Veteran BJP leader Prem Kumar was on Tuesday unanimously elected as the Speaker of the Bihar assembly.
Pro-tem Speaker Narendra Narayan Yadav informed the House that Kumar was the only candidate whose name figured for the post. Thereafter, he was declared "unanimously elected" following a voice vote.
As per custom, Kumar, who recently won the Gaya Town seat for a record eighth term, was escorted to the Chair by Chief Minister Nitish Kumar and Leader of the Opposition Tejashwi Yadav. The CM urged all the members to stand up and extend their greetings to the newly elected Speaker.
The 74-year-old JD(U) supremo, however, chided some opposition leaders who kept sitting and when they stood up, grinned in appreciation.
Yadav noted in his speech that the Speaker represented a seat, which housed pilgrim spots linked to Lord Vishnu and Lord Buddha. "You are well aware that the opposition serves as a mirror to the government, which may not be able to see its own failings. We, therefore, expect you to involve us more than the ruling side," the RJD leader said.
The Speaker thanked all the members for reposing their trust in him and said he looked forward to their cooperation. Before adjourning proceedings for the day, he asserted that election of a Deputy Speaker was needed for smooth running of the House, and said the same shall take place on December 4.
Prior to election of the Speaker, the House witnessed swearing-in of members, who could not take oath on the inaugural day of the session on Monday.
These members included Bhojpuri singer-turned-politician Vinay Bihari, a multiple-term BJP MLA from Lauria, who insisted that he be allowed to read the statement of oath in his mother tongue. He, however, relented upon being told by the pro-tem Speaker that it could be read only in Hindi, English, Urdu, Sanskrit or Maithili.

The Bihar assembly was on Wednesday adjourned till 2 pm after Chief Minister Nitish Kumar angrily intervened during a statement by leader of the opposition Tejashwi Yadav over special intensive revision of electoral rolls in the state, plunging the House into turmoil.
"Only three days of this session are left. You should say whatever you wish during elections," said the chief minister.
Yadav was making the statement on the special intensive revision of electoral rolls in the state, to which the leader of the House took exception.
A heated exchange ensued between the opposition and the ruling side, prompting Speaker Nand Kishor Yadav to adjourn the proceeding till 2 pm.&nbsp;

The Bihar assembly was adjourned till 2 pm on Tuesday, following a ruckus created by opposition members who demanded a discussion on the special intensive revision (SIR) of electoral rolls.
Within minutes of commencement of the proceedings, Speaker Nand Kishor Yadav adjourned the House till lunch as repeated pleas for order failed to pacify the opposition MLAs, many of whom had come wearing black badges as a mark of protest.
The special intensive revision of electoral rolls, which is being carried out only in Bihar, where assembly polls are due in about a couple of months, has been opposed by the INDIA bloc.

Protests against special intensive revision (SIR) of electoral rolls in Bihar rocked the state assembly on the inaugural day of the monsoon session on Monday.
Members of the CPI(ML) Liberation, a constituent of the INDIA bloc, reached the premises wearing black 'kurtas' as a mark of protest against SIR.
"The Election Commission has ordered the exercise to wrongfully delete the names of a large number of voters, hoping that this would help the ruling NDA, which is likely to suffer a heavy defeat in the upcoming assembly polls. We shall be fighting it out from the House to the streets (sadan se sadak tak)," said Mehboob Alam, the legislature party leader of the CPI(ML) Liberation.
As proceedings of the House began, many opposition members rose in their seats, raising slogans against SIR and also seeking a response from Chief Minister Nitish Kumar, who was present inside the assembly, on the recent spurt in violent crimes.
AIMIM MLA Akhtarul Iman, whose party has expressed the desire to join the INDIA bloc in Bihar, stormed into the well, raising slogans against the SIR, only to be admonished by Speaker Nand Kishore Yadav, who asked him to return to his seat.
Proceedings of the day were subsequently adjourned after obituary references.&nbsp;

Ahead of the JD(U)-led grand alliance's floor test in Bihar Assembly, the CBI on Wednesday launched search operations against leaders of the RJD, a partner in the alliance, in connection with the “land for jobs” case.

Ahead of the JD(U)-led grand alliance's floor test in Bihar Assembly, the Central Bureau of Investigation (CBI) on Wednesday launched search operations against leaders of the RJD, a partner in the alliance, in connection with the &ldquo;land-for-jobs&rdquo; case it is investigating against former Bihar chief minister and RJD supremo Lalu Prasad Yadav and his family.
The raids are reportedly being carried out at the premises of RJD treasurer and MLC Sunil Singh as well as two Rajya Sabha MPs from the party, Faiyaz Ahmad, and Ashfaque Karim.
Property associated with former RJD MLC Subodh Rai has also been reportedly raided by CBI officials.
In May 2022, the CBI had filed a corruption case against Lalu Yadav and his family members for allegedly accepting plots of land in exchange for jobs during his stint as Union Railways Minister.
The agency had also carried out searches at 16 locations associated with Prasad and his family members, including his daughter Misa Bharti across Delhi, Patna and Gopalganj in Bihar.&nbsp;
According to the investigating agency, as many as 12 people were appointed in Group D posts in the Indian Railways from Patna in lieu of family members of Lalu Yadav getting plots of land.
As many as 16 people have been named as accused in the CBI's FIR including Lalu Yadav, his wife Rabri Devi, his daughters Misha Bharti and Hema Yadav.

A piquant situation arose in the Bihar assembly on Monday when Chief Minister Nitish Kumar and Speaker Vijay Kumar Sinha had a heated exchange over whether a matter being probed by the government which has also been referred to the privilege committee could be raised on the floor of the House “again and again”.
The chief minister rose to express his outrage when the speaker asked cabinet minister Bijendra Yadav to appraise the House, after a couple of days, of action taken on an incident in Lakhisarai, which also happens to be Sinha's assembly constituency.
“The minister has been authorised to reply on behalf of the government. When he has submitted that inquiry is underway, you ask him to come up with a fresh reply the day after tomorrow. This is against the rules. Please look at the Constitution”, Kumar said.
The privilege committee of the House has directed the DGP to conduct an inquiry into the alleged misbehaviour, with the speaker, of a Deputy SP in Lakhisarai and the SHO of the police station concerned a few days back.
The conflict between the speaker and the chief minister over the enquiry is also being viewed by some as a reflection of the strained relations between the JD(U) which Kumar leads and its ally BJP to which the speaker belongs.
It is for the government and the police to take action in such matters. The report of the investigation has to be submitted before the court, he said.
“Is the House empowered to intervene in the matter? I am serving my fourth term as the chief minister. I was also a member of the assembly once. Never have I seen such a procedural anomaly. Please don't run the House in this manner”, Kumar said.
Sinha began on a pacifying note, expressing the immense respect he had for the chief minister's knowledge and experience, besides acknowledging the latter's support “which helped my elevation to this Chair”.
“But please understand my predicament. Initially, I had tried not to indulge any discussion in the matter after it was referred to the privilege committee. But members from the treasury benches and the opposition have created a ruckus again and again. After all, I am supposed to be the custodian of the House”, pleaded the speaker.
Notably, outbursts of Sinha over alleged wrongful arrest of a number of people in Lakhisarai for violation of prohibition law were in news last month.
The chief minister again rose upon the speaker's statement and said, “I will inquire today itself into the progress in the investigation. The government will look into whatever recommendations the committee has made. But this matter must not be discussed on the floor of the House again and again”.

The Bihar Police on Tuesday detained Leader of Opposition RJD&rsquo;s Tejashwi Yadav&nbsp;as chaos ensued in and out of the Bihar Assembly, amid Opposition-led protest against the Bihar Special Armed Police Bill, 2021.
The contentious bill purportedly seeks to arm the Bihar Military Police, rename, and empower the force to arrest people without a warrant.
Women MLAs of the Opposition were being carried out of the Assembly building by women security personnel. The MLAs were refusing to allow Assembly Speaker Vijay Kumar Sinha to step out of his chamber.

As temperatures dip in some parts of the country, the political heat is rising in Bihar as polling draws near and political parties give their campaigns one final push. &nbsp;
The election for the 243-seat Bihar assembly is being held in 3 phases &ndash; 71 constituencies will vote in the first phase on October 28, 94 seats will go to polls in the second phase on November 3 and third phase on November 7 will cover 78 assembly seats. The ballots will be counted on November 10. &nbsp;
Around 7.29 crore people including nearly 78 lakh first-time voters will decide the fate of political stalwarts like Nitish Kumar and as well as that of rising sons like Tejashwi Yadav and Chirag Paswan. &nbsp;
Alliances have changed since the last Bihar assembly elections in 2015 which saw the RJD, JD(U) and Congress combine come to power. However, Nitish Kumar walked out of this grand alliance in 2017 to return to the BJP-led NDA fold. He continued as the Chief Minister but BJP&rsquo;s Sushil Kumar Modi replaced RJD&rsquo;s Tejashwi Yadav as the Deputy Chief Minister. &nbsp;
2020 might be the younger Yadav scion&rsquo;s year of vengeance as he takes the field as the chief ministerial candidate of the Congress-RJD Mahagathbandhan. The RJD has bagged the lion&rsquo;s share and will be contesting 144 seats, Congress 70 seats and the CPI-ML, CPI and CPI(M) will be contesting a total of 29 seats. The grand alliance is however a few allies short with Vikasheel Insaan Party and former CM Jiten Manjhi&rsquo;s Hindustani Awam Morcha quitting the alliance and joining NDA. &nbsp;
The ruling coalition may have gained 2 allies but it lost 1 very important ally with Lok Janshakti Party led by late Ram Vilas Paswan&rsquo;s son Chirag Paswan deciding to party ways with NDA in Bihar over differences with Nitish Kumar. While the LJP will fight the polls alone, it will field candidates only against JD(U) and not the BJP.&nbsp;
The saffron party is contesting 110 seats, the JD(U) 115 seats and smaller allies Vikasheel Insaan Party and CM Jiten Ram Manjhi&rsquo;s HAM will be fighting from 11 and 7 seats respectively.&nbsp;
There are other minor political parties and alliances in the fray as well. Former NDA ally Upendra Khushwaha&rsquo;s Rashtriya Lok Samta Party has joined hands with Asaduddin Owaisi&rsquo;s AIMIM. Chandrashekhar Azad&rsquo;s Azad Samaj Party has formed an alliance with MP Pappu Yadav&rsquo;s Jan Adhikar Party. &nbsp;
Whether these smaller parties dampen the Diwali festivities of the bigger ones by dividing their votes or Nitish Kumar beats anti-incumbency to retain his chair or an ailing Lalu Yadav sees his son lead his party to victory will be clear when the EVMs are unlocked on November 10. &nbsp;

Bihar polls: BJP Parliamentary board to decide on seat-share

With the crucial Bihar assembly elections due in October-November, the BJP on Saturday said its parliamentary board would decide on the seat-sharing formula with chief minister Nitish Kumar&rsquo;s Janata Dal&nbsp;(United).&nbsp;

With the crucial Bihar assembly elections due around October-November this year, the BJP on Saturday said its parliamentary board would decide on the seat-sharing formula with chief minister Nitish Kumar&rsquo;s Janata Dal(United). While addressing a press conference, the BJP&rsquo;s state unit chief Sanjay Jaiswal said all members of the ruling National Democratic Alliance (NDA) will fight unitedly and expressed confidence of winning with a three-fourth majority. The statement comes a day after Lok Sabha MP, RK Singh, said the BJP is capable of forming a government on its own, but added that the party does not want to break its over two decade-long partnership with the JD(U) and that the Kumar-led party, too, doesn&rsquo;t want to snap ties with the BJP.
