Tamil Nadu Chief Minister C Joseph Vijay on Wednesday said that the NEET exam paper leak and cancellation of the test was proof of structural flaws and demanded that it be abolished and states permitted to fill seats on their own based on Class 12 marks.
Vijay said the cancellation of the exam following the alleged leak of the question paper has shattered the hopes of lakhs of medical aspirants across the country.
In a statement, the CM said this was not the first time NEET has been "compromised."
In 2024, the question paper was leaked and FIRs were registered across six States and transferred to the CBI.
Pursuant to the directions of the Supreme Court, the Union Government constituted a High-Level Committee of Experts under Dr K Radhakrishnan, former Chairman of ISRO, which submitted 95 comprehensive recommendations for reforms.
Despite all this, within two years, another paper leak has occurred and the examination has been cancelled.
"This is conclusive proof of flaws and structural flaws in a national level exam," he alleged.
The government of Tamil Nadu has been consistently and unanimously opposing NEET since its very inception.
The introduction of NEET has severely disadvantaged the students from rural areas, government schools, Tamil medium backgrounds, and socio-economically disadvantaged families, he said.
The CM reiterated what he said was the state's "long pending demand" to abolish NEET and urged the union government to permit the states to fill all seats under the state quota in MBBS, BDS, and AYUSH courses on the basis of Class 12 marks.
The National Eligibility cum Entrance Test (NEET-UG 2026) was conducted by the National Testing Agency on May 3, 2026 across 5,432 centres.
In Tamil Nadu alone, the examination was held across 31 cities.
As many as 22,05,035 candidates appeared for the examination, including approximately 1.4 lakh candidates from Tamil Nadu.
The National Testing Agency cancelled the examination with the approval of the Government of India, following investigations by law enforcement agencies into the alleged leakage of the question paper.
The matter has been referred to the Central Bureau of Investigation for an inquiry, the CM added in the statement.

Gujarat Cooperative Milk Marketing Federation (GCMMF), which markets under the Amul brand, on Wednesday hiked milk prices by Rs 2 per litre across India, effective May 14, due to rising input costs.
The last price increase was effected on May 1, 2025.GCMMF, in a statement, said it has "increased the prices of fresh pouch milk by Rs 2 per litre in major milk selling variants/packs across India effective from May 14".
The increase translates to about 2.5-3.5 per cent per litre, which is lower than the average food inflation, it added.
"The price hike is being done due to an increase in the overall cost of operation and production of milk. There is a substantial increase in the cost of cattle feed, milk packaging film and fuel during the year," GCMMF said.
The cooperative said its member unions have also increased farmers' procurement price by Rs 30 per kg of fat, which is a 3.7 per cent increase over May 2025.
GCMMF is one of the leading suppliers of milk in India.&nbsp;

The incident took place along the LoC in the Krishna Ghati forward area when alert troops detected a group of infiltrating terrorists from Pakistan-occupied Kashmir (PoK) inside Indian territory and challenged them, triggering a gun battle, they said.&nbsp;
"Acting on persistent surveillance, suspicious movement was detected approximately 300 metres inside own territory in the general area of Krishna Ghati Sector, Poonch, along the LoC at around 4 pm today," the White Knight Corps said on X.
White Knight Corps troops swiftly responded and foiled the infiltration bid, ensuring no breach of the LoC, the Army said, adding that one intruder has been neutralised.&nbsp;
The troops continue to dominate the area and maintain a high state of operational readiness across the sector, they said.&nbsp;
Sources said the intruder, suspected to be linked to Lashkar-e-Taiba, was trying to infiltrate into this side of the border near Bicho Post in Mankote.&nbsp;

Taking responsibility for the cancellation of the NEET UG 2026 over allegations of paper leak, the Director General of the National Testing Agency, Abhishek Singh, on Tuesday said the schedule for the re-examination would be announced within the &ldquo;next seven to 10 days&rdquo;.
The National Testing Agency (NTA) on Tuesday cancelled the National Eligibility cum Entrance Test (Undergraduate), or NEET, held on May 3 for medical admissions amid allegations of paper leak, with the government asking the CBI to carry out a comprehensive inquiry into the &ldquo;irregularities&rdquo;.
&ldquo;For the re-examination date, I will sit with my team and, in the next few days, announce the complete exam schedule and dates. Our effort will be to conduct the exam in the shortest possible time so that the academic calendar and admission schedule of medical colleges are not disrupted. The process will begin within the next seven to 10 days,&rdquo; Singh said.
No additional fee will be charged from the candidates for the re-examination, and the fees paid earlier will be refunded, he said.
Union Education Minister Dharmendra Pradhan, meanwhile, refused to respond to questions from the media on the cancellation of NEET-UG 2026.
Calling the incident &ldquo;distressing&rdquo;, Singh said, &ldquo;Paper leaks must end with immediate effect. It is unfortunate that we are at this stage. This is a matter of concern for the children of our country, for their parents, and for the entire ecosystem. I understand that more than two lakh people were involved in the examination process,&rdquo; he said.
&ldquo;This is distressing for everyone involved. We take responsibility for what has happened; it was wrong. We are cancelling it (NEET UG 2026) and preparing to conduct it again with the assurance that such incidents will not be repeated,&rdquo; Singh added.
Some questions circulating in PDF format among students before the examination matched the actual question paper, prompting the agency to recommend cancellation of the medical entrance test, he said.
&ldquo;The entire paper was not leaked. The CBI will probe the number of questions leaked. We will appeal to the agency to nab the culprits and take strong action (in the matter),&rdquo; Singh said.
&ldquo;The test conducted on May 3 had four code versions. None of the papers was found in the market, and no leak has been established. There were many questions in the PDF that circulated, and some of them looked similar to questions from the exam paper,&rdquo; the NTA DG said.
&ldquo;So, I would not say that the entire paper was leaked. But I will definitely say that even if a single question matches our question paper, our commitment to zero tolerance and zero error is violated, and our entire process is compromised. We will take responsibility for it and take action accordingly,&rdquo; he added.
Singh also said that strict action would be taken against those attempting to mislead students or exploit the examination process.
&ldquo;I want to assure all that we will take strict action against anyone attempting such mischief. Wherever we receive reports that someone is selling question papers or misleading students, we will act against them,&rdquo; he said.
&ldquo;There were many cases, even before the exam, where people were asking for OTPs in the name of providing papers and emptying bank accounts.
&ldquo;We have taken action against all such people, and our policy is clear that we will not allow any irregularities in the examination process,&rdquo; Singh stressed.
The NEET-UG 2026 was held on May 3 across 551 cities in India and 14 cities abroad.
The NTA organised the examination for nearly 23 lakh registered candidates at centres across the country.

The CBI lodged an FIR on Tuesday over the alleged leak of the NEET (UG) 2026 paper, officials said.
The high-stakes entrance examination, held on May 3 for admission to undergraduate medical courses, was cancelled by the National Testing Agency (NTA) on Tuesday after allegations of malpractice surfaced.
The CBI swung into action following a written complaint from the Department of Higher Education of the Union Ministry of Education, the officials said.
After receiving a reference from the Centre, the CBI moved with alacrity, registering a case of criminal conspiracy, cheating, criminal breach of trust, theft and destruction of evidence under the Bharatiya Nyaya Sanhita (BNS), offences under the Prevention of Corruption Act and the Public Examination Prevention of Unfair Means Act 2024, they added.
The agency has dispatched multiple special teams to various locations and will also collect material from the Special Operations Group (SOG) of the Rajasthan Police that was investigating the case.
The Central Bureau of Investigation (CBI) had earlier solved the NEET paper-leak cases of 2024.
"It has further been alleged that the NTA received a complaint and inputs regarding the reported circulation of some documents pertaining to the NEET (UG) 2026 prior to the conduct of the examination," an official in the know of the developments said.
The allegations indicate a possible compromise of the sanctity and integrity of the examination process, he said.
"The CBI has taken up the matter for a comprehensive investigation to ascertain the nature and extent of the alleged irregularities, as well as the involvement of individuals and entities connected therewith," the official said.
The NEET-UG 2026 was conducted in 551 Indian cities and at 14 overseas centres.
Nearly 23 lakh candidates had registered for the test, which was administered by the NTA at centres across the country.
According to the NTA, information relating to alleged malpractice was received on the evening of May 7, four days after the examination was held.
The NTA said the inputs were escalated to central agencies the following morning for "independent verification and necessary action".
The Rajasthan Police's SOG had claimed that a "guess paper" for chemistry that was allegedly circulated among students ahead of the examination had approximately 410 questions, including roughly 120 questions that appeared in the test.
While the chemistry paper in the exam carries 45 questions, the test used four sets of question papers.
"It is reported that this guess paper had been circulating among the students well in advance. It began reaching them as early as 15 days to a month prior to the actual examination. We are investigating on the basis of the guess paper and it is also available in open domain," ADG, SOG, Vishal Bansal had said.

The NTA on Tuesday cancelled the National Eligibility cum Entrance Test (Undergraduate) 2026 held on May 3 amid allegations of paper leak, with the government asking the CBI to carry out a comprehensive inquiry into the "irregularities".
The examination for students seeking admission to undergraduate courses in medical colleges will now be held afresh on dates to be notified separately.
The cancellation of the annual test has left aspirants grappling with frustration and anxiety.
For 17-year-old Nikhil Kumar from Delhi's Chirag Dilli, the NTA's decision meant losing what he believed would have been a good score.
"My expected score was around 540, which would have given me a good chance. Now, we will have to reappear for the exam while trying to keep our preparation at its best," Kumar told PTI.
Another aspirant, Moumita Das from Kolkata, said the development was "simply disheartening" for both her and her parents.
"A lot of sacrifices go into preparing for an exam like NEET-UG. It takes years of discipline, not just for me but also for my parents. It is quite difficult to get back into the mindset to keep preparing when everything feels like it is falling apart," Das added.
Lamenting the cancellation of exam, a student from Dehradun said the NEET preparation involves "so many sleepless nights".
"It feels really bad. We worked so hard," the student told PTI.
In Shimla, Sonakshi Pandit, sister of a NEET aspirant, questioned the credibility of the NTA.
"Why should students suffer for incompetence of the NTA which failed to ensure secrecy of examination paper," Pandit, who is also preparing for NEET, said and demanded that the medical entrance exam be conducted by the AIIMS-Delhi.
"I have seen my brother working very hard for the past three years. He was expected to get 686 marks in NEET 2026 which implies that he could have been among the top three in Himachal Pradesh," she said.
Talking to the PTI Videos, she said that "we are disheartened after the examination was cancelled. Some students appeared for the third or fourth time, just imagine their plight and mental stress," she said.
In 2024 too, the NEET paper was leaked but it seems the NTA did not learn any lesson from that incident, Pandit said.
Another Shimla student Medayansh, who appeared in NEET 2026, said, "The students are stressed. The examination should be re-conducted only in areas where the paper was leaked.
Meanwhile, a massive protest organised by the National Students' Union of India (NSUI) broke out outside the Shastri Bhawan in the national capital on Tuesday against the alleged paper leak in NEET-UG.
Several members of the Congress party's student wing were seen participating in the protest, while holding placards that read 'PM compromised, paper compromised', 'paper leak, Modi sarkar weak', and 'doctor ki degree bikau hain' (doctor's degree is for sale).
In a statement on X, the NTA said the decision was taken in the interest of maintaining transparency and preserving trust in the national examination system.
"On the basis of inputs subsequently examined by NTA in coordination with central agencies, and the investigative findings shared by the law enforcement agencies, the National Testing Agency, with the approval of the Government of India, has decided to cancel the NEET (UG) 2026 examination conducted on 3 May 2026, and to re-conduct the examination on dates that will be notified separately," the agency said.
The NEET-UG 2026 was held on May 3 across 551 cities in India and 14 cities abroad.
The examination was organised by the NTA for nearly 23 lakh registered candidates at centres across the country.

The meeting assumed political significance amid efforts by opposition parties to recalibrate strategies after the recent assembly elections in several states, and as Banerjee has vowed to strengthen the INDIA bloc after the TMC's electoral debacle.
"You have not lost. The fight to save democracy will continue, and we stand beside you," Yadav was heard telling Banerjee during the meeting, sources present there said.
He also congratulated Abhishek Banerjee for "putting up a strong fight" in the elections.
Addressing reporters later, Yadav alleged that the Bengal polls witnessed "multi-layered mafia tactics" involving the BJP, the Election Commission and "underground elements."
"What happened in Uttar Pradesh was repeated in Bengal. Opposition polling agents were threatened, and votes were conducted under fear. Central forces were used to ensure the defeat of the opposition," he alleged.
"The election was looted. BJP, the Election Commission and underground elements together conducted this election," the SP chief claimed, while displaying photographs and data before mediapersons to support his allegations.
He further alleged that officials were "lured with promises of higher posts" to influence the electoral process and claimed that BJP candidates secured unusually high victory margins in several constituencies because opposition polling agents were intimidated.
Yadav also expressed concern over the safety of Mamata Banerjee and Abhishek Banerjee, alleging that the BJP was "anti-women", and asserted that democratic forces across the country must unite.
The SP leader also questioned the post-poll violence in the state and, when asked about the killing of Leader of Opposition Suvendu Adhikari's close aide Chandranath Rath, said Union Home Minister Amit Shah should be answerable for the incident.
"Answers should be sought from him for the lapses," Yadav said.
Rath, considered a close associate and executive assistant to Adhikari, was shot dead by unidentified assailants in North 24 Parganas district on Wednesday, triggering sharp political reactions amid mounting post-poll tension in the state.
The BJP won 207 seats to secure more than a two-thirds majority in the 294-member West Bengal assembly, ending the TMC's uninterrupted 15-year rule in the state.
The Mamata Banerjee-led party was reduced to 80 seats.
Banerjee, however, has maintained that she and her party were defeated through "manipulation" and has so far remained unwilling to tender her resignation as chief minister ahead of the formation of the new government.

IndiGo on Thursday announced that it will start commercial flight operations from the Noida International Airport in Jewar from June 15, becoming the launch carrier for the greenfield airport in western Uttar Pradesh.
The first day flights will be to and fro Lucknow and Bengaluru, the airline said in a statement.
Noida International Airport was inaugurated by Prime Minister Narendra Modi on March 28.
IndiGo said it will be the first carrier to start commercial services from the airport, the third in the National Capital Region (NCR).
According to the airline, inaugural flights on June 15 will operate on the Lucknow-Noida-Bengaluru-Noida-Lucknow sector.
As per the announced schedule, flight 6E 2278 will depart from Lucknow at 7.05 am and arrive in Noida at 8.05 am before departing for Bengaluru at 8.35 am and landing there at 11.05 am.
The return flight, 6E 2279, will leave Bengaluru at 3.45 pm and reach Noida at 6.20 pm before departing for Lucknow at 6.55 pm and arriving there at 8 pm.
IndiGo said it will gradually introduce direct flights connecting Noida International Airport to more than 16 destinations across the country, including metro cities such as Bengaluru and Hyderabad, besides tier-2 and tier-3 cities like Amritsar, Chandigarh, Dharamsala, Jaipur, Lucknow, Navi Mumbai, Pantnagar and Srinagar.
The airline said bookings for the flights are being opened in phases through its website, mobile application and authorised travel partners.
Aloke Singh, Chief Strategy Officer of IndiGo, said the airline was pleased to announce the launch of operations from Noida International Airport.
"Strategically positioned on the Yamuna Expressway, Noida International Airport will be the new gateway for western Uttar Pradesh alongside the NCR. As we continue to expand our operations, we remain committed to delivering affordable, on-time and hassle-free travel experiences," Singh said.
IndiGo said the airport is expected to emerge as a major domestic aviation hub and will strengthen connectivity between Delhi-NCR and western Uttar Pradesh through integrated road and rail infrastructure.

The CBI has taken over the probe into Rath's murder from the West Bengal Police following a request from the state government.&nbsp;

The CBI has arrested the founder of a coaching centre based in Maharashtra's Latur over his alleged involvement in the NEET-UG paper leak, officials said on Monday.
Shivraj Raghunath Motegaonkar, who runs Renukai Chemistry Classes (RCC), was arrested on Sunday evening after the Central Bureau of Investigation (CBI) recovered a leaked question paper of the examination held on May 3 from his mobile phone during searches at his premises, the officials said.
According to the officials, Motegaonkar was allegedly an "active member of the organised gang" involved in the leakage and circulation of the National Eligibility cum Entrance Test (NEET)- Undergraduate (UG) paper.
His coaching centre has nine branches, including the main branch in Latur.
As part of a conspiracy with other accused persons, Motegaonkar received the question paper and answers on April 23, nearly 10 days before the high-stakes examination was held across the country and abroad, the CBI said in its grounds for arrest.
The agency has alleged that Motegaonkar provided copies of the leaked question papers and answer sheets to several people in the form of handwritten notes that were destroyed after the examination was held.
"He is close to P V Kulkarni, chemistry lecturer, who is associated with the NTA (National Testing Agency). Searches conducted at his institute and residence resulted in the recovery of the chemistry question bank, which contained exactly the same questions that appeared in the NEET exam held on 3rd May," a CBI spokesperson said in a statement.
The CBI said it will send the seized mobile phone for forensic analysis to recover deleted data, if any.
The agency conducted searches at the coaching centre in the Shivnagar locality of Latur on Sunday afternoon.
Motegaonkar was questioned for nearly eight hours on Friday at his residence in the same area.
"In the last 24 hours, the CBI has also conducted searches at five locations at various places and seized several incriminating documents, laptops and mobile phones. A detailed analysis of the seized items is going on," the spokesperson said.
So far, 10 accused have been arrested in this case from Delhi, Jaipur, Gurugram, Nasik, Pune, Latur and Ahilyanagar, the statement said.
The agency had earlier arrested a chemistry lecturer, P V Kulkarni, and a biology lecturer, Manisha Mandhare, both known to each other through a woman, Manisha Waghmare, who is also in CBI custody.
The two lecturers had allegedly roped in Waghmare to bring in NEET aspirants for special sessions before the examination.
Students allegedly paid several lakh rupees to attend the sessions, where they wrote the questions down in their notebooks that later "tallied exactly" with the actual NEET-UG paper, the officials said.
"Investigation is continuing with the special teams and the investigation conducted so far has brought out the actual source of the leakage of chemistry and biology papers which were circulated before the exam.
Further, the middlemen involved in mobilising the students who paid lakhs of rupees to attend the special coaching classes, where the questions that would come in the NEET UG-2026 exam were dictated and discussed, have also been arrested," the spokesperson said.
The CBI has registered an FIR and formed teams to probe the alleged paper leak that resulted in the cancellation of the NEET-UG.
The exam was conducted across 551 Indian cities and at 14 overseas centres.
Nearly 23 lakh candidates had registered for the exam, which was administered by the National Testing Agency (NTA) across the country.
According to the NTA, information regarding alleged malpractice was received on the evening of May 7, four days after the exam was held.
The NTA said the inputs were escalated to central agencies the following morning for an "independent verification and necessary action".

The Enforcement Directorate on Monday arrested Aam Aadmi Party (AAP) leader Deepak Singla in connection with an alleged multi-crore money laundering case arising out of a Rs 150 crore scam in the Oriental Bank of Commerce, officials said.
The arrest followed coordinated searches at multiple premises linked to Singla and several hawala operators across Delhi and Goa, they said.
The ED action triggered sharp reactions from AAP which defended Singla, labelling the arrest as "politically motivated".
Senior party leaders including its convenor Arvind Kejriwal slammed the raids, accusing the central government of using federal agencies as a political tool ahead of Goa elections.
Singla, who previously contested as the AAP candidate from Delhi's Vishwas Nagar assembly seat, was taken into custody after the raids led to the alleged recovery of incriminating documents.
It is the second time in two years Singla has faced action by the federal agency.
He was raided by the ED in 2024 too.
According to the officials, the money laundering case stems from a massive bank loan fraud in which Singla, along with his family members, is accused of defrauding the Oriental Bank of Commerce (OBC) of more than Rs 150 crore.
The ED has alleged that the defrauded loan amounts were transferred to various shell companies controlled by the accused in Singapore and then these offshore "proceeds of crime" were subsequently routed back into India via illicit hawala channels.
According to the agency, Singla was allegedly managing funds from Delhi to Goa through illegal banking channels.
Meanwhile, reacting to the raids and subsequent arrest, the AAP said in a statement that the action against Singla was similar to the ED and the CBI crackdowns in West Bengal and Punjab, "revealing that leaders refusing to join the BJP were being selectively targeted".
In a post on X, Kejriwal wrote, "Deepak Singla has not been arrested because he did anything wrong. He has been arrested because he was working against the BJP and refused to join the BJP. Deepak Singla is brave and is fighting for the country.&rdquo;
Referring to Punjab minister Sanjeev Arora arrested by the ED recently, he said, "Sanjeev Arora is very brave and patriotic. The whole of Punjab is proud of him."
The Leader of Opposition in Delhi Assembly, Atishi, also slammed the ED action against Singla.
"Today in our country, NEET exams are being leaked, the prices of petrol, diesel, and CNG are rising every day, and the rupee continues to weaken against the dollar. But PM Modi has only one job, filing false cases against opposition leaders and getting them arrested," she alleged.
"On Monday, the ED arrested Aam Aadmi Party leader Deepak Singla because he was building an organisation in Goa to fight against the BJP. I want to tell PM Modi that no matter how many leaders of our party you arrest, we will continue working in the interest of the country," the AAP's Goa in-charge said.
She claimed that besides the AAP leaders, raids were conducted at several 'karyakartas' (workers) with a sole purpose "to steal their election data.
Exactly the same way the ED acted against the TMC in Bengal.
All the data was stolen and handed over to the BJP.
The same game is now being repeated in Goa".
Senior AAP leader and Punjab in-charge Manish Sisodia said on 'X,' "By using institutions like the ED, CBI, and Election Commission as their personal goons, Modi Ji may be able to stop opposition leaders from winning elections. But he cannot handle the country&rsquo;s economy or the falling value and dignity of the rupee."

Signalling a sharp policy shift, the West Bengal cabinet on Monday decided to discontinue religion-based assistance to imams and others, roll out the 'Annapurna' financial support scheme for women and set up two panels to look into cases of corruption and crimes against women during the TMC rule.
The cabinet, chaired by Chief Minister Suvendu Adhikari, also approved free travel for women on government-run buses, the scrapping of the existing state OBC list and the constitution of the Seventh State Pay Commission to revise state employees' salaries upward.
Announcing the state government's decisions, Women, Child, and Social Welfare Minister Agnimitra Paul said all decisions will take effect starting June 1.
Later, Adhikari announced the formation of two commissions headed by retired judges of the Calcutta High Court to probe alleged institutional corruption and atrocities against women and girl children during the previous TMC regime.
The chief minister said the panels would also begin functioning starting June 1.
"The cabinet has approved the discontinuation of schemes based on religious categorisation. A notification on this will be issued," Paul said.
She, however, added that none of the existing scholarship schemes for students would be discontinued.
Following a Rs 500 hike in honorarium for religious leaders by the erstwhile Mamata Banerjee government in March this year, Imams of registered mosques in Bengal were granted a monthly stipend of Rs 3,000, while muezzins and purohits were provided Rs 2,000.
According to a notification from the previous TMC-led government, the assistance to religious leaders -sanctioned under budgetary provisions of the Departments of Information and Cultural Affairs, and Minority Affairs and Madrasa Education- aimed to support their socio-economic standing.
Acting on the BJP&rsquo;s pre-poll promises of enhanced financial assistance for Bengal's women, the cabinet approved the 'Annapurna' scheme, which provides Rs 3,000 in monthly support.
This scheme will replace the Mamata Banerjee government's existing Lakshmir Bhandar scheme, which offers Rs 1,500 in monetary assistance to women.
"Those currently receiving assistance under the previous government&rsquo;s Lakshmir Bhandar scheme will be automatically entitled to the Annapurna Yojna. There is no need to reapply for it. Money will be sent through direct bank transfer," Paul said.
The government would soon launch a web portal to facilitate fresh applications for the programme from those who had yet to receive the assistance, she added.
"Women who applied for citizenship under the CAA and those who approached the tribunals for inclusion of names in voter rolls will also be entitled to receive the Annapurna scheme benefit," the minister clarified.
Paul said the cabinet approved a proposal allowing free travel for women on government-run buses starting June 1, but added there were no immediate plans to increase the fleet size.
Later, while announcing the twin panels, Adhikari said, "We took these decisions in the cabinet today. During the election period, Union Home Minister Amit Shah had declared a chargesheet against the previous state government. There were two commitments made in the larger public interest of the people of the state."
Adhikari said that the panel to probe institutional corruption will be headed by retired Calcutta High Court judge Justice Biswajit Basu, with an ADG-rank IPS officer, Jayraman, as member secretary.
He said the panel would examine alleged irregularities in central and state welfare schemes, public construction works and service delivery systems.
"It will look into corruption, cut money, bribery, misappropriation of government funds and cases where common people have been cheated. Government officials, panchayat representatives, brokers, contractors, NGOs and cooperative bodies will all come under its ambit," Adhikari said.
He said complaints could be filed by members of the public and agencies involved in public works, and recommendations are expected within 30 days of the commencement of work.
"Based on their recommendations, FIRs will be registered, and action will be taken under the Bharatiya Nyaya Sanhita (BNS). We will also try to recover misappropriated government funds," he said.
The other panel, which will investigate atrocities against women and girl children, will be chaired by retired judge Justice Samapti Chatterjee, with IPS officer Damayanti Sen as member secretary.
"This commission will look into atrocities committed over the past several years in the state, particularly against women and children, including those from SC, ST and minority communities," Adhikari said.
He said the commission would operate a dedicated complaint system, including a portal, WhatsApp and email channels, and would also take up pending FIRs and general diary entries.
"The members will conduct field visits to police stations and districts, record statements and hold public hearings at the local level," he said.
Adhikari said the commission would also examine pending recommendations of institutions, including the National Human Rights Commission and other constitutional commissions, and could recommend reopening of cases, fresh FIRs, supplementary chargesheets and stronger prosecution measures where necessary.
Meanwhile, Paul said that the new BJP government would cancel the existing OBC list of the state in accordance with a 2024 Calcutta High Court judgment.
"The cabinet has decided on a revision of the state list of the OBCs, in cancellation of such categorisation of classes in such list and percentage of reservation for OBCs in the services and posts under the Government of West Bengal, as per the judgment of a division bench of the Calcutta High Court on May 22, 2024," she said.
The minister announced that the state will set up a panel to decide quota eligibility under the OBC category.
The state&rsquo;s OBC list controversy centres on the inclusion of 77 communities, 75 of which are Muslim, into the state's Other Backwards Classes (OBC) list, a process initiated during the TMC regime.
The decision sparked major political and legal battles, with the Calcutta High Court striking down the notice and invalidating nearly 5 lakh caste certificates issued by the state since 2010.
On the constitution of the Seventh State Pay Commission for upward revision of salaries of its employees, Paul said the scope of pay hike would also extend to the staff of statutory entities like civic bodies, local bodies, education boards and those working in state-run education institutions.
"The details of the commission&rsquo;s set-up will be duly notified," she said, without specifying its date of implementation.
In his pre-election campaigns, Prime Minister Narendra Modi had pledged that the new pay commission would be implemented within 45 days of the formation of the BJP government in Bengal.
She, however, confirmed that the issue of granting increased dearness allowance (DA) to state employees was not on the agenda of Monday&rsquo;s meeting.

Family members and friends of 33-year-old Twisha Sharma staged a protest at Jantar Mantar in Delhi, alleging irregularities in the post-mortem and demanding a CBI investigation and a second autopsy at AIIMS Delhi.

Days after a 33-year-old woman, Twisha Sharma, was found hanging at her marital home in Bhopal, her relatives and friends staged a protest at Delhi&rsquo;s Jantar Mantar on Monday, alleging irregularities in the post-mortem procedure and demanding a CBI probe into the case.
Holding placards and banners reading &lsquo;Justice for Twisha&rsquo;, the protesters raised slogans seeking action against Twisha&rsquo;s husband, Samarth Singh, a lawyer, and his mother, Giribala Singh, a retired judge, whom the deceased&rsquo;s family has accused of murder and dowry harassment.
Twisha, who hailed from Noida, was found hanging at her marital home in the Katara Hills area of Bhopal on May 12.
According to police, she met Bhopal-based lawyer Samarth through a dating app in 2024, and the couple tied the knot in December 2025.
Twisha&rsquo;s family, who have accused Samarth and his mother of murder, claimed on Sunday that her body had remained in the mortuary of AIIMS Bhopal for the last five days and demanded a second post-mortem at AIIMS Delhi.
Reiterating the demand for a fresh autopsy at AIIMS Delhi, the protesters at the Jantar Mantar alleged inconsistencies in the handling of the case and demanded that her medical records be independently examined here.
&ldquo;We want justice for Twisha. The case should be transferred to the CBI. We can&rsquo;t get justice in Bhopal,&rdquo; Kunal Chauhan, a friend of Twisha, said.
He also said that Twisha&rsquo;s parents and her brother have decided to remain in Bhopal for the time being, as they are not dissatisfied with the inquiry.
On whether Twisha&rsquo;s friends were aware of her situation after her marriage, Chauhan claimed that she had been isolated by her in-laws.
&ldquo;We did not leave her alone; her in-laws alienated her,&rdquo; he said.
&ldquo;We are not satisfied with the post-mortem conducted in Bhopal. We want her medical records to be examined at AIIMS Delhi,&rdquo; he added.
According to Twisha&rsquo;s relatives, she wanted to leave Bhopal and return to Noida.
They also claimed that she remained in touch with them until around 10 pm on Tuesday, shortly before her death.
ACP Rajneesh Kashyap, who is heading an SIT formed in Bhopal to probe the case, had said that an FIR under BNS provisions related to dowry death and harassment had been registered against Samarth and his mother.
