Ranjan also questioned why it took the BJP nine-and-a-half years to bring the bill despite promising it in the party's election manifesto in 2014.
"I want to ask why the president was not invited to the inauguration of the new Parliament building. She is a woman and comes from a tribal community," she said.
Stating that her party supports the bill, Ranjan questioned the need to call a special session to pass it instead of during a regular session.
"Limelight lene ke aadat hai (it is a habit to hog the limelight)," she said, adding that the BJP is now trying to use women before the 2024 Lok Sabha elections.
She also questioned the government on its intentions on several issues, saying it did not consult anyone before the demonetisation of high-value currency notes and added that 155 people died during the limited window to exchange the banned notes.
It did not consult anyone when the three controversial farm laws were introduced, no one in government spoke when women wrestlers protested against a BJP MP over allegations of sexual harassment and two women were paraded naked in strife-torn Manipur, the Congress member said.
Ranjan also questioned the conditions of a delimitation exercise based on census data for giving reservations to women.
"You want to raise the number of seats (in the Lok Sabha and state assemblies) and then give women reservation. Why not give them a share in the present seats?" She also demanded reservations for OBCs, similar to that for SCs/STs.
Asking why the BJP took nine-and-a-half years to introduce the bill, she said the Congress-led UPA passed a women's reservation bill in the Rajya Sabha in 2010, within a year of coming to power for the second time.

Tensions between Canada and India have escalated over the killing of a pro-Khalistani in June.
Canadian Prime Minister Justin Trudeau said his country was investigating credible allegations that Indian government agents were connected to the assassination of Hardeep Singh Nijjar, but India has rejected the allegations as absurd.

The mother of the 12-year-old girl alleged some policemen manhandled her and her daughter

Students from a private school protested outside a police station in UP's Rampur alleging that a policeman slapped the mother of a former schoolmate and pressured her to withdraw a case of kidnapping and harassing of her daughter.
Taking note of the incident, the district administration has removed a Circle Officer, Station House Officer of Milak Police Station along with two constables while the accused outpost in charge has been suspended, officials said.
The agitation near the police station caused a massive traffic jam.
The mother of the 12-year-old girl alleged some policemen, including outpost in-charge Ashok Kumar, reached her house on Tuesday and manhandled her and her daughter.
"He (policeman) slapped me two-three times and my clothes got torn," she said, adding that their family was being pressured to withdraw the case.
Additional Superintendent of Police, Sansar Singh said that the woman on Tuesday registered a case against two teenagers under IPC sections 354 (criminal force with intent to outrage modesty) and 363 (kidnapping) after the accused allegedly took her daughter forcibly on their bike.
He said that both the accused have been detained and a detailed probe is on in the matter.
"We have removed the SHO, Circle Officer, and two constables while the police outpost in charge Ashok Kumar has been suspended," he said.
The additional district magistrate will probe the matter and if it is found that the woman was manhandled, FIRs will be registered against the guilty, he said.&nbsp;

He further added, "I do think there is a degree of prejudice here. They have made allegations and taken action against them. To us, it seems that these allegations by the government of Canada are primarily politically driven."

In an apparent jibe at Rahul Gandhi, Nadda while speaking in Rajya Sabha Jadda said, Congress did not bother about the OBCs while it was ruling the country.

Punjab gangster Sukha Duneke has been killed in Canada's Winnipeg in a gang war, according to multiple media reports.&nbsp;
Duneke was believed to be associated with Canada-based Khalistani terrorist Arsh Dalla.&nbsp;
The incident comes amid heightened tensions between India and Canada due to the killing of Khalistani terrorist Hardeep Singh Nijjar on Canadian soil.&nbsp;
The killing of the Canada-based gangster, who had at least 18 cases against him including those for murder, attempt to murder and robbery, took place on Wednesday night Canada time, the sources said.
Hailing from Duneke Kalan village in Punjab's Moga district, the gangster fled to Canada in December 2017, official sources said.
An active member of the Davinder Bambiha gang, Duneke was closely associated with Canada-based gangster-turned-terrorist Arsh Dalla, gangster Lucky Patial, Malaysia-based gangster Jackpal Singh alias Lali and other criminals.
The dreaded gangster was managing the activities of the gang from foreign soil and was also involved in running an extortion racket, targeted killings of rival gang members in Punjab and neighbouring areas through his local contacts and managing the network of his foreign-based associates, the sources said.
In the last few months, the number of extortion calls made by Duneke had increased considerably in Punjab and neighbouring areas, they added.
In January, two of Duneke's associates -- Kulwinder Singh alias Kinda and Paramjeet Singh Pamma -- were arrested by the counter-intelligence wing (Bathinda) and three pistols and cartridges seized from their possession.
The two men were part of the extortion racket run by Duneke.
After his father died in 1990, Duneke got a peon's job at the Moga deputy commissioner's office on compassionate ground. During the eight years he continued with the job, he became addicted to drugs, the sources said.
A lookout circular was issued against Duneke in 2022.
His name had also figured in connection with the killing of international kabaddi player Sandeep Nangal Ambian in March last year. He was accused of arranging the shooters for the killing.
Duneke's name also cropped up following the killing of two rival gang members -- Manpreet Singh and Vicky Singh -- by the shooters of the Bambiha gang in January 2022.

Farmers organisations and pro-Kannada organisations staged protests in Mysuru, Mandya, Bengaluru and other parts expressing their anger and urging the state government not to release water to Tamil Nadu.
Karnataka Rajya Raitha Sangha and Hasiru Sene (farmers organisation) staged a protest at Basaveshwara circle in Mysuru, and raised slogans: "Where is water to release? And we demand justice." Pointing out that Cauvery and Kabini basin taluks have already been declared as drought hit, a farmer leader alleged, CWMA orders are in favour of Tamil Nadu as it is without taking into account the water level at reservoirs, standing crops and drinking water needs of Karnataka.
Karnataka Rakshana Vedike staged a protest at Gandhinagar, urging the state government not to release water to Tamil Nadu at any cost.
