Delhi&rsquo;s road signages, and directional boards, including those at metro stations, will soon display information in Hindi, English, Punjabi and Urdu a move aimed at promoting linguistic diversity and representing the city&rsquo;s official languages.
Bureaucrats working with the Delhi government will also be required to display their names in the four languages on boards outside their offices.
The move aligns with &ldquo;The Delhi Official Languages Act, 2000&rdquo;, which recognises Hindi as the first official language and Urdu and Punjabi as second official languages. Currently most signboards and nameplates in Delhi display information only in Hindi and English.
In a written communication dated November 4, the Department of Arts, Culture and Language directed all departments, civic bodies and autonomous authorities to ensure compliance with the Act, following instructions from Lieutenant Governor (LG) VK Saxena The communication specifies that the sequence of languages on boards and signages should be Hindi, English, Punjabi and Urdu, with uniform font sizes for all.

&ldquo;All government departments/offices/autonomous bodies/local bodies are directed to ensure the implementation of &ldquo;The Delhi Official Languages Act 2000&Prime; and the aforementioned order/sequence of the State Languages including English in the same size of font to write, print, paint, inscribe or emboss the information on boards, Sign-boards, Name-plates and Directional signs in language/s other than Hindi, recognised for use for official purposes in NCT of Delhi,&rdquo; the department&rsquo;s official statement said.
The LG&rsquo;s directive also aligns with a 2011 order from the Union Home Ministry&rsquo;s Department of Official Language, which mandated states in Region A, including Delhi, Bihar and Haryana, to prioritise Hindi on public signages while deciding the order of other languages locally.
Hindi holds the top spot due to its official status and widespread usage followed by English, the associate official language of India given its prominence in administrative and communicative functions.
Punjabi is included to honour the city&rsquo;s significant Punjabi-speaking population, while Urdu because of its cultural and historical relevance.
According to the 2023 Delhi Statistical Handbook, Punjabi is spoken by around 8.73 lakh people, while Urdu is spoken by nearly 8.67 lakh people.
Shehpar Rasool, Chairperson of Delhi Urdu Academy welcomed the move, saying that he is happy to hear the news of the official implementation of &lsquo;The Delhi Official Language Act 2000&rsquo;.
&ldquo;These languages are a representation of our rich multicultural history, which is aptly communicated in an Urdu phrase &ldquo;Ganga-Jamni Tehzeeb&rdquo;. I welcome all the decisions and policies that encourage linguistic and cultural diversity,&rdquo; Rashool told PTI.

By Tuesday afternoon, the AQI surged further to 433, with the concentration of hazardous particulate matter (PM2.5) soaring to 251.5 micrograms per cubic meter&mdash;16.7 times higher than the World Health Organization&rsquo;s (WHO) safe limit of 15 micrograms per cubic meter.

<li>School Adjustments: Schools in Delhi-NCR will shift to a hybrid mode of education for students up to Class IX and XI, combining online and physical classes where feasible.</li>
<li>Vehicle Restrictions: Ban on BS-III petrol and BS-IV diesel vehicles in Delhi, Gurugram, Faridabad, Ghaziabad, and Noida. Exceptions are made for vehicles modified for use by persons with disabilities.</li>

The Delhi High Court on Friday rejected the plea of the widow of the great-grandson of Mughal emperor Bahadur Shah Zafar-II seeking possession of the Red Fort on account of being the legal heir.
A bench of Acting Chief Justice Vibhu Bakhru and Justice Tushar Rao Gedela dismissed the appeal by Sultana Begum against the December 2021 decision of an HC single judge, noting the challenge was filed after a delay of over two-and-a-half years, which could not be condoned.
Begum said she could not file the appeal owing to her bad health condition and the passing of her daughter. &ldquo;We find the said explanation inadequate, considering that the delay is more than two-and-a-half years. The petition was also dismissed (by a single judge) for being inordinately delayed by several decades. The application for condonation of delay is dismissed. Consequently, the appeal is also dismissed. It is barred by limitation,&rdquo; the bench said.
On December 20, 2021, the single judge dismissed Begum&rsquo;s petition seeking possession of the Red Fort taken illegally by the British East India Company, saying there was no justification for the inordinate delay in approaching the court after over 150 years.
The petition, filed through advocate Vivek More, claimed the family was deprived of their property by the Britishers following the first War of Independence in 1857, following which the emperor was exiled from the country and possession of the Red Fort was forcefully taken away from the Mughals.
It asserted that Begum was the owner of the Red Fort as she inherited it from her ancestor Bahadur Shah Zafar-II, who died on 11 November 1862 at age 82, and the government of India was an illegal occupant of the property.
The petition sought a direction to the Centre to hand over the Red Fort to the petitioner or give adequate compensation besides the compensation from 1857 to till date for alleged illegal possession by the government.

The city police launched a drive for the identification of illegal Bangladeshi immigrants residing in Delhi on Wednesday, a day after the LG Secretariat ordered a crackdown on such persons.
One of the Bangladeshi entered the national capital on December 6, he said, adding that the other immigrant is a ragpicker.
Multiple security agencies, including the Delhi Police, are questioning them, the DCP said.
&ldquo;The one who entered Delhi December 6, told police that he paid Rs 25,000 to some agent in Bangladesh and was trying to look for a job here,&rdquo; he said.

The Delhi government has directed operators of the city's hotels, clubs and restaurants serving liquor to verify the age of their clients through hard copies of government-issued identity proofs after violations of the legal drinking age norm were detected.
In Delhi, liquor is served only to persons aged 25 years and above.
The excise department of the Delhi government, during routine inspections by its teams in recent days, found customers younger than 25 years having alcohol at bars, clubs and restaurants.
The inspections also revealed that some customers were consuming liquor pretending to have completed 25 years. Complaints were also received by the department that some excise licensees were serving liquor to underage persons, officials said.
Under the Delhi Excise Act, 2009, no person or licensed vendor or his employee or agent will sell or deliver liquor to any person apparently under the age of 25 years for personal or others' consumption.
The violations of the age restriction norms were reviewed by the department.
"All the licence holders of hotels, clubs, restaurants (HCR) are hereby directed to be more careful and to not serve liquor to any person under the age of 25 years without verifying the age through government-issued IDs," stated a circular issued by the department.
Further, the department has advised the HCR licensees to verify customers' age only with physical IDs instead of virtual ones saved by people on their mobile phones (excluding those in the Digilocker portal) to minimise the use of fake or edited digital IDs.
The violation of the legal drinking age norm invites action under the Delhi Excise Act, 2009.
The legal drinking age was a lingering issue in Delhi as it was lower in the NCR cities of Nodia, Gurugram, Ghaziabad and Faridabad. Under the excise policy 2021-22, now scrapped, there was a plan to lower the legal drinking age to 21 years but it failed to materialise as the policy itself came under attack over allegations of corruption and violations of rules.
Further, in pursuance of a campaign launched recently by Delhi to make the city drug-free in the next three years, the excise department has directed the licensees to take e-pledge on its official website and conspicuously display the certificate at the hotels, clubs and restaurants.
The department has advised the licensees to create awareness among their staff and customers to cooperate in stopping drug abuse and stay away from its use to have a healthy life.

A proposal to teach Manusmriti (Laws of Manu) to Delhi University's LLB students is slated to be discussed in a meeting of its Academic Council on Friday, a move which has drawn criticism from a section of teachers.
The Faculty of Law has sought approval from the highest decision-making body of Delhi University (DU) to revise the syllabus of its first and third-year students to teach them 'Manusmriti'.
The changes in the syllabus of the jurisprudence paper pertain to semesters one and six of LLB.
According to the revisions, two readings on Manusmriti -- Manusmriti with the Manubhasya of Medhatithi by G N Jha and Commentary of Manu Smriti - Smritichandrika by T Kristnasawmi Iyer -- are proposed to be introduced for the students.
The decision to suggest the revisions was unanimously approved in a June 24 meeting of the faculty's Course Committee headed by its dean Anju Vali Tikoo, according to the minutes of the meeting.
Objecting to the move, the Left-backed Social Democratic Teachers Front (SDTF) has written to DU Vice-Chancellor Yogesh Singh stating that the manuscript propagates a "regressive" outlook towards the rights of women and the marginalised communities and that it is against a "progressive education system".
In a letter to Singh, SDTF general secretary S S Barwal and chairperson S K Sagar said recommending Manusmriti to students as a suggested reading "is highly objectionable as this text is adverse to the progress and education of women and marginalised communities in India".
"In Manusmriti, in several sections, it opposes women's education and equal rights. Introduction of any section or part of Manusmriti is against the basic structure of our Constitution and principles of Indian Constitution," the letter read.
The SDTF demanded that the proposal be immediately withdrawn and it should not be approved in the Academic Council's meeting scheduled to be held on July 12.
It further requested the vice-chancellor to issue an order to the law faculty and the concerned staff members to continue teaching the paper jurisprudence based on the existing syllabus.&nbsp;

A Delhi court on Wednesday granted seven days interim bail to former JNU student Umar Khalid, accused in the conspiracy case connected to February 2020 riots, to attend a family event.
Additional sessions judge Sameer Bajpai granted him the reprieve for seven days to attend a family wedding. Khalid is an accused in the alleged larger conspiracy behind the 2020 northeast Delhi riots.

Kejriwal accused the BJP of trying to scuttle several of his party's welfare schemes.

AAP supremo Arvind Kejriwal on Monday said that if re-elected, his party would launch a 'Pujari Granthi Samman Yojana' to give a monthly allowance of Rs 18,000 to Hindu temple priests and granthis of gurdwaras.
The announcement comes ahead of the Delhi Assembly elections, with AAP seeking to retain power for a fourth consecutive term.

"Pujaris and granthis are an important part of our society, but they are often a neglected section. For the first time in the country, we are introducing a scheme to support them, under which they will receive a monthly allowance of Rs 18,000," Kejriwal said, adding, registration for the scheme will start tomorrow.
He also said he would visit the Hanuman Mandir in Connaught Place on Tuesday to oversee the registration process for priests there.
Registration will also be done at other temples and gurdwaras across the city by the AAP workers, he said.
Kejriwal also accused the BJP of trying to scuttle several of his party's welfare schemes.
"Just like the BJP tried to stop the Mahila Samman Yojana by sending police but couldn't, similarly they shouldn't try to stop the 'Pujari-Granthi Samman' scheme. BJP will incur a great sin by doing this.
"This scheme is a tribute to their spiritual contribution to society and their efforts to preserve our cultural heritage," he added in a social media post made after the announcement.
The former chief minister did not specify clear guidelines for the registration process.
He said the number of registrations to avail of the proposed honorarium will be made public once the process is completed.
Delhi Chief Minister Atishi, who also attended the press conference, lauded the initiative.
"When Aam Aadmi Party forms the government in Delhi again, temple priests and Gurudwara granthis who have been preserving and carrying forward our culture and civilisation for generations will be given an honorarium of Rs 18,000 per month. Arvind Kejriwal Ji's decision is not only a tribute to the service of the priests and granthis but also a resolve to preserve our heritage," she wrote in a post on X.
Meanwhile, imams and muezzins of the mosques under the Delhi Waqf Board in Delhi staged a protest outside Kejriwal's residence over the delay in the release of their salaries.
Protestors claimed their monthly honorarium of Rs 18,000 (for imams) and Rs 16,000 (for muezzins) have been delayed for over one and a half years.

The Directorate of Education on Monday asked schools in Delhi to prevent the enrolment of &ldquo;illegal Bangladeshi migrants&rdquo; by ensuring a strict document verification process during admission.
&ldquo;Schools must ensure strict admission procedures, verification of students&rsquo; documentation to prevent illegal Bangladeshi migrants&rsquo; enrolment&hellip; implementation of greater scrutiny to detect and prevent unauthorised admissions of illegal Bangladeshi migrants, in particular,&rdquo; according to the circular.
It directed the heads of all government, government-aided and unaided recognised private schools to refer to the local police and the revenue authority in any case where they have doubts.
The Directorate of Education further instructed the school heads to ensure that a careful process is followed to verify and handle all necessary documentation when enrolling the children of migrants.
The District Directorate of Education (districts/zones) was directed to submit weekly reports of all such cases to the school branch headquarters and the Directorate of Education.

Ahead of the Delhi Assembly polls, the state unit of the BJP has formed a &ldquo;chargesheet committee&rdquo; that has so far issued detailed reports listing the alleged failures of the ruling AAP MLAs.

Senior BJP leader Anurag Thakur on Monday issued a &ldquo;chargesheet&rdquo; against AAP national convenor Arvind Kejriwal, accusing him of turning Delhi into a &ldquo;corruption lab&rdquo; through a series of &ldquo;scams&rdquo;.
No immediate reaction was available from the Aam Aadmi Party (AAP) over the allegations of the BJP leader.

He charged that the smog tower in Connaught Place, which was supposed to provide relief from air pollution, was lying defunct although the AAP government spent crores of rupees on advertisement.
He cited water shortage, lack of sanitation, damaged roads, and other issues to corner the ruling AAP.
Thakur also alleged that the AAP has been supporting &ldquo;anti-national&rdquo; forces and Kejriwal questioned India&rsquo;s surgical strikes. He said the party got the support of &ldquo;Khalistanti elements&rdquo; during the Punjab polls.

The rain is expected to improve the air quality in the coming hours.

Delhiites woke up to a drizzle and fog on Monday morning with the minimum temperature settling at 8.6 degrees Celsius, a notch below the seasonal average, according to the India Meteorological Department (IMD).
At 8.30 am, Delhi&rsquo;s Air Quality Index (AQI) stood at 402, in the &lsquo;severe&rsquo; category, Central Pollution Control Board (CPCB) data showed.
The rain is expected to improve the air quality in the coming hours.
The humidity level in the city was recorded at 95 per cent at 8.30 am.
The maximum temperature is expected to settle around 20 degrees Celsius, the IMD said.

The Supreme Court on Friday ruled that the Delhi-Noida-Direct (DND) flyway will be toll-free as it dismissed a plea by a private firm challenging the 2016 decision of the Allahabad High Court order asking it to stop collecting tolls from commuters.
The decision will benefit lakhs of people who commute daily on the flyway.
A bench of Justices Surya Kant and Ujjal Bhuyan held that awarding a contract to private firm Noida Toll Bridge Company Ltd (NTBCL) to collect tolls from commuters plying on the DND flyway was unjust, unfair and arbitrary.
"There is no reason for the collection of the user or toll fee to continue. We hold that the agreement (for toll collection) is invalid,&rdquo; the bench said.
It pulled up the NOIDA authority for delegating toll collection to private firm NTBCL, which did not have any prior experience and said it had resulted in unjust enrichment.&nbsp;
The bench said NOIDA overstepped its authority by delegating the powers to NTBCL to collect or levy fees and it has led the general public to part with hundreds of crores of rupees.
The high court, in October 2016, had ruled that there would be no toll collected henceforth from those using the 9.2 km-long, eight-lane Delhi-Noida Direct flyway. The order was passed as the high court allowed a PIL by the Federation of Noida Residents' Welfare Association.
The PIL, filed in 2012, had challenged the "levy and collection of toll in the name of user fee by the Noida Toll Bridge Company".
In an over 100-page judgment, the high court had held, "the user fee which is being levied/realised is not supported by the legal provisions relied upon by the Concessionaire (Noida Toll Bridge Company), Infrastructure Leasing and Financial Services (promoter and developer of the project) and the Noida Authority."
It had said the "right to levy and collect user fee from the commuters as conferred upon the Concessionaire under the concession agreement suffers from excessive delegation and is contrary to the provisions of the UP Industrial Development Act".
