Parliament Winter Session updates: Lok Sabha passes Central Universities (Amendment) Bill, 2023

Union law minister Arjun Ram Meghwal has told the upper house of the Parliament, Rajya Sabha, that the Narendra Modi government has no consensus on a proposal to set up an all India judicial service at the district judge level. 

Speaking on the issue of Indian national Nikhil Gupta being charged by the US for alleged plot to kill Sikh separatist leader, foreign minister S Jaishankar told the country's Parliament that while America had submitted evidence that also concerns India's national security, Canada, on the other hand, had not substantiated its claim on the killing of Sikh separatist Nijjar. 

Meanwhile, after the Jammu and Kashmir Reservation (Amendment) Bill 2023 and the Jammu and Kashmir Reorganisation (Amendment) Bill 2023, were passed in the Lok Sabha, the 2 bills were tabled in the Rajya Sabha on Day 4 of the ongoing Winter Session of Parliament. The discussion is expected to take place on the following day.  

Meanwhile, National Conference Vice President Omar Abdullah said the government should not make amendments to the Jammu and Kashmir Reorganisation Act as the law is pending adjudication before the Supreme Court.

Apart from this, Congress MP Manish Tewari gave an Adjournment Motion Notice in Lok Sabha and has demanded a discussion on the death penalty given to 8 ex-Indian Navy personnel in Qatar, which was not allowed earlier.

'Casteism causing student suicides’- Imtiaz Jaleel

During the discussion on the Central Universities (Amendment) Bill, 2023, AIMIM MP Imtiaz Jaleel in Lok Sabha said  -

“We have 1182 universities with 56 Central universities. None of them feature in the top 200. Aren’t we focusing more on quantity rather than quality?”.

The MP pointed out that the ST community after the Muslims had the highest drop out rates. 

He further condemned the casteism rampant in universities that he said forced the students to attempt suicide.

Cyclone relief: PM has directed release of Rs 450 crore

Prime Minister Narendra Modi has directed the Union Home Ministry to release Rs 450 crore, the second instalment to Tamil Nadu for cyclone relief, Defence Minister Rajnath Singh said.

Following an aerial survey and a hi-level meeting with Chief Minister M K Stalin at the Secretariat, Singh said the first instalment of Rs 450 crore had been released earlier to the state.

Since the problem of urban floods has become repetitive in Chennai in recent years, the Government of India has approved a central funding of Rs 500 crore for urban flood management activities, he said.

Chennai, Kancheepuram, Chengelpet and Tiruvallur in northern Tamil Nadu were hit by the cyclone and heavy inundation.

In the ongoing session, the state government has sought an interim Central relief of Rs 5,060 crore

US allegations of concern, Canada didn't present evidence: Jaishankar

"Insofar as the US is concerned, certain inputs were given to us as part of our security cooperation with the US. Those inputs were of concern to us because they related to the nexus of organised crime, trafficking and other matters. So, because it has a bearing on our own national security, it was decided to institute an inquiry into the matter and an inquiry committee has been constituted. Insofar as Canada is concerned, no specific evidence or inputs were provided to us.

Lok Sabha Speaker accepts resignation of nine MPs who won recent assembly polls

Lok Sabha Speaker Om Birla informed that he has accepted the resignation of nine Lok Sabha MPs, including Union ministers Narendra Singh Tomar and Prahlad Patel.

10 MPs, who are from the BJP, had resigned after winning in the recent assembly polls.


Besides the two Union ministers, the other Lok Sabha MPs who resigned are Rakesh Singh, Udya Pratap Singh and Riti Pathak from Madhya Pradesh, Diya Kumari and Rajyavardhan Singh Rathore from Rajasthan, and Gomati Sai and Arun Sao from Chhattisgarh. Mahua Moitra slams BJP MP Giriraj for his 'misogynistic' remarks on Mamata Banerjee

Women TMC MPs staged a protest at the Parliament complex against Union Minister Giriraj Singh's "misogynistic" comments targeting West Bengal Chief Minister Mamata Banerjee.

Trinamool Congress (TMC) MP Mahua Moitra on X shared a clip of an interview purportedly given by Singh to a TV channel in which the BJP leader referred to Banerjee and said, "Jashn mana rahi hai, thumke laga rahi hai, yeh uchit nahi hai (she is celebrating and dancing, this is inappropriate)."

Several leaders of the TMC slammed the rural development minister for his comments on the chief minister attending the Kolkata International Film Festival.

"The not so honourable minister of rural development Mr. Giriraj Singh has made some shocking comments about the only lady chief minister in India, Mamata Banerjee," Moitra said.

"Your shameful misogynistic comments about only lady CM in India reek of your sick perverted mentality. Yes, we love our jashn. We love our thumkas. We celebrate that BJP can never rule Bengal," she said.
