Punjab to launch comprehensive mental health policy for drug de-addiction

In a major step towards combating drug addiction, Punjab Health and Family Welfare Minister Dr. Balbir Singh convened a meeting with experts on Wednesday to formulate a comprehensive Mental Health Policy for the state.

Chairing the expert discussion titled "Punjab's Journey to Wellness: With Psychological Well-Being," Dr. Balbir Singh reaffirmed the Punjab government's commitment to addressing drug abuse through a holistic approach that prioritizes mental health and overall well-being. He emphasized that expert consultations are crucial in shaping effective strategies to curb addiction and promote psychological wellness.

During the plenary session, Dr. Balbir Singh highlighted that under the leadership of Chief Minister Bhagwant Singh Mann, the Punjab government is adopting a multi-faceted and interdisciplinary strategy to combat drug abuse.

Underscoring the importance of psychological well-being, Dr. Balbir Singh stressed that mental health support must be extended to all sections of society, including school children, farmers, recent deportees, and laborers. He noted that providing timely counseling could help prevent individuals from falling into the cycle of addiction.

While commending the Punjab Police for their efforts in controlling drug supply, Dr. Balbir Singh called for increased use of rehabilitation provisions under Section 64-A for drug users arrested by law enforcement. He emphasized that rehabilitation is key to reintegrating individuals into society.

The Minister further announced plans to collaborate with religious organizations to strengthen de-addiction efforts. "The government plans to open 4-5 new rehabilitation centres in cooperation with these organisations. Additionally, 'Community Support Groups' will be established to provide better counselling for the youth and their families," he stated.

Highlighting the importance of reducing the stigma surrounding drug abuse, Dr. Balbir Singh urged society to adopt a compassionate approach towards individuals struggling with addiction. He expressed confidence that the Punjab government’s new drug control policy would position the state as a leader in the fight against substance abuse.

A key aspect of the government’s strategy is empowering recovering drug users through skill development programs. Dr. Balbir Singh directed that every individual undergoing rehabilitation should receive vocational training and be connected to job opportunities under employment generation schemes. This initiative aims to provide sustainable support for their recovery and reintegration into society.

Principal Secretary Health, Kumar Rahul, assured the Health Minister that the government’s health policies would be implemented in letter and spirit.

The meeting featured four panel discussions focusing on improving de-addiction programs, integrating skill development into mental health treatment, discussing the draft Punjab Mental Health Policy, and addressing stress management and suicide prevention.

The meeting was attended by key officials and experts, including Project Director PSACS Varinder Kumar Sharma, MD NHM Ghanshyam Thori, ADGP Nilabh Kishore, Member Punjab Development Commission Anurag Kundu, Professor AIIMS Delhi Dr. Atul Ambekar, Professor and Head of Psychiatry at PGI Dr. Debasis Basu, and representatives from Narcotics Anonymous, the Association of Psychiatrists, and various government health departments.
