Kumar resigned as the Bihar CM on Wednesday and then staked claim before Governor Arif Mohammed Khan to form the new government.
Apart from the Cabinet berths for the main NDA constituents, the BJP and JD(U), the other partners of the alliance are also likely to get one ministerial post for every six MLAs to ensure a balanced representation.
According to sources, eight MLAs each from BJP and JD(U) will take oath during the day. On the other hand, one ministerial berth each will likely go to the Rashtriya Lok Morcha (RLM) and Hindustani Awam Morcha (Secular) or HAM(S), three to Chirag Paswan's Lok Janshakti Party (Ram Vilas).
Those eight JD(U) MLAs include Bijendra Prasad Yadav, Vijay Choudhary, Shrowan Kumar, Lesi Singh, Mohammad Zama Khan, Sunil Kumar and Ashok Chowdhary. So far as BJP MLAs are concerned, Samrat Choudhary, Vijay Kumar Sinha and Renu Devi are also expected to become ministers.
A three-day session of the newly constituted assembly will start from November 26 in which the Speaker and Deputy Speaker will be elected and new members will take oath. The BJP's Prem Kumar is likely to be elected as Speaker of the assembly.
Sources said the new Cabinet will be expanded after Makar Sankranti on January 14 next year. Elaborate security arrangements have been put in place, and over three lakh people are anticipated at the event, a senior official said.
The NDA stormed back to power in Bihar, winning 202 seats in the 243-member assembly, with BJP bagging 89, JD(U) 85, LJP(RV) 19, HAM(S) 5 and RLM 4.

Kumar, accompanied by Deputy CM Samrat Choudhary and Chief Secretary Pratyaya Amrit, met the Governor after the meeting.

Joyous scenes were witnessed outside the JD(U) headquarters in Patna, with party workers bursting firecrackers, smearing 'gulaal' on one another, and playing drums, as NDA led in 186 seats in the 243-member Bihar assembly.
What began as a cautious cluster of workers glued to their mobile phones quickly morphed into a swelling carnival as the Election Commission's updates kept nudging the NDA deeper into a commanding lead.
The JD(U)'s own 76-seat lead electrified the crowd, prompting a volley of cheers and rounds of fireworks that left the air thick with acrid smoke. A giant poster of Nitish Kumar was lifted above the crowd, its edges snapping in the November breeze.
"Nitish ji ki paanchvi jeet likhi ja chuki hai... bas formalities baaki hain! (Nitish ji's fifth victory is already written... only the formalities remain!)" a jubilant worker told a Hindi news channel.
A row of elderly loyalists sat under a makeshift tarpaulin, softly beating a 'dholak'. "2005 se lekar aaj tak... logon ne dekha hai kaun sarkar chalata hai aur kaun sirf hawa banata hai, (From 2005 till today, people know who actually governs and who just makes noise)," said Ramesh Yadav, a booth worker from Nalanda who claimed he had attended every JD(U) celebration since Nitish's debut win.
The celebration had all the theatrics of a milestone moment. A youth group marched with a giant green thermocol arrow, the poll symbol of JD(U), chanting, "Teer chalega, Bihar badega!" (the arrow will strike, Bihar will progress!).

As the NDA appeared to register a landslide victory in Bihar on Friday, Patna's skyline saw a visual grammar of its own -- bold, swaggering and unmistakably centered on one man: Nitish Kumar.
As the NDA's advantage solidified through the morning, freshly minted posters began appearing across the city, leaving no ambiguity about who, in the JD(U)'s telling, remained Bihar's central axis of power.
Outside the chief minister's residence, a massive poster of Nitish Kumar standing beside a crouching tiger, with the tagline 'tiger abhi zinda hai' (the tiger is still alive), became the first showstopper of the morning. The imagery was not subtle. It was defiant, triumphant, and unmistakably aimed at setting the tone before the numbers settled.
Through the day, more posters sprouted across arterial stretches, roundabouts, party offices and neighbourhood corners, as though Patna itself had been cast in a JD(U) production.
One declared: 'Humaare Bihar mein ek star, har baar Nitish Kumar' (in our Bihar, there is only one star; every time, it is Nitish Kumar).

The design was more striking, a towering image of Nitish, with a smaller photograph of Prime Minister Narendra Modi in the backdrop.
Another went even further, stating simply, 'Bihar ka matlab Nitish Kumar' (Bihar means Nitish Kumar), a sweeping assertion that sought to blur the line between individual and the state's identity.

Political observers said the visual grammar made the JD(U)'s message crystal clear: In Bihar's political theatre, Nitish Kumar is not just the protagonist, he is the plot.
"The line 'Hamaare Bihar mein ek star' is not just praise. It is a reminder that whatever the arithmetic at the Centre, Bihar's leadership mantle is that of Nitish ji," a JD(U) worker told a TV channel, pointing to the posters.
The timing was even more telling.
Even though the BJP was leading in more seats than the JD(U), the posters doubled as a calibrated counter to weeks of speculation, fanned by the Mahagathbandhan and pockets of the political commentariat that the BJP might project a new CM face after the polls. On the other side, the Mahagathbandhan's figures were anchored by the RJD's 30, followed by Congress (five), CPI(ML) Liberation (four), and CPI(M) (one).
AIMIM was ahead in five seats and the BSP in one.
At several spots, groups of JD(U) workers stood posing beside the posters as though unveiling a premature victory banner.
"Sirf trends aaye hain, par message clear hai. Nitish ji politics ka asli tiger hain (only trends have emerged, but the message is clear: Nitish Kumar is the real tiger of politics)," a worker said, grinning into a TV camera.
When asked about the 'tiger zinda hai' posters surfacing outside Nitish's residence, BJP state president Dilip Jaiswal brushed aside the episode with a smile: "His stature is bigger than a tiger. Much bigger."
JD(U) spokesperson Neeraj Kumar attributed the NDA's strong early leads to welfare schemes prioritised under Nitish Kumar's leadership.
"Nitish Kumar ji will remain the chief minister as long as he wishes. His will, the people's aspiration and the NDA's resolve are aligned," he said.

Bihar registered a historic voter turnout of 67.13 per cent in the elections to the 243-member assembly in two phases on November 6 and 11.
Counting of votes will begin at 8 am, and the trends and results are likely to start trickling in by 9 am. A total of 46 counting centres have been enumerated by the Election Commission across 38 districts in the state. A total of 7.45 crore voters were eligible to decide the electoral fate of 2,616 candidates.
According to a statement issued by the EC on Wednesday, EVMs and VVPATs used in the elections have been sealed inside the strong rooms under a double-lock system. "Under the presence of central observers and agents deputed by candidates, the entire process will be videographed," the statement said.
Two-tier security has been ensured at the counting centres. "While the inner tier has been assigned to central armed paramilitary forces (CAPFs), state police have been deployed at the outer rung. Also, 24/7 CCTV surveillance and other security provisions have been put in place," the statement said.
A control room has been set up within every strong room campus, which will be staffed with senior district officials. All district election officers and returning officers of the assembly constituencies concerned have been directed to frequently inspect the strong rooms.
Exit polls have been nearly unanimous in predicting a clean sweep for the NDA, of which the JD(U) is a part, much to the annoyance of the opposition INDIA bloc. Tejashwi Yadav, the young RJD leader whom the opposition coalition has named its chief ministerial candidate, rubbished these predictions and claimed Mahagathbandhan would form the government with a thumping majority.
The NDA in Bihar comprises five parties, though a bulk of seats, in the 243-strong assembly, were contested by JD(U) and BJP, both of which fielded candidates in 101 constituencies each. The INDIA bloc includes RJD, Congress, CPI(ML) Liberation, other Left parties, and Vikasheel Insaan Party (VIP).

In Katihar district, CPI(ML) Liberation&rsquo;s Mehboob Alam (Balrampur) and Congress leader Shakeel Ahmed Khan (Kadwa) are eyeing third straight wins.
This phase is also crucial for smaller NDA partners &mdash; Hindustani Awam Morcha (HAM) led by Jitan Ram Manjhi, and Upendra Kushwaha&rsquo;s Rashtriya Lok Morcha (RLM) &mdash; each contesting six seats. A high alert has been sounded across poll-bound Bihar following an explosion near the Red Fort in Delhi, in which at least eight people were killed on Monday, Director General of Police Vinay Kumar said.
The security has already been beefed up across Bihar for the second and final phase of the assembly polls on November 11.
Talking to PTI, Kumar said, "A high-security alert has been sounded across Bihar following the explosion near the Red Fort."
"All district police and several other wings of the Bihar Police have been directed to maintain a close watch and extraordinary vigil to thwart any attempt by anti-national elements by intensifying area domination patrolling and search operations," he said.
A high-intensity explosion occurred near the Red Fort metro station in the evening, killing at least eight people and gutting several vehicles.
Sources in the Bihar Police said security has been heightened at all places of tourist attraction, like the Mahabodhi Temple Complex in Bodh Gaya, Viswa Shanti Stupa at Rajgir, Mahaveer temple and the Takhat Sri Harimandir Ji in Patna.
Security has also been tightened at all airports in the state.

Campaigning for Bihar&rsquo;s final phase of assembly polls ended Monday. Over 4 lakh security personnel have been deployed for Phase-2 voting on November 11, covering 122 seats ahead of counting on November 14.

The high-octane campaign for the second and final phase of the Bihar assembly elections concluded on Monday, with Union Home Minister Amit Shah, Defence Minister Rajnath Singh and Opposition leader Rahul Gandhi among leaders delivering last-day rallies and appeals.
Voting for 122 assembly seats is scheduled for Tuesday, November 11; counting for all 243 seats (including the 121 that voted in Phase-1 on November 6) will be held on November 14.
Phase-1 recorded what officials called the &ldquo;highest ever&rdquo; turnout for a Bihar election. While some reports put first-phase turnout at over 65%, the Election Commission of India put the official figure at 64.66%.
Below is a constituency-by-constituency look at the seats to watch in Phase-2, the candidates in the fray and the local dynamics that could decide results.
Chakai (Kaimur) &mdash; Sumit Kumar Singh (JD(U))
Incumbent Sumit Kumar Singh, Bihar&rsquo;s Minister of Science and Technology, is seeking re-election from Chakai. Singh carries local clout &mdash; he first won the seat in 2010 as a Jharkhand Mukti Morcha candidate and has since shown an ability to win as an independent &mdash; making Chakai a seat with a history of alternating loyalties and close contests.
Jamui &mdash; Shreyasi Singh (BJP) vs Mohammad Shamshad Alam (RJD)
Shreyasi Singh, an Olympic-level shooter and BJP MLA who defeated RJD&rsquo;s Vijay Prakash in 2020, is defending Jamui. The Mahagathbandhan has fielded Mohammad Shamshad Alam against her; the contest is being watched closely because Jamui&rsquo;s electoral profile has shifted in recent years from Left-dominated to more mainstream party contests.
Dhamdaha (Purnia) &mdash; Leshi Singh (JD(U))
Five-time MLA Leshi Singh, currently the Food and Consumer Protection Minister and a senior JD(U) leader, is contesting Dhamdaha. Her long record &mdash; including a stint heading the Bihar State Women&rsquo;s Commission &mdash; and established local presence make this a key seat for the JD(U).
Chhatapur &mdash; Neeraj Kumar/Neeraj Singh (BJP)
Neeraj Singh, the state&rsquo;s Minister of Environment and Forests and a BJP incumbent, is contesting from Chhatapur. The candidate&rsquo;s public profile is augmented by his familial link to late Bollywood actor Sushant Singh Rajput, a point that has drawn media attention to the seat.
Bettiah (West Champaran) &mdash; Renu Devi (BJP) and challengers
Bettiah &mdash; on Bihar&rsquo;s border &mdash; is a high-stakes seat. Former Deputy Chief Minister Renu Devi (BJP), a five-time winner since 2000 except in 2015, is aiming to hold the constituency she won comfortably in 2020 (by over 18,000 votes).
This election tests anti-incumbency over local issues such as cross-border migration. Local OBC leader Rohit Sikaria, contesting as an independent, could split votes and affect the Mahagathbandhan&rsquo;s prospects. Wasi Ahmad (Congress) is another name in the contest.
Katihar &mdash; Tarkishore Prasad (BJP) and multi-party contest
Veteran BJP leader and former Deputy Chief Minister Tarkishore Prasad is defending Katihar, a seat he has held since 2005. He faces Saurabh Agarwal of the Vikassheel Insaan Party (VIP), son of Ashok Agarwal, and Ghazi Sharique of the Jan Suraaj Party. Katihar&rsquo;s electorate is dominated by Muslim, Yadav and extremely backward class voters; any split in the Mahagathbandhan vote &mdash; including inroads by Prashant Kishor&rsquo;s party &mdash; could benefit the BJP.
Jhanjharpur (Madhubani) &mdash; Nitish Mishra (BJP) vs Ram Narayan Yadav (CPI)
Industries Minister Nitish Mishra, who won Jhanjharpur by a margin of over 41,700 votes in 2020, seeks re-election in Mithilanchal. He faces Ram Narayan Yadav of the CPI, a Mahagathbandhan ally. The constituency&rsquo;s electorate is shaped by &lsquo;upper&rsquo; castes and Yadavs, along with a sizable Scheduled Caste population &mdash; a mix that will determine whether 2020&rsquo;s margin holds.
Motihari (East Champaran) &mdash; Pramod Kumar (BJP) vs Dewa Gupta (RJD)
Pramod Kumar, the incumbent Law Minister and a BJP veteran who has represented Motihari since 2005, is expected to face a straight fight with Dewa Gupta of the RJD. The largely rural seat has been a BJP stronghold and will be watched for any shift in rural voting patterns.

Security preparations ahead of polling
State and central agencies have significantly ramped up security for Phase-2 polling. Election officials said more than 4 lakh security personnel have been deployed across Bihar for poll duties. The security deployment includes:
-&nbsp; Around 500 companies (&asymp;50,000 personnel) of the Central Armed Police Forces (CAPF) engaged in pre-election duties, with an additional 500 companies arriving later and a further 500 companies deployed in the third week of October.
- More than 60,000 personnel of the Bihar Police on election duty.
- Around 30,000 personnel of the Bihar Special Armed Police.
- Around 2,000 personnel from reserve battalions of other states.
- Over 20,000 home guards and roughly 19,000 newly recruited constables (currently undergoing training) engaged in poll duty.
- Nearly 1.5 lakh chowkidars (rural watchmen) posted to assist on the ground.
Officials said the large security footprint aims to ensure free and fair voting across the 122 seats slated for Phase-2 and to maintain law and order amid a highly charged campaign environment.
The continuing presence of central forces, multiple layers of state security and reserve contingents indicates a focus on both voter protection and quick response to any incidents on polling day.
With campaigning complete and troops, police and auxiliary personnel in position, Bihar moves into the final stage of balloting. Attention will now shift to polling on November 11 and the result day on November 14, when the combined effect of local contests, caste math and turnout will determine the next government in Patna.

Pro-tem Speaker Narendra Narayan Yadav informed the House that Kumar was the only candidate whose name figured for the post. Thereafter, he was declared "unanimously elected" following a voice vote.
As per custom, Kumar, who recently won the Gaya Town seat for a record eighth term, was escorted to the Chair by Chief Minister Nitish Kumar and Leader of the Opposition Tejashwi Yadav. The CM urged all the members to stand up and extend their greetings to the newly elected Speaker.
The 74-year-old JD(U) supremo, however, chided some opposition leaders who kept sitting and when they stood up, grinned in appreciation.
Yadav noted in his speech that the Speaker represented a seat, which housed pilgrim spots linked to Lord Vishnu and Lord Buddha. "You are well aware that the opposition serves as a mirror to the government, which may not be able to see its own failings. We, therefore, expect you to involve us more than the ruling side," the RJD leader said.
The Speaker thanked all the members for reposing their trust in him and said he looked forward to their cooperation. Before adjourning proceedings for the day, he asserted that election of a Deputy Speaker was needed for smooth running of the House, and said the same shall take place on December 4.
Prior to election of the Speaker, the House witnessed swearing-in of members, who could not take oath on the inaugural day of the session on Monday.
These members included Bhojpuri singer-turned-politician Vinay Bihari, a multiple-term BJP MLA from Lauria, who insisted that he be allowed to read the statement of oath in his mother tongue. He, however, relented upon being told by the pro-tem Speaker that it could be read only in Hindi, English, Urdu, Sanskrit or Maithili.

In a political career spanning 50 years, Nitish Kumar has displayed an uncanny knack for rising like a Phoenix every time sceptics and detractors have sought to write him off.
The most atypical of politicians owing their rise to post-Mandal politics, Nitish Kumar stood out for his ability to address the governance deficit, unlike a majority of the breed reared in the socialist stable, but was often accused of pursuing politics of opportunism.
Call it political opportunism or sagacity, his moves, in effect, have not allowed the BJP to appoint its own chief minister to date, despite enjoying a near hegemonic status nationally and the best performance in recently held assembly polls where the saffron party bagged 89 seats, followed by the JD(U) with 85.
Kumar is among the 10 longest-serving CMs in the country. He has been in power for 19 years. His frequent switching sides in his political career earned him the nickname 'Paltu Ram', whereas he is also called 'Sushashan Babu' for good governance.
In the 2024 Lok Sabha polls, his JD(U) outperformed the BJP in terms of strike rate, winning as many seats despite contesting one less than the saffron party, which now depends on the state ally for survival in power at the Centre, having fallen short of a majority.
An engineer by training who had taken an active part in the JP movement, Kumar spurned a job offer from the state electricity department and decided to take the political gamble, an oddity among educated youth in Bihar for whom the lure of "sarkaari naukri" remains undiminished.
Unlike Lalu Prasad and Ram Vilas Paswan, his co-travellers during the movement led by Jayaprakash Narayan, electoral success eluded Kumar for long. He got the first taste of victory, after three successive defeats, in the 1985 assembly polls when he won from Harnaut as a candidate of the Lok Dal. Four years later, he entered the Lok Sabha from Barh even as fellow MP from Saran Lalu Prasad shifted to Bihar, taking over as the CM and scripting a spectacular success story.
The next decade and a half saw Prasad's rise as one of the most powerful but controversial figures of his time, who ruled the state by proxy, getting his demure homemaker wife Rabri Devi elected as his successor, when a charge sheet in the fodder scam caused him to step down as the CM. During the same period, Kumar burnt his bridges with Prasad, floated the Samata Party, and built his own political edifice brick by brick.
The Samata Party joined forces with the BJP, and Kumar made a mark for himself as an outstanding parliamentarian. After a rift between Sharad Yadav, the then Janata Dal president, and Lalu Prasad, the latter broke away and formed the RJD. The Samata Party merged with Sharad Yadav's Janata Dal while continuing its alliance with the BJP.
After the NDA lost power in 2004, a victory in Bihar held out the promise of a degree of redemption for the BJP-led alliance. Attempts to wrest power from the RJD-Congress combine, then in power at the Centre as well, after the NDA fell short of a majority in the assembly polls of February 2005, were stymied by Governor Buta Singh's controversial move to dissolve the assembly, without it having even been constituted, in the face of alleged horse trading.
This proved a blessing in disguise for Kumar, who was projected as the chief ministerial candidate in the elections that took place nine months later, and the JD(U)-BJP combine got a comfortable majority, bringing the so-called "Lalu era" to an end.
Kumar's first five years as CM are recalled with admiration even by critics, marked as these were by vast improvement in law and order. Realising fully well that, unlike Lalu, he did not have the advantage of belonging to a populous caste group, Kumar created sub-quotas among OBCs and Dalits who were called "Ati Pichhda" (EBC) and "Mahadalits". He also brought in measures like free bicycles and school uniforms for school-going girls, which won him much adulation, and saw him return to power in 2010, leading the JD(U)-BJP coalition to a landslide victory in the assembly polls.
He ultimately snapped his party's 17-year-old ties with the BJP in 2013 when Modi was anointed BJP's campaign committee chief for the 2014 LS polls. After parting ways with the BJP, he won a trust vote with Congress' support, but stepped down in 2014, owning moral responsibility for the JD(U)'s drubbing in the LS elections.
In less than a year, he was back as the CM, elbowing out his rebellious protege Jitan Ram Manjhi with support from the RJD and Congress. The Grand Alliance that came into being with the JD(U), Congress and RJD coming together, won the 2017 assembly polls but came apart in just two years, after Kumar insisted that Lalu's son and deputy chief minister Tejashwi Yadav, whose name had cropped up in a money laundering case related to the time when RJD supremo was the railway minister, "come clear" on the issue.
He abruptly resigned as the CM as the RJD refused to budge, only to be back in office in less than 24 hours with BJP's support. His acceptability in political camps on either side of the ideological divide was on display when he dumped the BJP in 2022, accusing it of having tried to "break" the JD(U), and, while surviving in power with RJD, Congress, and Left as new allies, cobbled together a new front that was to be known as the INDIA bloc.
True to form, he jettisoned the anti-BJP front when he felt it was not giving him the respect that was his due, only to be welcomed back into the NDA with open arms.

At 74, Kumar also achieved another milestone of extending his 19-year stint as CM and breaking into the national top-10 list of longest-serving heads of government.
Kumar assumed office as chief minister in a grand swearing-in ceremony at Patna's Gandhi Maidan in the presence of Prime Minister Narendra Modi and Home Minister Amit Shah, besides several top NDA leaders.
Born in 1951 in Bihar's Bakhtiyarpur, Kumar entered politics during the JP Movement. He joined the Janata Party and unsuccessfully contested his first assembly elections in 1977. His first electoral victory was in 1985.

Governor Arif Mohammad Khan administered the oath of office and secrecy to Choudhary during a programme at Gandhi Maidan in Patna.
Choudhary, son of former minister Shakuni Choudhary, was a member of the legislative council in the state and had served as the deputy chief minister in the previous NDA government.
He won the assembly elections from Tarapur this time. In 2010, he had won the adjoining Parbatta seat on an RJD ticket. He did not contest the 2015 and 2020 polls.
He belongs to the Koeri Kushwaha community. Choudhary was appointed president of the Bihar unit of the BJP, replacing Sanjay Jaiswal.&nbsp;

JD(U) president Nitish Kumar was on Thursday sworn in as the Chief Minister of Bihar for a record tenth time at a grand ceremony, with Prime Minister Narendra Modi and Union Home Minister Amit Shah among those who were present at the swearing-in.
BJP president Jagat Prakash Nadda and the party's in-charge for the recently held state polls Dharmendra Pradhan were also among those who had flown down to attend the ceremony, where Kumar, along with a 21-member cabinet, was administered the oath of office by Governor Arif Mohammed Khan.
Kumar resigned as chief minister on Wednesday and staked claim to form the new government before Governor Khan.
"My heartiest congratulations to all the colleagues who took oath as ministers in the Bihar government. This is a splendid team of dedicated leaders, which will take Bihar to new heights. My best wishes to all of them!" Modi said on X.
Modi, whose charisma had played a big role in the NDA's massive victory in the assembly polls, regaled the crowds when, towards the end of the ceremony, he rotated his 'gamchha' in his signature style.
A gigantic stage had been set up at the Gandhi Maidan, where the attendees included chief ministers from several states ruled by the NDA, prominent among them being N Chandrababu Naidu (Andhra Pradesh) and Yogi Adityanath (Uttar Pradesh), Devendra Fadnavis (Maharashtra), Himanta Biswa Sarma (Assam) and Rekha Gupta (Delhi).
Prominent among those who took the oath on the occasion were Samrat Choudhary and Vijay Kumar Sinha, the leader and deputy leader, respectively, of the BJP legislative party, both of whom were deputy CMs in the previous NDA government in the state.
At least three ministers are members of the state legislative council. They are JD(U) national general secretary Ashok Choudhary, one of the most trusted aides of the CM, state BJP president Dilip Jaiswal and Hindustani Awam Morcha chief Santosh Kumar Suman.
Shreyasi Singh, an award-winning shooter who got elected from Jamui for a second consecutive term, was a new entrant into the cabinet.
Rama Nishad, wife of former Muzaffarpur MP Ajay Nishad, who had joined the BJP in the thick of elections and got elected from Aurai, has also been inducted into the state cabinet.
Another ninth-term MLA Bijendra Prasad Yadav, from the JD(U), was back in the state cabinet.
None of the inductees were from Union minister Chirag Paswan's LJPRV and Rajya Sabha MP Upendra Kushwaha's RLM, which have 19 and four berths, respectively.
