Key discussions also included plans to honor freedom fighters at public events and the establishment of a formal protocol for paying tributes on their death anniversaries.
The Minister directed officials to accelerate these efforts, ensuring that all eligible families receive government benefits without any delays.

Industries and Investment Promotion Minister Tarunpreet Singh Sond has expressed gratitude to Chief Minister Bhagwant Singh Mann for launching the One-Time Settlement Scheme (OTS), aimed at resolving long-pending industrial disputes and providing long-awaited relief to industrialists in Punjab.
Sond highlighted that the OTS scheme offers industrialists an opportunity to settle disputes related to enhanced land costs and delayed principal payments in a fair and transparent manner.&nbsp;
Under this scheme, defaulters can clear their dues with a nominal simple interest rate of 8%, while also benefiting from a 100% waiver of penal interest.&nbsp;
&ldquo;The last date to avail of this scheme is December 31, 2025, giving defaulters sufficient time to settle their outstanding dues,&rdquo; he added.
The minister further explained that the scheme applies to defaulter plot holders whose original allotment was issued on or before January 1, 2020, ensuring that long-pending cases are addressed effectively.&nbsp;
Approximately 1,145 industrialists across Punjab stand to benefit from this initiative, allowing them to clear their dues and reinvest in their businesses. Notices to concerned industrialists will be issued by April 30, 2025, enabling them to deposit their dues by the December 31 deadline.
Sond also stated that the OTS scheme covers industrial plots, sheds, commercial plots, and residential plots in Industrial Focal Points developed by the Punjab State Industries Export Corporation (PSIEC).&nbsp;
Plot holders whose allotments were previously canceled, but whose possession was not taken over by PSIEC or reallocated, will have the opportunity to reclaim and grow their businesses by settling their dues. The scheme is expected to help industries eliminate financial burdens and legal challenges, unlocking their potential for expansion and modernization.
Additionally, the revenue generated from this initiative will be reinvested into industrial infrastructure, including the improvement of focal points and the development of new industrial parks, thereby strengthening Punjab&rsquo;s industrial landscape. To facilitate a smooth application process, PSIEC will establish special help desks to assist industry promoters in availing themselves of the scheme.

The Punjab government&rsquo;s &lsquo;Yudh Nashiyan Virudh&rsquo; campaign continues to yield positive results as authorities demolish illegal structures linked to drug traffickers, ensuring a safer environment for residents.

The &lsquo;Yudh Nashiyan Virudh&rsquo; campaign, launched by the Punjab Government under Chief Minister Bhagwant Singh Mann, continues to make significant progress in eliminating drug smuggling from the state, bringing much-needed relief to the public.
As part of the intensified drive, coordinated actions were carried out today against illegal structures owned by drug smugglers in multiple districts. In Nawanshahr and Sunam Udham Singh Wala, unauthorized constructions linked to drug peddlers were demolished under the supervision of district police officials.
In Nawanshahr&rsquo;s Kalaran Mohalla, the Shaheed Bhagat Singh Nagar Police, in collaboration with the local civil administration, took down illegal constructions belonging to three families involved in drug trafficking. SSP Dr. Mehtab Singh stated that the action was taken against women named Biro, Shindo, and Santosh, who collectively face multiple cases, including one family with 14 registered cases.&nbsp;
He emphasized that the demolition was executed following a request from the Municipal Council, which required police assistance to clear these encroachments. Local residents, who had long suffered due to these drug traffickers, have welcomed this strong action by the Punjab Government and expressed their full support for the initiative to eradicate drugs from the state.
Similarly, in Sunam Udham Singh Wala, under the supervision of SSP Sartaj Singh Chahal, a joint team of the district administration and police department demolished an illegal structure near the main gate of Anaj Mandi. This property, occupied by drug peddler Budh Singh alias Budhu, had been illegally acquired from the Market Committee Sunam and was reportedly being used for drug-related activities. Multiple cases under the NDPS Act and Excise Act have been registered against him.
Both SSPs issued strict warnings to drug smugglers, urging them to voluntarily stop their illegal activities or face severe consequences. They also appealed to the public to provide information about drug-related offenses, assuring swift and strict action against offenders.
Expressing their gratitude, local residents have thanked Chief Minister Bhagwant Singh Mann for these decisive actions, stating that they feel relieved and hopeful that Punjab will soon be free from drug smuggling.
&ldquo;Operations against drug-trafficking networks and illegal encroachments will continue as part of the government&rsquo;s commitment to making Punjab drug-free,&rdquo; reiterated both police officers.

To achieve this, District Food and Supplies Controllers (DFSCs) must expedite the rice milling process from the previous Kharif season to prevent storage challenges. Additionally, comprehensive alternative storage plans for wheat must be put in place.
This was stated by Food, Civil Supplies, and Consumer Affairs Minister Lal Chand Kataruchak in Chandigarh on Tuesday at Anaj Bhawan while reviewing the arrangements for RMS 2025-26.
The minister emphasized the need to complete the e-KYC process for beneficiaries under the National Food Security Act (NFSA), 2013, by March 31 to ensure that all eligible individuals receive subsidized food grains.&nbsp;
"This initiative should be turned into a widespread movement," he said. He also instructed that the distribution of wheat under the ongoing NFSA/PMGKAY cycle be completed by March 31, in line with directives from the Government of India.
Officials informed the minister that while the target for wheat procurement is 124 Lakh Metric Tonnes (LMT), preparations have been made for procuring up to 132 LMT. A total of 1,864 regular purchase centers have been set up, and wheat will be procured at the Minimum Support Price (MSP) of ₹2,425 per quintal.&nbsp;
So far, 75% of the required gunny bags have been received, and directions have been issued to ensure wooden crates are ready by April 10.
The minister further stressed that timely payments to farmers must be a priority, alongside sufficient arrangements for labor and transportation. "Every transaction must be conducted with full transparency to ensure a smooth and successful wheat procurement season for 2025-26," he added.
The meeting was attended by Principal Secretary of Food, Civil Supplies, and Consumer Affairs Rahul Tiwari, Secretary-cum-Director Varinder Kumar Sharma, Additional Secretary Kamal Kumar Garg, AMD Pungrain Rakesh Popli, and Additional Director Dr. Anjuman Bhaskar.

While presiding over a review meeting at the Punjab Civil Secretariat, the minister evaluated PESCO&rsquo;s operational framework, financial condition, and employee welfare policies.
During the discussion, Managing Director of PESCO, Major General Harmandeep Singh (Retd), and General Manager (Admin &amp; Security), Head Office, Col. Nawab Singh Ghuman (Retd), briefed the minister on the corporation&rsquo;s ongoing initiatives. They shared that skill training institutes in Mohali and Bathinda are providing vocational training to the families of ex-servicemen as well as non-ex-servicemen youth to enhance their employability. "Certification given by PESCO is well appreciated," they informed.
Officials also highlighted that all employees deputed by PESCO are insured for Rs 10 lakh, ensuring their financial security. The Annual Administrative Report was presented to the minister, along with a financial review of PESCO&rsquo;s performance over the past three years. Discussions also covered aspects such as salaries of security guards, potential enhancements in their wages under the special category, and the recruitment process for ex-servicemen in various roles.
Minister Mohinder Bhagat reiterated the government's commitment to strengthening PESCO&rsquo;s role in supporting ex-servicemen and their families. He assured that necessary steps would be taken to address financial challenges, consider increasing the service age for ex-servicemen, and streamline administrative processes.
To gain deeper insights into PESCO&rsquo;s operations, Minister Bhagat expressed his intent to visit its facilities soon. He reaffirmed that the Punjab government remains dedicated to ensuring the welfare of ex-servicemen and enhancing the corporation&rsquo;s efficiency.

As the cotton sowing season begins, the Punjab Agriculture and Farmers Welfare Department has intensified its efforts to increase cotton cultivation while ensuring the availability of Punjab Agricultural University (PAU)-certified cotton seeds for farmers across the state. Often referred to as &lsquo;white gold,&rsquo; cotton remains a key crop in Punjab&rsquo;s agricultural landscape.
Punjab Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian, along with Additional Chief Secretary Mr. Anurag Verma and PAU Vice-Chancellor Dr. Satbir Singh Gosal, convened a meeting to assess the department&rsquo;s preparations for the upcoming Kharif crop season.
During the meeting, the Agriculture Minister stated that PAU has recommended 87 hybrid cotton seed varieties for cultivation this season. He encouraged farmers to use only these certified seeds to enhance their yield.
Addressing the ongoing challenge of pink bollworm infestation, S. Gurmeet Singh Khudian announced that 264 nodal officers have been deployed across seven southwestern districts: Bathinda (70), Fazilka (41), Sri Muktsar Sahib (62), Mansa (42), Sangrur (20), Barnala (16), and Faridkot (13). These officers are responsible for overseeing the management and cleaning of cotton stalks and leftover residues from the previous season, which serve as breeding grounds for pink bollworms. "So far, around 32 percent of the total cotton stalk heaps have been managed/cleaned," he added.
Additionally, a weed eradication campaign has been launched in the cotton belt to control whitefly infestations. This initiative, supported by the district administration, other government departments, and MGNREGA, aims to remove weeds from roadsides, canal banks, and abandoned areas. Furthermore, pink bollworm monitoring is underway in ginning factories, with the assistance of Punjab Mandi Board officials. The fumigation of stored cotton will also be carried out to prevent pink bollworm larvae infestations.
Reaffirming the Punjab Government&rsquo;s commitment to protecting farmers&rsquo; interests, S. Gurmeet Singh Khudian urged them to obtain proper receipts or bills for all agricultural purchases, including seeds and fertilizers. He emphasized that these receipts are crucial for ensuring product quality and safeguarding farmers&rsquo; rights in case of disputes or substandard products.
The minister also instructed department officials to ensure the availability of high-quality seeds and fertilizers while conducting regular inspections of agricultural input stores. This proactive strategy aims to shield farmers from counterfeit or ineffective products.
The Director of Agriculture and Farmers Welfare Department informed the minister that they are working closely with the Water Resources Department to ensure timely canal water supply for cotton sowing in the southwestern districts. A schedule outlining water requirements has already been submitted to the concerned department.
The meeting was also attended by Director Research PAU Dr. Ajmer Singh Dhatt, Technical Advisor PWRDA Chandigarh Rajesh Vashisht, and other department officials.

The launch event was attended by Good Governance and IT Minister Aman Arora, Power Minister Harbhajan Singh, Parliamentary Affairs Minister Dr. Ravjot Singh, and MLA Gurinder Singh Garry Birring.
Speaker Sandhwan highlighted that this engine would enable easy research on any topic from Punjab Vidhan Sabha debates dating back to 1947. He acknowledged the collaboration of Punjabi University Patiala, IIIT Hyderabad, and CDAC Noida in developing the system.&nbsp;
He also credited Dr. Gurpreet Lehal, Professor and Consultant at IIIT Hyderabad, and his team for their dedication to completing the project.
With this initiative, Punjab Vidhan Sabha has become the first among state assemblies in India to implement such a digital solution. To enhance its effectiveness, regular training sessions will be organized for MLAs and other departments.
Sandhwan emphasized the Punjab government&rsquo;s commitment to modernizing the Vidhan Sabha, making it high-tech under the Aam Aadmi Party's leadership. He pointed out that assembly sessions are now conducted paperless through the NeVA portal.
Additionally, for the first time, all Punjab Vidhan Sabha sessions are broadcast live on YouTube and other social media platforms. An automation system is also being integrated into the assembly library, while committee rooms and various branches of the Punjab Vidhan Sabha have undergone digitization.
He further stated that Punjab government software, including e-Office and HRMS, has been fully implemented in the Vidhan Sabha. Efforts to further digitalize operations will continue.
During the event, Speaker Sandhwan reviewed the e-gallery pass system, paperless internal functioning of House Committees, and Constituency e-Management developed under MLAs e-Connect by NIC Punjab Unit. He also inaugurated a digital compendium of honorable members.
The launch was attended by key officials, including Additional Chief Secretary Vikas Pratap, Secretary Expenditure Vijay Namdeorao Zade, Secretary Parliamentary Affairs Dilraj Singh, Director of Governance Reforms Girish Dayalan, Chief Engineer Vijay Kumar Chopra, NIXI representative Manoj Aggarwal, and NIC State Informatics Officer Vivek Verma, along with other officials from Punjab and Chandigarh administration.

Reviewing the progress of these projects at his official residence, the Chief Minister emphasized that the institute is being developed to provide high-quality healthcare services. Spread across 21.41 acres, the institute will be established at an estimated cost of ₹418.30 crore. It will include a 300-bed hospital and a medical college with an annual intake of 150 students.&nbsp;
Bhagwant Singh Mann highlighted that the state-of-the-art hospital will feature two basements, a ground floor, eight additional floors, and a dedicated service floor within the existing Medical Hospital Campus in Hoshiarpur.
Regarding the proposed medical college, the Chief Minister stated that it will include an auditorium, service blocks with two basements, and a structure comprising ground plus six floors.&nbsp;
Additionally, separate hostel accommodations for boys and girls will be built, with provisions for future expansion. To accelerate progress, Bhagwant Singh Mann stressed the importance of issuing separate tenders for the construction of the Medical College and Civil Hospital.
He further underscored the urgency of speeding up construction to ensure timely completion.&nbsp;
The Chief Minister reiterated that providing quality healthcare facilities to the residents of the Kandi region is a top priority. He urged officials to ensure that the work is allocated and executed within the stipulated timeframe.

In a major breakthrough under the ongoing anti-drug campaign &lsquo;Yudh Nashian Virudh,&rsquo; launched on the directives of Chief Minister Bhagwant Singh Mann, the Tarn Taran Police has arrested Indian-origin international drug lord Shehnaz Singh, also known as Shawn Bhinder.&nbsp;
The arrest was announced by Director General of Police (DGP) Punjab Gaurav Yadav on Monday. Bhinder was wanted by the USA-based Federal Bureau of Investigation (FBI).
Shawn Bhinder, a native of Mandiala village in Batala and a resident of Brampton, Canada, was a key suspect in one of the largest drug seizures in the USA on February 26, 2025. The FBI had earlier arrested six of his associates and seized 391 kg of methamphetamine, 109 kg of cocaine, four sophisticated weapons, and multiple vehicles.&nbsp;
The arrested individuals were identified as Amritpal Singh alias Amrit alias Bal, Amritpal Singh alias Cheema, Taqdeer Singh alias Romi, Sarabjit Singh Saabi, Fernando Valladares alias Franco, and Gurlal Singh.
DGP Gaurav Yadav stated that Shawn Bhinder was a significant figure in a global narcotics syndicate involved in smuggling cocaine from Colombia to the USA and Canada.
Following the FBI&rsquo;s crackdown, Bhinder evaded authorities and managed to enter India secretly. "The Punjab Police successfully tracked and arrested him in the Ludhiana jurisdiction," said DGP Yadav.
The arrested accused was also wanted in an Arms Act case from December 2024, in which Tarn Taran Police had apprehended five members of the Jaggu Bhagwanpuria and Amritpal Batth gang. The operation led to the recovery of a significant cache of arms and ammunition.
Addressing a press conference, Deputy Inspector General (DIG) of Ferozepur Range Swapan Sharma, along with Senior Superintendent of Police (SSP) Tarn Taran Abhimanyu Rana, stated that preliminary investigations have revealed Bhinder&rsquo;s role in transporting large drug consignments across international borders using trucks and trailers.
"During interrogation, it was found that Bhinder had been operating a legitimate transportation business in Canada since 2014, which he used as a front to smuggle drugs from Colombia to the USA and Canada via Mexico. Investigations further revealed that Bhinder and his accomplices were moving approximately 600 kg of cocaine from Colombia every week," added SSP Rana.
He also mentioned that Bhinder&rsquo;s network is suspected to have links with notorious drug traffickers, including Amritpal Singh alias Baath and Gurjant Singh Bholu Havelia. "Further investigations are underway," SSP Rana stated.
Meanwhile, in the past four months, the Tarn Taran Police has registered 125 cases under the NDPS Act, leading to the arrest of 145 individuals and the recovery of 34 kg of heroin, 4 kg of opium, and ₹2.29 lakh in drug money. Additionally, 29 proclaimed offenders in NDPS Act cases have been apprehended during this period.

An explosion ripped through an oil tanker on the Ludhiana-Delhi National Highway near a bus station in Punjab's Khanna.
Following the blast, the tanker was engulfed by raging flames which quickly spread to the nearby area.
According to reports, the tanker caught fire after it overturned, leading to the mishap.
The firefighting operations are reportedly still ongoing, and authorities have cordoned off the area of the accident. No injuries or deaths have been reported so far.

Punjab government to develop an online portal for tracking paddy seeds, ensuring transparency and stopping the sale of uncertified seeds.

In a major step to curb the sale of uncertified seeds in Punjab, the Agriculture and Farmers Welfare Department has been directed to develop an online portal within a month to track and trace paddy seeds.
The portal will require registered seed producers to log details of every paddy seed transaction, including purchases, sales, and quantities, ensuring a transparent and accountable seed supply chain.
During a high-level meeting with sheller owners and officials from the Agriculture and Food &amp; Civil Supplies departments, it was emphasized that strict monitoring of the seed supply chain is crucial.
&ldquo;This initiative is a testament to our commitment to safeguarding the interests of our farmers and ensuring the quality of Punjab's agricultural produce,&rdquo; said the Agriculture Minister. Officials were instructed to ensure that PAU-recommended quality paddy seeds are readily available to farmers.
It was reiterated that no one will be allowed to exploit farmers by selling substandard and uncertified paddy seeds, which lead to lower yields and financial losses. Uncertified seeds often lack genetic vigor and disease resistance, resulting in stunted growth, reduced grain production, and increased susceptibility to pests and diseases. These issues also create challenges for the sheller industry in milling paddy into rice, impacting overall production and market value.
The introduction of the online portal is expected to enhance transparency and accountability in the seed supply chain, contributing to a more sustainable and productive agricultural sector. Eliminating uncertified seeds will help improve crop yields, boost agricultural productivity, and enhance consumer confidence in Punjab&rsquo;s rice quality.
PAU-Recommended Paddy Seed Varieties
Farmers are encouraged to purchase paddy seed varieties recommended by PAU, Ludhiana, and obtain proper receipts and bills for seeds and other agricultural inputs. PAU has recommended 11 varieties of paddy, including PR 131, PR 130, PR 129, PR 128, HKR 47, PR 127, PR 126, PR 122, PR 121, PR 114, and PR 113.
Officials present at the meeting included the Director of Food, Civil Supplies and Consumer Affairs, Special Secretary of Agriculture, and the Director of Agriculture.

In a significant breakthrough against organized crime, the Punjab Police&rsquo;s Anti-Gangster Task Force (AGTF), in a joint operation with Moga Police, arrested an operative linked to foreign-based gangsters Gaurav alias Lucky Patyal and Davinderpal Singh alias Gopi Lahoria of the Davinder Bambiha Gang. The operation, conducted in Moga city, resulted in the capture of the accused after a brief exchange of fire, said Punjab Director General of Police (DGP) Gaurav Yadav on Wednesday.
The arrested individual has been identified as Malkit Singh alias Manu, a resident of Dosanjh Talwandi in Moga. Police teams recovered a .32 caliber pistol along with four cartridges from his possession.
DGP Gaurav Yadav revealed that Manu, an active member of the Davinder Bambiha Gang, has a criminal record with at least seven cases registered against him, including murder, attempted murder, violations under the NDPS Act, and the Arms Act.
He further stated that on the orders of jailed gangster Dharminder Baji, Malkit Singh alias Manu, along with his accomplice Manpreet Singh alias Mani, carried out an attack on a rival in Kapura village, Moga, on February 19, 2025. The attack resulted in one fatality, while a woman sustained a bullet injury. Additionally, Manu was involved in a firing incident at Raja Dhaba in Jagraon on February 26, 2025, which was orchestrated by foreign-based gangster Lucky Patial.
DGP Yadav confirmed that investigations are ongoing to uncover further links in the case.
Providing details of the operation, Additional Director General of Police (ADGP) AGTF Promod Ban stated that based on human and technical intelligence, special AGTF teams, under the supervision of AIG Gurmeet Chauhan and DSP Bikramjit Brar, tracked down the accused at a rented accommodation near Dosanjh Road, Moga.
During the raid, Manu attempted to evade arrest by opening fire at the police, prompting the team to retaliate. He sustained bullet injuries in the exchange and was initially admitted to a local hospital before being referred to Baba Farid Medical College in Faridkot for further treatment.
ADGP Ban added that a .32 caliber pistol with four cartridges was recovered from Manu&rsquo;s possession.
AIG Gurmeet Chauhan stated that preliminary investigations suggest Manu was assigned to execute a high-profile crime in the Tricity area on behalf of his foreign-based handlers, Lucky Patyal and Gopi Lahoria.
Meanwhile, SSP Moga Ajay Gandhi confirmed that a fresh FIR (No. 52) dated 12/3/2025 has been registered under sections 109, 132, 221, and 111 of the Bharatiya Nyaya Sanhita (BNS) and sections 25(6) and 25(7) of the Arms Act at Police Station City Moga. Further investigations are underway.

During a review meeting of Punjab Roadways/PUNBUS, PRTC, and the State Transport Commissioner's office, Bhullar emphasized the need to speed up the procurement of new buses. He urged officials to meet departmental targets on time and implement measures to enhance government revenue.
The minister directed the officials to acquire new BS-6 stage buses, as per guidelines that only BS-6 buses are allowed to operate at Delhi Airport to curb pollution. He also insisted that the tender process for bus procurement be completed without delay.
Bhullar stressed the importance of maintaining and cleaning bus stands statewide. He emphasized that public transport services should be made more efficient, and service delivery should be time-bound to benefit passengers.
Key officials present at the meeting included PRTC Vice Chairman Balwinder Singh, Additional Chief Secretary Transport D.K. Tiwari, STC Jaspreet Singh, and MD PUNBUS Rajiv Kumar Gupta.

Punjab Vidhan Sabha Speaker Kultar Singh Sandhwan has called on the Government of India to take immediate action to safeguard Indian farmers. He emphasized the need for Protective Counter-Tariffs, advocating for equal import duties on U.S. apples to maintain fair competition.&nbsp;
He also stressed the importance of Immediate Economic Relief, urging financial support for farmers to prevent income losses and sustain production.
Additionally, he highlighted the need for Pro-Farmer Trade Negotiations, ensuring that the interests of Indian farmers remain a priority in trade discussions with the U.S. Strengthening Agricultural Infrastructure, including modernized storage, transportation, and better market access, was another key demand to enhance the competitiveness of Indian apples.
Kultar Singh Sandhwan reaffirmed, "Our farmers are the backbone of India&rsquo;s economy. Their sweat and toil nourish the nation. It is unacceptable for them to suffer at the hands of international trade wars. If the Government does not step in, we are at risk of losing not only livelihoods but also generations of agricultural heritage."
He further stressed, "Cheap foreign imports may benefit a few traders, but they will devastate countless small and marginal farmers. We cannot let profit-driven policies crush the hands that feed us."
Emphasizing the broader implications, he added, "This is not just about apples, it&rsquo;s about standing up for every Indian farmer. The Government must ensure our farmers get fair prices, fair markets, and a fair future. I stand with our farmers, and I urge the government to do the same, without delay."

An official spokesperson of the Commission stated that the nomination process will commence on March 17, 2025 (Monday) from 11 a.m. to 3 p.m., with March 20, 2025 (Thursday) set as the last date for filing nominations until 3 p.m.&nbsp;
The scrutiny of nominations will take place on March 21, 2025 (Friday), while March 22, 2025 (Saturday) is the deadline for withdrawal of nominations until 3 p.m. Polling, if required, will be conducted on March 30, 2025 (Sunday).
The spokesperson further mentioned that the counting of votes will be conducted immediately after polling at the respective polling stations, and the election process will be completed by April 1, 2025 (Tuesday).
The formal notification regarding the election schedule will be issued on March 17, 2025. Additionally, the District Election Officer-cum-Deputy Commissioner of Patiala has been instructed to ensure all necessary arrangements for a smooth and fair electoral process.&nbsp;
The Model Code of Conduct will come into effect from the date of notification within the jurisdiction of the 16 Gram Panchayats in Block Sanour, District Patiala.
