Taliban officials are sending Afghan women to prison to protect them from gender-based violence, according to a UN report published Thursday.
Before the Taliban seized power in 2021, there were 23 state-sponsored women protection centers in Afghanistan where survivors of gender-based violence could seek refuge. Now there are none, the UN report said.
Officials from the Taliban-led administration told the U.N. Assistance Mission in Afghanistan that there was no need for such shelters or that they were a Western concept.
The Taliban sends women to prison if they have no male relatives to stay with or if the male relatives are considered unsafe, the report said. Authorities have also asked male relatives for commitments or sworn statements that they will not harm a female relative, inviting local elders to witness the guarantee, it added.
Women are sent to prison for their protection &ldquo;akin to how prisons have been used to accommodate drug addicts and homeless people in Kabul,&rdquo; the report said.
The Associated Press contacted Taliban-led ministries about where survivors of gender-based violence can seek help, what protection measures are in place, and the conviction rates for offenders, but nobody was available for comment.
Women and girls have been increasingly confined to their homes since the Taliban takeover in 2021. They are barred from education beyond sixth grade, including university, public spaces like parks, and most jobs. They are required to take a male chaperone with them on journeys of more than 72 km (45 miles) and follow a dress code.
A Taliban decree in July ordered the closure of all beauty salons, one of the few remaining places that women could go to outside the home or family environment.
But Afghanistan has, for years, ranked among the worst places in the world to be born female.
Millions of girls were out of school before the Taliban takeover for cultural and other reasons. Child marriage, violence and abuse were widespread.
Rights groups warned that Taliban rule would enable violence against women and girls and decimate any legal protections for them.
Women are no longer working in the judiciary or law enforcement, not allowed to deal with crimes of gender-based violence, and only permitted to attend work when called upon by their male supervisors, according to the UN report.

Since the Taliban takeover of Afghanistan, the country has become the most repressive in the world for women and girls, deprived of many of their basic rights, the United Nations said on Wednesday.
In a statement released on the International Women's Day, the UN mission said that Afghanistan's new rulers have shown an almost &ldquo;singular focus on imposing rules that leave most women and girls effectively trapped in their homes.&rdquo;
Despite initial promises of a more moderate stance, the Taliban have imposed harsh measures since seizing power in August 2021 as US and NATO forces were in the final weeks of their pullout from Afghanistan after two decades of war.
They have banned girls' education beyond sixth grade and women from public spaces such as parks and gyms.
Women are also barred from working at national and international nongovernmental organisations and ordered to cover themselves from head to toe.
&ldquo;Afghanistan under the Taliban remains the most repressive country in the world regarding women's rights," said Roza Otunbayeva, special representative of the UN secretary-general and head of the mission to Afghanistan.
&ldquo;It has been distressing to witness their methodical, deliberate, and systematic efforts to push Afghan women and girls out of the public sphere,&rdquo; she added.

The restrictions, especially the bans on education and NGO work, have drawn fierce international condemnation.
But the Taliban have shown no signs of backing down, claiming the bans are temporary suspensions in place allegedly because women were not wearing the Islamic headscarf, or hijab, correctly and because gender segregation rules were not being followed.
As for the ban on university education, the Taliban government has said that some of the subjects being taught were not in line with Afghan and Islamic values.
&ldquo;Confining half of the country's population to their homes in one of the world's largest humanitarian and economic crises is a colossal act of national self-harm," Otunbayeva also said.
&ldquo;It will condemn not only women and girls, but all Afghans, to poverty and aid-dependency for generations to come," she said. "It will further isolate Afghanistan from its own citizens and from the rest of the world."
The UN mission to Afghanistan also said it has recorded an almost constant stream of discriminatory edicts and measures against women since the Taliban takeover &mdash; women's right to travel or work outside the confines of their home and access to spaces is largely restricted, and they have also been excluded from all levels of public decision-making.
&ldquo;The implications of the harm the Taliban are inflicting on their own citizens goes beyond women and girls,&rdquo; said Alison Davidian, the special representative for UN Women in Afghanistan.
No officials from the Taliban-led government was immediately available for comment.
The UN Security Council was to meet later on Wednesday with Otunbayeva and women representatives from Afghan civil society groups.
According to the statement, 11.6 million Afghan women and girls are in need of humanitarian assistance. However, the Taliban are further undermining the international aid effort through their ban on women working for NGOs.&nbsp;

Taliban spokesperson has been quoted as saying that women's sports, cricket specifically will be banned in Afghanistan.
Wasiq last month told SBS that the Taliban would allow men's cricket to continue and that it has given approval for the men's national team to travel to Australia for a test match in November.
But in a statement released Thursday, Cricket Australia said it would not proceed with the planned test starting November 27 if news reports of Taliban views on the women's game were true.
"Driving the growth of women's cricket globally is incredibly important to Cricket Australia," the statement said. "Our vision for cricket is that it is a sport for all and we support the game unequivocally for women at every level.
"If recent media reports that women's cricket will not be supported in Afghanistan are substantiated, Cricket Australia would have no alternative but to not host Afghanistan for the proposed test match due to be played in Hobart."
Australia's Sport Minister Richard Colbeck said earlier that the Taliban's decision on women's sport was "deeply concerning" and he urged organizations such as the International Cricket Council to take action.
"Excluding women from sport at any level is unacceptable," Colbeck said in a statement. "We urge international sport authorities, including the International Cricket Council, to take a stand against this appalling ruling."
Players from Afghanistan's women's soccer team are among dozens of athletes given visas to live in Australia and have been undergoing quarantine due to the COVID-19 pandemic.
On Tuesday, the Taliban announced an all-male interim government for Afghanistan stacked with veterans of their hard-line rule from the 1990s and the 20-year battle against the U.S.-led coalition.
A policy statement accompanying the Cabinet announcement sought to allay fears of Afghanistan's neighbors and the rest of the world, but was unlikely to calm the fears of women, who didn't get a single post.
The statement spoke of protecting the rights of minorities and the underprivileged, and it promised education "to all countrymen within the framework of Sharia."
Women were not mentioned in the three-page statement.

While news outlets have been reporting in-depth, it is social media that people are turning to, to get their ground reports. Afghani influencers are shedding behind their sponsored posts to make a place in their feed for what they are calling 'the fall of their country' Ghazal Sadat, the founder of Gam Cosmetics and one of the most followed Afghanis on Instagram with over 800k followers has taken to posting harrowing photos of her country as they are coming in. Khyber Khan, a creative, has been flooding his Instagram stories with literal updates from the streets of Kabul as he shows his 35k followers what the situation is like for residents of the now Taliban led country. Far from the location native Afghani settled in Canada Sabrina Wassel, a makeup artist, has used her 131k large following to not only raise awareness but also funds to help aid relief for her country.
