Aizawl, Aug 28 (PTI) — In a session amid debates and objections, the Mizoram assembly has passed the Mizoram Prohibition of Beggary Bill, 2025. The bill, introduced on Wednesday by Social Welfare Minister Lalrinpuii, aims to curb begging in the state while simultaneously focusing on rehabilitating beggars by providing them with sustainable livelihood opportunities. Lalrinpuii highlighted concerns about the rising trend of begging in Mizoram. Despite the presence of various social structures, churches, NGOs, and state welfare schemes that have limited the numbers, there is potential for an influx of beggars from outside due to the newly inaugurated railway line at Sairang-Sihhmui. The inauguration is scheduled for September 13 by Prime Minister Narendra Modi. The government, according to Lalrinpuii, believes that a vigilant regulatory framework can maintain the state’s reputation as being largely free of beggars. To manage the situation, a state-level 'relief board' will be formed to establish receiving centers for temporarily holding beggars. These individuals will then be returned to their native states or homes within 24 hours. The Social Welfare Department's survey in Aizawl identifies over 30 beggars, with a significant portion being non-locals. Opposition members, especially MNF leader Lalchhandama Ralte, expressed concerns that the bill could negatively affect the Christian faith and the state’s image and suggested enhancing community involvement as an alternative solution. However, Chief Minister Lalduhoma reiterated that the primary goal of the bill is to assist and rehabilitate beggars, leveraging resources from the government, NGOs, and churches collectively. Following extensive discussions involving 13 members, including the Chief Minister, the bill was successfully passed in the legislature.
