The flood situation in Assam remained extremely critical on Sunday with many new localities coming under the impact of the deluge in several districts of the state and overnight incessant rain inundating more areas in Guwahati, officials said.
According to the latest updates by the Assam State Disaster Management Authority (ASDMA), the state was witnessing floods and landslides for the last six days, leaving behind a huge trail of destruction everywhere.
In the last 24 hours, 32 districts, comprising 118 revenue circles and 4,291 villages, have reported flooding, it said.
Around 31 lakh people have been impacted, and 1.56 lakh of them have taken shelter in 514 relief camps across the state.
Relief materials were also distributed among people who are affected by the floods and have not taken shelter in relief camps, the ASDA said.
At least 302 relief distribution centres or points opened temporarily, it said.
National Disaster Response Force has been helping the district administrations evacuate people from the flood-hit areas.
The state disaster response force, fire and emergency services personnel, policemen and ASDMA volunteers have also been deployed for rescue operations.
"So far, 20,983 people have been evacuated by the various agencies," the bulletin said.
Incessant rain since Saturday night wreaked havoc in Guwahati, leading to knee-deep water logging in many areas across the city, while water has touched the chest level at some places. Guwahati Municipal Corporation Commissioner Devashish Sharma told reporters that sluice gates on the Bharalu river have been shut.
"Due to heavy rain in Upper Assam and flowing of excess water through the Brahmaputra, the water level of the river in Guwahati has risen considerably. Its level is now above that of its tributary Bharalu," he said.
To stop backflow of Brahmaputra water into the city, the administration has closed all the sluice gates on the Bharalu, the lifeline of Guwahati city.
"This led to flooding of new areas in the city. During the last few days, we were able to pump out floodwaters to Bharalu, but today we are not able to do so," Sharma said.
Flooding was reported from Zoo road, RG Baruah road, Nabin Nagar, Anil Nagar, Hatigaon, Lachit Nagar, Tarun Nagar, Jyotikuchi, Ghoramara, VIP road, Chandmari and many other areas.
According to the daily flood report of the ASDMA, eight people lost their lives in various places due to the floodwaters.
The death toll in this year's flood and landslides across the state has gone up to 62, it said.
Meanwhile, fresh landslides were reported from Cachar, Dima Hasao, Goalpara, Hailakandi, Kamrup Metropolitan, Karimganj and South Salmara districts.
During the last 24 hours, the state recorded an average rainfall of 37.2 mm.
As per the Central Water Commission bulletin, the mighty Brahmaputra is flowing above the danger marks at Neamatighat in Jorhat, Tezpur in Sonitpur, Goalpara and Dhubri towns.
Its tributaries Kopili at Kampur and Dharamtul in Nagaon district, Subansiri at Badatighat in Lakhimpur, Puthimari at NH Road Crossing in Kamrup, Pagladia at NT Road Crossing in Nalbari, Manas at NH Road Crossing in Barpeta and Beki at Road Bridge in Barpeta are flowing above danger levels.
The Barak river at BP Ghat in Karimganj, AP Ghat in Cachar and Matizuri in Hailakandi, and its tributary Kushiyara at Karimganj town are flowing above the danger levels.

The flood situation in Assam deteriorated on Sunday with nine more persons, including three children, losing their lives and over 42 lakh people suffering across 31 districts, an official bulletin said.
According to the daily flood report of the Assam State Disaster Management Authority (ASDMA), six persons drowned and three were killed in landslides in different parts of the state.
Among those killed are three persons, including a child, in Cachar, two persons, including a child, in Barpeta, and one person each in Bajali, Kamrup, Karimganj and Udalguri districts, it added.
Besides, eight more people are missing across five districts, the bulletin said.
With this, the total number of persons losing their lives in this year's flood and landslides has gone up to 71.
At least 42,28,100 people are affected due to the floods, the bulletin said.
Barpeta is the worst-hit district with over 12.76 lakh people suffering, followed by Darrang with nearly 3.94 lakh people affected and Nagaon with more than 3.64 lakh people hit by the deluge.
Massive landslides were reported from Cachar, Dima Hasao, Goalpara, Hailakandi, Kamrup Metropolitan and Karimganj.
Till Saturday, almost 31 lakh people were affected by the deluge across 27 districts of the state.
The weather office has issued an 'Orange Alert' for Monday, while a 'Yellow Alert' has been issued for Tuesday to Thursday.
"Widespread rainfall accompanied with thunderstorm/lightning/heavy to very heavy with extremely heavy rainfall at isolated places is very likely to continue over Northeastern states during the next 48 hours and a decrease in rainfall intensity thereafter," it said.
At present, 5,137 villages are under water and 1,07,370.43 hectares of crop areas have been damaged, the ASDMA said.
Authorities are running 1,147 relief camps and distribution centres in 27 districts, where 1,86,424 people, including 29,722 children, are taking shelter.
In the last 24 hours, 8,760 persons were rescued from various flood-hit areas.
Massive erosions were witnessed in Baksa, Barpeta, Bongaigaon, Chirang, Dhubri, Kamrup, Kokrajhar, Lakhimpur, Majuli and Morigaon, among others.
Embankments, roads, bridges and other infrastructure have been damaged by flood waters in several districts. A total of 29,28,030 domestic animals and poultry have been affected in the deluge across 25 districts, the ASDMA said.
Quoting a Central Water Commission bulletin, the ASDMA said that the Brahmaputra is flowing above the danger marks at Neamatighat in Jorhat, Tezpur, Goalpara town and Dhubri town.
Its tributaries Beki, Manas, Pagladiya, Puthimari, Kopili, and Subansiri are also flowing above danger levels.

According to a bulletin issued by Assam State Disaster Management Authority (ASDMA) on Saturday night, three persons, including a woman, lost their lives in Haflong revenue circle of Dima Hasao.
The hill district has been ravaged by flash floods and massive landslides at several places, snapping rail and road links from other parts of the state.
ASDMA said that landslides have been reported from New Kunjung, Fiangpui, Moulhoi, Namzeurang, South Bagetar, Mahadev Tilla, Kalibari, North Bagetar, Zion and Lodi Pangmoul villages, where around 80 houses were severely affected.
"Railway line at Jatinga-Harangajao and Mahur-Phaiding was blocked due to landslides. Before reaching Maibang tunnel at Geremlambra village, road is likely to be blocked due to landslides," it added.
The ASDMA further said that nearly 25,000 people are affected by floods across five districts in Assam.
The worst-hit is Cachar with over 21,000 people affected, followed by Karbi Anglong West with nearly 2,000 victims and Dhemaji with more than 600 persons hit by the deluge.
At least 227 people are taking shelter in 10 relief camps and distribution centres set up across two districts.
Nearly 2,200 people were rescued by the Army, paramilitary forces, Fire and Emergency Services, SDRF, civil administration and trained volunteers from Cachar and Hojai districts.
Incidents of massive waterlogging have been reported from various parts of Guwahati.
The ASDMA has issued flood alert for Cachar, Karimganj, Dhemaji, Morigaon and Nagaon districts for the next 12-72 hours.
