The Nitish Kumar government in Bihar released findings of its much-awaited caste survey on October 2.
The results revealed that people belonging to extremely backward classes or EBCs and other backward classes or OBCs constitute a whopping 63% of the state&rsquo;s total population.
EBCs comprise 36.01% of the population, while the OBCs account for 27.12%. Of the OBC, Yadavs constitute 14.26%, while Kushwaha and Kurmi form 4.27% and 2.87% of the population surveyed.
The population of the general category stands at 15.52%. The survey further showed that the Scheduled caste comprises 19.65% and the Scheduled Tribe makes up for 1.68% of the population.
According to the data released by Development Commissioner Vivek Singh, the state&rsquo;s total population stood at a little over 13.07 crore.

Caste census in Bihar: SC to hear plea on Jan 20 against Nitish govt's decision

The petitioner, Akhilesh Kumar, has sought quashing of the notification dated June 6, 2022 issued by the Bihar government to conduct a caste survey in the state.

The Supreme Court on Thursday agreed to hear on January 20 a plea against the Bihar government's decision to conduct a caste census in the state.
A bench of Chief Justice DY Chandrachud and Justice P S Narasimha posted the matter for hearing after advocate Barun Kumar Sinha appearing for the petitioner mentioned the matter.
The apex court noted that a similar matter had been posted for hearing on January 20.

The petitioner, Akhilesh Kumar, has sought quashing of the notification dated June 6, 2022 issued by the Bihar government to conduct a caste survey in the state.
The plea contended that the subject of the census falls in List 1 of the 7th Schedule of the Constitution and only the Centre has the power to hold the exercise.
The PIL has alleged that the notification violated Article 14 of the Constitution which provides for equality before law and equal protection under the law, adding that the notification was illegal, arbitrary, irrational, and unconstitutional.
"If the proclaimed purpose of the caste-based survey is to accommodate the people of State suffering caste persecution, the distinction on the basis of caste and country of origin is irrational and unjustified.
"None of these distinctions correspond with the ostensible purpose of the law," the petition said.

The first phase of the much-awaited caste census in Bihar will start from January 7
The government will conduct the exercise in two stages. In the first phase, which will be over by January 21, the number of all households in the state will be counted.
In the second, starting from March, data pertaining to people of all castes, sub-castes and religions will be collected. Enumerators, whose training began on December 15, will also record information about the financial status of all people.
The exercise will be completed by May, 2023.
The state government will spend Rs 500 crore from its contingency fund for the exercise.
The general administration department is the nodal authority for the survey.
Asserting that caste-based census will benefit all sections of the society, Bihar Chief Minister Nitish Kumar on Friday said the purpose of the exercise is to carry out developmental work for the people who are deprived.
