The Lok Sabha on Wednesday passed the Jammu and Kashmir Reorganisation (Amendment) Bill, which seeks to nominate two members from the Kashmiri migrant community and one representing the displaced persons from Pakistan-occupied Kashmir (PoK) to the legislative assembly.
The House also passed the Jammu and Kashmir Reservation (Amendment) Bill, which seeks to change the nomenclature of a section of people who are eligible for quota in appointment and admission.
The bills were passed after more than six hours of debate spanning over two days and a spirited reply by Union Home Minister Amit Shah.
The home minister said the two bills related to Jammu and Kashmir brought by the government will give justice to those deprived of their rights for the last 70 years and asserted that reservation to the displaced people will give them a voice in the legislature.
He said that Jammu and Kashmir has suffered due to two blunders committed by the country's first prime minister Jawaharlal Nehru - first announcing ceasefire and then taking the Kashmir issue to the United Nations.
"Had Jawaharlal Nehru taken right steps, PoK would have been part of India now. It was a historic blunder," he said.
The home minister said a plan to have zero terror incident in Jammu and Kashmir has been in force for the last three years and it will be successful by 2026 when there will be no violence.&nbsp;

After poor show of the INDIA alliance in the recently concluded assembly elections, Bihar chief minister who is a senior member of the opposition alliance has brushed aside the defeat.&nbsp;

Bihar Chief Minister Nitish Kumar on Wednesday sought to downplay BJP's victory in three states in the Hindi heartland, stating that there is "no need to discuss much" on such wins of the saffron party, and said the opposition INDIA alliance must act swiftly to finalise its future strategies.
Kumar said he is now focusing on the next meeting of the INDIA coalition, which is scheduled in the third week of December.
"The Congress has performed well in Madhya Pradesh, Rajasthan and Chattisgarh. These things happen in electoral politics. Earlier, there were Congress governments in these states...now BJP has won. There is no need to discuss much on such issues. The Congress has won Telangana this time," the JD(U) leader told reporters here while responding to queries about the BJP's win in three states.
The meeting of the INDIA coalition, which was scheduled to be held on December 6, has been deferred as some senior leaders were unable to attend the same due to their preoccupations, Kumar said.
"I want the INDIA coalition to act swiftly to finalise its future strategies, including the seat-sharing issue, in the next meeting, which is scheduled to be held in the third week of December," he said.
RJD president Lalu Prasad had on Tuesday claimed that top leaders of the INDIA bloc would meet on December 17 in Delhi to chalk out the strategy for the 2024 Lok Sabha polls.
"I am also not in a position to attend today's meeting as I am not well. But, I will attend the next meeting of the INDIA coalition", said Kumar, who played an instrumental role in bringing together different parties opposed to the BJP.
He said the opposition leaders will discuss issues related to seat sharing and also finalise several other strategies.
"My only wish is to unite the maximum number of parties before the 2024 Lok Sabha polls. Everything should be finalised at the earliest. I have no desire for myself," Kumar said.
The 26-party opposition alliance, which has been formed to jointly take on the ruling BJP at the Centre in next year's elections, have already held meetings in Patna, Bengaluru and Mumbai.
Asked about Union Home Minister Amit Shah's proposed visit to Bihar, Kumar said, "Yes, he is coming to chair the Eastern Zonal Council (EZC) meeting in Patna on December 10. We all will be there." The meeting is expected to be joined by the CMs of other member states Jharkhand, Odisha and West Bengal.
He claimed that the grand alliance government in Bihar is working for the overall development of the state.
"This is the reason that we raised the quota for deprived castes in state government jobs and educational institutions, based on our caste survey report. We want that the Centre should also conduct caste-based census in the country and accord special status to Bihar for its growth," Kumar added.&nbsp;

Responding to the debate on J&amp;K reorganisation and reservation amendment bills, in the Lok Sabha on Wednesday, Union Home Minister Amit Shah said the state has suffered immensely due to 'two blunders' committed by former Prime Minister Jawaharlal Nehru-first, by announcing ceasefire and then by taking Kashmir issue to the United Nations.&nbsp;
"Had Jawaharlal Nehru taken the right steps, Pakistan-occupied Kashmir would have been part of India now; it was a historic blunder," Shah said. &nbsp;

Lalduhoma, chief minister-designate of Mizoram, on Wednesday said he will soon meet Union Home Minister Amit Shah and Union External Affairs Minister S Jaishankar to discuss the issue of refugees from Myanmar and Bangladesh, and internally displaced people from Manipur.
Around 44,000 people from the two neighbouring countries and state have taken shelter in Mizoram due to several problems including ethnic strife.
Lalduhoma, the Zoram People's Movement (ZPM) leader, called on Governor Dr Hari Babu Kambhampati at Raj Bhavan and staked claim to form the new government following his party's victory in the assembly polls. His government is likely to take oath on Friday.
"I have telephonic conversations with the Home Minister and External Affairs Minister on Tuesday. I will soon meet them in Delhi to discuss how the Centre and the state government can work together to look after the refugees and displaced people," Lalduhoma told reporters after meeting the governor.
The 73-year ZPM leader said his government will continue to provide shelter to the refugees from Myanmar and Bangladesh and displaced people from Manipur on humanitarian grounds.
He said that his government will also see if it can provide better relief to them compared to that by the outgoing MNF government.
The ZPM dethroned Zoramthanga-led Mizo National Front (MNF) on Monday, bagging 27 of the total 40 assembly seats.
Lalduhoma, an ex-IPS officer who had served as the security in charge of former Prime Minister Indira Gandhi, said that he would discuss the country's policy towards refugees from Myanmar with Jaishankar, who is his civil service batchmate.
He expressed hope that the Centre will extend help to the state government to look after the Myanmar refugees as it is a humanitarian issue.
More than 31,300 Myanmar nationals and over 1,100 Bangladeshi nationals are currently in Mizoram, according to the state home department.
These Myanmar nationals belonging to the Chin community, who share ethnic ties with Mizos, have taken shelter since February 2021 following a military coup in the neighbouring country. The Bawm or Mizo community from Bangladesh's Chittagong Hill Tracts, who fled gunfights between the Bangladesh army and an ethnic insurgent group, fled to the northeastern state from November last year.
Besides, nearly 12,000 internally displaced people from Manipur have taken refuge in different parts of Mizoram since May this year due to ethnic clashes.
The outgoing MNF government had in May urged the Centre to provide financial assistance to the tune of Rs 10 crore for the internally displaced people from Manipur. In September, the Centre told the state government that it would assist it in kind.
However, no assistance has come till now, according to a home department official.
The official said that the state government disbursed Rs 5 crore from its exchequer and received over Rs 80 lakh from donations by government employees for assisting the internally displaced people.

In parts of 230 districts in 25 states in India, Arsenic has been detected in groundwater. As the Union Minister of State for Jal Shakti, Bishweswar Tudu, informed the Rajya Sabha on Monday, in 469 districts of 27 states, fluoride has been detected.&nbsp;
In a written reply, the minister said that the groundwater contamination reported by the Central Ground Water Board (CGWB) is mostly geogenic in nature, and does not show significant change over the years.
The CGWB, under the Ministry of Jal Shakti, conducts regular monitoring and assessment of groundwater quality, including groundwater contamination of Arsenic and Fluoride. The board has carried out various studies in collaboration with other institutions, the minister said.
Recently, the CGWB signed a Memorandum of Understanding with the Geological Survey of India (GSI) for the study of groundwater contamination, including arsenic and fluoride, with a focus on eight states - Punjab, Haryana, Andhra Pradesh, Uttar Pradesh, Chhattisgarh, Jharkhand, Bihar, and Assam.

Ten BJP MPs have resigned from the membership of the Parliament after winning the Assembly elections.
As per reports, the decision was taken after a meeting with Prime Minister Narendra Modi and BJP chief JP Nadda.
Those who have resigned include Narendra Singh Tomar, Prahlad Joshi, Prahlad Singh Patel, Rakesh Singh, Uday Pratap and Riti Pathak from Madhya Pradesh; Arun Sao and Gomati Sai from Chhattisgarh and Rajyavardhan Singh Rathore, Diya Kumari and Kirodi Lal Meena from Rajasthan.
As per reports, two other MPs, Union Minister Renuka Singh and Mahant Balaknath, are also expected to resign from the Lok Sabha.

A four-year-old girl who fell into a borewell in Madhya Pradesh&rsquo;s Rajgarh district on Tuesday died in a hospital in Bhopal, a few hours after her rescue early on Wednesday, a senior official said.
The child, identified as Mahi, was rescued alive around 2.45 am and was rushed to the Civil Hospital at Pachore, but her condition deteriorated en route, the official said.
The girl was then taken to the state-run Hamidia Hospital in Bhopal, about 70 km away, where she died during treatment around 6 am, Chief Medical and Health Officer Dr Kiran Wadia said.
The body will be handed over to the child&rsquo;s relatives after autopsy, she said.
Mahi fell into an open borewell in a field on Tuesday evening and was rescued by a team of experts who dug a parallel pit to a depth of about 25 feet.
She was stuck at 22 feet, and after connecting the two pits, she was rescued by the experts and rushed to the hospital, Rajgarh Superintendent of Police Dharmaraj Meena said.
The incident took place at Pipliya Rasoda village under Boda police station limits, he said.
Personnel from the State Disaster Emergency Response Force (SDERF) had reached the spot and arrangements were made to provide oxygen inside the borewell shaft, he said.
Earlier, Chief Minister Shivraj Singh Chouhan had directed officials to send teams of SDERF, National Disaster Response Force (NDRF) to the site and asked the district administration to help in the rescue operation.

The Supreme Court on October 17 refused the rights of same-sex couples to enter into marriages or have civil unions leaving members of the LGBTQIA+ community disappointed.&nbsp;
However, one of the couples who petitioned for same-sex marriage rights decided to take their relationship forward despite the setback.&nbsp;
Utkarsh Saxena, a lawyer, and&nbsp; Ananya Kotia, an economist, shared a picture of them getting engaged in front of the Supreme Court on October 18.&nbsp;
Ananya shared the post with a caption that read, "Yesterday hurt. Today, Utkarsh and I went back to the court that denied our rights and exchanged rings. So this week wasn't about a legal loss, but our engagement. We'll return to fight another day."
As social media users came across this post, they started congratulating them.&nbsp;

TMC women MPs to protest Giriaj Singh's 'misogynistic' remarks on Mamata

TMC Rajya Sabha member Santanu Sen also raised the issue in the House during a debate on the economic situation in the country.

Women TMC MPs on Thursday will stage a protest at the Parliament complex against Union Minister Giriraj Singh's "misogynistic" comments targeting West Bengal Chief Minister Mamata Banerjee, sources in the party said.
Trinamool Congress (TMC) MP Mahua Moitra on X shared a clip of an interview purportedly given by Singh to a TV channel in which the BJP leader referred to Banerjee and said, "Jashn mana rahi hai, thumke laga rahi hai, yeh uchit nahi hai (she is celebrating and dancing, this is inappropriate)." Several leaders of the TMC slammed the rural development minister for his comments on the chief minister attending the Kolkata International Film Festival.
"The not so honourable minister of rural development Mr. Giriraj Singh has just made some shocking comments about the only lady chief minister in India, Mamata Banerjee," Moitra said in a post on X.
"Your shameful misogynistic comments about only lady CM in India reek of your sick perverted mentality. Yes, we love our jashn. We love our thumkas. We celebrate that BJP can never rule Bengal," she said.
"I would like to strongly protest the pose and posture of one of our Cabinet ministers targeting the only lady chief minister of the country. I can show you the video if you want. It should be noted," TMC Rajya Sabha member Santanu Sen said in the House during a debate on the economic situation in the country.
Sources in the TMC said the party's women MPs will stage a protest at the Mahatma Gandhi statue in the Parliament complex on Thursday morning against Singh.
The TMC has two women members in the Rajya Sabha and seven women members in the Lok Sabha.

Reacting to the passage of the Jammu and Kashmir Reorganisation (Amendment) Bill, SOS International chairperson Rajiv Chuni seeks to nominate two members from the Kashmiri migrant community and one representing the displaced persons from PoK to the legislative assembly, in the Lok Sabha.
&nbsp;Expressing his disappointment Chuni said, &ldquo;&ldquo;We have a population of 17 lakh and our land is under the illegal occupation of Pakistan.... We are surprised that we were given just one seat while the valley (Kashmir) migrants with a population of three lakh were given two seats,"&nbsp;
He added that 24 seats are reserved for PoK and they have been demanding at least one third of the seats in accordance with their population so that the issues of the community are raised for redressal in the assembly.

Sarma was responding to a query by reporters on DMK MP, DNV Senthil Kumar's controversial comment in Parliament on Tuesday in which he used a pejorative to describe Hindi heartland states while attacking the ruling BJP.
The comment drew instant condemnation from the BJP as well as DMK's ally the Congress and he apologised for his remarks.
Speaker Om Birla expunged the remarks.
"My only request to him (Kumar) is that in future state that it is as Gau Mata country and not Gau Mutra country. What is the problem in that? Calling ourselves a Gau Mata country is a matter of pride," Sarma said at a press conference.
"What could be better if someone calls it (the country) Gau Mata pradesh? We are a Gau Mata country, there is no dispute about it ... Calling it Gau Mutra pradesh is derogatory ... He (Kumar) should have said Gau Mata pradesh," Sarma, a prominent BJP leader of the north east, said.
In an obvious reference to the apology by Senthil Kumar, the Assam chief minister said "We (BJP) have won (the recent election in the states), so we should be graceful enough. We have to win in the future too.
"We have to work for the society and country in the next three months so that (Narendra) Modi Ji becomes the Prime Minister with 350-400 seats," he said alluding to the 2024 Lok Sabha poll.
BJP MPs created a ruckus on Wednesday too over the controversial north-south divide remark and the House witnessed a brief adjournment during the Question Hour.&nbsp;

Trinamool Congress skips key INDIA alliance meet called by Mallikarjun Kharge

Today's meeting assumes significance as it comes after the Bharatiya Janata Party (BJP) emerged victorious in the elections in three Hindi heartland states -- Rajasthan, Madhya Pradesh and Chhattisgarh -- while the Congress won the poll battle in Telangana.

Floor leaders of 17 parties of the INDIA opposition bloc on Wednesday met at the residence of Congress president Mallikarjun Kharge and discussed steps to be taken to improve coordination among them to take on the BJP in Lok Sabha elections.
Kharge had invited the leaders over dinner and another meeting would be held in the third week of December that will be attended by top leaders including some chief ministers from the opposition parties.
Among Congress leaders present at Kharge's residence were former party chief Rahul Gandhi, its leader in Lok Sabha Adhir Ranjan Chowdhury and deputy leader in Rajya Sabha Pramod Tiwari, besides general secretaries K C Venugopal and Jairam Ramesh.
The opposition leaders present at the meeting included Mahua Majhi of JMM, Vaiko of MDMK, N K Premchandran (RSP), Binoy Viswam (CPI), Lalan Singh of JDU, Ram Gopal Yadav and ST Hasan of SP, Jayant Chaudhary of RLD.
Besides, Vandana Chavan of NCP, Raghav Chadha of AAP, Tiruchi Siva of DMK and Congress leaders Gaurav Gogoi, Naseer Hussain and Rajani Patil were also present at the meeting that started around 7 PM and continued for an hour.
Elamaram Kareem (CPI-M), Faiyaz Ahmad (RJD), Jose K Mani of Kerala Congress (M), Javed Ali Khan (SP), TR Baalu (DMK), Hasnain Masoodi (NC) and Mohd Basheer (IUML) also attended the meeting.
No leader of the TMC, which is part of the INDIA bloc, however, attended the meeting. Party sources did not specify a reason for not attending the meeting but said West Bengal Chief Minister Mamata Banerjee is likely to attend the meeting of opposition parties in the third week of December.

Talks on seat-sharing between regional outfits would also gain momentum now, they said.&nbsp;

The home minister insisted that "over a period of time" Jammu and Kashmir would be terrorism-free and the feeling of separatism would also fade.

Union Home Minister Amit Shah has insisted that "over a period of time" Jammu and Kashmir would be terrorism-free and the feeling of separatism would also fade. He said his government has set a 2026 deadline to achieve this goal.&nbsp;&nbsp;

After over six hours of debate spanning over two days and a reply by Union Home Minister Amit Shah, the Lok Sabha passed the two Jammu and Kashmir Reorganisation bills.
The home minister said the two bills related to Jammu and Kashmir brought by the government 'will give justice to those deprived of their rights for the last 70 years'. He asserted that 'reservation to the displaced people will give them a voice in the legislature'.
While the &nbsp;Jammu and Kashmir Reorganisation bill seeks to nominate two members from the Kashmiri migrant community and one representing the displaced persons from Pakistan-occupied Kashmir (PoK) to the legislative assembly, the Jammu and Kashmir Reservation (Amendment) Bill, will change the nomenclature of a section of people who are eligible for quota in appointment and admission. Among the two nominated Kashmiri Migrant community members, one would be a woman.
One seat in the Jammu and Kashmir assembly will be set aside for people displaced from Pakistan-occupied Kashmir, the home minister said.
"Earlier there were 37 seats in Jammu, now there are 43. Earlier there were 46 in Kashmir, now there are 47 and in PoK, 24 seats have been reserved since PoK is ours...", he said.
Calling out India's first Prime Minister for his alleged 'blunders', Shah said that 'had Jawaharlal Nehru taken right steps, PoK would have been part of India now'.
He said that Nehru's first mistake was announcing a ceasefire and then taking the Kashmir issue to the United Nations.
He blamed Nehru for not taking the right steps and added that it was because of him that 'a large chunk of territory has been ceded, otherwise Pakistan-occupied Kashmir would have been part of India."
The home minister stated that 'over a period of time' Jammu and Kashmir would be terrorism-free and the feeling of separatism would also fade. He said a plan to have zero terror incidents in Jammu and Kashmir has been in force for the last three years and it will be successful by 2026 when there will be no violence.&nbsp;
He further blamed the Congress for the condition of migrant Kashmiri Pandits and remarked, "Those responsible for stopping it were enjoying vacations in England... When Kashmiri Pandits were displaced, they were forced to live as refugees in their country. According to the present data around 46,631 families and 1,57,968 people were displaced in their own country. This Bill is to get them rights, this Bill is to give them representation..."&nbsp;
