PM 'security breach': Did Punjab Police ignore the SPG 'Blue Book' on VIP security?

Despite intelligence input about protests, Punjab Punjab did not follow the "Blue Book", which led to the serious breach of Prime Minister Narendra Modi's security during his visit on Wednesday, the home ministry has said, according to the news agency ANI.

The ministry officials have said that the Punjab Police did not prepare a contingency plan.

Special Protection Group's Blue Book lays down the security guidelines for the protection of the Prime Minister.

According to the Blue Book, the state police have to prepare contingency route for the protectee in case of any adverse situation like the one that happened in Punjab.

As per rules, the SPG personnel remain in close proximity to the PM while the rest of the security measures are taken care of by the state government. In case of any sudden development, the state police updates the SPG and the movement of the VVIP is changed accordingly, the MHA has said.

PM Modi's cavalcade was stuck on a flyover after he decided to take the road route to Ferozepur from Bathinda airport due to bad weather. The PM returned to the airport as the protesters didn't let the PM's convoy move.

Terming it a major security breach, the home ministry has sought a report from the Punjab government and has asked it to fix accountability.

The Congress led Punjab government, however, has refuted the security breach, saying that there were only peaceful protesters on the road.
