National Conference (NC) leader Omar Abdullah said on Wednesday that the promise of revoking the Armed Forces (Special Powers) Act (AFSPA) from Jammu and Kashmir has been made in view of the upcoming Lok Sabha polls as he feared that the people here would be cheated just like those in Ladakh were on the promise of the Sixth Schedule.
He was reacting to local media reports that quoted Union Home Minister Amit Shah as saying that the BJP-led Centre will surely consider revoking the AFSPA from Jammu and Kashmir in the future.
"I am waiting for this day since 2011. We made a lot of efforts to remove the AFSPA (when he was the chief minister) as well, but I fear that the people of Jammu and Kashmir will be misled and cheated like the people of Ladakh were misled and cheated on the promise of the Sixth Schedule as elections are here," Abdullah told reporters in Budgam district.
The former Union minister said the law, which gives widespread powers and immunity against prosecution to security forces in disturbed areas, should be revoked right away in view of the statements made by central leaders about restoration of normalcy in Jammu and Kashmir.
"As far as revoking the AFSPA is concerned, start from today. When they say the situation is normal and militancy has ended and there is no separatist thought left, then what are they waiting for?" he asked.
Private television news channel "Gulistan News" quoted Shah as saying that "the situation is getting normal and we are speedily considering revoking the AFSPA from Jammu and Kashmir and a state of change is being considered.
The Lok Sabha polls are scheduled to be held in seven phases starting April 19. The counting of votes will be taken up on June 4.&nbsp;

In a major outreach to the Northeast, Union Home Minister Amit Shah on Thursday announced reduction of the disturbed areas imposed under the Armed Forces (Special Powers) Act (AFSPA) in Nagaland, Assam and Manipur from April 1, after decades.
A home ministry spokesperson, however, said the decision does not imply that the AFSPA has been completely withdrawn from the three insurgency-hit states but will continue to be in force in some areas of the three states.
The move came three months after the central government constituted a high-level committee to examine the possibility of lifting the AFSPA in Nagaland where 14 civilians were killed by the army in December 2021 in a case of "mistaken identity".
In a series of tweets, Shah said: "In a significant step, GoI (Government of India) under the decisive leadership of PM Shri @NarendraModi Ji has decided to reduce disturbed areas under Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades." The home minister said the reduction in areas under AFSPA is the result of the improved security situation and fast-tracked development due to the consistent efforts and several agreements to end insurgency and bring lasting peace in Northeast by the Modi government.
"Thanks to PM @NarendraModi Ji's unwavering commitment, our North-Eastern region, which was neglected for decades is now witnessing a new era of peace, prosperity and unprecedented development. I congratulate the people of North East on this momentous occasion," he said.
The AFSPA has been in force for decades in the three Northeastern states to assist the armed forces operating there to tackle insurgency.
The AFSPA empowers security forces to conduct operations and arrest anyone without any prior warrant besides giving immunity from arrest and prosecution to the security forces if they shoot someone dead.
There have been protests and demands for the complete withdrawal of the law from the Northeast as well as Jammu and Kashmir for its alleged "draconian" provisions.
Manipuri activist Irom Chanu Sharmila fought against the law by remaining on hunger strike for 16 years, before ending it on August 9 in 2016.
The disturbed area notification under AFSPA was completely removed from Tripura in 2015 and Meghalaya in 2018.
The disturbed area notification is in force in entire Assam since 1990. Due to the significant improvement in the situation, the AFSPA is being removed with effect from April 1 completely from 23 districts and partially from one district of Assam.
The disturbed area declaration is in force in entire Manipur (except Imphal municipality area) since 2004. With Thursday's decision, 15 police station areas of 6 districts of Manipur will be excluded from the disturbed area notification with effect from April 1.
In 2015, AFSPA was in force in 3 districts of Arunachal Pradesh, 20 km belt of Arunachal Pradesh along the Assam border and in 16 police station areas in 9 other districts of the state.
This has been gradually reduced and the disturbed areas notification, is currently applicable in only 3 districts and in 2 police station areas in 1 other district of Arunachal Pradesh.
The disturbed area notification is in force in the whole of Nagaland from 1995. The central government has accepted the recommendation of a committee constituted in this context for withdrawal of AFSPA in a phased manner.
The disturbed area notification is being withdrawn from 15 police stations in 7 districts in Nagaland with effect from April 1.
The killing of 14 civilians rose tension in Nagaland, where people protested for weeks for the withdrawal of the AFSPA.
Before the recently concluded assembly elections, Manipur Chief Minister N Biren Singh had said he and the people of Manipur wanted the withdrawal of the AFSPA but security agencies have to look into the issue of the national security.
A home ministry spokesperson said in comparison to 2014, there has been a reduction of 74 per cent in militancy incidents in 2021 in the Northeast. Similarly, deaths of security personnel and civilians have also come down by 60 per cent and 84 per cent respectively during this period.
To realise the prime minister's vision of a peaceful and prosperous Northeast, the home minister has held a dialogue with all the states of the region on a continuous basis.
As a result, most of the extremist groups have laid down their arms expressing their faith in the Constitution and the policies of the Modi government.
Today all these persons have become a part of the democratic process and are participating in the peace and development of the Northeast. About 7,000 militants have surrendered in the last few years, the spokesperson said.
The prime minister is committed to make the whole of the Northeast free from extremism, the spokesperson said.

AFSPA gives unprecedented powers to the Armed Forces in the regions it is imposed in addition to protection from prosecution without Centre's sanction. Nagaland has been termed as 'a disturbed dangerous area that use of armed forces in aid of civil power is necessary' by the government. 
Rights groups across Nagaland, and the state government too has been demanding a repeal of the law in the state. These calls against the law were amplified when 13 civilians were shot dead by the army's Para Special Forces. It was an ambush attempt gone sideways inviting the wrath and anger of civilians which led to the death of a jawan. 
While the Army is conducting a court of inquiry in the ambush gone wrong, a decision was taken unanimously in the Nagaland Assembly on December 20 demanding a repeal of AFSPA from North-East, particularly Nagaland. 
A Special Investigation Team (SIT) has been constituted by the state to record statements of soldiers present during the shootings on December 04. Despite access given by the army to the SIT to talk to the soldiers, it is unclear how this probe will progress further since Nagaland continues to be under AFSPA. 
For several years now, AFSPA has been extended in Nagaland every six months, under the guise of a 'disturbed area' which is the first necessity to get a region under the AFSPA.

AFSPA&nbsp;gives unprecedented powers to the Armed Forces in the regions it is imposed in addition to protection from prosecution without Centre's sanction. Nagaland&nbsp;has been termed as 'a disturbed&nbsp;dangerous area that use of armed forces in aid of civil power is necessary' by the government.&nbsp;
Rights groups across Nagaland, and the state government too has been demanding a repeal of the law in the state. These calls against the law were amplified when 13 civilians were shot dead by the&nbsp;army's Para Special Forces. It was an ambush attempt gone sideways inviting the wrath and anger of civilians which led to the death of a jawan.&nbsp;
While the Army is conducting a court of inquiry in the ambush gone wrong, a decision was taken unanimously in the Nagaland&nbsp;Assembly on December 20 demanding a repeal of AFSPA&nbsp;from North-East, particularly Nagaland.&nbsp;
A Special Investigation Team (SIT) has been constituted by the state to record statements of soldiers present during the shootings on December 04. Nagaland Chief Minister Neiphiu Rio on Sunday said that the Centre has decided to institute a five-member committee to look into withdrawal of Armed Forces (Special Powers) Act, 1958 or AFSPA from the northeastern state.
The committee will be headed by Ministry of Home Affairs additional secretary (Northeast), and will include the chief secretary and director general of police of Nagaland, besides inspector general of Assam Rifles (North) and a representative of the Central Reserve Police Force (CRPF).
The panel will submit its recommendations within 45 days, based on which the decision on whether to continue designating Nagaland as a "disturbed area" or withdrawing AFSPA from the state will be taken, a joint statement issued by the chief minister said.
Disciplinary action is also likely to be taken against the Army personnel, who were directly involved in the botched-up counter-insurgency operation in Nagaland's Mon district in early December, after a fair inquiry. The Army personnel may be placed under suspension pending the probe, the statement said.

Irom Sharmila, the woman who was on a 16-year hunger strike against the Armed Forces Special Powers Act (AFSPA), feels the recent killing of civilians in firing by security forces in Nagaland proves it is high time that the controversial security law is repealed from the northeast.
In an interview to PTI, Sharmila said the AFSPA is not only an oppressive regulation but it tantamounts to gross violation of the basic human rights. 
Nagaland killings should be an eye-opener, human lives are not so cheap, she said. 
At least 14 civilians and a soldier were killed in a botched anti-insurgency operation and retaliatory violence on December 4 and the following day in Nagaland's Mon district.
The AFSPA empowers security forces to conduct operations anywhere and arrest anyone without prior warrant.
In the northeast, it is in force in Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area) and some districts of Arunachal Pradesh, bordering Assam. 
“For how long will the people of the region suffer because of it? In the name of battling insurgency, you can't take away people's basic rights. There are other ways to tackle it," Sharmila, who ended her marathon hunger strike in 2016, told PTI in a telephonic interview.
"After the passing of the Act in 1958 and subsequent implementation in the northeast, did it achieve the desired purpose? If not, what is the use of thrusting it on the masses? It's high time the Centre and state governments sit together and take a relook at AFSPA," she said.
Critics maintain that the AFSPA has failed to control insurgency despite giving armed forces powers to act with impunity, sometimes leading to human rights violations.
Nagaland Chief Minister Neiphiu Rio and Meghalaya Chief Minister Conrad Sangma have also demanded that the law be repealed.
Asked if its withdrawal from the northeast would worsen the law and order situation in the area, Sharmila replied in the negative.
"There are other ways to tackle insurgency. In Chhattisgarh, there have been several Maoist incidents; so did the government impose AFSPA there? The answer is no. The security forces are tackling it in that state, and they have been successful. The same can be done in the northeast," she said.
Claiming that people from the northeast have to face discriminatory treatment in other parts of the country, Sharmila, who unsuccessfully contested the 2017 Manipur assembly elections, said the "rampant violation of human rights in the name of AFSPA stems from that discrimination".
"We are harassed and humiliated… You have to change your mindset and treat the people of this part of India as your own," she said.
The ‘Iron lady of Manipur’ also said she has realised that her lengthy hunger strike did not achieve its purpose. "All my life, I believed in the Gandhian principles of non-violence. My fast was a non-violent way of registering my protest and press for the people's demand. But after 16 years, when I ended my hunger strike, a lot of people misunderstood me. It failed to accomplish any purpose," she said.
Sharmila said she has nothing against the armed forces, but politics and political parties have failed the people of the Northeast.

Shopian encounter: Army inquiry shows troops exceeded AFSPA norms

Army has said that it has&nbsp;found "prima facie" evidence its troops "exceeded" powers under AFSPA during an encounter in Kashmir&rsquo;s Shopian district in which three men were killed in July this year and has initiated disciplinary proceedings.&nbsp;

The statement added that the Indian Army is committed to the ethical conduct of operations and further updates on the case will be given without affecting the due process of the law.
