India has issued a notice to Pakistan for modification of the Indus Waters Treaty of September 1960 following Islamabad's "intransigence" on its implementation, news agency PTI reported quoting government sources. 

The notice was sent on January 25 through respective commissioners for Indus waters, the report said.

The sources said India has always been a steadfast supporter and a responsible partner in implementing the IWT in letter and spirit.
"However, Pakistan's actions have adversely impinged on the provisions of IWT and their implementation, and forced India to issue an appropriate notice for modification of the pact," said a source.
India and Pakistan signed the treaty in 1960 after nine years of negotiations, with the World Bank being a signatory of the pact.
The treaty sets out a mechanism for cooperation and information exchange between the two countries regarding use of waters of a number of rivers.
In 2015, Pakistan requested for appointment of a neutral expert to examine its technical objections to India's Kishenganga and Ratle Hydro Electric Projects (HEPs).
In 2016, Pakistan unilaterally retracted this request and proposed that a Court of Arbitration adjudicate on its objections, the sources said.
'They said this unilateral action by Pakistan is in contravention of the graded mechanism of dispute settlement envisaged by Article IX of the IWT. &nbsp;Accordingly, India made a separate request for the matter to be referred to a neutral expert.
"The initiation of two simultaneous processes on the same questions and the potential of their inconsistent or contradictory outcomes creates an unprecedented and legally untenable situation, which risks endangering the IWT itself," the source said.
"The World Bank acknowledged this itself in 2016, and took a decision to 'pause' the initiation of two parallel processes and request India and Pakistan to seek an amicable way out," it said.
The sources said that despite repeated efforts by India to find a mutually agreeable way forward, Pakistan refused to discuss the issue during the five meetings of the Permanent Indus Commission from 2017 to 2022 At Pakistan's continuing insistence, the World Bank has recently initiated actions on both the neutral expert and Court of Arbitration processes, they said.
The sources added that such parallel consideration of the same issues is not covered under any provision of IWT.
"Faced with such violation of IWT provisions, India has been compelled to issue notice of modification," the source cited above said.&nbsp;

NC leader Omar Abdullah Friday joined the Bharat Jodo Yatra in Banihal, saying that the Rahul Gandhi-led march is not being carried out for the image makeover of the Congress leader, but rather to change the situation and atmosphere of the country.
The former chief minister of Jammu and Kashmir said he does not want to delve into Congress' stand on the revocation of the special status of Jammu and Kashmir.
"The Bharat Jodo Yatra is not aimed at improving the image of Rahul Gandhi but for improving the situation in the country," the National Conference (NC) leader told reporters upon his arrival in this highway town, 120 kilometres from Srinagar.
Abdullah said he joined the yatra as he was more concerned about the image of the country.
"We have not joined this for the image of an individual but for the image of the county," he said.
The NC leader further said Gandhi did not start the yatra for personal reasons but due to his concern over the attempts to create communal tensions and target minorities in the country.
"This government might be making friends with Arab countries but the fact remains that there is no representative in this government from the largest minority of the country," he said.
"It might be for the first time since Independence that the ruling party does not have a single member of parliament -- either in Lok Sabha or Rajya Sabha -- from the Muslim community. It shows their attitude, " he added.
Speaking on the Congress's stand on the abrogation of Article 370, Abdullah said, "We will fight the case for the restoration of Article 370 in the court. The way the government is dragging its feet on the hearing of the petition tells us that our case is very strong." On the elections in Jammu and Kashmir, he said it has been eight years.
"The last assembly elections were held in 2014. This has been the longest period between the two elections in Jammu and Kashmir. It was not the case even at the peak of militancy," he said.
Omar said the government wants the people of Jammu and Kashmir to beg for elections.
"We are not beggars and we won't beg for it," he said.&nbsp;

The Students Federation of India (SFI) on Thursday organised the screening of the controversial BBC documentary on the 2002 Gujarat riots at the University of Hyderabad (UoH) even as the RSS' student wing, ABVP showed the controversial film 'The Kashmir Files', on the campus.
The Fraternity Movement in UoH campus, a students' group, had earlier organised the screening of the BBC documentary "India: The Modi Question" on January 21, at the varsity campus without prior notice or permission, prompting the University authorities to seek a report on the incident for taking necessary action.
The screening of the documentary "India: The Modi Question", the access to which was recently blocked by the Centre on social media platforms, was earlier announced by the SFI at the university campus.
&ldquo;Glimpses from the successful screening of the documentary 'India: The Modi Question' organised by SFI HCU on the Republic Day following the call of SFI CEC. More than 400 students turned up for the screening, rejecting the false propaganda and the attempts of ABVP to create unrest and the administration to disrupt the screening of the documentary. SFI-HCU salutes the student community who have stood for freedom of expression and campus democracy,&rdquo; a social media post by SFI HCU said, tagging the photos.
UoH, is also known as Hyderabad Central University (HCU).
Countering it, the students of ABVP HCU organised the screening of 'The Kashmir Files,' on the university campus today.
Written and directed by Vivek Agnihotri, the Bollywood film depicts the exodus of Kashmiri Hindus from Kashmir following systematic killings of people from the community by Pakistan-backed terrorists.
UoH Registrar Devesh Nigam in a statement said the Dean-Students' Welfare had counselled the student groups and issued an appeal not to do any screening of films in view of the law and order issue, maintaining peace and tranquility in campus and forthcoming end semester exams starting from next week.
However, students decided to go ahead with their programme schedule.
&ldquo;We have come to know that one group held the screening in one of the hostels,&rdquo; he said adding the campus is peaceful.
Earlier, a group of ABVP members staged a protest in front of the main gate of the varsity and raised slogans against the University administration alleging that the security personnel did not allow them to enter the varsity premises along with the screening equipment.
They held a sit-in and sought to know from the University administration how permission was granted to the SFI to screen the BBC documentary and said they will not allow its screening.
&ldquo;The University Administration tried to stop the screening of the movie "The Kashmir Files". When ABVP Karyakartas were bringing the projector from the main gate, University Security manhandled our Karyakartas. There was another attempt by the administration to seize our projector. We protested at the main gate and we have arranged everything for the screening. We appeal to the student community to join us in large numbers at Ambedkar Chowk (North ShopCom),&rdquo; a social media post by the ABVP HCU said.
The Union government had last week directed social media platforms such as Twitter and YouTube to block links to the documentary "India: The Modi Question". The Ministry of External Affairs has trashed the documentary as a "propaganda piece" that lacks objectivity and reflects a colonial mindset.
The two-part documentary claims it investigated certain aspects relating to the 2002 Gujarat riots when Prime Minister Narendra Modi was the chief minister of the state.

Content red-flagged by PIB Fact Check or government authorised agency under the draft IT rules will not be applicable on TV news channels unless the information is posted on an online platform, Minister of state for electronics and IT Rajeev Chandrasekhar said.
Responding to a PTI question, Chandrasekhar said the IT rules are limited to online platforms only.
"It will not be applicable on TV unless the content is posted on any online platform. The IT rules are limited to online intermediaries only," the minister said.
The government has invited comments on a proposal to remove any online content, which PIB Fact Check agency or any other authorised agency by the government object to the content posted online as fake, false or misleading.
The Ministry of Electronics and Information Technology (MeitY) will next month hold discussions with stakeholders before the proposal is implemented.
The minister said the Meity will invite the Editors Guild and other stakeholders for the consultation.
The ministry last week released a modification to the draft Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which it had previously released for public consultation.
The rules are partly executed by the Information and Broadcasting Ministry as well.
Under the proposed amendment, the due diligence by intermediaries shall include making such efforts to not upload, publish, transmit or share information identified as fake or false by the Fact Check Unit of the Press Information Bureau, which takes cognizance of fake information both suo motu and by way of queries sent by citizens on its portal or through e-mail and WhatsApp and responds with correct information when the same pertains to the government.
The Editors Guild of India has objected to the proposal and written to Electronics and Information Technology Minister Ashwini Vaishnaw, urging him to "expunge" the amendments to the IT Rules that seek to direct social media platforms to take down news or information identified as "fake" by the PIB's Fact Checking Unit.
In a letter to Vaishnaw, the Guild asked the ministry to initiate consultations with press bodies, media organisations and other stakeholders on the regulatory framework for digital media so as to not undermine press freedom.
The Guild said it was "deeply concerned" by the proposed amendment giving sweeping powers to the Press Information Bureau (PIB).
The determination of fake news cannot be in the sole hands of the government and will result in the censorship of the press, the Guild said in a statement here, voicing "deep concern" over the draft amendment to the Information Technology (IT) Rules.&nbsp;

A man was arrested for allegedly falsely tweeting that a flight going from Dubai to Jaipur had been hijacked, police said on Thursday.
The incident took place on Wednesday.
Moti Singh Rathore, a resident of Nagaur in Rajasthan, arrived at the Indira Gandhi International Airport after a Dubai-Jaipur was diverted to Delhi due to bad weather, Deputy Commissioner of Police (airport) Ravi Kumar Singh said.
The flight landed at 9:45 am and was given clearance to depart at 1:40 pm. Meanwhile, Rathore tweeted "flight highjack", the police said.
Rathore was offloaded from the flight with his bag and the flight was allowed to leave after the necessary checks. He was handed over to the local police for further action, they said.
The accused told police that he posted the tweet as he was frustrated over the flight being stranded, they added.
A case was registered in the matter and Rathore was arrested, the police said.

The Election Commission on Monday showcased the prototype of Remote Voting Machine for migrant workers to the representatives of opposition parties.&nbsp;
If implemented after stakeholder consultations, a RVM would enable migrant voters to vote from remote polling stations.
The meeting was attended by many opposition party leaders including Congress leader Digvijaya Singh and RJD leader Manoj Jha.&nbsp;
On Sunday, some opposition parties had decided to oppose the EC's proposal on remote electronic voting machine saying the proposal lacked clarity around the definition of migrant labourers.

Scores of students who had on Friday gathered at Delhi University's north campus for the screening of a controversial BBC documentary on the 2002 Godhra riots were detained by police.
The action come days after a similar ruckus at Jawaharlal Nehru University and Jamia Millia Islamia over the screening of the documentary.
There was heavy police deployment at the varsity's north campus after students' outfits gave a call to screen the documentary.
Earlier in the day, Delhi University Proctor Rajni Abbi said they would not allow the screening and stressed that the students' outfits had not sought the administration's permission.
The Congress-affiliated National Students' Union of has announced a screening of the documentary at 4 pm on north campus while the Bhim Army Students' Federation said it would hold a screening outside the varsity's Arts Faculty at 5 pm.

Congress general secretary Communications Jairam Ramesh said the forensic analysis by the Hindenburg research into the Adani Group requires serious investigation by bodies like the Securities and Exchange Board of India (SEBI) and the Reserve Bank of India (RBI), as they are responsible for ensuring stability and security of the country's financial system.
"We fully understand the close relationship between the Adani Group and the current government. But it is incumbent on the Congress party as a responsible opposition party to urge SEBI and RBI to play their roles as stewards of the financial system and to investigate these allegations in the wider public interest," Ramesh said in a statement.
The Congress general secretary said normally a political party should not be reacting to a research report on an individual company or business group prepared by a hedge fund, but the forensic analysis by Hindenburg Research on the Adani group demands a response from the Congress party.
"This is because the Adani Group is no ordinary conglomerate: it is closely identified with Prime Minister Narendra Modi since the time he was chief minister," Ramesh said.

"It's the Jammu and Kashmir administration's responsibility to provide security... I hope security will now be ensured for remaining days of the yatra," Gandhi, who started his Bharat Jodo Yatra in Kanyakumari in September and ends it in Srinagar on January 30, said.
"I had to call off my walk because I can't go against my security people," the Congress leader said.
His party colleague Jairam Ramesh added that Gandhi's security team is holding discussions with the Jammu and Kashmir administration to ensure that everything goes off smoothly for the next few days.

Police on Friday filed a charge-sheet in the suspension bridge collapse incident that had occurred in Morbi town of Gujarat in October last year, in which 135 people were killed.

The charge-sheet, which runs into more than 1,200 pages, was filed in the Morbi sessions court by Deputy Superintendent of Police P S Zala, who is the investigating officer of the case.
In addition to the nine accused who are already behind bars, Jaysukh Patel of Oreva Group, which used to operate the bridge, has been named as the tenth accused in the charge-sheet, sources said.

Ajanta Manufacturing Limited (Oreva Group) was responsible for the operation and maintenance of the British-era suspension bridge on the Machchhu river that had collapsed.
