As monsoon remained active in Himachal Pradesh, news of rain-induced damages, building collapse, landslides and road blockades poured in on Monday.
A five-storey building collapsed in Bhattakufer in the suburbs of Shimla on Monday morning, while several cows from a shed washed away in the cloudburst in Rampur.
The building at Mathu Colony on the road to Chamiyana Super Speciality Hospital caved in, albeit without casualties as the district administration, sensing grave risk, had already evacuated the inmates. However, two adjoining buildings were also endangered.
"We vacated the building on Sunday night as the land was sliding after Saturday's rain. The building collapsed around 8.15 am on Monday morning," said its owner Ranjana Verma, adding that a four-lane road construction had endangered the structure but no measures were taken to ensure its safety.
According to Chamiyana gram panchayat Up Pradhan Yashpal Verma, cracks had developed in the building last year but officials of the company constructing the kaithlighat-Dhalli four-lane road had assured that the building was safe.
Verma said the panchayat had written to the company to stop work as it was rendering buildings unsafe. However, they continued construction activities, leading to the collapse of the building.
"Negligence by the construction company led to the collapse of the building," he said. Meanwhile, two cowsheds, along with three cows and two calves, a kitchen and a room of a residence were washed away in the cloudburst at Sikaseri village, Sarpara gram panchayat in Rampur. The residence belonged to Rajinder Kumar, Vinod Kumar and Gopal, all sons of Palas Ram. However, there was no loss to human life.
In July last year, a cloudburst had claimed 21 lives in Samej under Sarpara panchayat.
Meanwhile, after incessant rains triggered landslides, shooting stones rolled down at five places on the four-lane Shimla-Chandigarh national highway. Subsequently, traffic was diverted to a single lane, causing jams.
The situation prevailed along the highway at Chakki Mor near Koti in Solan district as well. Shooting stones disrupted traffic and commuters were forced to drive past a single lane at snail's pace.
The Subathu-Waknaghat road was also closed after a landslide at Delgi in Solan district. Authorities said efforts are on to clear the road.
However, despite the Met office issuing a red alert and heavy rains disrupting normal life, the schools were open. It is to be noted that Solan Deputy Commissioner Man Mohan Sharma had issued an advisory asking people to stay away from rivers and nallahs, and urging parents not to send their wards to schools if they have to cross rivers and nallahs enroute.
Roads were closed in Bilaspur district as well due to multiple landslides.
The weather department on Monday morning cautioned of moderate to high flash-flood risk in parts of seven districts -- including Chamba, Kangra, Kullu, Mandi, Shimla, Solan and Sirmaur -- in the next 24 hours.
It has issued an orange alert for heavy to very heavy rains in parts of Himachal Pradesh for Wednesday and predicted a wet spell in the hill state till July 6.
Meanwhile, thunderstorms lashed Palampur, Baijnath, Sundernagar, Murari Devi, Kangra, Shimla and its adjoining area of Jubberhatti.
Moderate to heavy rains lashed several parts of the state. Pandoh was the wettest, recording 123 mm rainfall since Sunday evening. This was followed by Mandi 119.4 mm, Murari Devi 113.2 mm, Palampur 83 mm, Ghaghas 65.4 mm, Bharari 65.2 mm, Kasauli 64 mm, Nadaun 63 mm, Slapper 62.8 mm, Dharampur 56.6 mm and Sujanpur Tira 53 mm.
From the onset of monsoon on June 20 till June 29, rain-related incidents have claimed 20 lives in the state and four persons are missing, according to the state emergency operation centre.&nbsp;

Pathania informed that the conference will see participation from delegates representing Zone-II, which includes Delhi, Haryana, Punjab, and Jammu &amp; Kashmir.
The CPA India Region, administratively, is divided into nine zones.
Among the attendees will be Lok Sabha Speaker Om Birla, Rajya Sabha Deputy Chairman Harivansh Narayan Singh, speakers and deputy speakers of state legislative assemblies, leaders of the opposition, chief whips, and MLAs from member states.
"In addition, speakers from Karnataka, Assam, Uttar Pradesh, Gujarat, Maharashtra and Telangana have been invited as special guests," he said.
The Speaker further said that the conference aims to promote meaningful dialogue on legislative procedures, democratic governance and regional cooperation.
The platform will facilitate the exchange of best practices and play a vital role in strengthening parliamentary institutions across the country, Pathania said.

A case for attempt to outrage modesty, sexual harassment and assault under sections 354 and 354A of the Indian Penal Code and sections 10 and 12 of the Protection of Children from Sexual Offences (POCSO) Act has been registered against the accused teacher, police said.

After the Congress accused Kangana of ignoring her constituency, Lok Sabha MP from Mandi, Kangana Ranaut, on Monday hit out and said that they have failed the people of Himachal Pradesh.
Ranaut visited the disaster-hit Pangloor village of Sainj panchayat in the Gohar area of Nachan assembly segment in Mandi district, where nine members of two families were washed away.
She said people across the state were unhappy with the Congress government and felt "miserable".
Citing climate change as a growing threat to the region, Ranaut called for surveys of river beds and relocation of people living in disaster-prone areas.
Fourteen people have died, five were injured, and 28 are still missing after cloudbursts, flash floods, and landslides caused massive destruction in Mandi district last Tuesday.
Ranaut was accompanied by BJP state president Rajiv Bindal and local MLA Vinod Kumar. The leaders met the affected families and took stock of the damage.
Speaking to PTI Videos, Ranaut said, "Congress leaders are quoting me out of context and blaming me for everything, when it is the duty of the state government to provide relief to the victims." "I was the first to reach Thunag on Sunday after the road was cleared," she said.
"If they continue to use my name, it will only make me more popular here. They are implying that only I can fix everything &mdash; which is both wrong and shameful," she added.
Asked about Congress leaders accusing her of being absent and unbothered, Ranaut said she does not need lectures from those who have failed Himachal on all fronts.
"When reporters asked me yesterday, 'When are you rebuilding Himachal?' I replied that I don't have agencies or a cabinet. This is not my assignment," she said.
On Sunday, Ranaut stated that relief and restoration work is the responsibility of the state government. "As an MP, I can only apprise the prime minister and the home minister of the situation and request central assistance," she said.
"We act as a link between the Centre and the state, and raise constituency issues with the Union government. I don&rsquo;t have a cabinet or bureaucracy &mdash; I can only review the situation with deputy commissioners and provide feedback," she added.
Public Works Minister Vikramaditya Singh, who contested against Ranaut in the 2024 Lok Sabha polls, had commented, "You do not need a chair to help people. Cabinet or no cabinet, strong willpower is necessary." During her visit to Thunag on Sunday, Ranaut had said the way relief work is being handled, the Congress would not return to power in the state "for the next 20 years".
Thunag subdivision falls under the Seraj assembly constituency, represented by former chief minister and leader of opposition Jai Ram Thakur.
Ranaut's visit followed criticism from the Congress over her absence from her Lok Sabha constituency and a controversial remark by Jai Ram Thakur, who had called the Congress government "unconcerned".
As per official figures, 225 houses, seven shops, 243 cattle sheds, 31 vehicles, 14 bridges, and several roads have been damaged in the disaster. A total of 215 cattle perished and 494 people were rescued.

Monsoon hit the state on June 20 and has since then cost it Rs 5,000 crore in damages.
Of the 43, 14 were killed in cloudbursts, eight in flash floods, and one in a landslide, while seven were drowned.
The most deaths, 17, took place in Mandi district where ten instances of cloudbursts, flash floods and landslides wreaked havoc on Tuesday.
A search is still on for 31 people missing from this district alone, officials said.
On Friday, the soldiers from the National Disaster Response Force rescued 65 people trapped in Bharad, Deji, Payala, and Rukchui villages after heavy rain.
The downpour, followed by landslides, damaged roads and caused rivers to swell, which cut off many villages and deposited debris to people's houses and fields.
More than 150 houses, 106 cattle sheds, 31 vehicles, 14 bridges and several roads have suffered damage, while 164 cattle have perished in the various inclemencies.
Five relief camps have been set up to house the 402 people rescued, 348 of them from Mandi alone.
Meanwhile, 280 roads, including 156 in Mandi, 49 in Sirmaur, and 36 in Kullu districts, were rendered out of bounds for vehicular traffic, the State Emergency Operation Centre (SEOC) said.
A total of 332 transformers and 784 water supply schemes are disrupted in the state, it said.
The Local met office has issued an Orange Alert, warning of heavy to very heavy rain in isolated parts of the state from Saturday to Tuesday.
Intermittent rain continued to lash parts of Himachal.
Aghar has received 71.4 mm of rain since Thursday evening, followed by Ghaghas 38.6 mm, Sarahan 36.4 mm, Nagrota Suriyan 31.4 mm, Kandaghat 31 mm, Karsog 27.4 mm, Murari Devi 24.4 mm, Kangra 22.7 mm, and Palampur 21.2 mm.&nbsp;

Five people were injured, while a search is underway for 31 missing, they said.
The latest body, yet to be identified, was found in Rode in the Thunag subdivision of the district. Ten cloudbursts, three flash floods and a landslide were witnessed in different parts of Mandi on Tuesday.
Earlier in the morning, two people were found dead. In all, seven bodies were found in Gohar, six in Thunag and one in Karsog subdivision of the district.
More than 150 houses, 106 cattle sheds, 31 vehicles, 14 bridges and several roads were damaged in the calamities. A total of 164 cattle perished, while 402 people, 348 of them in Mandi, were rescued, and five relief camps have been set up, the State Emergency Operation Centre (SEOC) said.
The inclement weather has sent 246 roads, 145 in Mandi district, out of bounds for traffic, and disrupted 404 transformers and 784 water supply schemes in the past few days in the state, the SEOC said.
The Manali-Keylong road was blocked following floods in a drain near the Solang Nallah. The traffic in the area has been diverted to Rohtang Pass.
A massive landslide was reported in Dhalli in the suburbs of Shimla, where a chunk of hill came down sliding. No casualty was reported.
According to reports, about half a dozen houses were left in a precarious state after a four-lane road embankment on the Kaithlighat-Dhalli stretch collapsed in Lindidhar village, damaging a large number of apple trees.
The safety wall had collapsed earlier also, but no steps were taken to bolster it, locals alleged, and blamed the National Highway Authority of India for the incident.
Many families in Lindidhar village have been forced to leave their homes and take shelter elsewhere.
The place is near Bhatta Kuffar where a five-story building collapsed Monday morning.
Heavy rain claimed the lives of about 10,000 chickens in a poultry farm in Majra Mansoh village under Gram Panchayat Dhamandhari in Una district early Thursday.
Ranveer Singh, who owned the chicken farm, said his field was inundated with water, leaving him with no time for any rescue attempt.
Villagers said waterlogging in the Majra Mansoh area has been a perennial problem in the area.
"The government is alive to the problems being faced by the people and is making every effort to provide relief to the disaster victims in the worst-affected areas of Mandi," Chief Minister Sukhvinder Singh Sukhu said in a statement.
The Public Works Department has pressed into service 84 excavators, one robot, three dozers and 36 tippers to clear the debris, Sukhu said.
Due to road closures and poor network connectivity, field coordination remains a challenge, and Intra Circle Roaming (ICR) has been activated by the Department of Telecommunications DoT in the Thunag area. Apart from this, ISATs have also been mobilised to the area for emergency communication, he said.
The Jal Shakti department has activated gravity-based small schemes after chlorination to ensure a safe drinking water supply in some villages.
Two teams of the National Disaster Response Force (NDRF), the State Disaster Response Force (SDRF), and police and home guards are engaged in search and rescue operations in Mandi.
A total of 246 kits of ration have been air dropped in Thunag and Janjheli, Sukhu said.
Meanwhile, addressing a press conference in Mandi, Leader of Opposition in the State Assembly Jairam Thakur said that his constituency, Seraj, has been the worst-hit, with 500 houses suffering damage.
He alleged that he had been trying to contact the CM since morning, but there was no response.
Moderate to heavy rain, meanwhile, continued to lash parts of Himachal Pradesh.
Pachhad in Sirmaur district received 133.3 mm of rain since Wednesday evening, the highest, followed by Mehra Barsar 92 mm, Jubbarhatti 59.4 mm, Una 58.6 mm, Jatton Barrage 56.6 mm, Baijnath 55 mm, Shimla 45.9 mm, Nahan 42.5 mm, Brahmani 42.2 mm, Kangra 37.6 mm, Baggi 37.5 mm, Murari Devi 34.6 mm, and Palampur 32 mm.
The weather office has issued an Orange Alert, warning of heavy to very heavy rains in three to seven districts from July 5 to 7, and a Yellow Alert, warning of heavy rain, across the state, barring the tribal Kinnaur and Lahaul and Spiti districts till the weekend.
It also warned of low to moderate flash-flood risk in parts of Kangra, Mandi, Hamirpur, Shimla and Sirmaur in the next 24 hours.

With the recovery of two more bodies, the death toll in the cloudburst and flash flood-related incidents in Himachal Pradesh's Mandi has mounted to 13 while search is underway for 29 others missing, officials said on Thursday.
Ten cloudbursts, three flash floods and a landslide were witnessed in different parts of Mandi district on Tuesday.
Officials said two bodies were recovered this morning. While seven bodies were recovered from Gohar, five were from Thunag and one in Karsog subdivisions of Mandi district.
Over 150 houses, 104 cattle sheds, 31 vehicles, 14 bridges and several roads were damaged in the calamities. A total of 162 cattle perished in the calamities, while 370 people, including 316 in Mandi, were rescued and five relief camps have been set up, the state emergency operation centre (SEOC), said.
The Manali-Keylong road was blocked following floods in a drain near Solang Nallah and the traffic has been diverted through Rohtang Pass. Men and machinery has been deployed by the Border Roads Organisation (BRO), officials said.
A total of 261 roads, including 186 in Mandi district, are closed for traffic in the state while 599 transformers and 797 water supply schemes have been disrupted due to heavy rains in the past few days, the SEOC added.
Both Chief Minister Sukhvinder Singh Sukhu and Leader of Opposition Jai Ram Thakur had visited the affected areas on Wednesday. Sukhu assured locals that if any government land is available nearby, it will be allotted to those who lost their homes. "In case the land falls under forests, the matter will be taken up with the Union government," he added.
Thakur said the number of missing people could rise.
Rations should be air-dropped in areas where roads have been damaged, he said.
Two teams from the National Disaster Response Force (NDRF) and the State Disaster Response Force (SDRF), alongside police and home guards, are actively engaged in search and rescue operations in the district.
Moderate to heavy rains, meanwhile, continued to lash parts of Himachal Pradesh. Pachhad in Sirmaur district received 133.3 mm rain since Wednesday evening followed by Mehra Barsar 92 mm, Jubbarhatti 59.4 mm, Jatton Barrage 566 mm, Una 55.2 mm, Baijnath 55 mm, Brahmani 42.2 mm, Baggi 37.5 mm, Murari Devi 34.6 mm and Kangra 32.6 mm.
The weather office has issued an orange alert, warning of heavy to very heavy rains in isolated areas across the state for five days from July 5 to 9 and warned of low to moderate flash-flood risk in parts of six districts of Kangra, Mandi, Hamirpur, Shimla, Solan and Sirmaur in the next 24 hours.

The death toll from cloudbursts and flash flood-related incidents in the Mandi district of Himachal Pradesh has risen to 10 with the recovery of five additional bodies.
The search for 34 missing people is underway, officials said on Wednesday.
The state witnessed 11 cloudburst incidents, four flash floods and a major landslide on Tuesday, most of which occurred in Mandi district, disrupting normal life.
Cloudbursts were reported at four locations in Gohar, three in Karsog, two in Dharampur, and one in Thunag, Mandi.
Two bodies were recovered in Siyanj, Gohar, and one each in Thunag, Dhar Jarol, and Pandeev Sheel areas, officials reported. The identities of the deceased have not yet been disclosed.
On Tuesday, two deaths were recorded in Bada and one in Talwara, both in Gohar; one person died in Old Bazaar, Karsog; and one body was recovered at Neri-Kotla in Jogindernagar.
A total of 282 roads were closed in the state following heavy rains and 1361 transformers and 639 water schemes were disrupted.
Most of the damage was caused in Mandi where 182 roads were blocked for vehicular movement and 633 transformers and 465 water schemes were affected as of Wednesday morning, according to the State Emergency Operation Centre (SEOC).
Additionally, 24 houses, 12 cattle sheds, one bridge and several roads were damaged, 30 cattle perished in the tragedies while a total of 370 people, including 316 in Mandi, have been rescued and 11 were still stranded, the SEOC added.
Two teams each from the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF), along with police and home guards, are actively engaged in search and rescue operations in the district.
Meanwhile, light to moderate rainfall continues in several regions of the state. Kasauli received 55 mm of rain since the previous evening, followed by Baggi with 54.8 mm, Dharampur with 38.8 mm, Mandi with 36.8 mm, Sarahan with 32 mm, Solan with 27.4 mm, Pandoh with 27 mm, Jubbarhatti with 26.2 mm, and Shimla with 24.2 mm.
