Amaravati Farmers to Benefit from Enhanced Land Pooling Scheme

Amaravati, July 3 (PTI) - Farmers participating in the 2025 Andhra Pradesh Capital Region Land Pooling Scheme (LPS) are set to receive significant incentives, including residential plots up to 1,000 sq yards and commercial plots up to 450 sq yards, alongside other financial and social benefits. This announcement was made by S Suresh Kumar, Principal Secretary of Municipal Administration and Urban Development (MAUD), on Thursday.

Kumar elaborated that farmers contributing an acre of documented dry land towards the development of Amaravati's greenfield capital city will be granted a 1,000 sq yard residential plot along with a 250 sq yard commercial plot. For those offering an acre of irrigated or riverbank lands (jareebu), the allocation will include a 1,000 sq yard residential plot and a 450 sq yard commercial plot. Additionally, landowners providing land under five other categories will receive plots of assorted sizes in Amaravati.

The newly crafted LPS rules enhance the benefits highlighted in the 2015 Capital City LPS Rules. Kumar noted that these improvements are in line with the plan to develop Amaravati into a 'mega city,' integrating neighboring areas such as Mangalagiri, Tadepalli, Guntur, and Vijayawada. The government aims to pool an additional 40,000 acres on top of the 54,000 acres already acquired.

An international airport is also in the pipeline for Amaravati, under the TDP-led NDA government's vision. Besides reconstituted plots, participating landowners will receive an annuity of Rs 30,000 for dry lands and Rs 50,000 for jareebu lands, with periodic increments of Rs 3,000 and Rs 5,000 respectively. There’s also a unique one-time Rs 1 lakh payment for farmers pooling orchard lands like lime, sapota, or guava.

The array of benefits extends further to include a Rs 5,000 monthly pension over a decade for landless poor families, a single-time agricultural loan waiver of Rs 1.5 lakh for eligible farming families, and provisions for free education and healthcare. Other welfare initiatives feature old age homes, subsidized food via Anna Canteens, and employing local farming machinery for development activities.

"These new regulations embody the government's resolve to accelerate the Capital Region's development, ensuring comprehensive growth for all involved parties," Kumar remarked. The streamlined LPS rules are citizen-centric and technologically integrated to boost transparency and safety. Water bodies are to be conserved under the guidelines of the National Green Tribunal (NGT) and Supreme Court, with reconstituted plot data directly entered into the registration system.

Amidst Amaravati's rapid urban expansion, Kumar noted that this growth is poised to profoundly influence adjacent rural regions, prompting the evolution of urban settlements, satellite towns, and agglomerations. The government underscores the necessity of urban infrastructure investment to transform these cities into dynamic growth centers, potentially uplifting millions from poverty and fostering sustainable economic progress.
