For the second straight day, Delhi recorded the worst air quality in the country, with pollution levels skyrocketing. The Central Pollution Control Board (CPCB) issued a warning, highlighting severe health risks for both healthy individuals and those with pre-existing conditions.

Air Quality Deteriorates After Brief Relief
The alarming spike in pollution comes after a two-week respite from hazardous air quality. On December 5, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) rolled back Stage IV restrictions of the Graded Response Action Plan (GRAP) following significant improvement in Delhi-NCR&rsquo;s air quality. However, conditions have worsened again, prompting the reimposition of the strictest measures.

AQI Reaches 'Severe' Category
Delhi&rsquo;s Air Quality Index (AQI) hit 401 (severe) on Monday night, December 16, 2024, triggering the reinstatement of Stage IV GRAP restrictions. By Tuesday afternoon, the AQI surged further to 433, with the concentration of hazardous particulate matter (PM2.5) soaring to 251.5 micrograms per cubic meter&mdash;16.7 times higher than the World Health Organization&rsquo;s (WHO) safe limit of 15 micrograms per cubic meter.

Causes of Pollution Surge
The CPCB attributed the spike in pollution to factors such as:

<li>Slower wind speeds hinder pollutant dispersion.</li>
<li>Persistent vehicular emissions.</li>
<li>Stubble burning in neighbouring states.</li>
</ul>
The Air Quality Early Warning System for Delhi also forecasted continued severe pollution for Wednesday due to stagnant wind conditions.
Health Risks and Restrictions
CPCB&rsquo;s warning emphasized the severe impact on public health, with vulnerable groups such as children, the elderly, and individuals with respiratory issues at higher risk. In response, the government has reimposed:
<ul>
<li>A ban on construction activities.</li>
<li>Restrictions on the movement of older vehicles.</li>
</ul>
Improvement Expected by December 19
The Central Agency predicts a gradual improvement in air quality from December 19, with AQI levels likely to shift to the &lsquo;very poor&rsquo; category due to a forecasted increase in wind speeds.
Authorities have urged residents to take precautions, including limiting outdoor activities, using air purifiers indoors, and wearing masks when stepping out.

Air quality in Delhi and its suburbs deteriorated again overnight after a marginal improvement a day ago with forecasts suggesting that a major relief is unlikely in the coming days.
The city's Air Quality Index (AQI) stood at 338 at 8 am on Monday, deteriorating from 301 at 4 pm and 290 at 7 am on Sunday.
The 24-hour average AQI, recorded at 4 pm every day, was 319 on Saturday, 405 on Friday and 419 on Thursday.
Neighbouring Ghaziabad (306), Gurugram (239), Greater Noida (288), Noida (308) and Faridabad (320) also recorded a dip in air quality.
An AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', 401 and 450 'severe' and above 450 'severe plus'.
The Centre on Saturday removed stringent curbs, including a ban on construction work related to linear projects and the entry of polluting trucks into Delhi in view of a dip in air pollution levels due to favourable wind speed and direction.
These measures constitute the final stage -- Stage IV -- of the Centre's air pollution control plan called the Graded Response Action Plan (GRAP).
The Commission for Air Quality Management (CAQM) in the National Capital Region and Adjoining Area, a statutory body responsible for formulating strategies to combat pollution in the region, asked Delhi and NCR states to revoke all emergency measures, under which only CNG, electric and BS VI-compliant vehicles from other states are allowed to enter Delhi, with exemptions granted to those involved in essential services.
All medium and heavy goods vehicles not engaged in essential services were also banned in the capital under Stage IV of GRAP.
According to the latest CAQM order, all other curbs under stages I, II and III of GRAP, including a ban on non-essential construction work, mining, stone crushers and diesel generators will continue.
Delhi Environment Minister Gopal Rai on Sunday said that people should remain vigilant and adhere to pollution control measures.
He also recalled that the progress made just before Diwali due to rain and favourable meteorological conditions was compromised by people bursting firecrackers.
The minister confirmed that other restrictions under stages I, II and III of GRAP will continue in the capital.
The ban on BS III petrol and BS IV diesel vehicles will also continue, he said.
"We will reassess these restrictions if the situation continues to improve," the minister said.
According to the Air Quality Early Warning System developed by the Pune-based Indian Institute of Tropical Meteorology, no major improvement in air quality is likely in the next few days.
Recent data from a joint project by the Delhi government and the Indian Institute of Technology (IIT), Kanpur, showed that vehicular emissions accounted for about 36 per cent of the capital's air pollution on Saturday and 38 per cent on Sunday.
Secondary inorganic aerosols -- particles such as sulfate and nitrate that are formed in the atmosphere due to the interaction of gases and particulate pollutants from sources like power plants, refineries and vehicles -- are the second major contributor to Delhi's foul air, accounting for 30 to 36 per cent of the air pollution in the city over the last few days.

The smog-filled air, which usually covers Indian cities during the winter months, contains dangerously high levels of fine particulate matter called PM2.5 - tiny particles that can clog lungs and cause a host of diseases.  

Delhi has been ranked the most polluted city in the world as per a global analysis of air quality as recently as 2022. The report analyses pollution and global health effects for more than 7,000 cities around the world, focusing on two of the most harmful pollutants, fine particulate matter (PM2.5) and nitrogen dioxide.  

Air pollution is among the leading causes of premature mortality worldwide and leads to lung and cardiovascular disease, cancer, and other illnesses. This risk gets so much more exacerbated when it comes to children. Children are more prone to breathing toxic air, and that's because they breathe more rapidly. And so even lower levels of exposure could mean that they’re breathing more pollutants than adults around them.

Pollution also leads to lower memory and IQ, with infants being most affected in the first 1000 days of their birth, which is when most brain development happens. According to a study conducted in 2017, every 3 minutes, a child died India due to air pollution.  In 2019, close to 160,000 infants in India died within the first month of being born due to air pollution. Over half of the infant deaths were caused by PM 2.5 in the air, while the rest were attributed to household aggravation caused by the use of solid fumes for cooking. 

Like everything else, even the issue of clean air is influenced by many factors. The deadly impact of pollution on children in middle and low-income countries like India was highlighted by a report by the WHO in 2018. In these countries, 98% of all children under five are exposed to PM 2.5 levels above WHO’s air quality guidelines. In comparison, among high income countries, 52% of children under age five are exposed to levels above W.H.O. air quality guidelines.

This isn’t just about global inequality but a matter of class divide within India too. A study has found that poorer households in India bear disproportional impact from pollution caused by others.  Experts say that this pollution hits the poor and marginalized more because they often tend to live and work near industrial sites and tend to burn things like wood, corn, dung or kerosene inside their homes. 

It is also important to remember that things like N95 masks or air purifiers, or even the ability to leave the city for a few weeks when the pollution is at its peak is a privilege that not everybody has can afford. 

Higher income groups indirectly contribute to pollution through the manufacturing of the products they consume as well as their use of transportation and electricity. But wealthier households are shielded from the effects because of access to air conditioning, better health care, and more efficient buildings and clean-energy stoves.

Delhi’s AQI for years now has now surpassed all warnings by the WHO – a good time to take action was years ago, and steps must be taken as swiftly as possible.

Ban on construction activities after Delhi AQI deteriorated to 'severe' category

The decision has been taken after Centre's air quality committee observed that Delhi's AQI deteriorated to 'severe' category as it directed the government to impose pollution control measures under Stage 3 of the Graded Action Plan

In the wake of deteriorating air quality in Delhi, the commission for air quality management has put a ban on non-essential construction and demolition activities in the national capital.
The pollution control body said the ban will be effective immediately given the severe air quality being reported in Delhi.
The decision has been taken after Centre's air quality committee observed that Delhi's AQI deteriorated to 'severe' category as it directed the government to impose pollution control measures under Stage 3 of the Graded Action Plan.
The panel also pointed that the air quality in Delhi and adjoining areas will likely worsen, a Times of India report said.

Construction banned in Delhi-NCR as air quality worsens

The ban on construction activities is likely to affect housing projects in Noida, Ghaziabad, Gurugram and other areas.

Amid worsening pollution levels in Delhi, the Centre's air quality panel Saturday directed authorities in the National Capital Region to implement curbs such as a ban on construction and demolition activities under the Graded Response Action Plan stage III.
The restrictions will not be applicable on essential projects concerning national security, defence, railways and metro rail among others. Mining activities will also not be allowed in the region.
The Commission for Air Quality Management (CAQM) further said states might impose restrictions on the plying of BS III petrol and BS IV diesel four-wheelers in the NCR considering the worsening air quality. This direction is non-binding on authorities.
The ban on construction activities is likely to affect housing projects in Noida, Ghaziabad, Gurugram and other areas.
Delhi's 24-hour average air quality index stood at 397 at 4 pm, the worst since January. It was 354 on Thursday, 271 on Wednesday, 302 on Tuesday and 312 on Monday (Diwali).
GRAP is a set of anti-air pollution measures followed in the capital and its vicinity according to the severity of the situation.
It classifies the air quality in the Delhi-NCR under four different stages: Stage I - 'Poor' (AQI 201-300); Stage II - 'Very Poor' (AQI 301-400); Stage III - 'Severe' (AQI 401-450); and Stage IV - 'Severe Plus' (AQI &gt;450).
At an emergency meeting on Saturday evening, the sub-committee of the commission noted that due to unfavourable meteorological conditions and a sudden spike in incidents of farm fire, "it is considered necessary to implement Stage III of GRAP with immediate effect in the entire NCR''.
Under stage III, the authorities have been asked to enforce a strict ban on construction and demolition activities in the NCR, except for essential projects and non-polluting activities such as plumbing, carpentry, interior decoration and electrical works.

The ban on construction and demolition activities covers earthwork for excavation, boring and drilling; fabrication and welding operations; loading and unloading of construction material; transfer of raw material, including fly ash, either manually or through conveyor belts and vehicular movement on unpaved roads.
It also bans the operation of batching plants; laying of sewer lines, waterline, drainage work and electric cabling through open trench system; cutting and fixing of tiles, stones and other flooring materials; grinding activities; piling work; water proofing work; road construction and repair works, including paving of sidewalks, pathways and central verges among others.
Brick kilns, hot mix plants and stone crushers not operating on clean fuels, and mining and associated activities in the NCR have also been banned.
The NCR authorities have also been asked to close down industries not running on approved fuels in industrial areas having PNG infrastructure and supply.
In industrial areas not having PNG infrastructure and supply, industries not using approved fuels can operate only for five days a week.
"Paper and pulp processing, distilleries and captive thermal power plants to remain inoperative on Saturdays and Sundays. Paddy/rice processing units to remain inoperative on Mondays and Tuesdays. Textile/garments and apparels including dyeing processes to remain inoperative on Wednesdays and Thursdays. Other industries not falling in the above noted categories to remain inoperative on Fridays and Saturdays," the CAQM order read.
However, milk and dairy units and those involved in manufacturing of life-saving medical equipment, drugs and medicines have been exempt from the restrictions.
The measures are in addition to the restrictive action already in force under stage I and stage II of GRAP.
Calm winds are predicted in the coming days and the wind direction is likely to change frequently. Thus, there is a high likelihood of the pollutants getting trapped in the region and not getting dispersed effectively, the commission noted.

The over 20-metre-tall tower is being set up to improve the air quality in a radius of around 1 km and is expected to "operate at full capacity" after the monsoon ends, Delhi Environment Minister Gopal Rai said.
The smog tower, built at a cost of ₹22 crores, will be able to purify 1,000 cubic metres of air every second, Rai added.
Meanwhile, the Centre has also built a 25-metre-tall smog tower at Anand Vihar which might become operational by the end of August, the Central Pollution Control Board (CPCB) said.
The national capital territory has been particularly vulnerable to air pollution levels over the last two decades, it is one of the world's leaders in poor air quality with extremely high amounts of PM2.5, PM10 and other noxious chemicals and smoke permeating the atmosphere.
The increasing pollution levels in the capital are due to the population growth, increasing numbers of vehicles, use of fuels, heavy industrial work, construction activities and open waste burning.
A study carried out by the Council on Energy, Environment and Water (CEEW) showed that the annual average PM2.5 concentration in 2020 for Delhi was 93 Aug/m3, which is more than twice the permissible limit for PM2.5 in India. 
Despite the low activity levels for close to eight months due to the pandemic induced lockdown in 2020, Delhi residents were exposed to National Ambient Air Quality Standard's (NAAQS) non-compliant air for more than half of the year, the study said.
Increased pollution levels lead to fatal health hazards and to tackle this, the Delhi government has set up the smog towers. The prototype for a smog tower was first built in 2017 by a Dutch artist Daan Roosegaarde, in Beijing. Following this, Roosegaarde's prototype was later installed in China's Tianjin and Poland's Krakow.
In 2018, a 100-metre long smog tower was built in China's Xi'an. Currently, it is under testing by researchers at the Institute of Earth Environment of the Chinese Academy of Sciences.

Delhi breathed its best air in 2 months as air quality improved on Tuesday. The average hourly air quality index was recorded at 148, in the &ldquo;moderate&rdquo; category, on Tuesday morning. On Monday, Delhi recorded an AQI of 151, placing it in the &ldquo;moderate&rdquo; category &mdash; a substantial improvement compared to the past three days. The IMD has said that continued cloudy conditions and improved wind speed is likely to keep the air in Delhi clean on Tuesday. Delhi&rsquo;s air quality index (AQI) remained in the &ldquo;poor&rdquo; category, with stubble burning adding to the city&rsquo;s PM 2.5 load, which doubled to 22% on Saturday from 11% on Friday, according to data from the govt. Delhi&rsquo;s AQI on Saturday was recorded at 287 in the poor category, according to CPCB&rsquo;s 4pm bulletin, with PM10 being the prime pollutant. The Met Dept added that though wind speed was around 12 kmph during the day, pollution levels remained poor because of stubble fumes from neighbouring states and high local pollution. The capital has implemented the Graded Action Response Plan from October 15, under which several polluting factories in the Wazirpur Industrial Area have been shut down.
