWMA orders are in favour of Tamil Nadu as it is without taking into account the water level at reservoirs, standing crops and drinking water needs of Karnataka.
Karnataka Rakshana Vedike staged a protest at Gandhinagar, urging the state government not to release water to Tamil Nadu at any cost.
