Addressing the gathering here today, the Chief Minister, while taking a dig at the Revenue officers who used to harass the common man on pretext of mass leaves or strikes, said that the state government has not bowed before these corrupt officers, who are facing Police action for their sins. He said that the AAP government has zero tolerance against corruption but ironically by going on mass leave these officers are seeking license for corruption. Bhagwant Singh Mann said that this blackmailing was not tolerated and severe action has been taken against these corrupt and haughty officers.
The Chief Minister said that their pressure tactics have not been tolerated at any cost and exemplary action has been taken against them. Bhagwant Singh Mann unequivocally said that these officers harass the common man on a daily basis but this is no longer tolerated and the government is taking strict action against them. He said that the harassment of common man cannot be tolerated at any cost and these officers have been taught a befitting lesson for their sins.
The Chief Minister said that the trial of online registration of the land deeds is going on in the state and it will be soon implemented in Punjab. He said that it will set a new benchmark in delivery of public services to the people as people will have to apply at Sewa Kendras and will get the registries at their home. Bhagwant Singh Mann said that this will revolutionize the work of land registration by introducing a first of its kind mechanism.
The Chief Minister said that it is a moment of immense pride and satisfaction that more than 54000 jobs have been provided to the youth of the state. He said that all the jobs have been given completely on the basis of merit, san any corruption or nepotism. Bhagwant Singh Mann said that this is making the youth an active partner in socio economic development of Punjab.

The Punjab Government has approached the Punjab and Haryana High Court seeking recall of the Court's May 6 order that directed release of additional water from Bhakra Nangal Dam to Haryana.
The High Court bench comprising Chief Justice Sheel Nagu and Justice Sumeet Goel has sought responses from the Bhakra Beas Management Board (BBMB), Haryana Government and the Union Government on Punjab's application on the next hearing on May 20.
The official spokesperson of the state government informed that the state of Punjab has raised strong objections to the Centre's May 2 decision, arguing that the Union Home Secretary lacks jurisdiction to decide on water allocation under BBMB Rules.&nbsp;
Senior Counsel Gurminder Singh appearing alongside Punjab Advocate General Maninderjit Singh Bedi and Additional Advocate General Chanchal Singla, contended that the BBMB had misrepresented facts to execute an illegal order allocating extra water to Haryana.
The Punjab Government has stressed that under Article 262 of the Constitution and the Inter-State Water Dispute Act, 1956, release of water to Haryana beyond Punjab's determined share requires Punjab's consent. In its submission, the Government stated it had already consented to provide 4,000 cusecs of water daily to Haryana but objected to the additional demand of 4,500 cusecs for eight days.
The court was informed that during an extraordinary BBMB meeting on April 28, Punjab filed specific objections to Haryana's demand for 8,500 cusecs of water and no consensus was reached.
The Punjab Government has maintained that any water dispute between states can only be decided by constituting a Water Tribunal under the 1956 Act.
Notably, the matter will be heard alongside the contempt case initiated against the Punjab Government on May 20.
Punjab Advocate General Maninderjit Singh Bedi said that the Punjab Government had filed a review petition on May 12 challenging the May 6 court order, alleging procedural violations and misrepresentation of facts. The petition contends that BBMB is attempting to illegally divert Punjab's water to Haryana at the behest of the BJP-led Central Government.&nbsp;
Key arguments in the review petition include concerns about the May 2 meeting, which was incorrectly portrayed as a formal decision-making forum when no official minutes were ever provided to state authorities. The Punjab Government has stressed that only a press note was circulated about the May 2 meeting instead of formal minutes, which cannot be considered an official record of decisions made.
The review petition further clarified that the meeting was not conducted under Rule 7 of the 1974 Rules as incorrectly presented to the court. This misrepresentation formed the basis for the disputed court order of May 6, 2025.
When directed by the court, the Union Government failed to produce official minutes of the May 2 meeting, presenting only what they termed a "discussion record." The Punjab Government had pointed out that according to information provided to the court, the Secretary of Power, not the Home Secretary, is the competent authority under Rule 7 to make decisions in such matters.
Despite the lack of proper documentation and authorization, the BBMB proceeded to release water to Haryana without completing the required legal process. The Punjab Government has called upon the court to review its May 6 order in light of these serious procedural violations and misrepresentations.

Reiterating the zero-tolerance policy towards laxity in cleanliness, Punjab Local Government Minister Dr. Ravjot Singh today averred that Chief Minister S. Bhagwant Singh Mann's government is committed to providing a people-friendly environment by addressing the fundamental concerns of residents living in municipal councils and corporations.
During his early morning visit to Dera Bassi town, the cabinet minister inspected ongoing projects and directed officials to expedite efforts to resolve civic issues.
Dr. Ravjot Singh commenced his visit at Barwala Road, where he reviewed the progress of the stormwater drain project and instructed officials to accelerate work to complete it before the monsoon season. Besides this, he ordered the immediate removal of garbage along the various roads within the next two days.
Inspecting the bus stand, the cabinet minister asked the municipal council to initiate the construction of a new bus stand promptly, ensuring smooth traffic flow and minimizing congestion on surrounding roads. While inspecting the road behind the existing bus stand, he expressed dissatisfaction with the garbage littered in the area. He stressed the optimal utilization of the Material Recovery Facility (MRF) and directed officials to maintain cleanliness and eliminate foul odors.&nbsp;
At the pumping station located at Issapur-Bakarpur Road (Ward 17), Dr. Ravjot Singh instructed Water Supply and Sewerage Board officials to effectively address the wastewater drainage issues in the Dera Jagadhari area. He also called for upgrading pipelines if necessary to prevent future disruptions.
Dr. Ravjot Singh issued a stern warning to municipal and water supply officials, instructing them to resolve public grievances effectively or face disciplinary action. He stressed the importance of coordination between the Municipal Council and the Water Supply &amp; Sewerage Board to enhance civic amenities.
He directed the executive officer to prioritize the cleaning of main roads and then proceed to internal streets, setting a two-week deadline for completion.
MLA Dera Bassi Kuljeet Singh Randhawa expressed gratitude to the Minister for the visit and highlighted urgent local needs, including improved sewerage, water supply, and the construction of a new bus stand. Dr Ravjot Singh assured swift action, stating that the growing housing and commercial projects in Mohali district require proactive measures to address infrastructural challenges.

Castigating the BBMB, the ministers were of the strong opinion that Punjab ahs 60 percent share in the BBMB whose officers draw salaries from Punjab and are giving arbitrary decisions against Punjab thus snatching the rights of the State. The Ministers made it absolutely clear that water is the lifeline of Punjab and the state has not even an extra drop to spare for the other states.

He emphasized that promoting horticulture is a key step towards increasing farmers&rsquo; income and achieving agricultural diversification in the state.

In a significant step towards strengthening healthcare at the grassroots level, Punjab Health and Family Welfare Minister Dr Balbir Singh on Tuesday, inaugurated the reconstituted Village Health Sanitation and Nutrition Committees (VHSNCs) across the state and exhorted these committees to work in tandem with the Government to save people from vector and water borne diseases and help in making Punjab a drug-free state.
Notably, a remarkable turnout of over 1 lakh members from 12,977 VHSNCs participated in the inauguration program via a YouTube link, demonstrating their commitment to community health.
During the virtual interaction, Dr Balbir Singh also directly engaged with over 100 members from selected VHSNCs from six districts including Mansa, Patiala, Sangrur, Fatehgarh Sahib, Gurdaspur, and Bathinda.
Emphasising the crucial role of VHSNCs in tackling prevalent health issues, Dr Balbir Singh said that key areas of focus included the prevention and control of vector-borne diseases like Dengue, Malaria, and Chikungunya, as well as addressing waterborne diseases like diarrhea. He informed that all the ASHA workers have been trained to identify mosquito larvae as part of the "Har Shukarvar Dengue Te Var" campaign, aimed at eliminating stagnant water&mdash;a breeding ground for mosquitoes&mdash; from in and around the houses. The Health Department has also been providing Gambusia fish&mdash; as a biological control measure&mdash;to be released at village ponds, he said.
He highlighted that Dengue testing is now free at all Aam Aadmi Clinics (AACs) and in case of diagnosis of dengue disease people can avail free treatment from any government facility.
Beyond vector-borne diseases, the Health Minister also addressed the importance of ensuring safe drinking water and creating "Nasha Mukt" (drug-free) villages with the help of Village Defence Committees, and the need for community vigilance against drug peddlers.
Dr Balbir Singh said that he will be regularly interacting with the VHSNC members in the coming days and the next interaction will focus on Maternal and child health.
With the ongoing heatwave, Dr Balbir Singh provided essential guidelines, urging people to drink adequate water, avoid working in the sun, wear loose cotton clothes, and seek immediate shade for anyone showing signs of heatstroke. He also stressed the importance of planting more trees for environmental protection.
Recognising the valuable contributions of VHSNCs, the Health Minister announced that well-performing committees will be rewarded with grants and commendation certificates.
In a subsequent meeting with Civil Surgeons of all districts, Dr Balbir Singh emphasised a paradigm shift in the approach towards public healthcare facilities. He directed the Civil Surgeons to be proactive and to "own the hospitals just like their own," urging them to move away from a mere "government ownership" mentality. He stressed that these qualities should "percolate to the patient level," advocating for treating patients with empathy, care, and good behaviour, highlighting the positive "placebo effect" such an approach can create.
Meanwhile, the health minister also took stock of the primary and secondary health services of each district.

In a significant breakthrough in Punjab&rsquo;s ongoing war against spurious and illicit liquor, a joint team of Patiala District Police and the Excise Department today seized a large consignment of 600 litres of methanol, a chemical commonly used in the manufacture of illicit liquor.
The seizure is suspected to have direct links to the recent Majitha spurious liquor tragedy in Amritsar.
Addressing a press conference near the site of the seizure at Tepla police post on the Baba Banda Singh Bahadur Shambhu-Banur road, SSP Patiala Varun Sharma stated that this action was carried out under the directions of DGP Gaurav Yadav as part of the Punjab government&rsquo;s aggressive campaign against drugs and illegal liquor, being spearheaded by Chief Minister Bhagwant Singh Mann.
SSP Vrun Sharma informed that following the tragic incident in Majitha earlier today, DIG Border Range shared intelligence about a suspected consignment of methanol en route from Transport Nagar, Delhi, to Punjab.
Acting swiftly on this input and under the direct orders of the DGP, Patiala Police, in collaboration with the Excise Department, intercepted the vehicle near Tepla and recovered three drums containing 600 litres of methanol, concealed among other goods in truck number PB 10 H 1577.
The truck driver has been arrested, and a detailed investigation is underway.&nbsp;
SSP Varun Sharma further added that initial investigations suggest that the consignment was intended for use in the production of spurious liquor. &ldquo;Had this consignment reached its destination, it could have led to the loss of hundreds of innocent lives,&rdquo; he said.
The successful operation was carried out by a team under the supervision of SP(D) Gurbans Singh Bains, DSP Harmanjit Singh Cheema, and Assistant Commissioner, Excise Department Rajesh Aerry, and included Excise ETO Rupinderjit Singh, SHO Shambhu Inspector Harpreet Singh, Excise Inspectors Harjinder Singh, Gopal Sharma, Rajnish Kumar, and Tepla Chowki In-charge Jajwinder Singh, along with personnel from the Excise Police and Patiala Police.
SSP said that this action marks a major success in the state&rsquo;s fight against the manufacture and distribution of poisonous liquor and highlights the commitment of Punjab Police and the Excise Department to safeguarding public health and safety.

Addressing the impressive gathering, Water Resources and Land and Water Conservation Minister Barinder Kumar Goyal said that Haryana would not receive any additional water before May 21. He said that Punjab is already providing 4000 cusecs of water to Haryana beyond its allocated quota as a humanitarian gesture. Despite repeated warnings to use this extra water judiciously, Haryana has not taken heed. &ldquo;Promptly accepting the demand for water for security forces deployed in Rajasthan, the Punjab government has demonstrated the generosity and values inherent in Punjabi culture and Punjabiyat,&rdquo; said Goyal.
Power and Public Works Minister Harbhajan Singh ETO highlighted the Punjab government's comprehensive plan to provide canal water to farmers' fields, worth Rs 4500 crore, which will free farmers from relying on tubewells and reduce the state's electricity costs. ETO said that the state's farmers are forced to extract groundwater through over 15 lakh tubewells, whereas Punjab's water resources are being utilized by other states, resulting in most blocks going into the dark zone and deteriorating land health.
Food, Civil Supplies, and Consumer Affairs Minister Lal Chand Kataruchak said that the protests at Nangal Dam and Lohand Khad gates of Kiratpur Sahib will continue, following the footsteps of Chief Minister Bhagwant Singh Mann. He said that Punjab has already given more than its due share of water to Haryana and would not give up its share under any circumstances.
Cabinet Minister Laljit Singh Bhullar highlighted Punjab's contribution to the country's food basket, despite bearing the cost of groundwater extraction. He praised the state's farmers for adopting crop diversification and moving towards horticulture and vegetable cultivation while stressing the importance of canal water in increasing the production of these crops and strengthening the agricultural economy.
The ministers praised the volunteers for their dedication to protecting Punjab's interests and rights. They vow that the day-and-night vigil will continue, emphasizing that safeguarding Punjab's water resources is crucial for the state's economy and future.

Speaking to the reporters, Goyal also praised the Indian Army for its surgical strikes against terrorist camps in Pakistan and expressed pride in the country's armed forces. He said the Punjab government has stood by its people during the current turmoil and will continue to do so in the future.
Earlier, the cabinet minister reviewed the development work of the 'Ditch Drain,' which runs through Lehragaga city and was long infamous for filth and ugliness, which is now being transformed into a public promenade. The work is nearing completion and will soon be dedicated to the public, the Cabinet Minister informed.
During the inspection of the construction work, he said that the drain passed through the heart of Lehragaga and people living along its banks faced pitiable conditions. In fact, many houses were built over the drain itself and were in a dilapidated state. Due to the surrounding filth, there was a constant risk of accidents. There had been a long-standing demand from the public for attention to be given to this issue.&nbsp;
Barinder Kumar Goyal informed that now two pipes, each 4.5 feet wide, have been installed in the drain to ensure smooth water flow. Initially, this was a Rs.15 crore project, but due to departmental integrity, it was tendered at Rs.12 crore, resulting in a saving of Rs.3 crore for the state's people.
He said that the project began about a month ago and is progressing rapidly toward completion. The 3-kilometer-long and 32-foot-wide drain is being paved with 15-foot-wide interlocking tiles. Grills will be installed along the sides, along with modern grass and plants. He said that the area, once avoided by everyone, is now being developed into a scenic walkway. To maintain it, three employees will be appointed, he added.
Local residents expressed that in the past 40 years, not a single rupee had been spent on this drain, nor had anyone come to inspect it. Now, however, people are coming here regularly for morning and evening walks.&nbsp;
The cabinet minister assured that rainwater will no longer be allowed to accumulate in slum areas and will be directed into the drain. He said that Chief Minister S. Bhagwant Singh Mann's Punjab government is committed to the development of both villages and cities. He said that no effort will be spared in beautifying and developing the city.&nbsp;

When ETO visited Amandeep Hospital today to check on the condition of the injured, the doctors informed him that the son&rsquo;s surgery is scheduled for tomorrow and blood is needed for it. The cabinet minister immediately volunteered to donate blood and offered it to the doctors, who accepted and used it for Rajvansh Singh&rsquo;s operation.

Punjab Chief Minister Bhagwant Mann has called a high-level security meeting on Wednesday to take stock of security arrangements in the state in the wake of the Pahalgam terror attack.
The meeting will be held at the Chief Minister's official residence here, in which top officers of the police and civil administration are expected to be present, sources said.
After the terror attack in neighbouring J-K, Punjab is maintaining a high alert, the sources said.
At least 26 persons -- mostly tourists -- were killed by terrorists on Tuesday at the Baisaran meadows in Pahalgam in one of the worst terror attacks on civilians in Kashmir in the past many years.
Earlier on Tuesday, Mann had said, "the cowardly terrorist attack on tourists in Pahalgam, Jammu and Kashmir is extremely shameful and condemnable".
"Targeting unarmed innocents is an attack on humanity. The whole country is united in this hour of grief, our condolences are with the victim families and we strongly condemn every form of terrorism," Mann had said in a post in Hindi on X.

Punjab Transport Minister Laljit Singh Bhullar today instructed Punjab Roadways and PRTC officials to accelerate the process of adding new buses to their fleet. It is noteworthy that 606 buses will be added to the Punbus fleet and 656 to PRTC fleet including 100 Mini buses, a total of 1262 new buses.
While chairing a meeting to evaluate the ongoing procurement of new buses with Punjab Roadways and PRTC officials, Laljit Singh Bhullar said that under the leadership of Chief Minister S. Bhagwant Singh Mann, the Punjab government's efforts to provide better public bus services have restored people's confidence in government bus transportation. As a result, government buses have recorded an increase in revenue per kilometer.
Laljit Singh Bhullar directed officials of Punjab Roadways and PRTC to complete the ongoing procurement process for new buses before the existing buses are condemned, ensuring that the public does not face any inconvenience.
Prominent amongst others who were present in the meeting included PRTC Managing Director Bikramjit Singh Shergill, Punjab Roadways Director Rajiv Gupta and other officials.

In a step further aimed at saving 15-20% precious groundwater of the state, the Punjab government led by Chief Minister Bhagwant Singh Mann on Thursday started the Direct Sowing of Rice (DSR) which will act as a catalyst for checking the further depletion of groundwater besides supplementing the income of farmers in a big way.&nbsp;
In a statement issued here today, the Chief Minister said that after assuming the charge of his office his government has taken several path breaking initiatives to safeguard the interests of the farmers. He said that as a part of this endeavor only the state government has encouraged DSR technique of paddy cultivation as a part of which sowing under the scheme has been started from today (Thursday). Bhagwant Singh Mann said that his Government has set a target of bringing five lakh acres of land under DSR technique during this Kharif season.
Urging the farmers to make maximum use of this scheme, the Chief Minister said that this initiative is aimed at promoting sustainable agriculture on one hand and conserving the groundwater on the other. Bhagwant Singh Mann further said that it is a matter of immense pride and satisfaction for him that the state government is giving financial assistance worth Rs. 1,500 per acre to the farmers adopting DSR. He said that the state government has also kept a budgetary allocation of Rs. 40 crore for this purpose in the financial year 2025-26 adding that the farmers interested in it can register for the DSR scheme at online portal agrimachinerypb.com from May 10 to June 30, 2025.
The Chief Minister said that this scheme will save 15-20% of the groundwater in the state besides saving the additional expenses on agriculture. Bhagwant Singh Mann said that the DSR technique is a big boon for the state as it will help in checking the depleting groundwater levels besides reducing labour costs of approximately Rs. 3,500 per acre. He said that the farmers should come forward and adopt this scheme and discharge their duty towards their motherland in a befitting manner.
The Chief Minister said that the state government has always been sensitive towards steering the farmers out of the prevailing agrarian crisis and for saving the precious groundwater of the state. He said that the state had played a key role to make the country self-reliant in food that too at the cost of overexploitation of the only available natural resources of the state in terms of soil and water. However, Bhagwant Singh Mann bemoaned that agriculture today was no longer a profitable venture as the farmers were facing acute agrarian crisis due to ever escalating farm inputs and non remunerative Minimum Support Price (MSP).

In a landmark decision, the Punjab Government under the leadership of Chief Minister Bhagwant Singh Mann has amended the Industrial and Business Development Policy 2022 to introduce a capital subsidy scheme for the installation of paddy straw-based boilers. This progressive move aims to increase farmers' income, promote effective stubble management, protect the environment, and provide significant benefits to the state&rsquo;s industrial sector.
Addressing a press conference at Punjab Bhawan, Industry Minister Tarunpreet Singh Sond announced that the decision to provide capital subsidy for paddy straw as fuel in industrial boilers was taken during the Cabinet meeting held on February 13, 2025. The official notification was issued on February 20, 2025, followed by detailed subsidy guidelines on April 23, 2025.
The Minister informed that existing industrial units currently using coal, oil or other biomass fuels will be eligible for a capital subsidy if they install new paddy straw-based boilers. The capital subsidy will be Rs. 1 crore per 8 TPH (tonnes per hour) boiler or 33% of the actual expenditure, whichever is less, with a maximum limit of Rs. 5 crore per unit.
For existing units upgrading their boilers to use paddy straw, a subsidy of Rs. 50 lakh per 8 TPH boiler or 33% of the actual expenditure (whichever is lower) will be provided, subject to a cap of Rs. 2.5 crore per unit. Higher capacity boilers will be reimbursed proportionate subsidy support.
According to department estimates, 500 to 600 industrial units in Punjab are expected to benefit from this scheme, with Ludhiana-based industries, which are heavily boiler-reliant, likely to see the greatest advantage. The Punjab Government has earmarked a budget of Rs. 60 crore for this scheme.
Additionally, the Minister highlighted existing incentives such as 100% stamp duty exemption for land purchased for paddy straw storage and handling, along with 100% net State GST reimbursement (capped at 75% of total investment) for seven years.
He emphasized that the objective of this policy is to encourage industrial development while ensuring environmental protection. The new scheme will help reduce air pollution caused by stubble burning and promote sustainable use of paddy straw as a fuel source, benefiting the environment, farmers, and industries alike.
Minister Sond stated that stubble burning has long been a serious environmental challenge in Punjab, and the state government has undertaken several measures to address it. Promoting industrial use of paddy straw offers a long-term, sustainable solution to this issue.
To avail of this scheme, industries must submit Consent to Establish certificate issued by the Punjab Pollution Control Board after February 20, 2025. It is important to note that currently, the scheme is limited to existing industrial units and does not cover new establishments.
The scheme will operate on a first-come, first-served basis. The Minister urged all eligible industries to apply promptly to the Department of Industries to benefit from this initiative. As per the policy, subsidized boilers must operate using paddy straw for at least five years; otherwise, the subsidy will be subject to recovery.
