The Council, the apex body of NITI Aayog, includes all chief ministers, lieutenant governors of Union Territories and several Union ministers. The prime minister is the Chairman of NITI Aayog.
Union ministers Amit Shah, Nitin Gadkari, Rajnath Singh, S Jaishankar and chief minister of Uttar Pradesh, West Bengal, Haryana, Madhya Pradesh and Assam, among others are attending the meeting.&nbsp;

Telangana Chief Minister K Chandrasekhar Rao has boycotted the meeting. He said that the Centre's think tank and its meetings serve "no constructive purpose" and that participating chief ministers are given "hardly a few minutes" to express their views.
In a letter to Modi, KCR expressed his anguish against the central government for not giving states the "flexibility to design and modify schemes based on their needs".

Indian Space Research Organisation's tryst with history suffered a setback on Sunday, as the maiden Small Satellite Launch Vehicle (SSLV) suffered "data loss" at the terminal stage, although three stages "performed and separated" as planned and the scientists were "currently analysing" the data to ascertain the cause behind it.
On Sunday morning, in its mission to place an earth observation satellite and students satellite into the low earth orbit, the SSLV-D1/EOS-02 blasted off precisely at 9.18 am amid cloudy skies from the first launch pad at Satish Dhawan Space Centre in this spaceport.
The 34-metre long rocket soared majestically on completion of its nearly seven-and-half-hour countdown on Sunday.
The scientists at the Mission Control Centre gave updates about the health of the rocket soon after lift-off.
Screens at the Media Centre showed that the satellite was well on its trajectory before suffering "data loss" as described by Chairman S Somanath.
"All stages performed as expected. The first stage performed and separated, second stage performed and separated, the third stage also performed and separated, and in the terminal phase of the mission, some data loss is occurring and we are analysing the data and we will comeback on the status of the satellites as well as the vehicle performance soon," he said from the Mission Control Centre, minutes after the launch.
A jubilant mood at the Mission Control Centre soon made way to anxiety as scientists were seen glued to the computer screens and confused, before Somanath updated the mission status.
There has been no official word on whether the mission was successful, as currently scientists were analysing the data from the rocket and so far there has been no official confirmation on the success of the mission.
From the screens displayed at the Satish Dhawan Space Centre, it was seen that the two satellites -- Earth Observation Satellite and the AzaadiSAT -- got separated as planned.
After establishing itself with successful launches of various satellites using its Polar Satellite Launch Vehicle (PSLV) and Geosynchronous Satellite Launch Vehicles (GSLV), ISRO had targeted the SSLV market which places the satellites into 500 kms low earth orbit.

The Earth Observation Satellite EOS-02 and the co-passenger student satellites AzaadiSAT are the major payloads for the SSLV.
The EOS-02 is an experimental optical remote sensing satellite with a high spatial resolution. It is to realise and fly an experimental imaging satellite with a short turnaround time and to demonstrate launch-on-demand capability. EOS-02 belongs to the microsatellite series of spacecraft.
The AzaadiSAT is a 8U CubeSat weighing around 8 kilograms. It carries 75 different payloads each weighing around 50 grams. Girl students from rural regions across the country were provided guidance to build these payloads.
The payloads are integrated by the student team of 'Space Kidz India'. The ground system developed by 'Space Kidz India' will be utilised for receiving the data from this satellite, ISRO said.
It is not the first time for ISRO to face a setback on its maiden launch missions as PSLV -- dubbed as one of the trusted workhorses for the space agency -- was not successful in its first flight way back on September 20, 1993.
After its first successful launch in October 1994, PSLV emerged as the reliable and versatile launch vehicle of India with 39 consecutively successful missions by June 2017.
It had successfully launched the CHANDRAYAAN-1 in 2008 and also the Mars Orbiter Spacecraft in 2013 that later travelled to the Moon and Mars, respectively.
The first flight of GSLV in April 2001 carrying GSAT-1 was successful for ISRO. From January 2014, the vehicle has achieved four consecutive successes, ISRO said.
The first developmental flight of GSLV Mk-III, successfully placed GSAT-19 satellite to a Geosynchronous Transfer Orbit (GTO) on June 5, 2017.

The Election Commission on Sunday issued a certificate announcing the election of NDA candidate Jagdeep Dhankhar as the 14th vice president of India. Chief Election Commissioner Rajiv Kumar and Election Commissioner Anup Chandra Pandey signed the "Certification of the Election" of Dhankar.
A signed copy of the certificate was handed over to the Union Home Secretary by senior Deputy Election Commissioner Dharmendra Sharma and Narendra N Butolia, senior Principal Secretary in the EC, the poll panel said. It will be read out at the time of oath taking ceremony of the new vice president on August 11.

"The words famously attributed to Voltaire, 'I disapprove of what you say, but I will defend to death your right to say it,' must be incorporated into our being.
Making mistakes, being accepting and tolerant to the opinions of others by no means translates to blind conformity, and it does not mean not standing up against hate speech," the judge said.
As the students step into the outer world amid "the increasing noise and confusion of political, social and moral clashes of majority," they must be guided by the path of their "own conscience and equitable reasons," he said at the 11th convocation of the GNLU.
He also quoted writer Seth Godin's analogy of the current and the wind.
"On the river, it is the current that will move the canoe far more than the wind will. But the wind distracts us....The current is our persistent systems of class and race and gender, and powerful industry economy. And if I may add, in our context, caste as well," Justice Chandrachud said, quoting the author.
The current can be overcome, but it takes "focussed effort," the judge said.
"On the other hand, the wind is the breaking news of the moment, the latest social media sensation. And the thin layer of hype that surrounds us. It might be a useful distraction, but our real work lies in overcoming the current or changing it," he added.
"It helps to see it first and to ignore the wind where we can. This quotation is especially relevant to remember in today's world with polarising opinions and conflicting actions," the judge added.

An FIR was registered in Uttrar Pradesh against the in-laws and husband of a woman who ended her life in New York on Wednesday alleging years of domestic abuse, police said.
Mandeep Kaur (30) allegedly committed suicide on August 3 after sending a video to her father in which she spoke about years of domestic abuse by her husband Ranjodhveer Singh Sandhu. Kaur leaves behind two young daughters aged 4 and 6 years.
On the compaint of the father of the deceased, an FIR has been filed against the husband under sections 306 (abetment to suicide) and 498A (dowry demand) of the Indian Penal Code, Najibabad police station in-charge Ravindra Kumar Verma said on Saturday.
Najibabad Circle Officer Gajendra Pal Singh said the police have also registered a case against the mother-in-law, father-in-law and brother-in-law of the deceased.
Kaur hanged herself after sending a video late in the night on August 2 , as per Indian time, said her father Jaspal Singh, a resident of Taharpur in Najibabad.
In the 2.49 minute video sent to him, Kaur has alleged that Ranjodhveer used to beat her daily, Singh said.
In the video, Kaur, seen crying and distressed, says she cannot take the abuse anymore and also talks about taking her own life.
She also alleged that Ranjodhveer had extramarital affairs with other women and used to beat her after drinking alcohol whenever she objected.
Singh said that in 2015, Mandeep was married to Ranjodhveer, a resident of Badhiya village in Najibabad and in 2018, both went to America.
Ranjodhveer had taken a truck on loan, Singh said, adding he also used to beat her daughter for demanding Rs 50 lakhs.
Kaur's post-mortem has been done and her husband is in police custody there, Singh added.

The decision came following a report by the Superintendent of Police of Bishnupur district that a vehicle was set ablaze by 3-4 men at Phougakchao Ikhang on Saturday evening.
The crime has created communal tension, the order said.
The District Magistrate of Bishnupur has also imposed prohibitory orders under Section 144 of the CrPC for a period of two months across the valley district beginning Saturday evening.
Tension has been brewing in the state after All Tribal Student Union Manipur (ATSUM) imposed an indefinite economic blockade along the national highways of the landlocked state on Friday morning.
The student body had been demanding that the Manipur (Hill Areas) Autonomous District Council Bill 2021 be tabled in the Assembly.
The imposition of the indefinite economic blockade prompted a valley-based organisation Meitei Leepun to lock the Imphal office of ATSUM on Friday afternoon.
Meitei Leepun claimed that the blockade targets the valley area of the state.
The ATSUM was demanding the tabling of the Manipur (Hill Areas) Autonomous District Council (Amendment) Bill 2021 in the Monsoon session of the assembly for greater financial and administrative autonomy of the hill region to ensure development at par with the valley areas of the state.
Instead, the N Biren Singh-led BJP government of the state introduced the Manipur (hill areas) district council 6th and 7th amendment bills on Tuesday, which the protesters claimed was not in line with their demands.
ATSUM was observing a total shutdown in the tribal-dominated hill of Kangpokpi and Senapati since Tuesday after the amendment bills were introduced unannounced.

 A CISF jawan allegedly shot and injured two of his colleagues at the Indian Museum in Kolkata on Saturday, officials said.
The jawan used his service weapon to shoot at an assistant sub-inspector and a head constable.
The two personnel have suffered bullet injuries, they said.
The incident took place around 6:45 pm in the barracks at the museum, which is India's "oldest and largest" such facility.
The CISF took over the armed security of the museum in December 2019.
The museum, located in the heart of Kolkata, is an autonomous organisation under the administrative control of the Union Ministry of Culture.

The incident took place around 6:45 pm in the barracks at the museum, which is India's "oldest and largest" such facility.

A jawan of the Central Industrial Security Force (CISF) fired indiscriminately, killing one colleague and seriously injuring another inside their barrack attached to the Indian Museum in Kolkata on Saturday evening, officials said.
The jawan who used his service weapon to shoot at his colleagues was disarmed and arrested, a Kolkata Police officer said.
After the firing, the two injured men were taken to the state-run SSKM Hospital where one of them died.
"The incident took place at around 6.30 PM. One CISF jawan was killed while another is badly injured. We have arrested the accused," Police Commissioner Vineet Goyal said.
The incident took place in the barrack inside the museum, which is India's "oldest and largest" such facility.
The CISF took over the armed security of the museum in December 2019.

Prime Minister Narendra Modi met Vice President-elect Jagdeep Dhankhar on Saturday evening to congratulate him on his win.

Even after acquittal in the rape case, the MP will continue to remain in jail in the pending case of abetment of suicide filed in Lucknow.

A special court of Varanasi on Saturday acquitted Bahujan Samaj Party (BSP) Lok Sabha MP Atul Rai in a case of alleged rape and cheating filed in 2019 by a woman who died by suicide outside the Supreme Court last year after accusing senior police officers of colluding with the accused.
Anuj Yadav, the advocate of the MP, said that the special judge of the MP-MLA court, Siyaram Chaurasia, gave the decision in favour of Atul Rai, who represents the Ghosi Lok Sabha seat and has been in jail since June 2019 in the case.
"Evidence could not be submitted on the behalf of the victim, and the incident could not be proved," the lawyer said.
Even after acquittal in the rape case, Yadav said that the MP will continue to remain in jail in the pending case of abetment of suicide filed in Lucknow.
On May 1, 2019, the 24-year-old woman filed a complaint of rape against Atul Rai and others. She alleged said that Rai took her to his flat in Varanasi, raped her, made objectionable videos and took photographs. After this, he threatened to put the videos online.

On June 22, 2019, Rai surrendered in court, and since then, he is lodged in Naini Jail in Prayagraj.
In August last year, the woman, a resident of Mau and a student at a university in Varanasi, along with her friend and witness in the case died after self-immolation outside the Supreme Court in Delhi.
Before committing suicide, the two had recorded a Facebook Live video in which the alleged victim disclosed her identity and claimed that she had filed the rape case against Rai in 2019. She also alleged that some senior police officers were supporting the accused.
Rai was booked by the Hazratganj police in Lucknow for abetting the suicide of the two.
In July, the Lucknow Bench of the Allahabad High Court, while denying bail to Rai, had asked Parliament and the Election Commission of India to take effective measures to remove criminals from politics and break the unholy nexus among them, politicians and bureaucrats.
A bench of Justice Dinesh Kumar Singh said it is the responsibility of Parliament to show its collective will to restrain criminals from entering politics or legislature to save democracy.
Considering the criminal history of 23 cases against Rai, the might of the accused, evidence on record and the possibility of tampering with the evidence, the bench said, it did not find any ground to grant bail to him at this stage.

Bihar to hire shooters to cull nilgai, wild boar after crop damage complaints by farmers

After receiving multiple complaints by farmers over large-scale destruction of crops by herds of nilgai or blue bull, locally known as ‘Ghodparas’ and wild boar in certain districts of Bihar, the state government has decided to hire professional shooters possessing licensed guns to kill the two species outside protected forest area.


Bihar had officially declared nilgai as &lsquo;vermin&rsquo; in 2015 after its plea was accepted by the Centre following a series of complaints from various districts of the state about these wild animals ravaging farmlands.

After receiving multiple complaints by farmers over large-scale destruction of crops by herds of nilgai or blue bull, locally known as &lsquo;Ghodparas&rsquo; and wild boar in certain districts of Bihar, the state government has decided to hire professional shooters possessing licensed guns to kill the two species outside protected forest area.
Erosion of forest cover due to rapid urbanisation has pushed these animals to shift from natural forest cover to farmland bringing them into direct conflict with humans.
Arvind Kumar Chaudhary, the principal secretary of environment, forest and climate change department, said village 'mukhiyas' (heads) have been given the authority to assess the complaints of crop damage filed by farmers, and accordingly take a call if a state-appointed shooter should be told to cull the wild animals as and when it strays into the fields in search of food.
&ldquo;Blue bull and wild boar have been destroying agricultural crops extensively in the districts of Muzaffarpur, Vaishali, Sitamarhi, Bhojpur and Sheohar. Keeping the provisions of the Wild Life (Protection) Act, 1972 in mind, the forest department has appointed mukhiyas as the nodal authority to identify and allow the killing of these two species outside the protected area by state-appointed shooters," he said.
&ldquo;The job will have to be undertaken in coordination with the officials of the forest department,&rdquo; Chaudhary told PTI.
He also said that a high-level committee has been constituted to select professional shooters possessing licensed guns.
The committee has so far received applications from 14 shooters and the process of hiring them will be completed by the end of this month, Chaudhary stated.

Explaining further, he said, &ldquo;Procedures laid down for the operation have to be strictly followed. Mukhiyas will play a very crucial role in the entire exercise &ndash; from giving the go-ahead to making arrangements for burial. The government will bear the cost of cartridges and burial.&rdquo; Bihar Panchayati Raj Minister Samrat Choudhary, when approached, said extreme caution has to be maintained while carrying out the operation.
&ldquo;There is no doubt that these two animals are causing huge damage to crops in certain districts of the state. But mukhiyas will have to act very cautiously. A mukhiya should issue hunting permits to shooters only after proper verification of farmers' complaints. The village heads will have to submit a monthly report to the competent authority,&rdquo; he told PTI.
According to officials, farmers in some parts of Bihar had long been complaining of crop losses with these two species often straying into their fields, especially during this time of the year.
Meanwhile, Alokparna Sengupta, the managing director of the India wing of Humane Society International, said culling of animals cannot be the solution to this problem.
&ldquo;Such measures have been taken by other state governments, too, in the past. That never led to any permanent solution. The problem still persists there. Killing of innocent animals must be condemned,&rdquo; she added.&nbsp;

China's embassy has sought an urgent meeting with senior Sri Lankan authorities after Colombo sought a deferment of the planned docking of a high-tech Chinese research vessel at the strategic Hambantota port over which India raised concerns.

The Chinese vessel's docking at the strategically important Hambantota port, developed largely with Chinese loans, was approved on July 12 by former Sri Lankan president Gotabaya Rajapaksa before he fled the country.

Chinese embassy has sought an urgent meeting with senior Sri Lankan authorities after Colombo sought a deferment of the planned docking of a high-tech Chinese research vessel at the strategic Hambantota port over which India raised concerns.
The Chinese space and satellite tracking research vessel 'Yuan Wang 5' was scheduled to dock at the Hambantota Port from August 11 to 17, weeks after Sri Lanka witnessed a major political turmoil following massive mass protests over the country's worst economic crisis in decades.
A 'third-person' note from Sri Lanka's Foreign Ministry to the Chinese embassy in Colombo dated August 5 says &ldquo;the ministry wishes to request that the arrival of the vessel Yuan Wang 5 in Hambantota to be deferred until further consultations are made on the matter.&rdquo; The Chinese embassy in Colombo sought an urgent meeting with the higher Sri Lankan authorities to discuss the issue after receiving the note from the Foreign Ministry seeking a delay in the visit, sources here said.
Some Sri Lankan news portals also reported that Sri Lankan President Ranil Wickremesinghe held a closed-door meeting with China's Ambassador Qi Zhenhong after Colombo sought a deferment of the planned docking.
But the President's Office denied the media reports over the meeting.
On July 12, amidst the political turmoil in Sri Lanka, the then government approved the Chinese vessel's docking at the Hambantota port.
The Chinese vessel was expected to dock at the Sri Lankan port for "refuelling and &lsquo;replenishment&rsquo; and will conduct satellite control and research tracking in the northwestern part of the Indian Ocean region through August and September.
The southern deep-sea port of Hambantota is considered strategically important for its location. The port, located in the hometown of the Rajapaksa family, has been developed largely with Chinese loans.
According to media reports here, India has informed Sri Lanka that the docking of the high-tech Chinese research vessel could pose a threat to its national security.
Sri Lanka received strong messages of protests from India as the ship was said to have the capability to track satellites and intercontinental ballistic missiles, the report said.
India has said it carefully monitors any development having a bearing on its security and economic interests.
"We are aware of reports of a proposed visit by this vessel to Hambantota in August," External Affairs Ministry Spokesperson Arindam Bagchi said in New Delhi when asked about the reports of a proposed visit by a Chinese vessel.
"The government carefully monitors any development having a bearing on India's security and economic interests and takes all necessary measures to safeguard them," he said last month.
New Delhi is concerned about the possibility of the ship&rsquo;s tracking systems attempting to snoop on Indian installations while being on its way to the Sri Lankan port.
India has traditionally taken a stern view of Chinese military vessels in the Indian Ocean and has protested such visits with Sri Lanka in the past.
The ties between India and Sri Lanka had come under strain after Colombo gave permission to a Chinese nuclear-powered submarine to dock in one of its ports in 2014.
China is the main creditor of Sri Lanka with investment in infrastructure. Debt restructuring of Chinese loans would be key to the island&rsquo;s success in the ongoing talks with the International Monetary Fund for a bailout.
India on the other hand has been Sri Lanka&rsquo;s lifeline in the ongoing economic crisis.
India has been at the forefront of extending economic assistance of nearly USD 4 billion to Sri Lanka during the year as the island nation is grappling with the worst economic crisis since independence in 1948.
As the new Sri Lankan president looks at pulling the country out of its economic crisis, India has said that it will continue to assist the island nation and support its people in their quest for stability and prosperity.
Prime Minister Dinesh Gunawardena last week said Sri Lanka was looking forward to settle the issue of the vessel's visit with an "approach of friendship".
India&rsquo;s concerns have been focused on Hambantota port in particular. In 2017, Colombo leased the southern port to China Merchant Port Holdings for 99 years, after Sri Lanka was unable to keep its loan repayment commitments, fanning fears over the potential use of the port for military purposes.&nbsp;

The Indian Space Research Organisation (ISRO) on Sunday said the satellites onboard its maiden Small Satellite Launch Vehicle "are no longer usable" after the SSLV-D1 placed them in an elliptical orbit instead of a circular one.

The Indian Space Research Organisation (ISRO) on Sunday said the satellites onboard its maiden Small Satellite Launch Vehicle "are no longer usable" after the SSLV-D1 placed them in an elliptical orbit instead of a circular one.
The space agency said a committee would analyse and make recommendations into today's episode and with the implementation of those recommendations "ISRO will come back soon with SSLV-D2." "SSLV-D1 placed the satellites into 356 km x 76 km elliptical orbit instead of 356 km circular orbit. Satellites are no longer usable. Issue is reasonably identified. Failure of a logic to identify a sensor failure and go for a salvage action caused the deviation," ISRO said in an update on its official Twitter handle.
It added a detailed statement by ISRO Chairman S Somanath will be "uploaded soon." In its maiden SSLV mission, the launch vehicle carried The Earth Observation Satellite EOS-02 and the co-passenger student satellites AzaadiSAT.
SSLV had suffered 'data loss' in its terminal stage, after performing "as expected" in all stages. It had earlier after lifted off from the spaceport here on Sunday morning.

The National Investigation Agency (NIA) has arrested an active ISIS member from Delhi's Btala House area, an official said on Sunday, claiming the &ldquo;radicalised" individual was collecting funds for the global terror group. The NIA has presented the accused in a Delhi court and sought seven days of custody.
The accused, identified as Mohsin Ahmad, originally hailing from Patna in Bihar, was arrested by NIA's search party on Saturday after a search operation was conducted at his residence. According to the probe agency, Ahmad is a "radicalised and active member of ISIS" and was arrested for his "involvement in collection of funds for ISIS from sympathisers in India as well as abroad".
NIA further said that the accused was sending these funds to Syria and other places in the form of cryptocurrency in order to further ISIS&rsquo; activities.&nbsp;

The NIA had registered the case suo-moto on June 25. Further investigations in the case are in progress, the NIA said.

The National Testing Agency (NTA) on Saturday delisted 53 exam centres from conducting the Common University Entrance Test for Under Graduate (CUET-UG) admissions after exams had to be rescheduled over the past two days following 'technical glitches' at several centres.


The action was taken for 'non-compliance of protocols' and the centres were also warned of strict action in case of "sabotage".

The National Testing Agency (NTA) on Saturday delisted 53 exam centres from conducting the Common University Entrance Test for Under Graduate (CUET-UG) admissions after exams had to be rescheduled over the past two days following 'technical glitches' at several centres.
The action was taken for 'non-compliance of protocols' and the centres were also warned of strict action in case of "sabotage".
For the remaining schedule of the CUET-UG, no exam will be held at these delisted centres.
On Thursday, the first shift of the exam was cancelled in 17 states, while the second shift was cancelled at all 489 centres. On Friday, the exam was cancelled at 50 centres.
On Saturday, NTA anticipated a similar situation and cancelled the CUET-UG for the day at 53 centres and sent messages to candidates about its postponement on Friday night. These exams will now be held between August 12 and August 14.
The Minister for Education Dharmendra Pradhan was also forced to hold a review meeting along with officials of his Ministry, the University Grants Commission (UGC), All India Council for Technical Education and NTA after large number of complaints were registered from affected students and their parents.
&ldquo;It was found that some of the centres failed to comply with the laid down protocols. Any incidence of non-compliance/sabotage/ignorance will be viewed very seriously and strict action will be taken against those centres to ensure smooth conduct of examinations in future,&rdquo; the NTA said in a press statement.
Of the 53 centres, 32 are in Delhi.
&ldquo;We are working on a comprehensive plan for exams that have been rescheduled. We will intimate the exact schedule in a few days. We have also received representations from those seeking change in dates because of clash with other competitive exams and are looking into their requests,&rdquo; Mr. Joshi said. The NTA is yet to announce when the result will be declared, but the DG said that there will be no delay. &ldquo;We have enough space available,&rdquo; he said.
The NTA is conducting CUET -UG 2022 from July 15 to August 20 in two phases at 489 centres in 259 cities in India and nine cities abroad. The exam is being held in two shifts &mdash; morning and afternoon. Approximately 14.9 lakh students have registered for the exam.
Congress leader Rahul Gandhi hit out at the government on Twitter, saying the &ldquo;new education policy of amrit kaal&rdquo; was to have &ldquo;parikshaa pe charcha&rdquo; (Prime Minister Narendra Modi&rsquo;s interaction with students) before exams, &ldquo;no question paper, no discussion&rdquo; at the time of exams and &ldquo;after the exam a future in darkness&rdquo;. He said, &ldquo;today what is happening with students of CUET is the story of every youth in the country.&rdquo;
